This handbook demonstrates how the OECD-FAO Guidance can be applied to address deforestation by contextualising existing recommendations and directing users towards helpful sources of due diligence information.

    Abstract: This book critically explores indigenous sub-Saharan African agrarian thought. Indigenous African agrarian philosophy is an uncharted and largely overlooked area of study in the burgeoning fields of African philosophy and philosophy of nature. The book shows that wherever human beings have lived, they have been preoccupied with exploring ways to ensure the sustainable management of limited resources at their disposal, to attain to their basic needs: food, shelter, and security. The book also shows that agriculture and the way people relate with nature are an essential, but generally neglected, determinant of the emergence and orientation of all philosophical traditions. In traditional, pre-colonial African culture, it was difficult to separate agriculture from African relational ontology. Agriculture and the use of natural resources were at the centre of community life and influenced the social, political, economic, and spiritual worldviews of the people. In their contact with nature through agriculture, different beliefs, knowledge systems, norms, moral outlooks, cultural practices and institutions emerged and have been valorized to guide societies on how to sustainably manage the environment. As a way of life, then, agriculture was deeply connected with indigenous beliefs, values, and practices which transcended a wide range of issues related to ecological ethics, food ethics, religion, traditional medicine, political economy, social organisation, biological reproduction and species survival, indigenous knowledge, and property rights. This book will thus be a valuable resource for policy makers and researchers in diverse fields such as philosophy, geography, sociology, anthropology, and development studies.

    Abstract: This book analyses the diffusion and implementation of Aid Effectiveness Principles in Kenya’s agricultural sector. Although Aid Effectiveness Principles represent a significant step in aid and development discourse, studies on its implementation remain inadequate, especially in the African context. This book combines the perspectives of the Kenyan government, donor representatives and small-scale farmers. The discussion on Kenya brings in comparative perspectives and, therefore, would have broader relevance to the African region, in general. It highlights a disconnect between the government and farmers concerning the ownership concept, where farmers lack a voice in important policy matters. The book shows that donors have exploited the weaknesses in government responses to interpret The Principles in ways that suit their strategic interests. Consequently, the book argues that the diffusion of Aid Effectiveness Principles has taken the form of symbolic imitation – a form of policy diffusion where the policymakers choose policies for their symbolic value rather than their effectiveness. Dr Daniel Kipleel Borter is a development consultant interested in agricultural sector development in developing countries and previously worked for over 17 years in Kenya’s agricultural sector. Daniel holds PhD in the Anthropology of Development from University of Melbourne, with research interests in aid and development and development policy. He has researched the diffusion of global aid effectiveness policies in agriculture sector programmes in Kenya, donor practices and the aid effectiveness infrastructure. He has also taught development studies courses at Egerton University in Kenya and Australian Catholic University in Melbourne. Dr Nadeem Malik is a senior lecturer at the University of Melbourne. He served as Director of the Development Studies Program from 2009-2014 and is currently the Research Director of Anthropology and Development Studies. Before being an academic, he served in the development sector for around 20 years. His primary areas of specialization are Third World development, globalization, gender and development, governance, civil society and the state, decentralization or local governance, project and program management and monitoring and evaluation of development projects, anthropology of development, political anthropology and art/theatre and development.

    Abstract: Across Europe, the early medieval period saw the advent of new ways of cereal farming which fed the growth of towns, markets and populations, but also fuelled wealth disparities and the rise of lordship. These developments have sometimes been referred to as marking an 'agricultural revolution', yet the nature and timing of these critical changes remain subject to intense debate, despite more than a century of research.     Abstract: This open access book provides a clear holistic conceptual framework of CISS-F (competitiveness, inclusiveness, sustainability, scalability and access to finance) to analyse the efficiency of value chains of high value agricultural commodities in India. It is based on the understanding that agriculture is an integrated system that connects farming with logistics, processing and marketing. Farmer’s welfare being central to any agricultural policy makes it very pertinent to study how a value chain works and can be strengthened further to realize this policy goal. This book adds value to the existing research by studying the value chains end-to-end across a wide spectrum of agricultural commodities with the holistic lens of CISS-F. It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth. The research undertaken here brings out some very useful insights for policymaking in terms of what needs to be done better to steer the agricultural value chains towards being more competitive, inclusive, sustainable and scalable. The value chain specific research findings help draw very nuanced policy recommendations as well as present a big picture of the future direction of policy making in agriculture. .

