    Abstract: Most, if not all of the global biogeochemical cycles on the earth have been broken or are at dangerous tipping points. These broken cycles have expressed themselves in various forms as soil degradation and depletion, ocean acidification, global warming and climate change. The best proposal for an organic solution to fixing the myriad broken cycles is a deliberate investment in solutions that first acknowledge the historic roles played by both the subjugated peoples, and the economic beneficiaries of the environmental exploitations of the past. Ever since Europeans made contact with the West, a series of global circumstances including the genocide of the indigenous people of the Americas, the enslavement and global subjugation of Africans, and the emergence of Western concepts of trade dominance and capitalism, have led to deleterious impacts on the global biogeochemical cycles. Addressing the broken biogeochemical cycles should be done with a clear understanding that it was not only human subjects which were subjugated, but also land, water, and air. These three global stores must be replenished from the ideological position that poverty is not simply the absence of money, but is also the lack of access to non-polluting energy sources, to clean air devoid of runaway greenhouse gasses, and to local conditions devoid of climate change instabilities. With this in mind, the global powerbrokers can enter into a new deal with developing nations, shifting the paradigm toward a new ecological approach that rewards good behavior and sets new standards of worldwide relations based on ecologic inclusivity rather than the exclusive economic arrangements currently in order. Harnessing a forward thinking approach to analyzing the current global environmental crisis, this book will be of great interest to students and scholars of sustainable development, political ecology, sustainable agriculture, climate change and environmental justice

    Abstract: In the seventeenth and eighteenth centuries, historians of England pioneered a series of new approaches to the history of economic policy. Commerce, finance and statecraft charts the development of these forms of writing and explores the role they played in the period's economic, political and historiographical thought. Through doing so, the book makes a significant intervention in the study of historiography, and provides an original account of early-modern and Enlightenment history. A broad selection of historical writing is discussed, ranging from the work of Francis Bacon and William Camden in the Jacobean era, through a series of accounts shaped by the English Civil War and the party-political conflicts that followed it, to the eighteenth-century's major account of British history: David Hume's History of England. Particular attention is paid to the historiographical context in which historians worked and the various ways they copied, adapted and contested one another's narratives. Such an approach enables the study to demonstrate that historical writing was the site of a wide-ranging, politically charged debate concerning the relationship that existed - and should have existed - between government and commerce at various moments in England's past

    Abstract: Cartels, trusts and agreements to reduce competition between firms have existed for centuries, but became particularly prevalent toward the end of the 19th century. In the mid-20th century governments began to use so called ‘cartel registers’ to monitor and regulate their behaviour. This book provides cases studies from more than a dozen countries to examine the emergence, application and eventual decline of this form of regulation. Beginning with a comparison of the attitudes to regulation that led to monitoring, rather than prohibiting cartels, this book examines the international studies on cartels undertaken by the League of Nations before World War II. This is followed by a series of studies on the context of the registers, including the international context of the European Union, and the importance of lobby groups in shaping regulatory outcomes, using Finland as an example. Section two provides a broad international comparison of several countries’ registers, with individual studies on Norway, Australia, Japan, Germany, Sweden and the Netherlands. After examining the impact of registration on business behaviour in the insurance industry, this book concludes with an overview of the lessons to be learnt from 20th century efforts to regulate competition. With a foreword by Harm Schroter, this book outlines the rise and fall of a system that allowed nations to tailor their approach to regulating competition to their individual circumstances whilst also responding to the pressures of globalisation that emerged after the Second World War.     Abstract: Every Economics textbook today teaches that questions of values and morality lie outside of, are in fact excluded from, the field of Economics and its proper domain of study, "the economy." Yet the dominant cultural and media narrative in response to major economic crisis is almost always one of moral outrage. How do we reconcile this tension or explain this paradox by which Economics seems to have both everything and nothing to do with values? The discipline of modern economics hypostatizes and continually reifies a domain it calls "the economy"; only this epistemic practice makes it possible to falsely separate the question of value from the broader inquiry into the economic. And only if we have first eliminated value from the domain of economics can we then transform stories of financial crisis or massive corporate corruption into simple tales of ethics. But if economic forces establish, transform, and maintain relations of value then it proves impossible to separate economics from questions of value, because value relations only come to be in the world by way of economic logics. This means that the "positive economics" spoken of so fondly in the textbooks is nothing more than a contradiction in terms, and as this book demonstrates, there's no such thing as "the economy." To grasp the basic logic of capital is to bring into view the unbreakable link between economics and value

