    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable source of energy in the 21st century. Present methods for producing hydrogen are mainly based on the reforming of fossil fuels with subsequent release of greenhouse gases. To avoid producing greenhouse gases, the possibility to use heat and surplus electricity from nuclear power plants to produce hydrogen by water cracking is being investigated. This report presents the state of the art in the nuclear production of hydrogen and describes the scientific and technical challenges associated with it.

    Abstract: Since 1998, the OECD Nuclear Energy Agency has been organising a series of workshops to address the various aspects of stakeholder involvement in radiological protection decision making. These workshops have been instrumental in forging consensus and improving understanding of key issues in this area. Building on the experience of the first two "Villigen workshops", the third in the series extensively analysed three case studies, which covered the licensing of a new facility, the clean-up and release of an old facility, and the rehabilitation of a large, contaminated area. Consideration was given to the stakeholder involvement processes that had been used, and the implications that that these did or could have on radiological protection policy, regulation and application. The workshop papers analysing these processes and implications are presented in these proceedings, which should provide valuable examples and lessons for governments, regulators and practitioners.

    Abstract: Les pays de l’OCDE attachent une importance grandissante aux politiques de formation tout au long de la vie et aux politiques actives de l’emploi, en tant qu’instruments de la croissance économique et de l’équité sociale. Des systèmes efficaces d’information et d’orientation sont essentiels pour étayer la mise en œuvre de ces politiques, et tous les citoyens doivent acquérir les compétences nécessaires pour gérer eux-mêmes leur évolution professionnelle. Un grand décalage existe cependant entre les objectifs des décideurs publics et les capacités des systèmes nationaux d’orientation. Basée sur un examen conduit dans 14 pays de l’OCDE, cette publication étudie les moyens qui pourraient éventuellement permettre de remédier au décalage entre les services d’orientation professionnelle et l’action gouvernementale.

Ha mejorado la calidad de la educación y el acceso a todos sus niveles, convirtiéndose así en el país líder de América Latina en este aspecto. Revisión de Políticas Nacionales de Educación: Chile cubre todo el sistema de educación del país, desde la educación parvularia a la educación superior y también el aprendizaje a lo largo de la vida para todos. Asimismo, analiza el sistema en términos de su impacto económico, social y político. Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo.     Abstract: This Test Guideline describes an acute toxicity test to assess effects of chemicals towards daphnids (usually Daphnia magna Staus). Young daphnids, aged less than 24 hours at the start of the test, are exposed to the test substance at a range of concentrations (at least five concentrations) for a period of 48 hours. Immobilisation is recorded at 24 hours and 48 hours and compared with control values. The results are analysed in order to calculate the EC50 at 48h. Determination of the EC50 at 24h is optional. At least 20 animals, preferably divided into four groups of five animals each, should be used at each test concentration and for the controls. At least 2 ml of test solution should be provided for each animal (i.e. a volume of 10 ml for five daphnids per test vessel). The limit test corresponds to one dose level of 100 mg/L. The study report should include the observation for immobilized daphnids at 24 and 48 hours after the beginning of the test and the measures of dissolved oxygen, pH, concentration of the test substance, at the beginning and end of the test.

    Abstract: In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe. Practitioners in the region can draw on this report as a guide for their work in the future.

La méthode in vivo, décrite dans cette Ligne directrice, permet la détermination de la pénétration de la substance d'essai à travers la peau dans le compartiment systémique. La substance d'essai, de préférence radiomarquée, est appliquée, pendant une période fixe, sur la peau rasée des animaux à un ou plusieurs niveaux de dose appropriés, sous la forme d’une préparation d’usage représentative. Le rat est l’espèce généralement la plus utilisée. Au moins quatre animaux d'un sexe devraient être employés pour chaque préparation d'essai et chaque durée prévue. Une quantité connue de la préparation d'essai est appliquée. Cette quantité devrait normalement imiter l'exposition humaine potentielle, en général de 1-5 mg/cm² pour un solide ou jusqu'à 10 µl/cm² pour des liquides. Une période d'exposition de référence (en général 6 ou 24 heures) devrait être employée, en fonction de la durée éventuelle de l’exposition humaine. Les signes de la toxicité et les réactions anormales sont observés par intervalles pour la durée entière de l'étude. Cette étude inclut des mesures quotidiennes (excrétions), des observations détaillées régulières, de même que l’euthanasie à un moment donné et des prélèvements sanguins pour analyse.

    Abstract: This review of Spain’s environmental performance takes stock of Spain’s environmental performance since the last review done in 1997. It finds that despite substantial increases in GDP, tourism, construction, population density in coastal areas, and road freight transport, progress has been made in decoupling some environmental pressures from economic growth and in developing environmental infrastructure. Nevertheless, Spain faces important challenges related to high energy intensity, high water use intensity, and increasing CO2 emissions and municipal waste. This report makes 46 recommendations to help strengthen Spain’s environmental performance in the context of sustainable development.

