    Abstract: In exploring the seminal works of Walt Whitman, the great American poet, many commentators have acknowledged the underlying influence of The King James Bible. However, a study has yet to elucidate the precise manner in which the Bible has shaped Whitman’s poetic style. This is the deficit that F. W. Dobbs-Allsopp seeks to address in his new piece of literary scholarship: 'Divine Style: Walt Whitman and the King James Bible'. Dobbs-Allsopp, Professor of Old Testament at Princeton Theological Seminary, explicitly approaches Whitman from the perspective of a biblical scholar. Utilising his wealth of expertise in this field, he constructs a compelling, erudite and methodical argument for the King James Bible’s importance in the evolution of Whitman’s style – from his signature long lines to the prevalence of parallelism and tendency towards parataxis in his works. 'Divine Style' focuses on Whitman’s output in the years preceding the release of his 1855 opus 'Leaves of Grass' through the general period of the book’s first three editions.     Abstract: About a third of the 7.7 million Venezuelans who have left their country due to political and economic turmoil have settled in neighboring Colombia. The extent to which the Colombian schooling system can absorb the massive demand for education of Venezuelan children is key for their future trajectory of human capital accumulation, as well as that of Colombian students in receiving communities. This paper estimates the effect of Venezuelan migration on educational outcomes of children living in settlement municipalities in Colombia, distinguish between the effect of the migration shock on native and migrant students. Specifically, it estimates the effect of the migration shock on school enrollment, dropout/promotion rates and standardized test scores. The identification relies on a plausibly exogenous measure of the predicted migration shock faced by each Colombian municipality every year. The findings show that the migration shock increased the enrollment of Venezuelan students in both public and private schools and in all school grades, but also generated negative spillovers related to failing promotion rates and increasing dropout. This paper documents that these negative effects are explained by the differential enrollment capacity of schools, as well as by the deterioration of key school inputs

    Abstract: The Evolving Geography of Productivity and Employment: Ideas for Inclusive Growth through a Territorial Lens in Latin America and the Caribbean employs a territorial lens to understand the persistently low economic growth rates in Latin America and the Caribbean (LAC). Using new data and methods, it shows that deindustrialization, distance, and divisions offer intertwined explanations for an urban productivity paradox in the LAC region: its highly dense cities should be among the world's most productive, yet they are not. LAC cities have been held back by lack of dynamism, poor connectivity, and divisions into disconnected poor and affluent neighborhoods. Deindustrialization has shifted urban employment, especially in the largest LAC cities, away from manufacturing and toward less dynamic, low-productivity nontradable activities, such as retail trade and personal and other services, that profit less from agglomeration, especially in highly congested cities. Although employment in urban tradable services has risen, the increase has not been strong enough to offset the decline in manufacturing employment. Meanwhile, intercity connectivity issues have undermined the performance of the region's network of cities by restricting market access and firms' ability to benefit from specialization in smaller cities. Within cities, poor connectivity and residential labor market segregation have limited the gains from agglomeration to neighborhoods in central business districts where formal firms operate. Informality has persisted in low-income neighborhoods, where residents face multiple deprivations. By contrast, many agricultural and mining areas have benefited from the strong demand for commodities by China and other fast-growing economies, particularly during the Golden Decade (2003-13), leading to a decline in territorial inequality in most countries in the region. The report concludes that to encourage inclusive growth, countries must more efficiently transform natural wealth into human capital, infrastructure, and institutions and improve the competitiveness of the urban economy. It then sketches out the contours of such a development strategy, identifying policy priorities at the national, regional, and local levels

    Abstract: Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa's urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa's Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa's secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants' potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities' labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa's secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities.     Abstract: This paper reviews the main findings from 110 studies produced between 1990 and 2023, focusing on the impact of migration on various child groups affected through the migration path, including left-behind, immigrant (including voluntary and forced), and native children. The findings reveal that migration's influence on children's outcomes is complex and context- dependent, and it is dramatically influenced by household demographics and public policies. Key findings include the following: (i) left-behind children benefit from remittances but experience dramatic declines in their cognitive and non-cognitive development due to parental absence; (ii) immigrant children generally fare better than those in their origin countries but still underperform compared to native children in host countries; and (iii) the impacts of migration on native children is largely dependent on the adjustment of public service supply to the increased demand for public services. In cases where education services expand to meet rising demand, the effect on native children can be minimal or even positive. The paper emphasizes the need for more experimental or quasi-experimental research examining the effectiveness of programs supporting migrant and minor host children and calls for longitudinal data collection for better understanding the challenges and needs of migrant children, particularly in developing countries

