    Abstract: Diese Open-Access-Publikation untersucht die Akzeptanz der sächsischen Bevölkerung gegenüber Energie- und Rohstoffvorhaben sowie die Eignung von Kommunikationsmaßnahmen zur Verbesserung des Akzeptanzniveaus. Die Bürger:innen werden erstmals repräsentativ zu ihrer (In-)Akzeptanz gegenüber Anlagearten befragt. Dabei wird nachgewiesen, dass die Akzeptanz bei lokalen Projekten immer geringer ist als soziopolitisch. Bei den erneuerbaren Energieumwandlungsanlagen ist die Akzeptanz gegenüber Wasserkraft- und Solaranlagen am höchsten, gegenüber Biomasseanlagen am geringsten. Fossile Energieumwandlungsanlagen sind weniger akzeptiert und Tage- und Untertagebaue werden am schlechtesten bewertet. Eine vergleichende Befragung der Unternehmensvertreter:innen des Energie- und Rohstoffsektors ergibt eine Dissonanz der von ihnen angenommenen zur erfassten (In-)Akzeptanz der Bevölkerung: Das Akzeptanzniveau ist unabhängig von der Art des Vorhabens geringer, als es die Unternehmensvertreter:innen annehmen. Die Erkenntnisse werden genutzt, um eine Webapplikation zu entwickeln, die es insbesondere kleinen und mittleren Unternehmen ermöglicht, zur Akzeptanzsteigerung geeignete Kommunikationsmaßnahmen auszuwählen. Die Autorin Stefanie Walter ist Assistant Professor für integrierte europäische Nachhaltigkeitskommunikation an der Fakultät Medien der Hochschule Mittweida sowie freiberufliche Kommunikations-, Projekt- und Eventmanagerin.     Abstract: The second edition of the World Energy Employment (WEE) report tracks the evolutions of the energy workforce from before the pandemic, through the global energy crisis, to today. The report provides a comprehensive stock-take of energy employment with estimates of the size and distribution of the labour force across regions, sectors, and technologies. The dataset provides granularity on workers along the entire energy value chain, covering fossil fuel supply, bioenergy, nuclear, low-emissions hydrogen, power generation, transmission, distribution, and storage; and key energy-related end uses, including vehicle manufacturing and energy efficiency for buildings and industry, among other segments. Additionally, WEE 2023 includes for the first time employment data for the extraction of selected critical minerals, including copper, cobalt, nickel and lithium. This year’s report also benchmarks energy employment needs against an outlook to 2030 across IEA scenarios, outlining key policies that could help countries cultivate and maintain a skilled energy workforce throughout the energy transition. WEE 2023 explores in depth the risks of skilled labour shortages and how this may influence the outlook for the industry and includes new analysis on skills, certifications, wages, and job postings. The findings signal that the ongoing shifts in energy employment will continue and can present both opportunities and risks. With the right enabling measures in place, policy makers, energy companies, labour representatives, educational and vocational training institutions, and other key stakeholders can work in concert to avoid labour transition risks while ensuring the transition to cleaner sources of energy remains people-centred.

    Abstract: This in-depth review of the energy policies of Kazakhstan follows the same format used by the International Energy Agency (IEA) to review member countries. It was conducted under the auspices of the EU4Energy programme, which is being implemented by the IEA and the European Union, along with the Energy Community Secretariat and the Energy Charter Secretariat. Kazakhstan has made ambitious commitments to reduce greenhouse gas emissions and increase the role of renewables in its energy supply, but dependence on large reserves of inexpensive domestic coal and a lack of flexible generating capacity make these a challenge. Oil continues to provide much of the country’s export earnings and government revenue, while many oil-importing countries have pledged to reduce consumption of fossil fuels, and most oil exports currently transit the Russian Federation. Low domestic energy prices are a social priority for the government, but have made it difficult to promote energy efficiency and stimulate commercial production of gas for the domestic market. This report assesses the energy sector and related challenges facing Kazakhstan and proposes policy recommendations to improve sector governance, energy efficiency and security of supply.

