    Abstract: This report addresses an issue which arises in virtually every public utility industry – the regulation of access to essential facilities. The regulation of the terms and conditions under which competing firms have access to essential inputs provided by rivals has become the single biggest issue facing regulators of public utility industries. Development of competition and the success of liberalisation often depend on the access terms and conditions chosen, and public policy interest in getting these terms and conditions right is important. Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

    Abstract: This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: To better respond to a new set of concerns of the population and promote sustainable development, governments today actively seek a broad partnership with civil society and the private sector. Yet, it is at local and regional levels, closer to the problems and the individuals, that partnerships are most often formed. Partnerships are being established throughout OECD countries to tackle issues of economic development, employment, social cohesion and the quality of life. What all partnerships share is a common desire to improve governance -- how society collectively solves its problems and meets its needs. Through partnerships, civil society and its NGOs, enterprises and government at different levels work together to design area-based strategies, adapt policies to local conditions and take initiatives consistent with shared priorities. An ambitious mission, which raises the challenge of harmonising public accountability and participatory democracy. Local Partnerships for Better Governance presents the lessons learnt from the most recent experiences in seven countries: Austria, Belgium, Denmark, Finland, Ireland, Italy and the United States. This book proposes a strategy that governments can implement to improve governance through partnerships. Applying this strategy will enforce local capacities in a globalising economy, and contribute to reconcile economic competitiveness, social cohesion and environmental progress.

    Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

    Abstract: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: Proponents of an active labour market policy are now claiming part of the credit for large falls in structural unemployment rates that have occurred in some OECD countries. Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs. Among the themes addressed are: front-line employment service operations, one-stop offices and decentralised management; customer service and employer service; the advanced use of information technology; eligibility conditions for unemployment benefits; job guarantees for the long-term unemployed and other strategies of intervention in the unemployment spell; and improving the accountability of the Public Employment Service through external audits, the use of performance indicators, appropriate financing mechanisms, and contestability in the provision of services.     Abstract: As trade barriers at the border have fallen through successive trade negotiations, domestic regulation has emerged as a source of residual but potentially significant trade barriers. Recognising the importance of participating in intensified global competition, countries increasingly see regulatory reform as an inescapable policy to ensure that the expected benefits of globalisation are realised and that differences in national regulatory systems do not become barriers to international trade and investment. In this light, OECD has undertaken a broad-ranging project on regulatory reform, for which market openness is seen as a key objective. The papers collected in this volume were presented at a workshop at OECD that aimed to share national experiences of regulatory reform and trade and to foster consensus-building on best practices. Such practices include enhanced transparency, non-discriminatory due process, independence of regulators and active implementation of competition policy. Other issues raised at the workshop included the challenges for developing countries in pursuing regulatory reform and enhancing market openness, and insights for multilateral trading rule-making emerging from country experiences. The discussions reveal the pervasiveness of the issues raised at the workshop. In examining the recent development of regulatory issues in trade policy making, this volume brings new light to experiences in some parts of Asia and the Western hemisphere as well as to the growing links among trade, regulation and governance.

    Abstract: Public utility industries, once regarded as monolithic monopolies, in fact are made up of many separate activities, many of which can sustain effective competition. But owners of bottleneck facilities are often in a position to restrict or limit the growth of competition. There is a growing realisation that fundamental structural changes are often necessary if the full benefits of competition are to be achieved for users and consumers. This publication explores the nature and impact of rules which affect the structure of public utility industries. It covers not only the theory behind different forms of separation but also practical experience in a wide variety of countries and sectors (railways, electricity, postal services, telecommunications, gas, air services, and maritime transport). It also contains the new OECD Recommendation on Structural Separation of Regulated Industries, which urges Member countries to consider separating the monopoly and the competitive parts of regulated industries, especially during the process of privatisation or liberalisation.

    Abstract: Corporate entities underpin most commercial and entrepreneurial activities in market-based economies and have contributed immensely to growing prosperity worldwide over recent decades. Increasingly, however, governments and regulatory bodies have realised that corporate entities ranging from corporations and trusts to foundations and partnerships are often misused for money laundering, bribery and corruption, shielding assets from creditors, tax evasion, self-dealing, market fraud, and other illicit activities. Prepared against this background, the OECD report Behind the Corporate Veil: Using Corporate Entities for Illicit Purposes opens ways to prevent and combat the misuse of corporate entities. The report shows that the types of corporate entities misused most frequently are those that provide the greatest degree of anonymity to their beneficial owners. With that in mind, the report offers governments and other relevant authorities a menu of policy options for obtaining information on the beneficial ownership and control of corporate entities in order to combat their misuse for illicit purposes.

    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: Government consumption of products and services in OECD Member countries is estimated to be responsible for 9 to 25% of GDP. Given the importance of public purchasing, national and local authorities have been paying increasing attention to the opportunities to improve the environment by selecting environmentally sounder products. This publication describes the successes, the efforts and the difficulties encountered within Member countries by focusing on the role and concerns of the officials that operate purchasing. Also, it shows how greener public purchasing can support a number of other crucial policy objectives such as the reduction of government operating costs, the improvement of governance, and the reduction of greenhouse gases.

    Abstract: Since regaining independence in the early 1990s, Estonia, Latvia and Lithuania have developed effective competition policies, as part of a process toward achieving functioning market economies. All three countries have competition laws and competition agencies which enforce them. All three are entering a critical second phase in competition law enforcement as each is undertaking the difficult steps aimed at their full economic integration into Europe. This is an appropriate time to review competition policy in the Baltic states and to develop future improvements. This publication presents the first comprehensive examination of competition law and policy in these three Baltic countries as well as the highlights of a conference held in Riga in May 1999.

    Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

    Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: China's remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed.     Abstract: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

    Abstract: Over the past decade, privatisation has increasingly taken place in the public utility sector. Technological advances and policy shifts have diminished the perception that public utilities are natural monopolies requiring state ownership. However, the privatisation of such state-owned monopolies raises important regulatory issues. In particular, there should be an adequate regulatory framework to promote competition and, especially if rigorous market competition is lacking, to protect the interests of consumers. Therefore, privatisation needs to be pursued in tandem with competition-enhancing policy and the design of an adequate post-privatisation regulatory framework. This volume brings together a number of papers discussing the interrelationship among privatisation, competition and regulation. The papers make reference to the experience of different countries with privatisation in a wide range of infrastructure sectors.

But, it must also come to terms with resource limitations. How have reforms fared so far -- what seems to be working well or not so well? Which of the new approaches may require revision in the event of an economic downturn? Where might adjustments lead to improved effectiveness? While considering such questions, this publication provides an in-depth look at the PES and recent policy initiatives in the United States.