Jahrhundert in Palästina entstand und zunächst große Unterschiede zur römischen Preissicherung bei Grundstücksverkäufen (CJ.4.44.2) aufwies, erläutert die Untersuchung, wie sich das jüdische Recht unter unterschiedlichen Herrschaftsbedingungen entwickelte. Gleichzeitig wird das römische Recht selbst durch die Einbeziehung zeitgebundener wirtschaftlicher und sozialer Rahmenbedingungen nicht bloß dogmatisch analysiert, sondern in seiner historischen Entwicklung und Vergleichbarkeit mit anderen Rechtskulturen erfasst. Beschäftigte sich die bisherige Forschung eingehend mit der römischen laesio enormis (der Begriff stammt aus dem Mittelalter), die garantierte, dass bei Landverkäufen der vereinbarte Preis die Hälfte des Wertes nicht unterschritt, fand die zeitgleiche talmudische Preisgrenze von einem Sechstel bislang kaum Beachtung. Obwohl Grundstücksgeschäfte von der אונאה (ona'ah) ausgenommen waren, liegen beiden Rechtsnormen ähnliche Vorstellungen von materiellem Wert und seiner Preisrelation zugrunde. Die Gemeinsamkeiten und Unterschiede zwischen römischem und jüdischem Recht werden anhand der schriftlichen Thora, der Tosefta, der Mischna, des palästinischen und babylonischen Talmuds, sowie anhand des Corpus Iuris Civilis, des diokletianischen Höchstpreisedikts und des Codex Theodosianus erläutert

    Abstract: This book contributes to the understanding of smallholder agriculture in sub-Saharan Africa through addressing the dynamics of intensification and diversification within and outside agriculture, in contexts where women have much poorer access to agrarian resources than men. It uses a longitudinal cross-country comparative approach, relying on the Afrint dataset—unique household-level longitudinal data for six African countries collected over the period 2002–2013/15. The book first descriptively summarizes findings from the third wave of the dataset. The book nuances the current dominance of structural transformation narratives of agricultural change by adding insights from gender and village-level studies of agrarian change. It argues that placing agrarian change within broader livelihood dynamics outside agriculture, highlighting country- and region-specific contexts is an important analytical adaptation to the empirical realities of rural Africa. From the policy perspective, this book provides suggestions for more inclusive rural development policies, outlining the weaknesses of present policies illustrated by the currently gendered inequalities in access to agrarian resources.     Abstract: The author presents an empirical study on Vietnam’s national competitiveness by using mixed methods research (qualitative and quantitative) with a combination of hard and soft data. The result shows that production resources (human, infrastructure, capital and natural resources) have played the most important role in improving competitiveness, productivity and living standard in Vietnam in the last two decades. The author also analyzed and evaluated the competitiveness of the Vietnamese economy, and pointed out the remaining weaknesses of competitiveness compared to the selected regional countries such as shortage of production resources supply, a dominance of inefficient state-owned enterprises and its slow reform, and weak public institutions as well as inefficient government governance. These weaknesses have led Vietnam’s competitiveness, productivity and economic growth to remain low, especially compared to China. Finally, the author attempts to provide some recommendations enhancing the competitiveness, productivity, and citizens’ living standard in Vietnam in the long term

