    Abstract: This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

This is a demanding agenda: in international trade – a major driver of the economy – Canada needs to maintain a careful balance between bilateral and multilateral liberalisation efforts. Further work is needed to improve the effectiveness of the single internal market. Competition policy needs to make a much stronger contribution to regulatory reform and market openness. Despite a positive policy shift, some important sectors are protected through import and foreign ownership restrictions. The recently launched government’s Innovation Strategy is expected to make a major contribution to address these challenges.

    Abstract: In the past 20 years, few reforms of the public sector have received more attention, and stimulated more controversy, than the reforms made to regulation making and regulatory management. The rise of regulatory policies -explicit policies aimed at continuously improving the quality of the regulatory environment -- shows how early notions of "deregulation" or "cutting red tape" quickly gave way to a central "good governance" notion. This notion is based on an understanding of how regulatory practices can substantially improve market performance, public sector effectiveness and citizens’ satisfaction, through a mix or deregulation, re-regulation and better quality regulation, backed up by new or improved institutions. Regulatory Policies in OECD Countries documents the development and emergence of that understanding. It describes the "state of play" in the regulatory policy agenda in OECD countries, and identifies the key challenges facing regulatory practitioners in the future.

    Abstract: The OECD's review of regulatory reform in the UK. The review finds that the United Kingdom presents a stimulating contrast of tradition and modernity, which is reflected in a mature and innovative regulatory system. The broad sweep of its reforms is impressive. Continuous reforms of the regulatory management system, the competition policy and law as well as in the regulatory regimes of key economic sectors are a strong basis for ensuring high quality regulation contributing further to drive economic performance. The UK was early in liberalising its public utilities and in developing new regulatory approaches to the complex problems of managing the network industries. It was also among the first countries to introduce a system of regulatory impact assessment, which, along with competition policy and law, has been continuously updated since. It has a reputation for having a regulatory environment that is among the most supportive of market openness and global competition in the world. The UK now faces challenges typical of a mature regulatory regime at the cutting edge of developments. Complexity and diversity - of regulatory objectives, of the institutional architecture and of procedures - are major issues to be continuously monitored. Building on these efforts and continuing to address regulatory challenges and areas of weaknesses will permit the UK to maintain itself as a leader in regulatory governance.

    Abstract: OECD's review of regulatory reform in Poland. It finds that like other central and eastern European countries, Poland underwent fundamental change in the 1990s as it made the transition from a planned to a market economy. The liberalisation of economic activity and the democratisation of government institutions were deep and strong. Today Poland has a functioning market economy together with a democratic framework of state institutions, with the EU accession process fostering further liberalisation and modernisation. However, this is only the "end of the beginning". Achievements, especially in economic performance, need to be consolidated, and new legislation must be implemented in an efficient manner. Major challenges lie ahead in enhancing the state’s regulatory capacities; these include improving the quality of human resources in the public sector and the effectiveness of regulation at all levels of government. Liberalisation of the remaining state monopolies calls for a more courageous approach and points to the need for further regulatory reform in support of the structural changes required in these sectors. A business environment more conducive to entrepreneurship is also desirable. The key message of this review is the necessity for continuous reform.

    Abstract: OECD governments are in search of results. Improved performance of the public sector is a central factor in maintaining welfare of individuals and the competitiveness of the economy. A results focus promotes accountability and is a key element in creating and maintaining confidence in government. Performance management is the key aspect of public sector reforms of many OECD Member countries. Performance management encompasses a set of reforms under which public organisations are given increased managerial autonomy in exchange for accountability for results. They are required to define objectives and targets, and measure and report actual results. Performance information is used to improve public priority setting and programmes. Relationships within the public sector and between the government and the public are based on clearer accountability for performance. This publication describes and analyses performance management developments in ten OECD countries: Australia, Canada, Denmark, Finland, France, the Netherlands, New Zealand, Sweden, the United Kingdom and the United States. It demonstrates that while a wide range of approaches and instruments has been developed there is considerable convergence in the way they are used.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Among the OECD countries, Turkey figures as a comparative latecomer to regulatory reform. Yet, there is a crucial need for it. Over the last three decades, the Turkish economy has suffered from macro-economic instability and chronic inflation, with implications for both investment and growth. Governance and regulatory structures remained weak and contributed also to the 2001 economic crisis. Nonetheless, this review notes the highly encouraging efforts currently being undertaken to reform key economic sectors, the public administration and the regulatory framework. These developments appear to mark a fundamental break with the past. Important elements, such as a clear competition policy, are already in place. Fighting corruption, among other measures, is high on the policy agenda, and constitutional amendments are reshaping the relationship between citizens and the state. The "depoliticisation" of the public sector and its renewal on a merit basis is underway. Future success will depend crucially on the continuing implementation of the programme. In particular, sustained political commitment is required well beyond the recovery from the recent crisis.