The panel tackled the seventeen UN Sustainable Development Goals (SDGs) for 2030 head-on, with respect to the global systems that produce and distribute food. The panel’s rigorous synthesis and analysis of existing research leads compellingly to multiple actionable recommendations that, if adopted, would simultaneously lead to healthy and nutritious diets, equitable and inclusive value chains, resilience to shocks and stressors, and climate and environmental sustainability.

    Abstract: This book explores the role of agriculture in long-term economic growth. With a particular focus on Ethiopia, the role of the state in igniting agricultural growth and in sustaining economic growth is highlighted as essential for low-income countries. Taking ideas from both economic history and development economics, the ability of Ethiopia and the rest of Africa to sustain recent rapid growth into something that can tackle the development agenda is discussed, alongside policy suggestions. This book overall presents an optimistic account of Africa and its economic prospects. It will be relevant to students and researchers interested in economic development and agricultural economics.     Abstract: Against the background of increased attention to the sustainability of the agriculture sector, the OECD has developed indicators of the environmental performance of agriculture. Covering the OECD as a whole and all individual OECD countries over the period 1990-2018, the data in this report show that, while most OECD countries increased their agricultural production in the last decade, the environmental performance of the agriculture sector registered mixed results. Progress was achieved reducing phosphorus balances, ammonia emissions, nitrogen balances, and greenhouse gas (GHG) emissions intensities. However, a lack of progress was observed in reducing GHG emissions and, for those countries where relevant, improving biodiversity as measured by the presence of farmland birds. The OECD agri-environmental indicators presented in this report provide a reliable and robust source of data that can be used to benchmark environmental performance and inform policy action.

    Abstract: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

    Abstract: Global value chains (GVCs) in agriculture and food sectors have the potential to influence trading relationships and the gains from trade for different sectors along the value chain. This report explores the way in which value from trade and GVC participation is created for the agriculture sector. It examines differences in returns to the sector from participation in GVCs and trade either directly in contrast to participation that relies on downstream domestic processing. The study makes use of a database on trade in value added for 22 agro-food sectors derived from the Global Trade Analysis Project (GTAP) database. The evidence presented in this paper suggests that aggregate value to the agriculture and to the economy overall from direct participation in trade and GVCs generates at least as much value as participation that relies on domestic downstream processing. Similar overall gains from primary exports are associated with greater volumes and the value created from ‘value addition’ to these exports – the embodied service and other inputs. Indeed, countries that specialise in primary exports have higher shares of service value added in these exports, with this also being a determinant of value growth for middle-income countries.

    Abstract: Agricultural sectors are increasingly integrated into international markets as global value chains (GVCs) expand. This integration is helping to drive value added growth in the sector, including the returns that flow to labour. This report explores the impact that trade and agro-food GVC participation has on labour returns and thereby employment not only within the agricultural sectors, but across other sectors of the economy. At the global level, trade and agro-food GVCs generated an average of between 20-26% of total agricultural workforce returns between 2004 and 2014, and labour returns were generated from both direct participation in trade and from indirect participation through other downstream sectors. This report finds that the impact on economy-wide labour returns is on average greater for countries specialising in direct exports of primary products as compared to those specialising in indirect agricultural exports. Evidence also shows that agricultural subsidies have a negative impact both on labour returns from primary sector exports and the returns generated indirectly from processing-sector exports.

