    Abstract: The presence of Africans in the German Democratic Republic is very rarely thought of in connection with the experience of exile. Instead, Africans in the GDR are predominantly viewed through the prism of educational and labor migration. While such research has undoubtedly produced valuable insights, it often fails to adequately account for the implicit Eurocentrism, methodological nationalism, and anti-communist bias inherent in Western knowledge production. This study offers a different approach. Through biographical portrayal, it unfolds the life stories of African freedom fighters who lived in exile in the GDR and, ultimately, remained in reunified Germany, with the main case study being a Malawian activist who was expelled from East to West Berlin. Recounting his experiences along with those of some South African exiles, chief among them a former medical worker for the ANC’s armed wing, the study ethnographically reconstructs the multiple entanglements between the “Second” and “Third” worlds from the vantage point of the politically displaced within the concrete historical contexts of African decolonization, the struggle against the Malawian Banda dictatorship, and the struggle against South African apartheid.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

    Abstract: The legacy of the slave family haunts the status of black Americans in modern U.S. society. Stereotypes that first entered the popular imagination in the form of plantation lore have continued to distort the African American social identity. In What Sorrows Labour in My Parents' Breast?, Brenda Stevenson provides a long overdue concise history to help the reader understand this vitally important African American institution as it evolved and survived under the extreme opposition that the institution of slavery imposed. The themes of this work center on the multifaceted reality of loss, recovery, resilience and resistance embedded in the desire of African/African descended people to experience family life despite their enslavement. These themes look back to the critical loss that Africans, both those taken and those who remained, endured, as the enslaved poet Phillis Wheatley honors in the line-"What sorrows labour in my parents' breast?," and look forward to the generations of slaves born through the Civil War era who struggled to realize their humanity in the recreation of family ties that tied them, through blood and emotion, to a reality beyond their legal bondage to masters and mistresses. It shows that transiting from informal to formal employment increases the probability of improving workers' labour income in both absolute and relative terms. However, income gains from formalisation do not accrue to all workers equally. Switching to formal employment has the greatest potential to improve the labour income of the richest workers. The chances of improving the labour income of the poorest workers through formalisation are slim. Transitions between formal and informal employment affect income gains and losses differently for men and women, older and younger workers, and workers with different levels of schooling. The effects of labour market transitions on income changes are considerably greater in magnitude than other life events such as a births, separation, or death of a partner or spouse.

    Abstract: Since the IEA’s last review in 2018, Australia has significantly raised its climate ambitions, with the 2022 Climate Change Act doubling the target for emissions reductions by 2030 and setting the goal of reaching net zero emissions by 2050. To match these increased ambitions, Australia is seeking to update its existing strategies, starting with the preparation of a new emissions reduction plan for 2050. Emission reductions and energy efficiency improvement rates need to double by 2030, and further steps will be required to achieve the government’s clean electricity target. Such efforts would support both climate and energy security goals. To support its clean energy transition, Australia needs to strengthen its resilience to supply disruptions across all fuels, whether from climate change impacts or global energy price shocks. Flexibility, fuel availability and resilient infrastructure will become even more vital as Australia’s energy system incorporates very high shares of variable renewables and is likely to face more frequent and more extreme weather events. Gas market reforms can help ensure energy security during the transition. Assessing and anticipating emerging skill needs is crucial to avoid bottlenecks and sustain the green transition. This report sheds light on existing methods to measure changes in skill demand and supply related to the green transition through an in-depth review of practices in five OECD countries (Australia, Austria, France, Norway and Sweden). It also identifies best practice on how to feed information on changing skill needs into policies, notably in the areas of employment, career guidance, education and adult learning.