    Abstract: This Test method has been designed to provide information on absorption of a test substance, (ideally radiolabelled), applied to the surface of a skin sample separating the two chambers (a donor chamber and a receptor chamber) of a diffusion cell. Static and flow-through diffusion cells are both acceptable. Skin from human or animal sources can be used. Although viable skin is preferred, non-viable skin can also be used. The skin has been shown to have the capability to metabolise some chemicals during percutaneous absorption. In this case, metabolites of the test chemical may be analysed by appropriate methods. Normally more than one concentration of the test substance is used in typical formulations, spanning the realistic range of potential human exposures. The application should mimic human exposure, normally 1-5 mg/cm2 of skin for a solid and up to 10 µl/cm2 for liquids. The temperature must be constant because it affects the passive diffusion of chemicals. The absorption of a test substance during a given time period (normally 24h) is measured by analysis of the receptor fluid and the distribution of the test substance chemical in the test system and the absorption profile with time should be presented.

Loin d'être exhaustive, elle est limitée à bien des égards, mais l'on peut néanmoins en dégager deux conclusions essentielles. Tout d'abord, comme l'illustre la première partie de l'étude, il apparaît clairement que le secteur des services présente pour les pays en développement un très grand intérêt du point de vue des exportations par-delà le mode 4 (mouvements temporaires de personnes physiques fournissant des services), dans la mesure où ces pays sont des acteurs mondiaux ou régionaux dans des secteurs comme les services aux entreprises (externalisation), les services portuaires et services de transport maritime, les services audiovisuels, les services de télécommunications, les services de construction et les services de santé. Deuxièmement, comme on le voit dans la seconde partie de l'étude, pour la plupart des pays dont beaucoup de pays en développement, les gains liés aux exportations résultant de la libéralisation du marché ne sont ni la seule ni la plus importante source de gains attendus. Les avantages de la libéralisation des services découlent, pour une bonne part, non de la recherche d'un meilleur accès aux marchés à l'étranger mais de l'accroissement de la compétitivité et de l'efficience du marché intérieur. Ensemble, les deux observations de cette étude mettent en évidence les avantages potentiels de la libéralisation du marché des services tant pour les pays développés que pour les pays en développement.

    Abstract: Cette Ligne directrice décrit une méthode pour évaluer la photo-cytotoxicité par la réduction relative de la viabilité des cellules exposées au produit chimique en présence ou en absence de la lumière. Des cellules de Balb/c 3T3 sont maintenues en culture pendant 24 h jusqu’à la formation de monocouches. Deux plaques de 96 puits sont préincubés avec huit concentrations différentes de la substance d'essai pendant 1 h. Ensuite, l’une des deux plaques est exposée à la dose d'irradiation non-cytotoxique la plus élevée tandis que l'autre plaque est maintenue dans l'obscurité. La cytotoxicité, dans cet essai, est exprimée comme la diminution, dépendante de la concentration, de l’absorption et de la fixation du colorant vital rouge neutre (NR) 24 heures après traitement avec le produit chimique et l'irradiation. NR pénètre les membranes cellulaires par non-diffusion, en s'accumulant dans les lysosomes. L’altération de la surface cellulaire de la membrane lysosomale sensible entraine une fragilité lysosomale et d'autres changements qui deviennent graduellement irréversibles. Ceci entraîne une diminution de la fixation du rouge neutre. Il est ainsi possible de distinguer les cellules viables, endommagées ou mortes. Pour prévoir le potentiel phototoxique, les réponses de concentration obtenues en présence et en l'absence d'irradiation sont comparées, habituellement au niveau de l’CE50, c.-à-d., à la concentration ramenant la viabilité des cellules à 50 %, par rapport aux contrôles non traités.     Abstract: C'est en décembre 1997 que la Finlande a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). Après la promulgation de la loi de transposition nécessaire, la Finlande a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE en décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Finlande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Finlande lors du processus d’examen. L’examen de la mise en œuvre par la Finlande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: A well-functioning government office acts as a co-ordinator of the decision-making system and as such is crucial for the government’s capacity to define and pursue its collective objectives. The “Government Office” is a generic term that refers to the institution(s) at the centre of government responsible for supporting the Prime Minister and serving the Council of Ministers as a collective decision-making body. This paper describes and analyses the functions and organisation of government offices in a comparative context, covering OECD member countries, central and eastern European countries (CEECs), and countries of the Western Balkans (ex-Yugoslavia and Albania). The analysis is based on information gathered by Sigma and GOV (PUMA)1 since the mid 1990’s, supplemented by results of a written questionnaire administered by Sigma and GOV in 2003.

    Abstract: New Institutional Economics (NIE) takes a multidisciplinary approach to understanding economic phenomena like growth, efficiency and income distribution. The authors of this book attempt to provide an integrated methodology, hitherto lacking in NIE, that analyses both the impact of institutions on economic development and the determinants that shape institutional quality. Using the case of Argentina, they use the analytical framework developed and explained in the book to test their theoretical hypotheses. They find that their concept of institutional quality and their delineation between economic and political institutions work in practice. In addition, their consideration of particular institutions – democracy and autocracy – and their reflections on the impact of “traditional” legal and cultural frameworks add a dimension to the book that gives it a controversial, but stimulating timeliness. At a time when national governments and international institutions are seeking ways to improve governance and accelerate growth, particularly in the poorer countries, this book provides valuable insights for policy makers and those who advise them. It offers convincing evidence about the quality of institutions as a determining factor in development and suggests how such quality might be improved.