    Abstract: Management of common-pool resources in the absence of individual pricing can lead to suboptimal allocation. In the context of irrigation schemes, this can create water scarcity even when there is sufficient water to meet the total requirements. High-frequency data from three irrigation schemes in Mozambique reveal patterns consistent with inefficiency in allocations. A randomized control trial compares two feedback tools: i) general information, charting the water requirements for common crops, and ii) individualized information, comparing water requirements with each farmer's water use in the same season of the previous year. Both types of feedback tools lead to higher reported and observed sufficiency of water relative to recommendations, and nearly eliminate reports of conflicts over water. The experiment fails to detect an additional effect of individualized comparative feedback relative to a general information treatment

    Abstract: In the post-collectivization period, rural Chinese households were required to sell part of their grain output to the state at a below-market price; however, increases in this quota price beginning in 1993 generated substantial positive income shocks. These income shocks also varied cross-sectionally in accordance with crop composition given that quotas were systematically larger for rice-producing households, generating a quasi-random source of variation in the size of the shock driven by climatic variation in suitability for rice cultivation. Households induced to experience relatively larger income shocks show evidence of decreased agricultural investment, increased investment in non-agricultural businesses, and increased migration as households gain increased income, consistent with the hypothesis that credit constraints may have constrained some households from entering non-agricultural production ex ante. In addition, there is evidence that these households were concentrated among households who had not previously diversified out of agriculture

    Abstract: To document the relative accuracy of methods for microdata collection on root and tuber crop production, an experiment was implemented in Malawi over a 12-month period, randomly assigning cassava-producing households to one of four approaches: daily diary-keeping, with semi-weekly supervision visits; daily diary-keeping, with semi-weekly supervisory phone calls; two six-month recall interviews, with six months in between; and a single 12-month recall interview. Lapses in diary-keeping can underestimate true production, albeit to a lesser degree compared to recall. And the comparisons between the diary variants and the variation in underestimation by recall period are unclear ex ante. The analysis reveals that compared to traditional diary-keeping, the household-level annual cassava production is 295 kilograms higher, on average, (and assumed as closer to the truth) under diary-keeping with phone calls. This effect corresponds to 28 percent of the average traditional diary-keeping production estimate. Although the difference between the estimates based on six-month recall and traditional diary-keeping is statistically insignificant, 12-month recall underestimates annual production, on average, by 516 kilograms and 221 kilograms, respectively, compared to diary-keeping with phone calls and traditional diary-keeping. While the recall-based approaches both underestimate true production, six-month recall does so to a lesser extent. The evidence additionally demonstrates likely gross overestimation in international and ministerial statistics on cassava yields in Malawi. For improved microdata on root and tuber crop production, the adoption of (i) diary-keeping with phone calls (particularly if deployed in a broader mobile phone-based survey) or (ii) six-month recall, as a second-best alternative, is recommended

    Abstract: How can foreign aid to agriculture support economic growth in Africa? This paper constructs a geographically-indexed applied general equilibrium model that considers pathways through which aid might affect growth and structural transformation of labor markets in the context of soil nutrient variation, minimum subsistence consumption requirements, domestic transport costs, labor mobility and constraints to self-financing of agricultural inputs. Using plausible parameters, the model is presented for Uganda as an illustrative case. Three stylized scenarios demonstrate the potential economy-wide impacts of both soil nutrient loss and replenishment, and how foreign aid can be targeted to support agricultural inputs that boost rural productivity and shift labor to boost real wages. One simulation shows how a temporary program of targeted official development assistance (ODA) for agriculture could generate, contrary to traditional Dutch disease concerns, an expansion in the primary tradable sector and positive permanent productivity and welfare effects, leading to a steady decline in the need for complementary ODA for budget support

    Abstract: This paper develops theoretical and quantitative analysis to identify the potential synergies and trade-offs inherent in various policy instruments that address agricultural productivity, climate change mitigation and adaptation, and water quality objectives. The theoretical model used describes crop production choices made by farmers given different sets of government policies and whereby crop yields can be impacted by climate change. Quantitative results on the basis of Finnish data show that decoupled area payment appears to provide more trade-offs than other policy instruments as it increases greenhouse gas (GHG) emissions and nutrient runoff, and decrease total factor productivity and social welfare relative to a situation with no policy. Nitrogen fertiliser tax, a soil GHG emission tax, and a subsidy for green set-aside perform well with respect to all other objectives with the exception of adaptation to climate change. These policy instruments significantly reduce GHG emissions and nutrient runoff, and thus their social welfare performance is high.

