    Abstract: For the past decade and a half, the world has witnessed a precipitous decline of democratic countries and the consequent rise of autocrats. How Autocrats Rise: Sequences of Democratic Backsliding challenges the conventional wisdom and offers an institutional-ideological approach to understand the phenomenon, examines the steps of emergent autocrats, and analyzes the methods of legitimizing their rules. Employing the new framework, the book provides incisive analyses of four countries located in four different regions with dissimilar national features – Bangladesh, Bolivia, Hungary, and Turkey, and demonstrates that political developments in these countries have followed a similar, specific pattern resulting in various shades of autocracy. Theoretically enriched and empirically grounded, this exceptionally timely book makes significant contribution to the democratic backsliding literature while offering insights on how to forestall an autocratic era. Ali Riaz is a Distinguished Professor of political science at Illinois State University, USA, a Non-resident Senior Fellow of Atlantic Council, and the President of the American Institute of Bangladesh Studies. Riaz previously taught at universities in Bangladesh, England, and South Carolina, USA, worked as a Broadcast Journalist at the British Broadcasting Corporation (BBC) in London, and served as a Visiting Researcher at the Varieties of Democracy Institute (V-Dem) at Gothenburg University in Sweden and as a Public Policy Scholar at the Woodrow Wilson International Center for Scholars at Washington D.C. Md Sohel Rana is an Associate Instructor of Political Science and a PhD student at Indiana University, USA. He earned his Master of Science (M.S.) in Political Science from Illinois State University, USA. His research interests include democratic and authoritarian politics and South Asian politics. His recent publications include “Democracy Deficit in the D-8” (with Ali Riaz) in Ahmed M Khalid et al. eds. Economic Integration Among D-8 Muslim Countries (2023), and “The God Gap?     Abstract: Focusing on the processes of political socialisation and democratisation that took place in Spain during the nineteenth and twentieth centuries, this book brings together specialists who propose the need to rethink the contemporary history of democracy in Spain to build a new narrative. To do so, the authors go down to the local level, where they are able to trace a political culture that forged the foundations of a process of political ""modernization"" much more complex than what conventional historiography has conveyed, even though it was not always transferred institutionally to the national level.     Abstract: Across Europe, people are deeply concerned about the state of democracy. This book shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, the book reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters. In so doing, Corduwener offers an original and timely study of twentieth century democracy that transcends traditional party groupings, divisions between eras, and national boundaries.

Sofern das Verfahren im Bundesrat in den Blick geriet, dann meist verbunden mit der These, dass die durch ihn vermittelte, stärker auf das bundesstaatliche Prinzip gestützte Legitimation geringerwertig sei. Ausgehend von der Rolle des Bundesrates und seiner gewaltenteilenden Funktion, u.a. als systematisches Gegengewicht zu dem Bundestag als der zweiten Gesetzgebungskörperschaft, werden in dieser Untersuchung die grundgesetzlichen Anforderungen an die Legitimation und die durch den Bundesrat als Vertretung der Länder im Wahlverfahren vermittelte Legitimation näher beleuchtet. Ein abschließend unterbreiteter Vorschlag zur Reform des Wahlverfahrens stellt im Kern auf eine stärkere Verfahrenstransparenz durch eine öffentliche Ausschreibung ab. Dies bedeutet einen Paradigmenwechsel in der von Vorschlagsrechten geprägten deutschen Tradition bei der Besetzung höchster Staatsämter.     Abstract: This book fills research gaps in the field of Latin American electoral politics, explaining the causes and consequences of electoral manipulation in the hybrid regimes of Latin America between the 1980s and 2020s. This research falls within the field of comparative democratization with the ambition of deepening knowledge on the topic of electoral manipulation in hybrid regimes. In the last decade there has been a clear shift towards hybrid regimes in a considerable number of states (Venezuela, Bolivia, Ecuador, Nicaragua, and Honduras). The common occurrence of such regimes, often referred to by the collective term "hybrid" or "mixed", has led to a rapid expansion of empirical research. However, the current state of research in this field is unsatisfactory. Although existing scholarship tends to agree that the common feature of these regimes is the incumbents' tendency to interfere in political competition, little is known about how incumbents select between different forms of electoral manipulation and how such different forms go on to affect electoral results. Jaroslav Bílek is a Research Fellow at the Department of Politics at the University of Hradec Králové, the Czech Republic.