    Abstract: Debt Management and Government Securities Markets in the 21st Century reviews recent trends in the structure of OECD government securities markets and public debt management operations, and highlights the generic structural policy issues in emerging debt markets. Over the years, OECD debt managers have developed best practices for raising, managing and retiring debt at the lowest possible price and acceptable risk, largely in the presence of persistent large deficits. New techniques have been developed to cope with the adverse consequences of running surpluses (pricing anomalies and lower liquidity in traditional benchmark markets). This report analyses the impact of advanced electronic systems on primary and secondary markets. In the future, sophisticated electronic auction systems will enable institutional investors to bid directly in auctions, thereby by-passing primary dealers. Electronic trading systems will inevitably reshape secondary fixed-income markets. Underlying these challenges is the growing number of OECD sovereign issuers granting greater independence to debt management operations, accompanied by an increased emphasis on risk assessment and risk management. The report also addresses the introduction of new instruments (index-linked bonds and derivatives), as well as policies related to investor relations.

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies. It also draws preliminary conclusions from the work carried out on this topic by the OECD’s Public Management Service (PUMA).

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States.     Abstract: In American Foundations , Mark Dowie argues that organized philanthropy is on the verge of an evolutionary shift that will transform America's nearly 50,000 foundations from covert arbiters of knowledge and culture to overt mediators of public policy and aggressive creators of new orthodoxy. He questions the wisdom of placing so much power at the disposal of nondemocratic institutions. As American wealth expands, old foundations such as Ford, Carnegie, Rockefeller, Pew, and MacArthur have grown exponentially, while newer trusts such as Mott, Johnson, Packard, Kellogg, Hughes, Annenberg, Hewlett, Duke, and Gates have surpassed them. Foundation assets now total close to $400 billion. Though this is a tiny sum compared to corporate and government treasuries, and foundation grants still total less than 10 percent of contributions made by individuals, foundations have power and influence far beyond their wealth. Their influence derives from the conditional nature of their grant making, their power from its leverage. Unlike previous historians of philanthropy who have focused primarily on the grant maker, Dowie examines foundations from the public's perspective. He focuses on eight key areas in which foundations operate: education, science, health, environment, food, energy, art, and human services. He also looks at their imagination, or lack thereof, and at the strained relationship between American foundations and American democracy. Dowie believes that foundations deserve to exist and that they can assume an increasingly vital role in American society, but only if they transform themselves from private to essentially public institutions. The reforms he proposes to make foundations more responsive to pressing social problems and more accountable to the public will almost certainly start an important national debate

    Abstract: Governments are in a crisis of identity, some would say legitimacy, with election turnouts low in many OECD countries and a widespread feeling of disenchantment among citizens with government and the democratic process. Can governments do something to change this? Certainly, doing nothing is not an answer. What every country needs is more transparency, more consultation and more participation. This book is a unique source of comparative information on this challenging subject. It examines a wide range of country experiences, offers examples of good practice, highlights innovative approaches and identifies promising tools (including new information technologies). A set of ten guiding principles for engaging citizens in policy-making is proposed.

    Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

This review presents an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. It also contains chapters on sectors such as telecommunications, electricity, gas, pharmacies and legal services, and an assessment of the macroeconomic context for reform. The policy recommendations present a balanced plan of action for both short and longer term based on best international regulatory practices.

It finds that starting later than many countries, Italy devoted the 1990s to "catching up" with the leading OECD countries in economic and governance reforms. The scope, speed and consistency of structural reforms by multiple governments were remarkable. Accumulated rigidities and practices of decades were re-assessed, and many rejected. Awareness of the excessive role of the state in the economy led to broad policy and institutional changes in favour of transparency, public sector efficiency, and market competition. By 1999, Italy’s privatisation programme was among the largest in the OECD. Reform of Italy’s regulatory state is a formidable task, but early results, such as reduced red tape and stronger accountability of the public service, are appearing. Yet, enhancing the growth potential of the Italian economy -- following years of comparatively slow growth, relatively high inflation, low foreign direct investment, and a declining market share in world trade -- justifies faster and deeper regulatory reform to address the substantial reform agenda still outstanding. Long-standing income gaps between north and south could be narrowed by revitalised domestic markets. Better regulatory practices are particularly needed at regional and local levels, whose decisions increasingly decide Italy’s future. This review presents an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. It also contains chapters on sectors such as telecommunications, electricity, and railways, and an assessment of the macroeconomic context for reform. Important challenges remain, however, and reform to fill the remaining gaps and further refine regulatory regimes at national and subnational levels will continue to play a central role in economic development in the Czech Republic. Privatisation, restructuring, and building pro-competition regulatory regimes have been delayed in key areas, such as energy, and reform in telecommunications should be completed. Public sector reform should continue. Speed and consistency are essential. If the Czech Republic is to converge with the rest of Europe, it must move faster than the average European country.

