Established and emerging scholars of the region critically interrogate the idea of a 'Central Asian World' at the intersection of post-Soviet, Persianate, East and South Asian worlds. Encompassing chapters on life between Afghanistan and Kazakhstan, Turkmenistan and Xinjiang, this volume situates the social, political, economic, ecological and ritual diversity of Central Asia in historical context. The book ethnographically explores key areas such as the growth of Islamic finance, the remaking of urban and sacred spaces, as well as decolonizing and queering approaches to Central Asia. The volume's discussion of More-than-Human Worlds, Everyday Economies, Material Culture, Migration and Statehood engages core analytical concerns such as globalization, inequality and postcolonialism. Far more than a survey of a 'world region', the volume illuminates how people in Central Asia make a life at the intersection of diverse cross-cutting currents and flows of knowledge. In so doing, it stakes out the contribution of an anthropology of and from Central Asia to broader debates within contemporary anthropology.

    Kurzfassung: Documenting Impossible Realities explores the limitations of conventional accounts through which belonging is documented, focusing on the experiences of adoptees, deportees, migrants, and other exilic populations. Susan Bibler Coutin and Barbara Yngvesson speak to the current historical moment, in which the dichotomy between an "above ground" inhabited by dominant groups and an "underground" to which unauthorized immigrants, political exiles, and transnational adoptees are relegated cannot be sustained. This dichotomy was made possible by the illusion that some people don't belong, that some forms of kin are not real, or that certain ways of knowing do not count. To examine accounts that challenge such illusions, Coutin and Yngvesson focus on the spaces between groups, where difference is constituted and where the potential for new forms of relationship may be realized. By juxtaposing and moving between entangled realities and modes of expression, Documenting Impossible Realities conveys the emotional experience of oscillating between being here and gone, legitimate and treated as counterfeit

    Kurzfassung: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order. Gerlinde Groitl is Associate Professor of International Politics and Transatlantic Relations at the University of Regensburg, Germany.

While particularly focusing on Nordic countries, often seen as the quintessential 'models' of the welfare state, the book collectively sheds light on the 'history of the present' of nation states bearing the character of a welfare state. Initial chapters discuss the contested roles and meanings of democracy in the formation of the so-called 'Nordic model' of welfare, exploring its development in connection with rhetorical de-ideologization during and after the Cold War and with concerns about global development. Contributors further examine the ways in which national welfare states and their democratic dimensions are reshaped in the context of post-national regulation regimes of globalized and financialized capitalism. In the final chapters, the book explores the implications of welfare nationalism for cross-border mobility, analysing paradoxes and inherent tensions at the heart of contemporary migration politics. The analyses point to the integral role of nationalism in the formation of the democratic welfare states, as well as in the present-day goals of national competitiveness and security.     Kurzfassung: A proposal that we think about digital technologies such as machine learning not in terms of artificial intelligence but as artificial communication. Algorithms that work with deep learning and big data are getting so much better at doing so many things that it makes us uncomfortable. How can a device know what our favorite songs are, or what we should write in an email? Have machines become too smart? In Artificial Communication, Elena Esposito argues that drawing this sort of analogy between algorithms and human intelligence is misleading. If machines contribute to social intelligence, it will not be because they have learned how to think like us but because we have learned how to communicate with them. Esposito proposes that we think of “smart” machines not in terms of artificial intelligence but in terms of artificial communication. To do this, we need a concept of communication that can take into account the possibility that a communication partner may be not a human being but an algorithm—which is not random and is completely controlled, although not by the processes of the human mind. Esposito investigates this by examining the use of algorithms in different areas of social life. She explores the proliferation of lists (and lists of lists) online, explaining that the web works on the basis of lists to produce further lists; the use of visualization; digital profiling and algorithmic individualization, which personalize a mass medium with playlists and recommendations; and the implications of the “right to be forgotten.” Finally, she considers how photographs today seem to be used to escape the present rather than to preserve a memory.

    Kurzfassung: When U.S. war resisters turned to Canada as refuge during the Vietnam War and the Afghanistan/Iraq Wars, they not only hoped to forestall deployment to a combat zone but also to build new lives and make a new home abroad. In her empirical study, Sarah J. Grünendahl explores and juxtaposes how well the two war resister 'generations' have been able to establish themselves after all and to what extent they partake in Canadian society. The comparison is instructive for migration and refugee studies altogether: The war resisters in the sample, unlike many other migrant populations, did not have to contend with language and cultural barriers in their destination country, given similarities between the United States and Canada. Sarah J. Grünendahl's research thus allows for an analysis of the effects of residency on migrants' adaptation and participation in the receiving society, isolated from these two common barriers. Further, the study sheds light on how refugees and non-citizens can employ civic engagement to claim a place for themselves and overcome societal exclusion. About the author Sarah J. Grünendahl is research assistant at the Faculty of Social Sciences and Cultural Studies at the University of Applied Sciences Düsseldorf and earned her doctorate in Political Science at the University of Siegen. Her research interests include migration and refugee studies, the effects of legal status on migrants' incorporation, and the nexus between societal participation, place (attachment) and identity.