    Abstract: This book analyzes United Nations (UN) interventions in the process of constitution making in states undergoing political change. It combines theoretical considerations of democracy and constitutionalism with empirical experiences and takes a critical perspective on the interventions developed by the United Nations in the processes of re-democratization. Presenting new empirical evidence on the substantive and procedural way in which the UN undertakes constitution building in Cambodia, Bosnia and Herzegovina, Afghanistan, and East Timor, the book illustrates difficulties of these practices such as the promotion of popular participation, as well as an increasing Westernization, and to meet local needs. In consequence, the authors call for reforms of the actions and structural methods the UN to better align a legitimate constitutional order with the rule of law and democratic values. Reaching across disciplines and national boundaries, this volume examines cultural heritage work within the context of both democratic institutions and democratic practices, including participatory, deliberative, and direct democratic practices. Case studies highlight how democratic politics and cultural heritage shape, impact, and depend upon one another. The rising crisis of democracy across the globe brings these dynamics into sharp relief. The unfinished and fragile nature of democratic politics shines a spotlight on both its shortcomings and its aspirational potential.     Abstract: This book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. By introducing a new concept, “democratic backlash,” the book details how democratic recession inevitably provokes resistance that often forms the nucleus of new democratic movements, and in doing so, argues that it is important to identify these reverse trends that may eventually become dominant. The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach. Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups. Dr. James Ockey lectures in the Department of Political Science and International Relations, University of Canterbury, Christchurch, New Zealand. He has published widely on democratization and autocratization in Thailand. He is a co-founder and director of the Southeast Asia Research Initiative (SEARI) at the University of Canterbury. Dr. Naimah S. Talib is an adjunct senior fellow in the Department of Political Science and International Relations, University of Canterbury. Her research focuses on democratization and the role of Islam in politics in Southeast Asia. She has done extensive research on the history and politics of Malaysia and Brunei. .

    Abstract: "Es gehört zu den größten Mängeln fast aller Theorien der Demokratie, mit erstaunlicher Hartnäckigkeit immer wieder zu vergessen, dass die meisten Mitglieder des von ihnen lauthals beschworenen Souveräns stets auch arbeitende Subjekte sind". Welche Rolle spielt die Organisation von Arbeitsverhältnissen für die Bestandssicherung eines demokratischen Gemeinwesens? Das ist die Frage, der Axel Honneth in seiner neuen großen Monographie nachgeht, deren Schlüsselbegriffe "gesellschaftliche Arbeit" und "soziale Arbeitsteilung" sind. Seine zentrale These lautet, dass die Teilnahme an der demokratischen Willensbildung an die Voraussetzung einer transparent und fair geregelten Arbeitsteilung gebunden ist. Honneth begründet zunächst, warum es gerechtfertigt ist, die Arbeitsverhältnisse auf ihre Demokratieverträglichkeit hin zu prüfen. Dann zeichnet er die Entwicklung der Arbeitsbedingungen seit dem Beginn des Kapitalismus im 19. Jahrhundert nach. Fluchtpunkt dieses mit eindrücklichen literarischen Zeugnissen illustrierten historischen Streifzugs, der unter anderem in die Welt der Landarbeiter, der - zumeist weiblichen - Dienstboten und der ersten Industriearbeiter führt, ist die Vermutung, dass die heutigen Arbeitsverhältnisse zunehmend die Chancen zur aktiven Teilnahme an der demokratischen Meinungs- und Willensbildung untergraben. Daher wird im letzten Teil des Buches umrissen, an welchen Scharnierstellen eine Politik der Arbeit heute anzusetzen hätte, um den sich abzeichnenden Missständen entgegenzuwirken und zu einer dringend benötigten Neubelebung demokratischer Partizipation beizutragen