    Abstract: For some years now, short sea shipping (SSS) has benefited from a number of government initiatives aimed at promoting its development. The aim has been to promote a more balanced modal split in transport in Europe while also reducing the impact of transport on the environment, ensuring greater European cohesion and promoting a sustainable transport system. Up to now, SSS has aroused interest at policy level mainly as an alternative to road transport, the predominant mode in Europe. Yet, is SSS only an alternative to road transport? Can it be seen as a separate component of an integrated transport network in its own right? This book shows what role SSS can play in the context of modal complementarity and what challenges European policy makers will be presented with.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: GEOTRAP is the OECD/NEA Project on Radionuclide Migration in Geologic, Heterogeneous Media carried out in the context of site evaluation and safety assessment of deep repository systems for long-lived radioactive waste.Performance assessment of proposed waste disposal sites requires models of radionuclide transport through the geosphere. To be used in repository planning and development, these models must have the confidence of both national waste management programmes and the wider scientific community. The fourth GEOTRAP workshop, "Confidence in Models of Radionuclide Transport for Site-specific Performance Assessment" held in June 1999, addressed the issue of technical confidence building and provided an overview of current developments in this field. Proposed approaches to confidence building and approaches that have already proven successful were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Abstract: Municipal waste has increased 22 % per capita from 1980 to 1997. At the same time, the difficulty of siting new waste disposal facilities has increased. While major progress has been made to lessen the per capita generation of air and water pollution over the past decades, waste generation is still on the rise. Faced with the increase of waste, many governments have reviewed available policy options and concluded that placing the responsibility for the post-consumer phase of certain goods on producers could provide a means to relieve certain environmental pressures, arising from post-consumer waste. Extended Producer Responsibility (EPR) is a policy approach under which producers accept significant responsibility - financial and/or physical - for the treatment or disposal of post-consumer products. Assigning such responsibility could provide incentives to prevent wastes at the source, promote product design for the environment and support the achievement of public recycling and materials management goals. Within the OECD the trend is towards the extension of EPR to new products, product groups and waste streams such as electrical appliances and electronics. This guidance manual represents one means to inform national governments about the potential benefits and costs associated with EPR.

    Abstract: Businesses’ Views on Red Tape provides the first opportunity to systematically compare data across 11 OECD countries. The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs. Among the themes addressed are: front-line employment service operations, one-stop offices and decentralised management; customer service and employer service; the advanced use of information technology; eligibility conditions for unemployment benefits; job guarantees for the long-term unemployed and other strategies of intervention in the unemployment spell; and improving the accountability of the Public Employment Service through external audits, the use of performance indicators, appropriate financing mechanisms, and contestability in the provision of services. The absence of effective disciplines on corporate managers, coupled with complicated and opaque relationships between corporations, their owners and their finance providers, affected severely investors’ confidence in the region’s corporate sectors. Economies that took early steps to improve corporate governance have been recovering from the crisis at a more rapid pace than those who have not addressed this issue.     Abstract: As trade barriers at the border have fallen through successive trade negotiations, domestic regulation has emerged as a source of residual but potentially significant trade barriers. Recognising the importance of participating in intensified global competition, countries increasingly see regulatory reform as an inescapable policy to ensure that the expected benefits of globalisation are realised and that differences in national regulatory systems do not become barriers to international trade and investment. In this light, OECD has undertaken a broad-ranging project on regulatory reform, for which market openness is seen as a key objective. The papers collected in this volume were presented at a workshop at OECD that aimed to share national experiences of regulatory reform and trade and to foster consensus-building on best practices. Such practices include enhanced transparency, non-discriminatory due process, independence of regulators and active implementation of competition policy. Other issues raised at the workshop included the challenges for developing countries in pursuing regulatory reform and enhancing market openness, and insights for multilateral trading rule-making emerging from country experiences.     Abstract: Corporate entities underpin most commercial and entrepreneurial activities in market-based economies and have contributed immensely to growing prosperity worldwide over recent decades. Increasingly, however, governments and regulatory bodies have realised that corporate entities ranging from corporations and trusts to foundations and partnerships are often misused for money laundering, bribery and corruption, shielding assets from creditors, tax evasion, self-dealing, market fraud, and other illicit activities. Prepared against this background, the OECD report Behind the Corporate Veil: Using Corporate Entities for Illicit Purposes opens ways to prevent and combat the misuse of corporate entities. The report shows that the types of corporate entities misused most frequently are those that provide the greatest degree of anonymity to their beneficial owners. With that in mind, the report offers governments and other relevant authorities a menu of policy options for obtaining information on the beneficial ownership and control of corporate entities in order to combat their misuse for illicit purposes.