    Abstract: The inaugural edition of the World Energy Employment Report is – to the best of our knowledge – the first comprehensive inventory of the global energy workforce. The report presents new estimates of the size and distribution of the labour force, across regions and technologies, and increases the granularity on the number of workers along the entire energy value chain. This includes fossil fuel and bioenergy production; power sector generation, transmission, distribution and storage; and end uses, including vehicles and energy efficiency for buildings and industry. It also details segments of the value chain where these jobs are located, including raw materials, manufacturing, construction, utilities, and wholesale, as well as how many are employed for building new projects versus operating existing energy facilities, which includes those working in operating and maintenance of plants. It also provides estimates for emerging segments for energy, including clean energy innovation. This mapping can serve as a much-needed foundation for global energy decision makers, and provides important insights about the potential opportunities and impacts to labour markets under different drivers, particularly the transitions to clean energy, as well as shifting or development of supply chain capacities. How these labour markets evolve will be explored in depth by scenarios presented in our World Energy Outlook series.

    Abstract: This International Energy Agency (IEA) energy sector review of Tajikistan was conducted under the auspices of the EU4Energy programme, which is being implemented by the IEA and the European Union, along with the Energy Community Secretariat and the Energy Charter Secretariat. With abundant water potential from its rivers, natural lakes and glaciers, Tajikistan is almost exclusively reliant on hydro for electricity generation. It is home to some of the world’s largest hydropower plants and is ranked eighth in the world for hydropower potential with an estimated 527 terawatt-hours (TWh). Currently only 4% of the country’s hydro potential is exploited. Tajikistan’s geographic proximity to some of the world’s fastest-growing energy markets means that investing in developing its hydropower potential can contribute to regional energy security and the clean energy transition, in addition to addressing Tajikistan’s high vulnerability to climate change and natural disasters. Coupled with the IEA roadmap on cross-border electricity trading for Tajikistan, published in October 2021, this report aims to give a holistic overview of Tajikistan’s energy sector and to assist policy making at all levels in order to facilitate the effective delivery of the National Development Strategy for 2030 and its ambitious goals, which include increasing hydropower generation capacity by 10 gigawatts and raising annual electricity exports by 10 TWh. It also supports government efforts for ongoing energy sector reforms, aimed at restructuring the state-owned vertically integrated electric utility with financial viability issues, introducing market mechanisms to alleviate power sector challenges and updating its regulatory and tariff regimes. The report commends the government of Tajikistan for setting clear goals for its national development strategy and the subsequent sectoral development programmes, caveats the introduction of domestic coal as a key support for national energy security structures, and advocates for the introduction of other renewable sources and enhanced regional co operation for achieving energy security and sustainable development goals.

    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Since the last IEA review in 2015, Canada has made a series of enterprising international and domestic commitments to put the country on a path towards transforming its energy system, including a target to cut greenhouse gas emissions by 40‑45% by 2030 from 2005 levels and to reach net zero emissions by 2050. Canada’s energy transformation presents both challenges and opportunities given its profile as a major producer, consumer and exporter of energy, and its highly decentralised government system. The sizeable weight of fossil fuel production in employment and economic output means strong attention should be placed on ensuring a people-centred approach to Canada’s clean energy transition. Canada has a number of policy measures in place, including an ambitious carbon pricing scheme, clean fuel regulations, a commitment to phase out unabated coal use by 2030, nuclear plant extensions, upstream methane regulations, energy efficiency programmes, and measures to decarbonise the transport sector. In this report, the IEA provides energy policy recommendations to help Canada effectively manage the transformation of its energy sector in line with its goals.

To assist in this critical task, the IEA – at the request of the Government of Indonesia and to coincide with Indonesia’s Presidency of the G20 – has developed a comprehensive roadmap to net zero by 2060 for the country, which charts a path for the country’s energy transition over the coming decades. The analysis in the Energy Sector Roadmap to Net Zero Emissions in Indonesia spans key areas such as people‑centred transitions, the phasing down of coal use, investment and financing needs, and critical minerals. It also sets out a high-ambition pathway in which Indonesia reaches net zero by 2050. The project has been conducted in close collaboration with the Ministry of Energy and Mineral Resources of the Republic of Indonesia.

    Abstract: This book answers the question: is Polish property tax legislation ready for the upcoming energy transformation? In Poland, real estate tax (property tax) is a material cost for property owners in energy because of the high value assets used by the sector. At the same time, unclear provisions of Polish tax law and variable jurisprudence can make it challenging for entrepreneurs to predict their tax bills. The current provisions of Polish tax law are often not well adjusted to the reality of modern economy, particularly in the case of assets used in the renewable energy sector. The book describes the problems that face taxpayers, tax authorities, and the administrative courts trying to apply current real estate tax provisions to renewable energy assets. The authors also examine the question of whether Polish legislators treat traditional and renewable sources of energy fairly. The readers of this book will be practitioners and researchers who are interested in issues of renewable energy taxation.