    Abstract: "Republicans and Democrats increasingly distrust, avoid, and wish harm upon those from the other party. To make matters worse, they also increasingly reside among like-minded others and are part of social groups that share their political beliefs. All of this can make expressing a dissenting political opinion hard. Yet digital and social media have given people new spaces for political discourse and community, and more control over who knows their political beliefs and who does not. With Democracy Lives in Darkness, Van Duyn looks at what these changes in the political and media landscape mean for democracy. She uncovers and follows a secret political organization in rural Texas over the entire Trump presidency. The group, which organized out of fear of their conservative community in 2016, has a confidentiality agreement, an email listserv and secret Facebook group, and meets in secret every month. By building relationships with members, she explores how and why they hide their beliefs and what this does for their own political behavior and for their community. Drawing on research from communication, political science, and sociology along with survey data on secret political expression, she finds that polarization has led even average partisans to hide their political beliefs from others. And although intensifying polarization will likely make political secrecy more common, she argues that this secrecy is not just evidence that democracy is hurting, but that it is still alive; that people persist in the face of opposition and that this matters if democracy is to survive"--

    Abstract: "Democracy has become disentangled from our ordinary lives. Mere cooperation or ethical consumption now often stand in for a robust concept of solidarity that structures the entirety of sociality and forms the basis of democratic culture. How did democracy become something that is done only at ballot boxes and what role can solidarity play in reviving it? In Solidarity in Conflict, Rochelle DuFord presents a theory of solidarity fit for developing democratic life and a complementary theory of democracy that emerges from a society typified by solidarity. DuFord argues that solidarity is best understood as a set of relations, one agonistic and one antagonistic: the solidarity groups' internal organization and its interactions with the broader world. Such a picture of solidarity develops through careful consideration of the conflicts endemic to social relations and solidarity organizations. Examining Men's Rights groups, labor organizing's role in recognitional protections for LGBTQ members of society, and the debate over trans inclusion in feminist praxis, DuFord explores how conflict, in these contexts, becomes the locus of solidarity's democratic functions and thereby critiques democratic theorizing for having become either overly idealized or overly focused on building and maintaining stability. Working in the tradition of the Frankfurt school, DuFord makes a provocative case that the conflict generated by solidarity organizations can address a variety of forms of domination, oppression, and exploitation while building a democratic society

    Abstract: This insightful book explores the citizen-government relation, as mediated through artificial intelligence (AI). Through a critical lens, Jérôme Duberry examines the role of AI in the relation and its implications for the quality of liberal democracy and the strength of civic capacity. In his analysis of AI, Duberry covers three key objectives: illustrating where and how AI is used in the context of citizen-government relations; highlighting the specific risks of using AI for citizen-government relations; and calling for a dedicated framework for assessing AI in these contexts. The author assesses the promises and pitfalls of AI at various levels of the citizen-government relation, including citizen participation, civic technology and political communication.     Abstract: This book argues that the unresolved stateness in the republics of the former Yugoslavia played a key role in determining the course and dynamics of their turbulent democratic transition. To support this claim, the authors develop a series of causal mechanisms. Subsequently, they analyze to what extent these causal mechanisms could be applied to other cases, like the one of Ukraine’s democratization. The book presents a theoretical framework, as well as conclusions and arguments that are instrumental for the better understanding of the democratization process in general, which could be useful for other countries to avoid the mistakes that were made in the cases of former Yugoslav republics. It, therefore, is a must-read for researchers and scholars of political science, as well as practitioners and policy-makers, interested in a better understanding of democratization, transformation processes, nation-building, and stateness. .