    Abstract: There is an emerging consensus concerning a new strategic mode for spatial policy. In the past, planning resulted in zoned land uses characterised by a rigid separation of housing from leisure and workplaces. This strongly sectoral approach is breaking down under the pressure of environmental problems, technological innovations, and a societal demand for a higher quality of life. Spatial planning will increasingly involve broad framework policies at the national level, and strong partnerships at the local and regional level. This volume is based on two international seminars oranised by the OECD and the National Land Agency, Japan.

    Abstract: Corporate Social Responsibility (CSR) is business's contribution to sustainable development. Today, corporate behaviour must not only ensure returns to shareholders, wages to employees, and products and services to customers, it must also respond to societal and environmental concerns. Local cultures are a countervailing force to the global economy and the struggle between the forces of global commerce and the interests of local cultures brings with it new politics. In overcoming the hurdles of social responsibility, all partners and sectors need to be committed to adhere to a coherent social strategy in the interest of society as a whole. Through partnerships with labour, NGOs, and communities, corporations contribute to tackling social exclusion and other inner city problems in order to define and implement innovative solutions for policy dialogue to meet the social challenges at the local level. This book provides a comprehensive overview of Corporate Social Responsibility experiences and practices at the local level. It illustrates that partnerships provide a powerful mechanism for helping firms become more socially responsible. It includes interventions from the Conference "Partners for Progress - Towards a new approach to Corporate Social Responsibility", held in Paris in November 2000 and is essential reading for policy-makers, NGOs, business, and all local actors involved in the issues of sustainable development.

    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: OECD's 2000 review of regulatory reform in Hungary. It finds that after ten years of determined reform, Hungary has constructed the legal and policy frameworks consistent with market democracy, and is nearing completion of an historic economic transition. This challenging process required extensive regulation and institution building, as well as massive deregulation, and has generated significant economic benefits. Today, convergence with the EU and achievement of OECD best practices still represent daunting tasks. But in most areas, Hungary faces challenges much like those of other OECD countries in establishing the quality regulatory regimes needed to support good government and sustainable economic growth. Hungary’s main objectives now are to bring market performance into line with its peers through strengthening competition and improving regulatory governance and social protections. Further reforms will bring important gains in creating jobs, improving sectoral and regional performance, and reducing the costs of public policies.

    Abstract: OECD's 2000 review of regulatory reform in Korea. It finds that at the end of 1997, Korea suffered one of the worst economic crises ever experienced by an OECD country. An ambitious programme of regulatory, financial, and structural reforms, among the most far-reaching efforts at reform of regulation undertaken in OECD countries, was key to the strong economic recovery in 1999 and 2000. This programme not only stabilised the crisis, but also helped recreate the foundations for future sustainable growth. The Korean experience can be useful to other countries seeking to boost market-led growth. Reforms now are moving Korea from a highly interventionist and authoritarian model of economic development to a market oriented and open model based on values of consumer choice, democracy, and rule of law. Yet the job is far from finished. The web of government intervention has been only partly reformed, and many important issues are still to be tackled. Consistent progress on regulatory reform will be crucial to sustainable growth in Korea for several years to come. Spain has gained significant economic benefits from these measures: lower prices and interest rates, increased supply-side flexibility, wider consumer choice, and higher quality of services. With labour market reforms, regulatory reforms have contributed to large falls in unemployment. Yet Spain still faces problems attributable to supply side rigidities: high unemployment and low employment rates, high inflation, mostly due to the service sector, and lack of innovation. Continued improvement of Spain’s regulatory regimes, combined with vigilance by competition authorities, will further boost the competitiveness of the Spanish business sector and minimise domestic obstacles to growth and job creation, while improving regulatory effectiveness in meeting key social policies.     Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

Technological advances and policy shifts have diminished the perception that public utilities are natural monopolies requiring state ownership. However, the privatisation of such state-owned monopolies raises important regulatory issues. In particular, there should be an adequate regulatory framework to promote competition and, especially if rigorous market competition is lacking, to protect the interests of consumers. Therefore, privatisation needs to be pursued in tandem with competition-enhancing policy and the design of an adequate post-privatisation regulatory framework. It does not cover other factors relating to total lifetime rewards, such as the rewards likely to be available on leaving public service employment; lifetime earnings in a career public service structure, and alternative employment opportunities in the public and private sector for senior public servants. For cross-national comparison, pay levels have been expressed in purchasing power parities in US dollar equivalents.