    Abstract: This book gathers leading economic historians, geographers, and social scientists to focus on the developments in key international financial centres following the 2008 Global Financial Crisis and to consider the likely effects of Brexit on these centres. Eleven centres in eight countries are taken into consideration: New York, London, Frankfurt, Paris, Zurich/Geneva, Hong Kong/Shanghai/Beijing, Tokyo, and Singapore. The book addresses three main issues. The first is the hierarchy of international financial centres, in particular whether Asian financial centres have taken advantage of the crisis in the West. The second is the medium-term effects of the crisis, with respect to the volume of business activity (including employment), and the level of regulation, with concerns regarding the risks of regulatory overkill.     Abstract: More than a quarter of adults in the United Kingdom have low basic skills, which has a negative impact on career prospects, job quality and productivity growth. Furthermore, unlike most other countries, young adults do not have stronger basic skills than the generation approaching retirement. The lack of skills development starts at young ages and continues in secondary education; despite a modest reduction in recent years, the educational attainment gap between disadvantaged and non-disadvantaged students remains high. The low participation in lifelong learning of low-skilled individuals puts them at risk of falling behind in meeting the changing skill demands of the dynamic labour market. Ongoing reforms to the vocational education and training (VET) system and apprenticeship system should have a positive impact on low-skilled productivity, enabling students to gain the necessary basic skills and for workers to find quality jobs. Improving the targeting of active labour market policies, and ensuring that the ongoing increases in the national living wage are delivered in a sustainable way will also play an important role in improving job quality and reducing the high rate of youth neither employed or in education or training. Policy responses to the rise of non-standard work will also be essential in improving the job quality of the low-skilled.

    Abstract: Norway makes substantial public investment in transport and this has intensified in recent years. There is potentially large economic benefit from such investment, particularly as good transport infrastructure can help Norway’s transition away from oil-related activities. However, realising these gains requires sound processes for selecting and delivering projects. This paper assesses the investment process from initial proposals through evaluation, discussion, selection, approval, implementation, and ex post evaluation. It finds that, although the policy process at each stage is clear, and the planning framework has central oversight, final choices of project are often sub-optimal. The paper identifies a need for stronger top-down influence in the planning process and more influence of economic-efficiency considerations in project selection. It also calls for efforts to broaden ex post assessment of transport investment projects and reduction in project delays.

    Abstract: Credit Guarantee Schemes (CGSs) are a widely used policy tool to ease access to finance by SMEs, which, in some countries, ramped up in the aftermath of the 2008-09 financial crisis. The present study aims to improve understanding about the role, impact and sustainability of CGSs, by investigating their characteristics along several dimensions, such as the ownership structure and funding, the legal and regulatory framework, and the operational characteristics of the schemes, including types of services, eligibility criteria, guarantee assignment process and credit risk management. The study explores these dimensions, using detailed examples from OECD and non-OECD countries. It identifies structural and emerging challenges for the financial sustainability and the financial and economic additionality of these schemes, in a rapidly changing economic and regulatory environment. The study investigates in particular the case of Mutual Guarantee Schemes, which are created by borrowers in order to improve their access to finance.

    Abstract: This paper describes how household wealth is distributed in 28 OECD countries, based on evidence from the second wave of the OECD Wealth Distribution Database. A number of general patterns emerge from these data. First, wealth concentration is twice the level of income inequality: across the 28 OECD countries covered, the wealthiest 10% of households hold, on average, 52% of total household wealth, while the 60% least wealthy households own little over 12%. Second, up to a quarter of all households report negative net worth (i.e. liabilities exceeding the value of their assets) in a number of countries. In addition, some countries feature large shares of households with high levels of debt relative to both their incomes and the assets that they hold; this potentially exposes such households to significant risks in the event of changes in asset prices or falls of their income. Third, more than one in three people are economically vulnerable, as they lack liquid financial assets to maintain a poverty-level living standard for at least three months. Fourth, one in three households has received some gift or bequest in their life, with this share being considerably larger among high income and high wealth households. The paper also describes changes in wealth distribution since the Great Recession among the sub-set of countries for which repeated observations are available in the OECD Wealth Distribution Database. Finally, the paper discusses a number of methodological challenges, notably on how to better account for the top end of the wealth distribution.

    Abstract: Insufficient diffusion of new technologies has been quoted as one possible reason for weak productivity performance over the past two decades (Andrews et al., 2016). This paper uses a novel data set of digital technology usage covering 25 industries in 25 European countries over the 2010-16 period to explore the drivers of digital adoption across two broad sets of digital technologies by firms, cloud computing and back or front office integration. The focus is on structural and policy factors affecting firms’ capabilities and incentives to adopt -- including the availability of enabling infrastructures (such as high-speed broadband internet), managerial quality and workers skills, and product, labour and financial market settings. We identify the effects of structural and policy factors based on the difference-in-difference approach pioneered by Rajan and Zingales (1998) and show that a number of these factors are statistically and economically significant for technology adoption. Specifically, we find strong support for the hypothesis that low managerial quality, lack of ICT skills and poor matching of workers to jobs curb digital technology adoption and hence the rate of diffusion. Similarly our evidence suggests that policies affecting market incentives are important for adoption, especially those relevant for market access, competition and efficient reallocation of labour and capital. Finally, we show that there are important complementarities between the two sets of factors, with market incentives reinforcing the positive effects of enhancements in firm capabilities on adoption of digital technologies