    Abstract: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Abstract: "This ethnography of Bhutanese refugees reveals how the language of compassion in humanitarianism is used to oppress vulnerable communities and erode their rights. Alice Neikirk conducted fieldwork with Bhutanese who fled Bhutan, resided in camps in Nepal, and finally settled in the vastly different culture of Australia. She observes that in accepting the role of humanitarian subjects, refugees must abandon their role as contributors to the nation state and become satisfied with the position of guests. Yet this charitable framework has sufficient cracks to allow for action. The Bhutanese found ways to move between the contradictory expectations of refugee-ness as they strive to become citizens. The experiences of the Bhutanese illustrate the complex strands of power that intertwine to limit the scope of people who "deserve compassion." The well-meaning discourse of humanitarianism has become the accepted means to absolve the conscience of global powers as they face increasing evidence of the injustices that nation building causes and that national boundaries sustain. Readers in refugee studies, anthropology, and development studies will be interested in this unique ethnography."--

    Abstract: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today

She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons.     Abstract: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care.     Abstract: "Focusing on texts from the late 1970s to the 1990s which document both changing attitudes to terminations of pregnancy and dramatic environmental, medical, and socio-political developments during southern Africa's liberation struggles, this book examines how four writers from Botswana, South Africa, and Zimbabwe address the ethics of abortion and reproductive choice. Viewing recent fiction through the lens of new materialist theory - which challenges conventional, individual-based notions of human rights by asserting that all matter holds agency - this book argues that southern African women writers anticipate and exceed current feminist revivals of materialist thought. Not only do the authors question contemporary discourse framing abortion as either a confirmation of a woman's 'right to choose' or an unethical termination of human life, but they challenge conventional understandings of development, growth, and time. Through close readings of both literal gestation in the selected texts and the metaphorical reproduction of the post/colonial nation, this study advances the concept of reproductive agency, creating a range of queer ecocritical alternatives to tropes such as those of 'the Mother Country', 'Mother Africa', or 'the birth of a nation'. This study situates abortion narratives by Wilma Stockenström (translated by J. M. Coetzee), Zoë Wicomb, Yvonne Vera, and Bessie Head alongside contemporary postcolonial feminist theories, melding traditional beliefs with materialist views to reconsider the future of reproductive health matters in southern Africa. Merging queer ecocritical perspectives from materialism and postcolonialism, this study will appeal to students and researchers in the medical humanities, new materialisms, and postcolonial studies"--

The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: "This book investigates how teenage girls in South Africa encounter and consume pornography, situating their experiences within wider sociocultural and affective relations of power. Whereas many discussions of pornography are preoccupied with teenage girls as passive and vulnerable, this book argues in favour of a more capacious view of teenage girls, alert to their agency. Drawing on extensive qualitative research amongst upper income black and white 14-18-year-olds, the book demonstrates that these interactions with online porn are a critical site for girls to learn, develop, and negotiate diverse meanings of power, gender, sexuality, and relationships. The book uses the term 'play' to illustrate girls' sexual agency, feelings, and desires as they navigate the online sexual world in ways that permit a level of freedom, exploration, pleasures, adventures, connections, and discoveries of sex, sexualities, bodies, and identities. Drawing on theory from across critical sexualities and race studies, post structural feminism, and queer theorizing, the book resists taking either a pro- or anti-porn stance, instead arguing that teenage girls' engagement with online porn is in contradictory, nuanced and complex.     Abstract: This paper provides novel evidence on the regional impact of international migration on native employment and wages in Australia, using unique administrative individual-level panel data covering all residents from 2011 to 2018. Employing a differences-in-differences estimation strategy and a well-established shift-share instrumental variable (IV) approach based on census data from 1981, the study addresses potential endogeneity concerns related to migrant settlement patterns. The analysis reveals a positive impact of migration on native employment across all skill levels, ages, and genders, while wages remain unaffected. Examining the drivers of the employment effect shows that the arrival of migrants leads to a substantial increase of newly employed natives in the region and a decrease in the number of previously employed natives, with the former outweighing the latter. Most of the dynamic results from geographic mobility rather than labour market transition.

    Abstract: This paper examines the contribution of international migrants to regional differences in labour productivity in Australia. The study relies on individual-level administrative wage data from 2011 to 2018. It finds that a region with a 10% larger migrant share has, on average, a 1.3% larger regional wage difference, which indicates a positive link between migration and labour productivity. The presence of migrants benefits native workers with different skill levels residing in all types of regions. The positive effects of migrants are even more pronounced for higher-skilled migrants. Concretely, a region with a 10% larger share of higher-skilled migrants has, on average, a 1% higher regional productivity difference. However, these additional benefits mainly accrue to more productive regions and those with higher migrant shares than the median region.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.