    Abstract: Agriculture is a major emitter of greenhouse gases. Its potential to contribute to limiting global warming to less than 2oC by the end of the century is substantial by reducing direct emissions in crop and livestock production, by reducing indirect emissions associated with changes in land use, and by increasing carbon sequestration. Technological advancements and changes in consumer preferences that result in land-sparing are particularly promising options given food security concerns. Gains in total factor productivity will also enhance the sector’s competitiveness. Changes in domestic and trade policies are essential to maximize mitigation potential. In the absence of global application of carbon pricing, international co-ordination is needed to ensure that national mitigation efforts result in carbon reallocation, i.e. shifts in the location of production to low emissions sources. Measures of emissions relative to the economic contribution of agricultural activities can be insightful for identifying national mitigation priorities.

    Abstract: Southeast Asia’s exposure to increasingly frequent and intense weather-related disasters is a growing concern for agricultural producers of the region. This study reviews policy approaches to droughts, floods and typhoons in Myanmar, the Philippines, Thailand and Viet Nam in an effort to identify good practices and strengthen the resilience of the agricultural sector. The study assesses the risk exposure of this sector to weather-related disasters and reviews risk management policies using an OECD policy framework on the mitigation of droughts and floods in agriculture as a benchmark. The analysis reveals several priority areas to strengthen the resilience of the agricultural sectors in these four Association of Southeast Asian Nations (ASEAN) countries, including: 1) improving the prevention and mitigation components of disaster risk management by aligning policy incentives and by integrating risk-reduction measures into infrastructure planning and extension systems; 2) implementing and enforcing water allocation and water use restriction instruments to steer farmers towards more efficient water use; 3) enhancing the co-ordination of government and partner institutions' activities to enable a more timely response to disasters; and 4) improving the timely distribution of inputs, equipment and social protection measures like disaster-linked cash transfers to strengthen the capacity of farmers to recover from disasters.

The country's agricultural innovation system should become more integrated and collaborative, benefiting from its strong competitive advantage in Information and Communication Technology (ICT).

    Abstract: While India’s per capita income is converging towards that of the richer countries, inequality has drifted up. Spatial inequality – across states and between urban and rural areas – is pronounced, with large differences in output per capita and in access to core public services, such as electricity, roads, and education. Implementing the GST will contribute to reduce trade barriers across states while recent changes in the federalism model are empowering states and promoting experimentation. Prompting states to modernise product and labour market regulations should allow firms in the organised sector to reach an efficient size, and promote job creation and rising incomes in all states. Raising the living standards in poorer states would also require increasing productivity in the agricultural sector by supporting farm consolidation and improving infrastructure in rural areas, particularly roads that connect villages to market towns, crop storage infrastructure and access to sustainable irrigation technologies. As working population moves out of agriculture, urbanisation will gather pace. However, exploiting cities’ potential for job creation, productivity gains and improvement in the quality of life would require better physical and social urban infrastructure. Local spending and regulatory competences should be clarified. Performance of local bodies should be assessed regularly to make them accountable. Municipalities should also be granted clear revenue-raising power (in particular property taxes and user charges for urban infrastructure) to enable them to fund better public infrastructure and services.

    Abstract: This report investigates the link between farm innovation and economic performance. The study uses a unique survey dataset maintained by Wageningen Economic Research in the Netherlands. A structural multi-stage model of firm-level innovation is applied. The model contains four steps: first, the decision of the farmer to innovate at all; second the innovation intensity, measured by expenditures on innovation activities; third the output of the innovation process, which is measured by realized product, process, organisational or marketing-related innovation; fourth, productivity changes as a result of innovation. The analysis is performed for two types of farms – dairy and crop farms – and covers the period from 2004 to 2014. A number of factors are found to be decisive for the magnitude and success of farm innovations in the Netherlands. Among them regulations and standards, the level of co-operation with knowledge producing institutions, own product and process-related development activities, farm size, the age of the farm operator as well as confidence in business and sector developments. Based on these and other results, the report derives implications for policies aimed at promoting farm innovation and productivity and sustainability in the agricultural sector.