The economy’s own innovation capacity is relatively weak, with low investment in research and development, no tradition of commercialising research and very limited innovation activity within firms. The government plans a higher education reform to strengthen the quality of research output, science-industry cooperation and international collaboration, which are all weak. Considerable EU funding is available to support innovation. Most of it is conditioned on science-industry co-operation, which is showing initial benefits. Yet, investment in higher education and research trails behind economies that have been able to build strong science and high-tech start-up activity. Poland’s many small and medium-sized enterprises have particularly low productivity, partly related to weaknesses in vocational training and adult education, as too many workers have weak basic and digital skills. The government's education reform and digital strategy address some of these issues.

    Abstract: Over the past two decades, real median wage growth in many OECD countries has decoupled from labour productivity growth, partly reflecting declines in labour income shares. This paper analyses the drivers of labour share developments using a combination of industry- and firm-level data. Technological change in the investment goods-producing sector and greater global value chain participation have compressed labour shares, but the effect of technological change has been significantly less pronounced for high-skilled workers. Countries with falling labour shares have witnessed both a decline at the technological frontier and a reallocation of market shares toward “superstar” firms with low labour shares (“winner-takes-most” dynamics). The decline at the technological frontier mainly reflects the entry of firms with low labour shares into the frontier rather than a decline of labour shares in incumbent frontier firms, suggesting that thus far this process is mainly explained by technological dynamism rather than anti-competitive forces.

    Abstract: Against a backdrop of the widening income distribution in most countries, OECD governments need to formulate policies that support sustainable and inclusive economic growth. Tax policies play a crucial role in this endeavour. Both tax theory and mounting empirical evidence suggest that many countries could achieve both higher and more broadly shared income growth. Many countries, however, seem hesitant to fundamentally restructure their tax systems to achieve higher and more inclusive growth. This reluctance begs a key question: Why forego tax policy reforms that hold the obvious promise of win-win outcomes of both higher and more inclusive growth? To offer some concrete answers to this question, this paper reports the findings of a synthesis of cross-country empirical work on the ranking (in terms of efficiency and distributional impact) of major tax instruments on the one hand, and, on the other, country-specific tax policy assessments reported in several dozen OECD Economic Surveys since 2008. The paper identifies a wide range of factors, some common to many countries and some country-specific, that prevent governments from adopting tax structures more favourable to inclusive growth. These include political economy forces, legal obstacles, administrative constraints, and intergovernmental fiscal arrangements.

    Abstract: This paper uses “centrality” metrics to reflect the changing structure of Global Value Chains (GVCs), contrasting central hubs and peripheral countries and sectors, and examine how these changes impact firm productivity. Using cross-country firm-level data from ORBIS, the paper finds that changing position within GVCs can play a role in the catch up of firms, but the results are heterogeneous across firms and countries. Firstly, becoming more central is associated with faster productivity growth of smaller firms, nonfrontier businesses, and of firms in smaller economies and in post-2004 EU member countries. And these correlations weaken with firm size and with proximity to the frontier, such that when one ignores firm heterogeneity and only considers average effects, there is no correlation for the average firms in the data. Secondly, the (centrality weighted) average productivity of buyers matters for the productivity of firms in our data overall, however this is particularly true for firms in large economies, for non-frontier and for smaller firms. The policy environment, such as flexible labour markets, better access to finance, stronger contract enforcement and simplified export procedures, appears to be important in translating the changing structure of GVCs into faster productivity growth of these non-frontier firms.