    Abstract: This book explores the linkages among economic development, energy, and environment. An increase in economic activity is correlated with a higher level of energy consumption, which in turn leads to an increase in environmental pollution. Due to the influence of greenhouse gases, the higher the concentration of pollutants in the atmosphere, the higher the temperature, which ultimately leads to climate change. Under these imminent dangers, the role of economic and energy efficiency policies becomes important for ecological sustainability. The present policies, however, in various instances, have failed to address these issues. Hence, this book embarks not only to suggest modifications to improve the efficacy of the current policies but also to recommend to the policymakers, new and more effective policies for their respective countries. The book is bifurcated into two sections: The Economics and Policy of Sustainable Energy section discusses renewable energy policy responses to observed Impact of climate change using DPSIR Framework; the energy utilization strategies for transportation and commercial activities of Charland Bangladesh; the relationship of market globalization with the Indian energy sector; the socioecological effects of globalization from an energy perspective brought to a local standpoint; the seasonal disaster-induced energy consumption strategies of the char-dwellers of Bangladesh with respect to their domestic chores and agricultural activities; trends in GDP growth and energy usage in India; cross-border trade of electricity; and the events that the oil and gas industry has already faced and possible strategies it can adopt to overcome the recession caused by the COVID-19 pandemic. The Economics and Policy of Environmental Sustainability section analyses topics such as the role of hyper-globalization in spreading the pandemic across countries as threat to human ecology; the current scenario of environmental consequences, and future prospects of plastic pollution; the surface air temperature anomalies over selected countries of Africa; the impaired roles of the female gender in community natural resource exploitation in Ndop; the operational expansion strategies for garnering better output in terms of livelihood and conservation; opportunity for environmental justice and rethinking global community; linking indigenous traditional knowledge and sustainable development goals in the North-Western Himalayas; and recommendations to manage dry forest carbon stock. This book is a rich resource for policymakers, guiding them through untraveled pathways. Moreover, it is an extremely helpful resource for researchers, practitioners, industry professionals as well as students in the fields of energy, environment, and sustainable development with flavour of economics and policy.

    Abstract: Energy policies play a pivotal part in helping countries achieve their sustainable development goals. Further, energy is one of the critical raw materials in companies’ production processes. Therefore, ensuring a steady energy supply is essential to increasing production; otherwise, countries will inevitably slide into recession. In this context, countries should select their energy policies on the basis of a comprehensive analysis. In order to achieve this goal, many different factors must be considered at the same time. The aim of this book is to determine the right energy policies for the sustainable economic development of countries. In this framework, effective strategies for different types of energy will be presented and vital issues such as determining the right locations for nuclear power plants, providing optimal government incentives to increase clean energy investments, and determining appropriate energy policies to reduce energy dependence will be examined. Thus, country-specific optimal energy policies will be outlined, contributing to the achievement of the UN’s sustainable development goals (SDG).

The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. Turkey has prioritised security of energy supply as one of the central pillars of its energy strategy, including efforts to boost domestic oil and gas exploration and production, diversify oil and gas supply sources and associated infrastructure, and reduce energy consumption through increased energy efficiency. Turkey has seen considerable diversification of its energy mix in the past decade, in particular through the growth of renewable electricity generation. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

Nearly a decade after the 2011 earthquake and the subsequent Fukushima nuclear accident resulted in significant disruption to its energy supply, Japan has made visible progress towards realising its vision of an efficient, resilient and sustainable energy system. It has diversified its energy mix and embarked on a major reform of its electricity and natural gas markets. The gradual expansion of renewable energy sources, restart of some nuclear power plants and improvements in energy efficiency have reduced the need for imported fossil fuels and lowered greenhouse gas emissions below their 2009 level. Nevertheless, the carbon intensity of Japan’s energy supply remains one of the highest among IEA members. It will need to move quickly to make headway on the steep emissions reductions that are needed to achieve its recently announced ambition of reaching carbon neutrality by 2050. In this report, the IEA provides energy policy recommendations to help Japan smoothly manage the transformation of its energy sector.

