The authors examine three different tools -- Google Trends, Google AdWords, and Google Correlate -- that can be used to access and analyze readily available, anonymous data from Internet searches related to the Army and to Army service. They found that Google search queries can inform how interest in military careers has evolved over time and by geographic location and can identify the foremost Army-related concerns that potential recruits have. Moreover, by analyzing how search terms correlate across time, it is possible to predict with reasonable accuracy what non-Army related terms people are searching for in the months before or after an Army query. These queries serve as leading and lagging indicators of army-related searches and can offer a glimpse into the concerns of individuals near the time period when they are considering joining.     Abstract: "This report assesses existing water market mechanisms (such as water banking and auctions) and partnership opportunities that Army installations can potentially use to improve installation water programs and their investments in water and wastewater systems. Because such mechanisms and opportunities depend on water management practices and water rights, the report also provides an overview of these areas. In addition, the report provides examples from across the United States, along with detailed case studies of these issues within Colorado and Fort Carson and within Arizona and Fort Huachuca. Water management today faces some key challenges, including aging infrastructure, water quality concerns, depleting groundwater aquifers, uncertain water supplies, pressures of population growth, climate change effects on water availability, and continued public demands for low-cost water. The traditional way of solving water problems -- by increasing access to new surface water and groundwater supplies--is often no longer viable. Such water sources are mostly allocated, and in many cases over-allocated. Today, many water managers are focused on conservation, efficient management, and accessing alternative water sources (such as treated wastewater and stormwater runoff). Water markets and partnerships are also being used in select cases. Given such water management, partnership, and market trends, the report concludes with recommendations about how Army policies and activities can be adjusted to improve installations' water security, programs, and infrastructure investments"--Publisher's description

    Abstract: Vladimir Putin's decision to annex Crimea and attempt to destabilize eastern Ukraine have sparked widespread concern among Western policymakers that Russia has embarked on a confrontational national security policy that could have far-reaching implications for Russia's relations with the United States and for European stability. The annexation of Crimea challenges two basic assumptions underlying U.S. policy toward Europe in the post-Cold War era: (1) that Europe is essentially stable and secure, thereby freeing the United States to focus greater attention on other areas, particularly Asia and the Middle East, and (2) that Russia had become more of a partner than an adversary. The annexation of Crimea and attempt to destabilize eastern Ukraine suggests that both these assumptions need to be revisited because Russia can hardly be viewed as a partner. The requirement that NATO may now have to build a much more robust deterrence and defense posture in Eastern Europe would require the Army and the Air Force to revisit their planning assumptions that have minimized U.S. military commitments to the region since the end of the Cold War

    Abstract: The U.S. Air Force, wanting to gain greater insight into the well-being of its members who have sustained mental or physical injuries in combat or combat-related situations, including their quality of life and the challenges they will confront in their reintegration following separation or retirement, asked the RAND Corporation for assistance in gauging the current status of the Air Force's wounded warriors, including their use of and satisfaction with Air Force programs designed to serve them. This report presents the baseline findings from a longitudinal analysis of enrollees in the Air Force Wounded Warrior (AFW2) program who were receiving benefits or undergoing evaluation to receive benefits, the majority of whom had a primary administrative diagnosis of post-traumatic stress disorder (PTSD). A high proportion of the Airmen in the sample screened positive for PTSD (roughly 78 percent) and major depressive disorder (MDD) (roughly 75 percent); 69 percent screened positive for both. Although more than 90 percent of those in the sample who screened positive for PTSD or MDD were receiving treatment, about half indicated that there was at least one instance during the past year in which they desired mental health treatment but did not receive it. Participants reported concerns about stigma, confidentiality, and the quality of available treatment as barriers to receiving mental health care, though the current data do not link these concerns to a particular treatment setting. About 10 percent of Airmen reported a financial situation that could be considered as living in poverty based on U.S. Department of Health and Human Services' poverty guidelines. Similarly, close to 15 percent of those in the labor force could be considered unemployed. Reserve and National Guard Airmen evidenced heightened challenges across examined domains. Respondents were overall satisfied with the services they received from the AFW2 and Air Force Recovery Care Coordinator programs

    Abstract: The September 11th terrorist attacks, the Chernobyl nuclear accident, Hurricane Andrew and the Kobe earthquake are all recent examples of large-scale disasters that have taken a massive toll in human lives, wealth and property. They have disrupted vital systems such as transport and energy supplies and spilled over into neighbouring as well as distant regions. They have also generated widespread anxiety, and in some cases created deep-seated public mistrust of governments' ability to protect their citizens. This book is based on a report prepared between May and July 2003 by a multi-disciplinary team of experts from inside and outside of the OECD. It examines the economic and social impacts of past large-scale disasters, and draws a number of key lessons for the future. Its focus is on better prevention of disasters, and on restoring trust and securing recovery in their aftermath.