    Abstract: Populism is on the rise, and so are academic studies on populism. The study of populism has long focused on the way its spokespersons have behaved as an oppositional force, in Western countries in particular. While discourses and practices of populists exercising a protest function still merit attention, this volume trains the focus on populists in government. The real novelty of the past decade is that many populists are now (or have been) in power, in Europe as well as in other parts of the world, and this book intends to play a pioneering role from a geographical and analytical standpoint. Besides Europe and Latin America, where populism is well established, populists are today—or have been recently—in office in the Middle East (Turkey, Israel), Asia (India, Thailand, the Philippines, Pakistan, Sri Lanka), and the United States. In most of the cases, their rule has resulted in forms of authoritarianism, giving birth to a new kind of regime that combines elections—which populists need to nurture their legitimacy—and attacks against institutions in charge of checks and balances, including the judiciary. While most of the populist rulers have consolidated their power, democratic resilience has prevailed in some rare cases.     Abstract: This book explores how community influences civic engagement, focusing on the case of Ghana. It offers an interdisciplinary perspective to those studying psychology, political development and civic engagement in African countries. Previous research has shown that the social and economic context in which an individual interacts influences their political behaviors and attitudes, and that personal characteristics account for differences in political behavior and attitudes. This work moves away from the cultural demographics of a person, which often take center stage in existing investigations of partisan political behavior in the African context, and addresses the following five questions:(1) To what extent do individual traits influence civic engagement in Ghana? (2) To what extent is community identity similar or different in small rural villages versus large metropolitan areas in Ghana and how does community identity influence civic engagement? (3) To what extent does trust influence civic engagement in Ghana? (4) What factors and activities influence political knowledge and how does political knowledge influence civic engagement? (5) What is the status of women in civic engagement? Mary R. Anderson is Professor Political Science at the University of Tampa, Florida, where she specializes in research on public opinion and civic engagement. Her research has appeared in the American Political Science Review, Journal of Politics, Political Psychology, Political Behavior, Journal of Women, Politics and Policy, and the Journal of Human Rights. She is the author of Community Identity and Political Behavior (Palgrave Macmillan, 2010) and co-author/co-editor of Meta-Analysis for Public Management and Policy (2013). She teaches courses on public opinion, public policy, and political psychology Kevin S. Fridy is Professor of Political Science at the University of Tampa, Florida. He specializes in West African politics and works on projects dealing with the interactions between society and political institutions. His work has been published in African studies and political science journals such as Journal of Modern African Studies, Democratization, African Affairs, African Studies Quarterly, Commonwealth and Comparative Politics, and Journal of African Elections. He has traveled extensively throughout West Africa conducting his research.     Abstract: The rule of law in cyberspace currently faces serious challenges. From the democratic system to the exercise of fundamental rights, the Internet has raised a host of new issues for classic legal institutions. This book provides a valuable contribution to the fields of international, constitutional and administrative law scholarship as the three interact in cyberspace. The respective chapters cover topics such as the notion of digital states and digital sovereignty, jurisdiction over the Internet, e-government, and artificial intelligence.     Abstract: There is an emerging consensus that what is projected as democratic governance and justice in Africa requires a re-calibration, in particular, in relation to the constitutive demos, human rights, the realisation of commitments at various governance levels and the convergence between these ideations. The post-colonial narrative on democracy has unveiled some crevices in rule of law, political equality, political participation, political culture and freedom of the press. Aside from the fact that these notions are threatened by some existing institutional structures, these notions are increasingly being negotiated across political spaces. Evident in the prevalent narrative is an imperative for Africa to assert its place on the global scene of democratic governance and justice. However, if this will be accomplished, it is important to understand some of the issues that need to be worked through in this transition. Aderomola Adeola is a democracy and human rights expert and the lead editor of Governance in Nigeria post-1999: revisiting the democratic ‘new dawn’ of the Fourth Republic (2019) and Compliance with International Human Rights Law in Africa (2022). Makau Mutua is SUNY Distinguished Professor and Margaret W. Wong Professor at the University at Buffalo School of Law, USA, where he served as Dean for seven years, 2008-2014. He teaches international human rights, international business transactions and international law. He is the author of several books including Kenya’s Quest for Democracy: Taming Leviathan (2008), Human Rights NGOs in East Africa: Political and Normative Tensions (2008) and Human Rights: A Political and Cultural Critique (2002).

    Abstract: This book explores when, why, and how regional organizations adopt and design institutions to promote and protect fundamental standards of democracy, human rights, and rule of law in their member states. These regional institutions have spread globally. While their institutional designs have become increasingly similar over time, regional particularities persist. The book identifies factors that generate the demand for regional institutions and shape its institutional design. The argument combines hitherto juxtaposed explanatory factors of demands and diffusion by integrating them in a single framework and clarifying under what conditions the interplay between demands and diffusion plays out in the adoption and design of regional institutions. The book provides a comprehensive overview of regional democracy, human rights, and rule of law institutions based on two original datasets and draws on multivariate statistical analysis as well as case studies on the making and change of regional institutions in the Organization of American States and the Organization of African Unity/African Union. Sören Stapel is postdoctoral researcher at the University of Freiburg, Germany. His research interests include global and regional governance, norm and policy diffusion, human rights, and overlapping regionalism. He recently published Comparing Regional Organizations (Bristol University Press, 2020, with Diana Panke and Anna Starkmann).

    Abstract: This is an open access book. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands. Isabel Ortiz is Director of the Global Social Justice Program at the Initiative for Policy Dialogue at Columbia University, USA, and former Director at the United Nations’ International Labor Organization and UNICEF.
