    Abstract: This report comes at a time when policy makers are challenged by the COVID-19 crisis that is generating a profound reflection on economic and social well-being. Before COVID-19 hit, Indonesia had experienced remarkable economic growth, making substantial progress in poverty reduction and gains in employment. However, there are large differences in outcomes across Indonesian provinces, which often reflect the quality of local infrastructure, services, education, and jobs. This joint Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD) study sheds light on challenges and opportunities to promote employment and skills outcomes at the local level in Indonesia. The analysis presented in this OECD/ADB report shows the importance of strengthening local institutions managing and delivering employment and skills policies.

Where possible, these data were compared against the OECD average and that of the neighbouring OECD member countries, such as Australia, Korea, Japan and New Zealand. Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability.

    Abstract: This report covers the budget process in Lithuania. It discusses the four phases in separate sections: budget preparation, legislative approval, budget execution, and accounting and audit. Each section ends with a list of recommendations. The new strategic planning process should strengthen the policy focus of the budget at the level of the line ministries and could be accompanied by a more robust medium.term fiscal framework. All public.private partnerships (PPPs) should be subject to approval by the Ministry of Finance, and municipal use of PPPs should be closely monitored. Parliament operates a well.designed and orderly review process but parliamentary involvement can be further developed. Budget execution is based on sound rules and procedures, and the full development of the programme structure could be accompanied by more flexibility. The shift towards accruals in accounting and financial reporting will enhance transparency and should strengthen fiscal discipline. JEL classification: H610.

The 6th Regional Anti-Corruption Conference for Asia and the Pacific gathered experts from countries and jurisdictions of Asia and the Pacific, OECD member countries, leading enterprises and businesses associations, civil society, and development partners to respond to these questions and to share their experiences in fighting bribery in business. The conference, organized by the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific in late November 2008, explored (i) possible drivers and incentives for anti-corruption reform; (ii) the role of criminal law standards and corporate compliance mechanisms; (iii) the risks and countermeasures against private-to-private corruption; (iv) preventing and managing conflicts of interest; (v) international initiatives to counter bribery; (vi) how development partners can become involved in the fight against bribery and corruption. This book presents the proceedings of the conference.

    Abstract: Prosecution of corruption is a particularly difficult endeavor and successes in this field still too rare. The detection rate is often low due to the lack of verifiable information that is received from public servants or other citizens. Particular difficulties arise when an investigation involves prominent politicians and wealthy businessmen, or when dealing with international bribery cases that require the assistance from foreign jurisdictions in order to collect evidence. Shortcomings that are at the root of these problems can be found at legislative level; in addition, many law enforcement agencies are technically not apt to deal with complex crimes such as corruption in an appropriate manner. Considering the need for capacity building that countries of the Asian and Pacific region have expressed for capacity building in this reform area of the Action Plan, the ADB/OECD Initiative organized a master training seminar on Effective Prosecution of Corruption.     Abstract: The Indian Ocean tsunami that hit South and Southeast Asia in December 2004 was one of the worst natural calamities of recent times, the scale of the devastation to coastal communities across the region almost incomprehensible. As befits a disaster of such magnitude, the humanitarian response was massive. In the course of the relief operations, however, Asian governments and donors increasingly expressed the need for measures to prevent corruption amid widespread concern that significant amounts of tsunami aid may be being diverted to unscrupulous hands. In response to growing concerns about corruption, the ADB-OECD Anti- Corruption Initiative for Asia-Pacific and Transparency International organized an experts meeting on corruption prevention in tsunami relief operations hosted by the Government of Indonesia. The meeting, which brought together the six worst-affected countries—India, Indonesia, Malaysia, Maldives, Sri Lanka and Thailand—aimed to identify concrete priority measures to be taken by each stakeholder, including governments, donor agencies, civil society and private sector organizations involved in aid delivery and reconstruction work, to prevent and curb corruption in service delivery and procurement related to tsunami relief. This publication synthesizes the meeting’s most important deliberations and conclusions, providing a useful resource for the wide range of individuals and organizations working to ensure equitable tsunami assistance.     Abstract: Since 2000, three consecutive governments in Croatia have focused their policies on modernising the public administration and reforming the budget process. This article examines the budget process in Croatia in the light of its two unique characteristics: a very detailed account structure, and a large number of extra-budgetary funds and quasi-fiscal activities of public enterprises. The steps in the annual budget process are described, including the roles of specific actors (budget users, line ministries, the Central Government Treasury), and the limited role of Parliament in the formulation of budget policy.

    Abstract: Si la coordination et l'intégration régionales ne sont pas la panacée, elles pourraient bien être les clés de l'intégration tant attendue des pays africains dans l'économie mondiale. C'est du moins l'une des conclusions du deuxième Forum international sur les perspectives africaines, organisé conjointement par la Banque africaine de développement et le Centre de développement de l'OCDE en février 2001, et à l'occasion duquel les économistes de l'Afrique et de l'OCDE ont débattu des perspectives de coopération régionale sur ce continent. Même si nombre d'autres facteurs doivent être pris en compte, les approches régionales - si tant est qu'elles soient doublées de réformes nationales - peuvent constituer une réponse efficace à la mondialisation. Ou plutôt, du fait de la position marginale des pays africains par rapport à l'économie mondiale, les initiatives régionales sont peut-être la seule solution durable aux défis économiques, politiques et sociaux, lancés par la mondialisation.