    Abstract: Productivity is the ultimate driver of sustainable increases in living standards. While Ireland is a high productivity country, it has not been immune from the global productivity slowdown, with the pace of growth on a downward trend throughout the 2000s. Little research has been carried out as to the determinants behind the productivity slowdown in Ireland, and even less so with microdata. To fill the gap, we use a firm-level panel dataset based on production surveys from Ireland’s national statistics office, together with the OECD MultiProd model, in order to identify productivity patterns and trends distributed by percentile, sector, ownership, as well as measures of the efficiency of resource allocation. Our results show a widening of the productivity gap between the most and least productive firms, with the majority of firms experiencing a decline in productivity since the mid-2000s, and also confirm that aggregate results are driven by the impact of foreign dominated sectors, with foreign firms typically larger and more productive. These results are significant in terms of enterprise policy and featured prominently in the OECD’s 2018 Economic Survey of Ireland.

    Abstract: As well as their direct effects on output and employment, the attraction of foreign direct investment is sometimes argued to provide further economic benefits through spillover effects that potentially increase the productivity performance of domestic firms. Empirical evidence on these indirect effects has however tended to be mixed. This paper uses Irish firm-level data on both manufacturing and services firms to re-examine and update evidence on intra-industry and intra-region spillovers and then extends the previous research by examining if spillovers are more likely to occur through supply chain linkages. In addition, we consider the heterogeneity of investors and allow the spillover effects to differ for foreign affiliates owned by EU and non-EU based parent companies. Finally, we examine the role of domestic firms’ absorptive capacity in conditioning the effects of spillovers from multinationals on their productivity. Overall, we find limited evidence or a negative link between the presence of foreign-owned firms and the productivity of domestic firms in the same industry or the same region. Examining forward and backward linkages through supply chains indicates that on average, selling to foreign-owned firms had a positive effect while buying from foreign owned firms had a negative effect on the average productivity of domestic firms. Finally, considering the absorptive capacity of domestic firms and allowing the spillover effects to differ depending on the origin of the parent companies, we find that the positive productivity spillovers come from supply chain linkages between domestic firms investing in R&D and foreign affiliates of multinationals with headquarters based outside the EU.

    Abstract: Japan has achieved a comparatively high level of well-being: skill levels are high, unemployment is low and life expectancy at birth is the highest in the OECD. Since its launch in 2013, Abenomics has had a positive effect on the economy, and per capita output growth has picked up. However, to achieve inclusive growth and greater well-being, Japan needs to address important challenges to foster fiscal sustainability, narrow the productivity gap with leading OECD countries and manage the demographic transition. A new fiscal plan going beyond achieving a primary surplus should lay out concrete measures to raise revenues and control spending. As Japan’s population ages, using all available talent in the labour market and achieving gender equality are key to overcome labour shortages. Boosting productivity, which has been stagnant, will require increasing returns from R&D, capitalising on the digital economy, fostering the dynamism of SMEs, and reducing barriers to foreign direct investment and trade to promote greater integration into global value chains. Japan’s education system is one of the top performers in the OECD, but there is scope to further invest in teachers and schools. Finally, further action to foster green growth and environmental quality as well as effectively leveraging upcoming international sports events, such as the Rugby World Cup 2019 and the Olympic and Paralympic Games 2020, would also boost local development and inclusive growth. The complementarity of reforms needed to achieve inclusive and sustainable growth in in an aging society makes a compelling case for a comprehensive approach.

    Abstract: This paper provides estimates of the potential trade effects of an exit of the United Kingdom (UK) from the European Union (EU) on exports and production at the sectoral level as well as GDP in the Netherlands. Owing to the high uncertainty regarding the final trade agreement between the negotiating parties, the choice has been made to assume a worst case outcome where trade relations between the United Kingdom and EU are governed by World Trade Organization (WTO) most favoured nation (MFN) rules. In doing so, it provides an upper bound estimate of the potential negative economic impact stemming from disruptions in trade. Any final trade agreement that would result in closer relationships between the United Kingdom and the EU could reduce this negative impact. Simulations using the METRO model suggest that from an increase in tariff and non-tariff measures (NTM’s) Dutch exports to the UK would fall by 17% and GDP declines by 0.7% in the medium term compared to baseline. This effect is from the trade channel absent any change in foreign direct investment (FDI) or productivity. The Dutch agri-food sector would experience a 22% fall in its UK exports. There are some sectors that gain from the export opportunities provided by Brexit, notably financial services and transport.