    Abstract: Biodiversity conservation and sustainable use policies implemented in OECD countries could be made more environmentally effective and cost-effective. Several policy innovations could change this, however. To test this, a theoretical framework was developed to describe farmers’ participation in government payment programmes that enhance semi-natural wildlife habitats on farmland. The types of payments analysed here include: uniform payments; three types of conservation auctions with environmental targeting; uniform payment with environmental targeting; and two types of differentiated payments with environmental targeting. Quantitative results show that uniform payments are less efficient than other payment types, and that auctions with environmental targeting are the most cost-effective option. However, if farmers have knowledge of the environmental value of their offer, the cost-effectiveness of auctions decreases because they tend to increase their bids to benefit from this information rent (overcompensating income forgone). Adding environmental targeting to the uniform payment policy greatly improves the cost-effectiveness of uniform payment. The analysis clearly shows that, when targeted payments are implemented, the gains from environmental targeting are large and exceed the increase in policy-related transaction costs.

    Abstract: This report summarises selected measures of the farm size distribution for fourteen OECD countries: Canada, Estonia, France, Germany, Ireland, Italy, Japan, Korea, Latvia, the Netherlands, Norway, Sweden, the United Kingdom (England) and the United States over the period 1995-2010. The farm size statistics are presented for four major production systems: crop, dairy, cattle and pig farming. The report documents consolidation of agricultural production in large-scale farms in most countries and sub-sectors covered by the report. Nevertheless, farm size growth rates show substantial differences across countries and periods which underlines the importance of country-specific natural, social, and economic conditions and the regulatory and policy environment for the evolution of farm structures. Increased inequality in farm size distributions, as captured using Gini coefficients, indicates a trend towards more polarized farm structures.

    Abstract: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then.     Abstract: This report analyses trends in agriculture for the US Southwest region, one of the most water stressed and productive agricultural regions in the world expected to face further water shortages in the future due to climate change and continued growth. It examines projected water risks by mid-century without additional policy action, and discusses the expected implications for the agriculture sector, based on a review of existing data and available publications. The region will likely continue to be a major agricultural producer by mid-century but will be affected by more variable and uncertain water supplies and increased water demand. Irrigated area is likely to decline, with lower value, water-intensive field and forage crops experiencing the greatest losses. Livestock and dairy are also especially vulnerable to water shortages and climate change. Trade and employment may be affected, although projections remain uncertain. Policy options can help mitigate these projected water risks, such as agricultural and urban water efficiency improvements, refined groundwater management, investment in water banks and recycled wastewater systems, and well-defined water transfers.

    Abstract: Climate change is expected to increase the frequency and magnitude of extreme weather events, notably of droughts and floods to which the agriculture sector is particularly exposed. While agricultural productivity growth and policy development have allowed to better cope with these risks and reduce overall impacts on the sector and commodity markets, there is substantial room to improve policy responses and co-ordinate across policy domains, including with respect to water rights and allocation, weather and hydrological information, innovation and education, and insurance and compensation schemes. Indeed, drought and flood risks are likely to become a major policy concern as increasing population will increase the demand for food, feed, fibre, and energy, not to mention the competition for water resources, and urbanisation will increase the demand for flood protection and mitigation, raising the issue of the allocation of flood risks across sectors and areas.