    Abstract: The People’s Republic of China (“China”) officially launched its national emissions trading system (ETS) in 2017, and it will come into operation in 2021. Initially covering the power sector, which accounts for over 40% of China’s energy-related CO2 emissions, the ETS is set to subsequently be expanded to other energy-intensive sectors. China’s national ETS could be an important market-based instrument to help the country meet its recently enhanced climate goals to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. This report explores how China’s ETS can spur emissions reductions from electricity generation and support power sector transformation. It builds on understanding of power sector development and policy trends and relies on in-depth national and provincial scenario modelling of China’s power system from 2020 to 2035. This study also analyses how the ETS’s output- and rate-based design affects overall power sector emissions, technologies and costs, and regional distribution. Finally, it recommends ways China’s ETS can play a stronger role in incentivising cost-effective and structural power sector decarbonisation to support the country’s long-term climate ambitions.

    Abstract: Governments around the world are faced with the challenge of ensuring electricity security and meeting growing electricity uses while simultaneously cutting emissions. The significant increase in renewables and electrification of end-uses plays a central role in clean energy transitions. However, due to the variable nature of solar PV and wind, a secure and decarbonised power sector requires other flexible resources on a much larger scale than currently exists today. These include low-carbon dispatchable power plants, energy storage, demand response and transmission expansion. The availability and cost of these technologies depends on local conditions, social acceptance and policies. The possibility to combust high shares of low-carbon hydrogen and ammonia in fossil fuel power plants provides countries with an additional tool for decarbonising the power sector, while simultaneously maintaining all services of the existing fleet. The relevant technologies are progressing rapidly. Co-firing up to 20% of ammonia and over 90% of hydrogen has taken place successfully at small power plants, and larger-scale test projects with higher co-firing rates are under development. Ultimately, using large volumes of low-carbon hydrogen and ammonia in the power sector will help establish supply chains and drive down costs through economies of scale and technological improvements, thereby complementing and mutually reinforcing the use of low-carbon in fuels in other hard-to-abate sectors such as long-haul transport and industry.

In 2019, France put its target to reach net zero emissions by 2050 into law and updated its energy transition framework the following year with a new National Low-Carbon Strategy and 10-year energy plan. However, France’s energy transition has experienced significant delays, and implementation remains challenging despite the many reforms underway. Moreover, new European Union climate goals will compel the French government to upgrade its 2030 targets and track progress more stringently. For decades, French power generation has produced a relatively low level of carbon dioxide emissions compared with similar economies, owing to the significant share of nuclear energy. However, the country’s nuclear fleet is ageing, and overall emissions are rising because energy consumption across the economy as a whole remains dominated by fossil fuels, notably in transport. Maintaining low-carbon power generation as a base for further decarbonisation and electrification requires timely decisions on the future electricity mix and accelerated investments. France’s economic recovery plan from the Covid-19 crisis and its 2030 investment plan will help accelerate its energy transition by driving progress in sustainable mobility, building retrofits and hydrogen. This report includes a series of recommendations to support France’s efforts to tackle these challenges and to meet its energy and climate goals.

For contractual flexibility, the report analyses the impacts of existing power purchase agreement and fuel supply contract structures on system flexibility. This report provides recommendations for the system to be able to use the full range of flexibility options in the most cost-effective and secure way.

Thanks to the expansion of renewable energy sources, notably bioenergy and wind, the carbon intensity of the power and heat sector has decreased over the past decade. Nevertheless, emissions have been on the rise, notably in the transport sector. Lithuania will need to make energy efficiency a priority, design a strong renewable strategy, and reform energy taxes to underpin its ambitious targets. This kind of clean energy leadership can drive emissions reductions up to 2050. In this report, the IEA provides energy policy recommendations to help Lithuania accelerate its energy transition towards its ambitious 2050 targets for climate neutrality.

    Abstract: This open access book questions the stereotype depicting all Gulf (GCC) economies as not sustainable, and starts a critical discussion of what these economies and polities should do to guarantee themselves a relatively stable future. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration.     Abstract: "Recognizing the urgent need to transform energy systems to low-carbon alternatives, this timely book offers evidenced and credible ways to accelerate actions towards meeting the Paris Agreement goals and achieving net zero emissions. Steven Fries analyses through the lens of government, business and household actions-their policies and investments-the systemic changes needed to eliminate net carbon dioxide emissions from energy. Fries explores how advancing low-carbon alternatives could maintain current economic activities while halting climate impacts.     Abstract: The People’s Republic of China (“China”) has become one of the major providers of capital, construction services, and equipment to the energy sectors of developing and emerging economies. It has contributed to the power systems as well as the oil and gas sectors in the countries of these regions. Chinese energy and energy infrastructure companies, largely state-owned, are active across the energy sector in most fuels and through diverse modalities. This report analyses the construction services, equipment, and investments provided by Chinese energy and energy infrastructure companies in the power, coal, oil, and gas sectors in non-OECD emerging Asian countries. It uses an integrated approach to provide a fact-based quantitative overview across the energy sector that complements existing research efforts. It identifies the main Chinese stakeholders, highlights major trends, and analyses strategies and drivers. Findings reveal that, while the construction services, equipment and investments provided by Chinese companies are significant, they supply only part of emerging Asian economies’ energy sector needs; their role remains relatively modest compared to those of other companies.

