They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands.     Abstract: The phenomenon of child trafficking holds a unique position as an issue of significant contemporary relevance, occupying a principal place in debates about human rights today. The interchangeable terms trafficking and modern slavery evoke emotive responses and proclamations about abolition of contemporary ills, viewed as the ultimate aberration when a child is involved. The classification of children under legal frameworks marks them as different, as ‘other’, and in the context of laws implemented to address trafficking, slavery, and children on the move more generally, this distinction is complicated. This book charts the emergence, decline and re-emergence of child trafficking law and policy during the twentieth and twenty-first centuries. It provides a systematic and comprehensive overview of the historical origins of child trafficking by utilising the wealth of information located within the non-digitised archives of the League of Nations. It focusses upon the Committee on the Traffic in Women and Children to engage with League of Nations policy to provide an insightful and original contribution to the current body of literature. This is a book that seeks to critique the entanglements of children’s rights and colonialism in relation to the mobility and exploitation of children. It centralises the legacy of colonialism, the undercurrents of race, white supremacy, patriarchy, and their ongoing influence upon contemporary anti-trafficking legal and policy responses. Through utilizing what the author identifies as the ‘anti-trafficking machine’ as a theoretical framework, the book challenges contemporary law and policy responses to child trafficking. This theoretical framework has been adopted to illustrate a central hypothesis of the book – that the contemporary anti-trafficking agenda is both imperialist and a continuity of colonial attitudes. Elizabeth A. Faulkner is Lecturer in Law at Keele University, United Kingdom. Her interests, broadly conceived, are in international child law, human rights, migration, legal history, and crime specialising in human trafficking, slavery, children’s rights, exploitation, and abuse.

Focusing on the role of disenfranchised citizens and women, this collection broadens the themes of traditional political historical research that has identified political participation with the right to vote and struggles for political inclusion, and brings a wide array of formal and informal political practices to the centre of nineteenth-century European life. Diego Palacios Cerezales is a Senior Researcher at the Complutense University of Madrid in Spain. Previously, he was a Lecturer in European History at the University of Stirling, in the UK, and he has also held teaching and research positions at various Spanish and Portuguese universities. Diego’s research focuses on the transnational history of petitioning from the Age of Revolution to the third wave of democratisation (1789–1989), as well as on the history of policing in Spain and Portugal. He has written and edited several books, and published sixteen journal articles. Oriol Luján holds a lectureship at the Universitat Autònoma de Barcelona, in Spain. Prior to this, he held a postdoctoral position at the Complutense University of Madrid, as well as visiting positions at the European University Institute in Florence, and the Sorbonne in Paris. Oriol specialises in the cultural history of politics and parliamentary representation in nineteenth-century Spain. He has written several books, book chapters and journal articles. .

    Abstract: This book provides a novel exploration of time and temporality in relation to punishment and criminal sanctioning. It goes beyond focussing on the prison to address punishment more broadly with contributions on punishment in the community (including after periods of imprisonment) and in areas of the criminal justice system which have typically received less attention such as prison transportation between prisons. The collection also includes a focus on temporality in criminal justice policy, and its potential impacts on speeding up justice, as well as the experiential nature of punishment.     Abstract: This book considers contested responsibilities between the public and private sectors over the use of online data, detailing exactly how digital human rights evolved in specific European states and gradually became a part of the European Union framework of legal protections. The author uniquely examines why and how European lawmakers linked digital data protection to fundamental human rights, something heretofore not explained in other works on general data governance and data privacy. In particular, this work examines the utilization of national and European Union institutional arrangements as a location for activism by legal and academic consultants and by first-mover states who legislated digital human rights beginning in the 1970s. By tracing the way that EU Member States and non-state actors utilized the structure of EU bodies to create the new norm of digital human rights, readers will learn about the process of expanding the scope of human rights protections within multiple dimensions of European political space. The project will be informative to scholar, student, and layperson, as it examines a new and evolving area of technology governance – the human rights of digital data use by the public and private sectors. Rebekah Dowd is an Assistant Professor of Political Science at Midwestern University in Texas.     Abstract: This book provides a new interpretation of international law specifically dedicated to Indigenous peoples in the context of a climate justice approach. The book presents a critical analysis of past and current developments at the intersection of human rights and international environmental law and governance. The book suggests new ways forward and demonstrates the need for a paradigmatic shift that would enhance the meaningful participation of Indigenous peoples as fundamental actors in the conservation of biodiversity and in the fight against climate change. The book offers guidance on a number of critical intersecting and interdependent issues at the forefront of climate change law and policy – inside and outside of the UN climate change regime. The author suggests that the adoption of a critical perspective on international law is needed in order to highlight inherent structural and systemic issues of the international law regime which are all issues that ultimately impede the pursue of climate justice for Indigenous peoples. Giada Giacomini is an experienced researcher in international human rights law, international environmental law, climate change law and policy, and with an interest in climate vulnerable communities. She holds a PhD in Public, Comparative and International Law. She specializes in climate justice, critical legal studies and non-anthropocentric law. Upon completion of her PhD studies, she completed an Internship at the Independent Redress Mechanism of the Green Climate Fund. She is currently involved in several research projects dealing with ecosocial work, environmental conservation and Indigenous peoples, and climate litigation.

    Abstract: This book provides an up-­to-­date discussion of the effect of crises on European identities in the post-­Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure. Salome Minesashvili is Lecturer in International Relations, Political Science and Post-Soviet Politics at the Freie Universität Berlin and ESCP Europe, Germany. She is also Research Analyst at the Tbilisi-based think tank, Georgian Institute of Politics (GIP). She has published articles and book chapters on the topics of foreign policy analysis, identity politics, soft power politics, EU–Eastern Neighbourhood relations and transformation processes in the former Soviet Union.

    Abstract: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality - in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed. This book is vital reading for anyone concerned with labour policy, industrial relations and social welfare but, above all, with how advances in these areas can contribute to the global fight against growing inequalities

    Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored.     Abstract: This book is an innovative and critical contribution to the study of the human rights of lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ) people in the context of Europe. Combining legal and Foucauldian approaches, it investigates the ways in which current discourses about LGBTIQ rights in Europe are tightly bound to contemporary debates about national and trans-national citizenship. The author defines and analyzes the concept of 'multisexual citizenship' to illustrate new, flexible forms of sexual and gendered citizenship that could radically transform practices of citizenship and the current human rights framework in Europe. She does this by combining critical deconstructions of the case law of the European Court of Human Rights with ethnographic observations and sociological analysis. This interdisciplinary work will appeal to sociologists, lawyers and researchers of gender and LGBTIQ rights. Francesca Romana Ammaturo is Lecturer in Sociology and Human Rights at the University of Roehampton, UK.
