    Abstract: This joint publication of the OECD and the European Commission gives policy makers practical tools to tackle weaknesses in many countries' career guidance systems including limited access, particularly for adults; failure to develop career management skills; inappropriate training; and poor service coordination. In simple, non-technical language, this publication addresses a broad range of policy issues that that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership.

    Abstract: Test-based accountability systems that attach high stakes to standardized test results in the form of rewards and sanctions have raised a number of issues for those responsible for educational assessment and accountability. Do these high-stakes tests measure student achievement accurately? How can policymakers and educators attach the right consequences to the results of these tests? What kinds of educational tradeoffs do these testing policies introduce? This book was written in response to school policymaking's growing emphasis on high-stakes testing. It addresses several key areas, including how the tests are used within these systems, how to evaluate the technical quality and trustworthiness of the tests, how test-based accountability affects the practices of teachers and schools, and what effect political considerations have on the policy debate. The authors also provide some recommendations for developing more-effective test-based accountability systems

    Abstract: Die Medien repräsentieren den älteren türkischen Migranten oft als traditionalistischen "Islam-Macho", der die Integration seiner Frau und seiner Töchter in die Gastgesellschaft bremst oder aktiv behindert. Diese weit verbreitete Stereotype beruht überwiegend auf "Bildern aus zweiter Hand". Im Unterschied dazu rückt die Publikation von Margret Spohn die türkischen Männer der ersten Migrantengeneration explizit in den Mittelpunkt der Analysen, wo sie als "Experten ihrer eigenen Geschichte" ausführlich selbst zu Wort kommen. Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten". Damit liefert die Arbeit einen Schlüssel zu einem besseren Verständnis der Männer dieser Migrantengeneration, die vor fast einem halben Jahrhundert das Wagnis auf sich genommen haben, sich und ihren Familien in einem fremden Land eine Zukunft aufzubauen

    Abstract: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.

    Abstract: Fabricating Europe has within it a core idea, a crucial but imprecise idea, that of a European educational space, which transnational governance, networks and cultural and economic projects are creating now. Yet, the perceptible creation of this contemporary space of European policy making and networking has not been a subject of study. It appears offstage in studies of national systems in which national and professional identity; political organization; policy formation and public/private markets are all viewed as contained within the borders of the state. Fabricating Europe is concerned with the new possibilities to be discerned and imagined in the European public and institutional spaces and discourses in education and the lack of impetus within the broad area of educational studies to meet the task of creating analyses and responses.

    Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: OECD's 2001 review of Slovenia's agricultural policies. It finds that successful macroeconomic recovery and major progress towards international integration marked Slovenia’s first decade of independence. This should have a positive impact on the domestic agro-food sector, prompting the shift of human and financial resources into more competitive areas and driving down production costs. With EU membership fast approaching and commitments to WTO and CEFTA to be upheld, Slovenia needs to limit price-distorting policies in the agro-food sector and to focus on structural adjustment, especially to reduce farm fragmentation, enlarge the commercially viable farm sector, and restructure and modernise the food industry. Given the high importance of rural areas in Slovenia, an effective rural diversification strategy targeted to generate off-farm incomes for rural people is vital to support the progress towards a more market-oriented agriculture. The Review analyses developments since Slovenia gained independence in 1991. It evaluates key structural issues, examines emerging policy developments and provides detailed estimates of support to agriculture, using the OECD’s Producer and Consumer Support Estimates (PSEs/CSEs). For those involved in central and eastern European agriculture and agro-food policies, markets and trade, the Review offers unique information and analysis. Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains.     Abstract: There is broad political support for lifelong learning because it is so vital to sustained economic progress and social cohesion in the "new economy". But its implementation is potentially costly and depends on making the learning process more cost-effective and on securing financial and in-kind resources from the private sector. What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.