    Kurzfassung: This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics. Anastasia Likhacheva works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia. She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014.     Kurzfassung: In Police, Provocation, Politics, Deniz Yonucu presents a counterintuitive analysis of contemporary policing practices, focusing particular attention on the incitement of counterviolence, perpetual conflict, and ethno-sectarian discord by the state security apparatus. Situating Turkish policing within a global context and combining archival work and oral history narratives with ethnographic research, Yonucu demonstrates how Cold War and decolonial era counterinsurgency strategies continue to inform contemporary urban policing in Istanbul. Shedding light on counterinsurgency's affect-and-emotion generating divisive techniques and urban dimensions, Yonucu shows how counterinsurgent policing strategies work to intervene in the organization of political dissent in a way that both counters existing alignments among dissident populations and prevents those that are emergent. Yonucu suggests that provocations of counterviolence and conflict by state security agents and their containment in the places of racialized and dissident populations cannot be considered disruptions of political order. Instead, they can only be conceptualized as forms of governance and policing designed to manage actual or potential rebellious populations

    Kurzfassung: This open access textbook offers a critical introduction to human and economic development prospects in Africa revolving around three questions: where is Africa today, what explains the current state, and, given historical trends and what we know about the world, where do we think the continent will be in 2040? And, a final question: what can we do to create a better tomorrow? It models ambitious progress in health, demographics, agriculture, education, industrialization, technological leapfrogging, increased trade, greater stability, better governance and external support. The book reviews the future of work/jobs, poverty and the impact of climate change. A combined Closing the Gap scenario presents a forecast of what could be possible by 2040. Each chapter suggests which policies might accelerate prospects for each sector. Written in an accessible style, and supported by a range of pedagogical features, this textbook introduces undergraduate and graduate students to the contemporary human and economic development prospects in Africa.

    Kurzfassung: "A new strain of coronavirus emerged sometime in November 2019, and within weeks a cluster of patients began to be admitted to hospitals in Wuhan with severe pneumonia, most of them linked to the Huanan Seafood Wholesale Market. China's seemingly effective containment of the first stage of the epidemic, in glaring contrast with the uncontrolled spread in Europe and the United States, was heralded as a testament to the Chinese Communist Party's unparalleled command over the biomedical sciences, population, and economy. Conversely, much academic and public debate about the origins of the virus focuses on the supposedly "backwards" cultural practice of consuming wild animals and the perceived problem of authoritarianism suppressing information about the outbreak until it was too late. The Origins of COVID-19, by Li Zhang, shifts debate away from narrow cultural, political, or biomedical frameworks, emphasizing that we must understand the origins of emerging diseases with pandemic potential (such as SARS and COVID-19) in the more complex and structural entanglements of state-making, science and technology, and global capitalism. She argues that both narratives, that of China's victory and the racist depictions of its culpability, do not address-and even aggravate-these larger forces that degrade the environment and increase the human-wildlife interface through which novel pathogens spill over into humans and may rapidly expand into global pandemics."

    Kurzfassung: "RE-ENCHANTING MODERNITY is based on over twenty-five years of ethnography in the Chinese coastal city of Wenzhou and the surrounding towns. Combining methods from anthropology, religious studies, and history, author Mayfair Yang traces the reemergence of religious life and ritual following long periods of attempted secularization in China. She shows that rather than being opposed to the massive capitalist growth which has occurred in the Wenzhou region, these religious imaginaries and ritual practices are embedded in and inform economic development. Yang is interested in what motivates the return of these rituals in post-Maoist China and their complex relation to capitalist expansion in the area, one that as might be expected is different than the Weberian model from the west. She examines how gender is re-figured in the contemporary versions of these religious practices, given the changes in gender attitudes in the intervening years.
    Kurzfassung: Yang concludes that a scholar's notion of civil society must include religious and quasi-religious institutions - even, as in Wenzhou, when they are describing intensively modernized locations. After an opening placing the book amid current social theory, chapter one gives a brief social history of religious culture and secularization in Wenzhou from the late nineteenth century to the present and discusses Yang's ethnographic experience. Chapter two lays out the dynamic local economy of post-Mao Wenzhou that sets the context for the resurgence of ritual and religious life. The chapters which immediately follow provide ethnographic and historical accounts of different forms of religious and ritual life in contemporary Wenzhou: Popular Religion, Daoism, and Buddhism. Chapter six deals with grassroots-initiated temple organizations and religious associations, which, Yang proposes, represent an indigenous and religious civil society.