    Abstract: The model of power sector reform that emerged during the 1990s placed considerable emphasis on the creation of an independent regulatory agency, with a strong orientation toward technically-driven tariff-setting procedures. Despite widespread uptake of regulation, implementation has proved to be challenging in the developing world. Regulators were seldom as independent as originally envisaged, with widespread divergence between the formal regulatory framework and the day-to-day practice of regulation. In practice, many developing countries operate with "advisory regulators" whose main role is to provide technical support to the ultimate political decision makers. Nevertheless, there is some evidence that regulation has had a positive performance impact, particularly where utilities are privatized and in middle-income settings. But the impact is more questionable in cases where regulation is primarily directed toward state-owned enterprises, which lack the commercial incentives to respond to regulatory instruments. On the choice of regulatory regimes, the ongoing debate between price cap and rate of return regulation suggests that the latter may be better suited to developing country environments where the priority is to provide predictable returns to support large capital investment programs. Furthermore, the advent of technological disruption in the power sector demands an adaptation of the way in which regulatory instruments are designed and applied. Regulators will need to pay closer attention to providing the right incentives for utilities to innovate and become more energy efficient, and for consumers to take economically grounded decisions on distributed generation. Finally, the literature leaves many important questions unanswered, such as how regulatory design affects regulatory effectiveness and the impact of tariff regulation on cost recovery

    Abstract: Shabnam Mirsaeedi-Farahani analyzes Iran’s interests in diversifying its energy sector, specifically electricity generation and consumption, between 1990 and 2011. This framework can also be used to identify where investments are or are not flowing, and focus attention on how governments can support the development of potentially promising investment channels and consider policy interventionsthat can make institutional investment in sustainable energy infrastructure more likely.

    Abstract: The study assesses the role of feed-in tariffs (FITs) and renewable energy certificates (RECs) in creating incentives for cross-border investments and for investments in particular technological portfolios via M&A. The analysis explores the dataset on M&As in alternative energy sources worldwide over 2005-2011. The results suggests that FITs encourage more diversified M&A than RECs. With respect to foreign investment, the study finds a linear relationship between FITs and cross-border M&As in the wind energy sector, but an inverted U-shaped relationship in the solar energy sector. One possible explanation for the latter may lie in reduced policy credibility due to the public finance implications of ‘generous’ FITs. Another possible explanation for this finding concerns the use of high solar FITs by countries whose natural conditions provide little comparative advantage in solar energy, suggesting that low profitability and limited potential of solar energy in those countries might have deterred the entry of foreign investors.

The approach in this unique book challenges the existing literature on infrastructures, which primarily focuses on large technical systems (LTSs).     Abstract: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

    Abstract: This book presents an economic analysis of the main effects of liberalizing the electricity and natural gas markets across Western Europe. It is based on a state-of-the art detailed numerical simulation model that takes account of the interlinkages between different energy markets. Short-run and long-run effects are identified and the robustness of results is tested. Separate chapters discuss climate policy, renewable energy and the role of Russia. A key finding is that liberalization lowers energy prices and increases consumption, particularly in the electricity markets where prices fall by 25 per cent on average in the short run. Effects are somewhat stronger in the long run, as investment options are utilized. The welfare benefits of liberalization are considerable in the long run. However, liberalization increases emissions of CO2. The welfare costs of fulfilling Western Europe's Kyoto obligations depend highly on the policies implemented, but are at least as large as the benefits of liberalization

    Abstract: At the request of the Angolan government in 2005, the IEA conducted a survey of the Angolan energy sector and energy policies. This resulting report on Angola focuses on areas for priority action and hones in on energy subsectors likely to play the largest role in meeting domestic demand for modern energy services: notably electricity and oil products. As biomass currently plays an immense role in meeting the bulk of the energy needs of Angolan households, this sub-sector is also featured, with emphasis on improving the sustainability of this renewable energy source. This study offers a realistic update on Angola’s present day energy situation and identifies the main priorities which could form the basis of an effective overall energy strategy. It also provides lessons that could be applicable in many other developing countries.