    Abstract: Public-Private Partnerships (PPPs) are increasingly used in agricultural innovation to leverage public funds, enhance efficiency, and improve the adaptation of innovation to demand so as to foster wider and faster diffusion. For governments, PPPs for innovation are but one policy option, whose costs and benefits need to be compared with those of other options. Governments have put in place a policy and regulatory environment to facilitate the development of PPPs for innovation, including financing mechanisms and Intellectual Property (IP) protection. Most programmes are not specific to the food and agriculture system, but apply to the economy-wide innovation system. The main a priori conditions for forming a successful partnership between public and private participants are existence of common objectives, sharing of mutual benefits, and complementarity of human and financial resources. Institutional arrangements need to be clear, but the degree of formality can vary. Elements of good governance include setting clear objectives and rules, and implementing regular monitoring and evaluation that use well-established, open and competitive processes to select PPPs for public participation. Transparency is desirable at all stages of implementation. Improving partners’ capacity to design, manage and participate in PPPs is an important factor of success, and is particularly relevant for agricultural innovation.

    Abstract: The key contribution of this report lies in developing a typology to structure the components of the enabling environment for agricultural growth and competitiveness, and in constructing an illustrative Agricultural Growth Enabling Index (AGEI) to summarise a wide array of available information in a coherent manner. The construction of the preliminary AGEI is based on four blocks with 40% of the weight on agriculture/rural factors and 20% each on broader economy-wide governance, capital availability and market operation. The AGEI can be used to provide across-country comparisons or single-country evaluations using the index itself or its components. It allows the decomposition within each main block to show the relative strength and weaknesses of each country across various sub-indices. It has been applied here to a selected set of twenty emerging and developing countries. The preliminary results demonstrate that the AGEI brings together information relevant to the enabling environment for agricultural growth and competitiveness, and which is largely consistent with more in-depth studies of the selected countries. While constrained in some respects, the AGEI appears to be the first index completed with this objective. Further expansion and refinement of the included set of indicators to better reflect key determinants of agriculture’s enabling environment would help provide an important input into better policy decisions.

    Abstract: This report analyses the farm performance data contributed through the OECD Network for Farm-level Analysis. It first compares the distribution of four economic performance indicators across nine participating countries or regions for selected farm types (output and input ratio, and net operating income per unit of labour, land and net worth). The comparative analysis shows significant differences in farm economic performances within countries as well as across countries. It implies that promoting the adoption of existing best practice and improving the resource allocation can lead to a significant improvement in the sector’s performance. The factor analysis found that large farm size is a factor of high economic performance for most types of farms across countries, but it also identified other relevant factors of high performance independent of the farm size factor, such as younger age, higher education, and use of financial leverage.     Abstract: This report analyzes the specific factors that affect the competitiveness of developing countries in global value chains (GVCs), and how these factors differ across four major economic sectors: agriculture, extractive industries, manufacturing and offshore services. Although integration into GVCs allows firms in developing countries to participate in international trade without developing the full range of capabilities required to produce a product or service, it will not automatically translate into positive development gains from trade without the appropriate policies to build productive capacity and ensure inclusive growth and upgrading capabilities. In order to inform these policies, it is necessary to identify the various local factors that affected the capacity of developing countries to meet GVC and RVC requirements, including their productive capacity, infrastructure and services, the business environment, trade and investment policies and industry institutionalization. The report identifies the need for further data and analysis in many areas, in particular the trade-related policy implications of TiVA-GVCs for developing countries, including emerging economies. This would provide a starting point for the discussion of the domestic policies and actions needed to promote and support developing countries’ beneficial participation in value chains and inform aid for trade interventions promoting effective integration into markets via GVCs.

    Abstract: Urbanisation in China has long been held back by various restrictions on land and internal migration but has taken off since the 1990s, as these impediments started to be gradually relaxed. People have moved in large numbers to richer cities, where productivity is higher and has increased further thanks to agglomeration effects. In the process, the rural-urban income differential has narrowed. Urbanisation also entails costs, however, notably in the form of congestion, all the more so as public transport provision has not kept up. Demand for living space is set to continue to increase as living standards improve, putting pressure on land prices. This can be offset by relaxing the very stringent restrictions on the use of agricultural land for building. For migrants to better integrate in the cities where they work, their access and that of their families to education, health and other social services must continue to improve, in particular via further changes to the registration system, coupled with more market-based rules on land ownership and use.