En general, la OCDE afirma que la economía mexicana se encuentra "bien posicionada para retomar el rumbo de crecimiento sólido y sostenible, aunque el momento y la fortaleza de la recuperación dependerán en gran medida de factores externos fuera del control de los diseñadores de políticas" y sugiere que "aun si las condiciones macroeconómicas se muestran desfavorables, las autoridades necesitan continuar esforzándose por lograr los objetivos anunciados en términos de inflación y presupuesto, si se desea conservar la confianza".     Abstract: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

First, it must ensure that the democratic transitions in Central and Eastern Europe are consolidated and that there is no backsliding. These countries must modernize their military forces and make them interoperable with those of NATO. Second, NATO, must remain engaged in and ensure the security of the Baltic states. The problem of Kaliningrad should be addressed and the enclave stabilized. Third, NATO needs to develop a post-enlargement strategy for Ukraine to support the country's continued democratic evolution and integration into Euro-Atlantic structures. Fourth, Russia must be incorporated into a broader European and Euro-Atlantic security framework. Finally, NATO needs to develop a coherent strategy toward the Caucasus and Central Asia. The Partnership for Peace can provide the framework for developing relations with these countries. Other U.S. and NATO polices can encourage greater openness, reform, and democratic practices. These challenges, moreover, must be addressed in a new strategic context. In the post-Prague period, the key issue is NATO's transformation and its strategic purpose: What should its missions and strategic rationale be?

    Abstract: The author assesses the military space challenges that face the Air Force and the nation in light of the findings and recommendations of the congressionally mandated Space Commission, released in January 2001. After reviewing the main milestones in the Air Force's involvement in space since its creation as an independent service in 1947, he examines the circumstances that occasioned the Space Commission's creation, as well as the conceptual and organizational roadblocks that have impeded a more rapid growth of U.S. military space capability. He concludes that the Air Force faces five basic challenges with respect to space: continuing the operational integration of space with the three terrestrial warfighting mediums while ensuring the organizational differentiation of space from Air Force air; effectively wielding its newly granted military space executive-agent status; realizing a transparent DoD-wide budget category for space; showing progress toward fielding a meaningful space control capability while decoupling that progress from any perceived taint of force-application involvement; and making further progress toward developing and nurturing a cadre of skilled space professionals within the Air Force

After reviewing the main milestones in the Air Force's involvement in space since its creation as an independent service in 1947, he examines the circumstances that occasioned the Space Commission's creation, as well as the conceptual and organizational roadblocks that have impeded a more rapid growth of U.S. military space capability. He concludes that the Air Force faces five basic challenges with respect to space: continuing the operational integration of space with the three terrestrial warfighting mediums while ensuring the organizational differentiation of space from Air Force air; effectively wielding its newly granted military space executive-agent status; realizing a transparent DoD-wide budget category for space; showing progress toward fielding a meaningful space control capability while decoupling that progress from any perceived taint of force-application involvement; and making further progress toward developing and nurturing a cadre of skilled space professionals within the Air Force

    Abstract: Das Allgemeine Abkommen über den Handel mit Dienstleistungen (GATS) zählt zu den bedeutendsten Leistungen der multilateralen Handelsdiplomatie des späten 20. Jahrhunderts, steht aber auch im Mittelpunkt der handelspolitischen Kontroversen zu Beginn des 21. Jahrhunderts. Mit dieser Untersuchung werden drei Ziele verfolgt: Erstens gilt es, die wirtschaftlichen Argumente für Reformen des Dienstleistungssektors sowie die politischen Beweggründe für eine Öffnung der Dienstleistungsmärkte durch Liberalisierung von Handel und Investitionen in Erinnerung zu rufen. Zweitens sollen die Bedenken über die Auswirkungen des GATS zerstreut werden, indem die Wirkungsweise des Übereinkommens, die damit von den WTO-Mitgliedern eingegangenen Verpflichtungen sowie die ihnen im Rahmen des Übereinkommens offen stehenden Optionen erläutert werden. Und drittens sollen einige besonders wichtige Verhandlungsthemen im Rahmen der derzeitigen GATS-Runde aufgezeigt werden, wobei den Interessen und Sorgen der Entwicklungsländer besondere Aufmerksamkeit gilt und erneut auf die Chancen verwiesen wird, die das GATS für die Umsetzung entwicklungsfördernder Reformen auf den Dienstleistungsmärkten bietet.