    Abstract: In 2015 many camps were opened to accommodate newly arriving migrants in Berlin. Christian Sowa studies this form of accommodation. Moving beyond an exclusive focus on borders and migration, he argues that camp accommodation must be thought of and studied as part of the urban context and as a specific form of housing. The study provides an in-depth case study, discusses policy alternatives, argues for »housing for all instead of camps«, and contributes to bringing urban and migration studies into public discussion. In times of new waves of migration, the topic of migrant accommodation within urban environments remains highly relevant today.

What are key gaps in benefit receipt between wage- and salaried employees and non-standard workers (part-time workers, those on temporary contracts, and self-employed workers including own-account workers)? What factors, including race/ethnicity and gender, drive non-entitlement to unemployment compensation? The report examines these questions, considers the impact of recent extensions to the unemployment insurance programme in response to the COVID pandemic, and outlines policy directions for strengthening out-of-work support.

    Abstract: This open access book consists of essays selected from Joseph S. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

    Abstract: This book is about Mozambicans and Angolans who migrated in state-sponsored schemes to East Germany in the late 1970s and throughout the 1980s. They went to work and to be trained as a vanguard labor force for the intended African industrial revolutions. While they were there, they contributed their labor power to the East German economy. This book draws on more than 260 life history interviews and uncovers complex and contradictory experiences and transnational encounters. What emerges is a series of dualities that exist side by side in the memories of the former migrants: the state and the individual, work and consumption, integration and exclusion, loss and gain, and the past in the past and the past in the present and future. By uncovering these dualities, the book explores the lives of African migrants moving between the Third and Second worlds.

    Abstract: In Disappearing Rooms Michelle Castañeda lays bare the criminalization of race enacted every day in US immigration courts and detention centers. She uses a performance studies perspective to show how the theatrical concept of mise-en-scène offers new insights about immigration law and the absurdist dynamics of carceral space. Castañeda draws upon her experiences in immigration trials as an interpreter and courtroom companion to analyze the scenography - lighting, staging, framing, gesture, speech, and choreography - of specific rooms within the immigration enforcement system. Castañeda’s ethnographies of proceedings in a “removal” office in New York City, a detention center courtroom in Texas, and an asylum office in the Northeast reveal the depersonalizing violence enacted in immigration law through its embodied, ritualistic, and affective components. She shows how the creative practices of detained and disappeared people living under acute duress imagine the abolition of detention and borders. Featuring original illustrations by artist-journalist Molly Crabapple, Disappearing Rooms shines a light into otherwise hidden spaces of law within the contemporary deportation regime.     Abstract: Für US-amerikanische Schulen wurden seit der Bürgerrechtsbewegung Antidiskriminierungsgesetze und -strategien entwickelt bzw. erkämpft, doch bleibt Rassismus für sie weiterhin ein wirkmächtiges Phänomen. In einer ethnographischen Diskursanalyse untersucht Saskia Terstegen, welche Bedeutsamkeit der Differenzdimension Race in der Schule für die (De-)Privilegierung von Schüler:innen, Lehrer:innen und Adminstrator:innen zukommt. Hierfür werden subjektivierungs-, diskurs- und rassismustheoretische Perspektiven auf Race, whiteness und Widerstand entwickelt. Auf Basis von Daten, die an zwei Highschools zur Zeit der Wahl Donald Trumps zum Präsidenten der USA entstanden sind, wird herausgearbeitet, wie whiteness als schulische Norm anerkannt und herausgefordert wird. Mit dem Konzept des schulischen Raceregimes unterbreitet die Studie einen machttheoretischen Vorschlag, um das Verhältnis der Stabilisierung und Irritation von Rassismus in der Schule vor dem Hintergrund pädagogischer Verhältnisse zu fassen. Die Autorin Dr. Saskia Terstegen ist wissenschaftliche Mitarbeiterin am Fachbereich Erziehungswissenschaften der Goethe-Universität Frankfurt am Main.