    Abstract: This report synthesises the experience of OECD countries in developing and implementing policies, programmes and initiatives related to green growth in the agricultural sector, based primarily on material provided by governments. It discusses the overall approach that countries are taking towards establishing a green growth strategy in agriculture; the implementation of the OECD framework for monitoring progress towards green growth in agriculture; and the various policy instruments used. A key conclusion is that, while most countries have some policies in place that relate to the concept of green growth, the degree of ambition shows considerable variation. A wide range of instruments and a variety of “policy mixes” are currently applied across OECD countries, with the majority of countries appearing to have strategic objectives covering a wide range of subjects related to green growth, particularly in the area of improving energy efficiency and reducing the carbon footprint of agriculture. A coherent overall policy framework that has clear objectives, sets R&D priorities, and policy measures that are targeted and implemented at the appropriate levels are essential to establish a comprehensive strategy for green growth in agriculture.

    Abstract: Agricultural input subsidies were a major feature of development policies in rural economies until the 1980s. Continuing rural poverty with low productivity and fertilizer use in smallholder staple crops has led to their resurgence in Africa. These subsidies are, however, controversial with claims of both large food security benefits and unsustainable, inefficient resource use. This book reviews current theory and evidence on the strengths and weaknesses of these programmes and the effects of programme context, design, and implementation. Theoretical arguments for agricultural subsidies are based on input promotion where farmers' private costs (benefits) are higher (lower) than wider economic costs (benefits). These arguments, and concerns about inefficiency and diversion, are reviewed and extended to consider input affordability constraints and 'smart' rationing and targeting. Recent programmes in Africa have a variety of generally producer-focused objectives, with varied implementation and programme outcomes. Most pay little attention to consumer interests and potential contributions to wider growth. A detailed examination of Malawi's controversial agricultural input subsidy programme follows. Drawing on a wide range of information sources, the political and agro-economic contexts of the programme are examined, with evidence on its implementation and impacts from 2005 to 2011. Positive impacts are recorded on beneficiaries' production, incomes, food consumption, school enrolment, child health, and reduced need for earnings from undertaking casual labour for others. There is evidence of indirect economy-wide impacts, but this is not as strong as might be expected. Targeting and graduation are identified as critically important issues requiring continuing attention

    Abstract: Climate change affects the mean and variability of weather conditions and the frequency of extreme events, which to a great extent determines the variability of production and yields. This paper reviews the scientific literature on the impacts of climate change on yield variance and investigates their implications for the demand of crop insurance and effectiveness of different farm strategies and policy measures using crop farm data in Australia, Canada and Spain. A microeconomic farm level model is calibrated to different types of farms and used to simulate the responses and impacts of four policy measures: ex post disaster payments and three types of crop insurance (individual yields, area-based yield and weather index). The strong uncertainties about climate change are captured in a set of seven scenarios covering different assumptions about the scope of climate change (no change, marginal change, and high occurrence of extreme events), and farmers’ adaptation response (no adaptation, diversification, and structural adaptation). Policy decision making under these uncertainties is analysed using a standard Bayesian probabilistic approach, but also using other criteria that look for robust second best choices (MaxiMin and Satisficing criteria).

The authors apply two main microeconometric techniques, difference-in-differences and matching difference-in-differences, to identify the effect of the Pesticides Initiative Program on exports of fresh fruits and vegetables. They use a unique firm-level dataset containing data on sales, employment, and exports by product and destination markets, as well as firm enrolment year, over 2000-2008. The results suggest that wile the program had no significant effect on exports pooled over all products and destinations, it had a positive effect when considering fresh fruits and vegetables exports to the European Union

Agricultural policies in Turkey have evolved significantly over time and the new Agricultural Law agreed in 2006 aims to align Turkey’s agricultural policies with those of the European Union. The main purpose of the study is to evaluate recent policy developments in the context of a broader review of policy developments since the implementation of the Agricultural Reform Implementation Project (ARIP) in 2001. This study also discusses several emerging issues and challenges for Turkish agricultural policies, and offers key policy recommendations.