    Abstract: Norwegian growth has been strong over the past decade. This development has been supported by the off-shore sector, but depleting oil reserves implies that growth will have to rely increasingly on the mainland economy. Empirical work shows that competition is important for promoting economic growth. Recognising the benefits of competition, the government wants to introduce regulatory reforms to stimulate economic growth. However, the promotion of competition has often conflicted with other policy objectives, such as maintaining a regionally dispersed population and a high degree of public ownership. This has lead to weak competition in a number of sectors, resulting in high prices, weak innovative activity and inefficient resource allocation.     Abstract: US plant level studies show US multinational enterprises (MNE) are more productive than other MNEs. This could reflect US productivity leadership or could be due to the ease in which US firms operate in their home surroundings. The evidence would therefore be more compelling if US firms were leaders outside the US. We study the productivity of plants owned by US firms located in the UK. Our study differs from many studies of foreign owned plants in three ways. Firstly, using a newly available dataset we can identify not only foreign but also domestic MNEs. We find that UK MNEs are less productive than US owned plants, but as productive as non US foreign owned plants. Secondly, having a panel dataset we distinguish between different hypotheses regarding the nature of the US and MNE advantage. We find strong evidence that the US advantage lies in the ability to takeover already productive plants. Whereas we find some evidence for a shared asset effect for MNEs in general we do not find any evidence that the US advantage is driven by superior shares assets. Thirdly, this paper features a novel approach to TFP calculation.

Social insurance (together with limited public (tax-based financing) is the main source of health coverage for the majority of the population. Most socially insured also purchase supplementary private health coverage. All citizens are eligible for a system of coverage for long-term care and care for the chronically ill. Thus, in the Netherlands, the source of health financing is determined according to the category of health risk, type of illness, as well as income level. Decisions have been made allocating the cost of more expensive long-term care and coverage of high-risk individuals and persons earning below a set level, to social or public insurance, or to PHI subsidised by a broader pool.     Abstract: This paper analyses two factors which may cause cyclically-adjusted budget balances to give a misleading picture of underlying fiscal trends. It first explores the implications of recent large asset-market related fluctuations in government revenues for the measurement of structural budget balances. And second, it reviews the impact of the increased recourse to stopgap “one-off” measures to control deficits. The results confirm that since the late 1990s revenues have been more buoyant than would have been warranted by the registered rate of nominal output growth and the impact of tax measures.     Abstract: Volume I of this History surveys at some length the institutional origins of the International Energy Agency in the 1973-1974 oil crisis, and examines the 1974 I.E.P. Agreement and other oil consumer actions which established the Agency as an operational intergovernmental institution. Volume I also considers the most important IEA relationships, the internal structure of the Agency, and the institutional arrangements which enabled the Agency to develop over the years into an effective instrument for energy policy co-operation among its Members.

    Abstract: Vigorous product market competition plays a central role in bolstering productivity growth. Sweden has strengthened competition legislation and deregulated a number of sectors, including electricity, telecommunications and parts of transport, over the past 10 to 15 years. This paper examines the current state of product market competition and proposes further measures. A stronger institutional framework would facilitate identification and elimination of anti-competitive behaviour, such as hard-core cartels. Efforts to inject effective competition into a range of network industries have been broadly successful, but specific measures could increase competition in several sectors, such as retail and construction.     Abstract: Cette méthode d’essai a été conçue pour fournir des informations sur l'absorption d'une substance d'essai (idéalement radiomarquée) appliquée à la surface d'un échantillon de peau séparant les deux compartiments (un compartiment donneur et un compartiment receveur) d'une cellule à diffusion. Des cellules à diffusion statique ou dynamique peuvent indifféremment être utilisées. Les peaux d’humain ou d’animaux peuvent être employées. Bien qu’une peau viable soit préférée, une peau non viable peut également être employée. Il a été démontré que la peau peut métaboliser certains produits chimiques pendant l'absorption cutanée. Dans ce cas, les métabolites du produit chimique d'essai peuvent être analysés par des méthodes appropriées. Normalement, plusieurs concentrations de la substance d’essai sont utilisées dans les formulations types, de façon à couvrir une gamme réaliste d’expositions humaines potentielles. L’application devrait simuler l'exposition humaine, normalement 1-5 mg/cm2 de peau pour un solide et jusqu'à 10 µl/cm2 pour des liquides. La température doit être constante parce qu’elle influe sur la diffusion passive des produits chimiques. L'absorption d'une substance d'essai au cours d'une période donnée (normalement 24h) est mesurée par l'analyse du fluide récepteur et la distribution de la substance d'essai dans le système d'essai. Le profil d'absorption en fonction du temps devrait être présenté.