    Kurzfassung: "Race and Nation in Puerto Rican Folklore: Franz Boas and John Alden Mason in Porto Rico, 1915 explores the founding father of American anthropology's historic trip to Puerto Rico in 1915. As a component of the Scientific Survey of Porto Rico and the Virgin Islands, Boas intended to perform field research in the areas of anthropology and ethnography there while other scientists explored the island's natural resources. Native Puerto Rican cultural practices were also heavily explored through documentation of the island's oral folklore. A young anthropologist working under Boas, John Alden Mason, rescued hundreds of oral folklore samples, ranging from popular songs, poetry, conundrums, sayings, and, most particularly, folktales. Through extensive excursions, Mason came in touch with the rural practices of Puerto Rican peasants, the Jíbaros, who served as both his cultural informants and writers of the folklore samples. These stories, many of which are still part of the island's literary traditions, reflect a strong Puerto Rican identity coalescing in the face of the U.S. political intervention on the island.     Kurzfassung: "Visualizing Fascism explores various ways of tracing, displaying, viewing, and interacting with fascism, examining fascism as both a global and aesthetic phenomenon during the twentieth century. It emphasizes transnational and visual qualities in order to refigure ways of establishing visual languages, articulate commentaries on the dynamic nature of national identity, and form both supportive and challenging attitudes about the global right. In particular, this volume seeks to challenge the notion that fascism is primarily a national product of Italy, Japan, and Germany; rather it seeks to locate the rise of fascism and the global right in transnational networks connected by capitalism and imperialism. The collection contains twelve essays. In the introduction, Thomas examines the rise of global and aesthetic forms of fascism, ending with the formulation of the "portable concept of fascism"-wherein fascism is defined more by its "energies" and "ideologies" than by its local manifestations. In two of the volume's early essays, Maggie Clinton and Paul D. Barclay examine the use of public imagery-modernist visuals in interwar China, and chureito, or loyal-spirit towers, in Japan-to envision and shore up support for nationalist ideologies. In her essay, Ruth Ben-Ghiat challenges the fascist objective to erase the agency of the individual in favor of the undifferentiated mass by examining images of faces taken from everyday life under fascist regimes. In another essay, Lorena Rizzo investigates fascist and imperialist entanglement in Southern Africa by examining photographs of settler colonialism in Namibia. The later essays historicize the interconnected visual and historical lineages within the Netherlands, Japan, Indonesia, Slovakia, and Spain-contexts that combine to create a common vocabulary for national identity making. In these essays, Ethan Mark, Bertrand Metton, and Nadya Bair investigate the actors and methods integral to creating a joint foundation for fascist aesthetics.     Kurzfassung: "Among the biggest challenges facing leaders of the newly established People's Republic of China (PRC) was how much they did not know. In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data.     Kurzfassung: In Re-enchanting Modernity Mayfair Yang examines the resurgence of religious and ritual life after decades of enforced secularization in the coastal area of Wenzhou, China. Drawing on twenty-five years of ethnographic fieldwork, Yang shows how the local practices of popular religion, Daoism, and Buddhism are based in community-oriented grassroots organizations that create spaces for relative local autonomy and self-governance. Central to Wenzhou's religious civil society is what Yang calls a "ritual economy," in which an ethos of generosity is expressed through donations to temples, clerics, ritual events, and charities in exchange for spiritual gain. With these investments in transcendent realms, Yang adopts Georges Bataille's notion of "ritual expenditures" to challenge the idea that rural Wenzhou's economic development can be described in terms of Max Weber's notion of a "Protestant Ethic". Instead, Yang suggests that Wenzhou's ritual economy forges an alternate path to capitalist modernity

A Time of Lost Gods offers a different history of the present. Drifting across a temple, a psychiatric unit, and the homes of spirit mediums in a rural county in the Central Plain, the stories here dwell on the sense of hollowing in the absence of Mao. Among those who engage in spirit mediumship in this rural county, Chairman Mao's reign marked not only earthly rule, but an otherworldly time, an exceptional interval of divine sovereignty, after which the cosmos collapsed into chaos. The accounts here convey what it is to experience the present as a postscript to such an interval. According to the mediums, the Chairman's death inaugurated the return of gods and ghosts, none of whom can be fully trusted, as they now mirror the duplicity of the human realm after market reforms. Those who live in this haunted era must work to discern between the true and false, the virtuous and malicious, amid a proliferation of madness-inducing spirits. At the same time, there is also a sense that the new world--the promised world of the socialist vision--has yet to arrive, across waves of policies that pledged to improve the rural lot. Caught between a fading era and an ever-receding horizon, the contemporary cosmology registers the national imaginary of a land-locked agricultural province "left behind" in a post-Reform regime of value, while refiguring the rural as a potential ethical-spiritual center, awaiting apocalyptic renewal. After a long century of exasperated responses to the threat of colonial seizure, the stories here tell of patients, spirit mediums, and psychiatrists caught in a shared dilemma, in a time when gods have lost their way"--