    Abstract: As part of the OECD Green Growth Strategy, this new series aims to provide in-depth reviews of the green growth issues faced by different sectors. The agriculture and fisheries sectors have an important role to play in contributing to greener growth, in particular through facilitating the uptake of green technologies and management practices and reducing waste in the food chain. This will involve a range of policies, including: the reform of environmentally harmful subsidies that distort efficient resource use; freer international trade; shifting towards targeted policies that will support poor and vulnerable farmers; rewarding the provision of ecosystem services; and encouraging R&D, technologies and management practices that improve the productivity of resource use. Framing appropriate “greening” policies is also a major governance issue which requires examining the incentives and disincentives generated by policies, as well as the regulatory and institutional framework more broadly.

    Abstract: Agriculture is the major user of water in most countries. It also faces the enormous challenge of producing almost 50% more food by 2030 and doubling production by 2050. This will likely need to be achieved with less water, mainly because of growing pressures from urbanisation, industrialisation and climate change. In this context, it will be important in future for farmers to receive the right signals to increase water use efficiency and improve agricultural water management, while preserving aquatic ecosystems. This report calls on policy makers to recognise the complexity and diversity of water resource management in agriculture and the wide range of issues at stake. And it gives them the tools to do so, offering a wealth of information on recent trends and the outlook for water resource use in agriculture, including the impacts of climate change. It examines the policy experiences of OECD countries in managing their water resources for agriculture, with focus on: the extent to which countries subsidise the supply of water to farmers; flood and drought risk policies; and institutional organisation and governance as it relates to water and the agricultural sector. The report offers concrete recommendations on what countries should be doing and why.

    Abstract: Climate change is likely to have significant impacts on the agricultural sector to which farmers will have to adapt. While agriculture is a significant contributor to greenhouse gas emissions, it is also a source of carbon storage in soils. This report examines the economic and policy issues related to the impacts of climate change on agriculture and adaptation responses and to the mitigation of greenhouse gases from agriculture. It outlines research undertaken and underway in other national and international research agencies. It also highlights some of the knowledge gaps on the impacts of climate change on food production and the uncertainties of those impacts in a global context that warrant further research efforts. In particular, the report analyses marginal abatement cost curves, which show the relative costs of achieving reductions in greenhouse gas emission through the implementation of different actions in the agricultural sector. The aim of the report is to help guide policy makers in the design of policies to address climate change issues in agriculture.

    Abstract: L’amélioration de la performance environnementale de l’agriculture est une priorité dans les pays de l’OCDE et dans de nombreux pays non membres de l’OCDE. Elle sera une préoccupation croissante à l’avenir étant donné les pressions qui s’exerceront pour nourrir une population mondiale en augmentation avec des ressources en terres et en eau limitées. Les politiques ont un rôle important à jouer lorsque les marchés sont inexistants ou fonctionnent mal pour de nombreux résultats environnementaux de l’agriculture. L’étude porte sur la conception et la mise en œuvre de normes et réglementations environnementales, d’écotaxes, de paiements environnementaux et de systèmes de permis négociables pour traiter les problèmes agroenvironnementaux. Elle aborde la question du choix des instruments d’action et de la conception d’instruments spécifiques, dans le but d’identifier ceux qui sont les plus efficaces par rapport à leur coût dans des situations très différentes d’un pays de l’OCDE à l’autre. Les conclusions fondamentales qui se dégagent de cette étude sont qu’il n’existe pas d’instrument particulier qui laisse les pouvoirs publics espérer atteindre tous les objectifs agroenvironnementaux ; que l’efficacité des dispositifs de paiement pourrait être améliorée en ayant recours à des mesures fondées sur les résultats ; et qu’il est nécessaire que les combinaisons d’instruments comportent des instruments de politique qui se complètent et ne soient pas incompatibles.