    Abstract: This paper describes a method for parameterising fan charts around GDP growth forecasts of the major OECD economies as well as the aggregate OECD. The degree of uncertainty – reflecting the overall spread of the fan chart – is based on past forecast errors, but the skew – reflecting whether risks are tilted to the downside – is derived from a probit model-based assessment of the probability of a future downturn. This approach is applied to each of the G7 countries separately, with combinations of variables found to be useful in predicting future downturns at different horizons up to 8 quarters: at short horizons of 2-4 quarters, a flattening or inverted yield curve slope, recent sharp falls in house prices, share prices or credit; at longer horizons of 6-8 quarters, sustained strong growth in house prices, share prices and credit; and at all horizons, a tight labour market and rapid growth in OECD-wide (or in some cases euro-wide) house prices, share prices or credit. The in-sample fit of the probit models appears reasonably good for all G7 countries. The predicted probabilities from the probit models provide a graduated assessment of downturn risk, which is reflected in the degree of skew in the fan chart. Fan charts computed on an out-of-sample basis around pre-crisis OECD forecasts published in June 2008 encompass the extreme outturns associated with the Global Financial Crisis for five of the G7 countries. A weakness of the approach is that, although it predicts a clear majority of past downturns, it will not predict atypical downturns. For example, in the current conjuncture, it is unlikely that current concerns about risks associated with Brexit, an escalation of trade tensions or spillovers from emerging markets would be picked up by the models. At the same time, a severe downturn triggered by such atypical events might be more severe if more typical risk factors are also high.

    Abstract: The rapid integration of emerging market economies (EMEs) into world trade over the past three decades has raised widespread concerns about the effects this is having on trade-exposed sectors in advanced OECD countries. An analysis of international trade patterns of over 4000 products between 1995 and 2015 shows that the export product overlap between advanced OECD economies and EMEs has been increasing. However, the product overlap between advanced countries is still higher and increasing faster, suggesting that competitive pressures in export product markets on advanced economies is mainly coming from other OECD members. Regression analysis corroborates this finding, supporting the idea that competition from EMEs remains relatively moderate. Regression analysis show that a move to specialise in a product by the United States exerts about twice as much competitive pressure as a similar decision in China. However, competition effects on average are small compared to changes in world demand as drivers of country competitiveness at the individual product level. The negative effect of a one standard deviation decrease in world demand for a product exerts 8 times more pressure than a one standard deviation increase in specialisation of the United States for that product. In short, specialising in what the world wants to buy remains the key for export performance.

    Abstract: The Dutch labour market has recovered and the unemployment rate has been converging towards pre-crisis levels. Non-standard forms of work have expanded with a strong trend towards self-employment and an increased reliance on temporary contracts. These developments may reflect a preference of some individuals for a more flexible working relationship, but they could also lower job security and job quality for others. Policies need to protect vulnerable groups in the more dynamic working environment without creating barriers to labour mobility and flexibility of the overall labour market. To improve the fairness of the tax system, policies should ensure a more level playing field between workers on different types of contracts. Regulatory policies should aim at raising labour market mobility to improve the matching of skills to jobs by easing the protection on permanent employment contracts and through a more targeted approach to activation policies for disadvantaged groups. Finally, measures should improve the skills of individuals in vulnerable groups to enhance their opportunities to find better jobs.     Abstract: Productivity growth in Lithuania has slowed in the aftermath of the global financial crisis, holding back income convergence and making it harder to reduce further the relatively high inequality and poverty. A comprehensive approach is required to address productivity and inclusiveness challenges, building on their synergies. The government has taken measures to this end, with the New Social Model at the core, but efforts need to continue. Reforms should focus on additional improvements in the business environment by easing further regulations on the employment of non-EU workers and reducing informality. Initiatives to improve the governance of state-owned enterprises are welcome and need to continue. Improving access to finance and ensuring effective bankruptcy procedures are key to boosting firm dynamism, as are measures to encourage business-research sector collaboration on innovation. Addressing large skills mismatch is also a priority. Increasing the market-relevance of the education system is important. More and better-quality jobs in the formal sector, especially for the low-skilled, are key to inclusiveness and well-being, while more effective support and active labour market programmes would help combating poverty.