    Abstract: In the Vietnam War and the Persian Gulf conflict, special operations forces (SOF) conducted reconnaissance operations to locate hidden targets when political and other considerations prevented the deployment of conventional ground units and air power alone was unable to locate and eliminate elusive objectives. In Vietnam, SOF teams crossed the border into Laos to search for truck parks, storage depots, and other assets along the Ho Chi Minh Trail that were obscured by jungle canopy and camouflage. In western Iraq, British and American SOF patrolled vast areas searching for mobile Scud launchers. In both cases, the nature of the terrain combined with adversary countermeasures made it extremely difficult for ground teams to achieve their objectives. There are a number of implications for future operations. Although new technology, such as mini- and micro-unmanned aerial vehicles, may make it easier to teams to reconnoiter wide areas, using SOF in this fashion is unlikely to achieve U.S. objectives. Concerns about casualties and prisoners of war are likely to limit the use of SOF to the most vital national interests. However, unattended ground sensors could play an enhanced role in future operations. Although most will be delivered by air, some will require hand emplacement in difficult enemy terrain, a mission well suited to SOF. SOF in a battle damage assessment role could help ensure that critical targets have been destroyed. Finally, SOF might disable, destroy, or recover nuclear, biological, or chemical weapons

    Abstract: Sustainable development involves linking the economic, social and environmental objectives of societies in a balanced way. It stresses the importance of taking a broader view of what human welfare entails, of using a long-term perspective about the consequences of today's activities, and of recognising the global nature of many of the most pressing challenges facing societies. OECD countries committed themselves to sustainable development at the 1992 Rio Conference on Environment and Development. However, action to meet these commitments remains slow. This report identifies some of the main barriers -- conceptual and practical -- that stand in the way of progress, and some of the areas where concrete government actions will allow a better integration of environmental, economic and social goals. Particular focus is placed on how the use of the price system, reform of governments' decision-making processes, technology policies, and international trade and investment may each contribute to removing incentives to unsustainable resource depletion and environmental degradation. Recommendations in each of these areas are presented in this Report, and then applied to two areas -- climate change and natural resource management -- where the risks of non-sustainability appear to be highest.

The workshop also provided an opportunity to exchange information on lessons learned from past successes and failures.     Abstract: What is driving recent growth in OECD countries? Why is it that their levels of GDP per capita are no longer converging? Why is it that some countries, operating at the technological frontier, where advances are difficult, appear to be widening the gap? Whether or not it is appropriate to speak of a "new economy", innovation and technology play crucial roles. This study shows that success requires not some silver bullet, but a range of complementary factors that support the innovation-intensive growth exemplified by new information and communication technologies such as the Internet and Internet applications like electronic commerce. Supportive policies include those favourable to innovative start-ups and to financial systems able to support them, those that facilitate the reorganisation required to reap the full benefits of ICT, regulatory and institutional frameworks that facilitate links between science and industry, and efforts to train and obtain the necessary human capital, as well as public support for basic scientific research. While this study is far from exhaustive, it represents an important step in understanding the conditions under which economies flourish.

    Abstract: On the surface there is agreement, sustainable development refers to a broad set of issues, going beyond the relationship between the economy and the environment to encompass human and social concerns. Scratch the surface and you open a Pandora's box of differing notions of sustainability and means of achieving it. How can progress towards sustainable development be measured then? The major difficulty in developing indicators to track progress towards sustainable development is not the lack of data but rather the lack of frameworks to organise and synthesize existing information. This volume brings together a number of approaches to this question pursued in academia, national administrations and international organisations, as presented at an expert workshop held at the OECD headquarters in September 1999. These approaches include developments of the traditional national accounts system, construction of synthetic measures of sustainability such as "genuine savings", physical measures of material flows, and selections of indicators based on variants of the "pressure, state, response" model. This volume also reviews a number of initiatives undertaken within the OECD to monitor trends in the sustainability of specific sectors and sub-national areas.

    Abstract: Europe's single currency was launched a bit more than a year ago for eleven of the fifteen countries of the Union. This study assesses economic developments and policies during the inaugural year of the new regime. It analyses the economic performance and prospects of the euro area as a whole, and highlights to what extent aggregate trends are shaped by convergence or divergence at national or regional levels. Macroeconomic policies are discussed in depth. The common monetary policy carried out by the Eurosystem and the underlying framework are scrutinised, as is the co-ordination of national fiscal policies against the background of the Stability and Growth Pact. A special chapter is devoted to the links between structural features and policies on the one hand and macroeconomic performance on the other. It argues that broad-based and properly designed structural reforms would boost Europe's economic potential significantly and ease macroeconomic policy trade-offs. A number of highly topical issues are addressed, such as: - How fast is growth picking up and unemployment declining in the euro area? - Why did the euro weaken in 1999 and does it matter? - How effectively was monetary policy conducted? - What degree of fiscal prudence is needed over the next few years? - Which rigidities continue to stunt growth in Europe?
