    Abstract: The 2004 Asian tsunami was the greatest natural disaster in recent times. Almost 230 000 people died. In response, governments in Asia and the broader international community announced large aid programs. The resulting assistance effort was one of the largest humanitarian programs ever organized in the developing world. This book discusses the lessons of the aid effort for disaster protection policy in developing countries. -- How effective was the aid? What lessons can be learnt about how to respond when disasters strike in poor countries? This insightful book addresses these questions drawing on three themes of current development policy: international aid policy; human security and the poor; and approaches to disaster risk reduction. The most important lesson is the need to ‘go local’ in building up resilience at the grassroots level in poor countries in Asia. Other lessons include the need for better cooperation between the international community and local and national organizations as well as the need to ensure that adequate funding is provided to support disaster protection and post-disaster recovery programs while taking into account cost inflation associated with large-scale reconstruction efforts.

    Abstract: Although oil windfalls have opened a window of opportunity for the Gulf States, at the same time they have created numerous problems. In particular, the uncertainty associated with periods of boom and bust in the oil market has made the formulation and implementation of sound fiscal policies a formidable task. This insightful book focuses on the role of fiscal policy in common markets, especially in the context of the supranational constructs in the Gulf Cooperation Council, comprising Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman. It draws on the experience of the EU and the importance of VAT, and reflects on the other main common market in Central America

    Abstract: This book explores the growing list of non-tariff trade barriers raised by the US, EU and Japan and assesses the prospects for significant trade liberalization. The author examines the liability of global free trade through a review of the complaints that these three countries raised about each other over a five-year period. He concludes that free trade may be increasingly hampered as barriers are created more rapidly than can be resolved, and that the prospects for significantly strengthening safeguards are limited

    Abstract: George Warde Norman, 1793-1882, a Director of the Bank of England 1821-72, was an important figure in both the development and the implementation of the theory of monetary control, embodied in the Bank Charter Act of 1844. Norman wrote an Autobiography covering his first 54 years, and this provides a remarkable portrait not only of Norman himself but of the social and intellectual network in which he lived. He was an intimate of the Utilitarians, especially George Grote with whom there was ultimately a quarrel which has never been made public before. He was a businessman, at first in the timber trade, in which connection he spent time in Norway, and made the acquaintance of Napoleon's Marshall, Bernadotte, by then King of Sweden and Norway, and then in fire insurance. He also wrote on economic matters, not only on monetary issues but also on trade theory and taxation. The Autobiography, which has survived fire and flood, was rediscovered in the 1960s by D.P. O'Brien who at that time prepared a typescript which has been used by scholars. With the release of this edition, the work is now available for the first time in a fully edited and corrected version. It should be of interest to historians of economic thought, economic historians, and students of nineteenth century intellectual history and society

    Abstract: This illuminating monograph introduces a status-equilibrating, social capital explanation for the persistent gender stratification in the field of information technology. The authors analyze why the workforce has become increasingly male-dominated over time by looking at how pre-employment conditions provide different experiences and opportunities for women and men. -- Employing a large-scale, longitudinal data set, this book forays further into the field than other contemporary studies, where all too often the debate focuses on broad and potentially too-far-reaching differences between men and women that are difficult to prove, making for spirited conversation but little else. The authors collect, analyze and present data on social interactions, sex-role attitudes and behavior, leadership, demographics, program retention, job placement, and career attitudes for five cohorts of undergraduate students spanning their last two years in a management information science program and through the job search process. By testing novel theory against their data, the authors demonstrate how structural factors interact with individual characteristics to determine not only who enters the field, but also how they enter it and whether they are likely to stay. These and other analyses ultimately lead to concrete suggestions for addressing gender stratification in the IT industry.

    Abstract: This book investigates the contributions of Non-Governmental Organizations (NGOs) to policymaking at the WTO, challenging the idea that NGOs can be narrowly understood as potential ‘democratic antidotes’ to the imperfections of Inter-Governmental Organizations (IGOs). The book highlights the significance of interactions between states, NGOs and IGOs, in order to understand their contributions to international trade governance. Based on case studies in the areas of labour standards, intellectual property and investment rules, the author finds that NGO activities serve an agenda setting function: they publicize neglected trade-related issues, persuade others to support their positions, enhance the resources of less developed member states and highlight normative rationales for policy change. In evaluating NGO campaign tactics and emphasizing relations between NGOs and WTO member states, this book advances understandings of the parameters of NGO agency in global governance.

    Abstract: Teaching Innovations in Economics presents findings from the Teaching Innovations Program (TIP) funded by the National Science Foundation. The six-year project engaged economics professors in the use of interactive teaching in undergraduate economics courses. Each chapter offers an insightful explanation of an innovative teaching strategy and provides a description and examples of its effective use in undergraduate economics courses. The book’s conclusion assesses the results from an evaluation of the program that reports detailed findings on how TIP fundamentals have contributed to faculty development and successful outcomes. -- The first three chapters of the book describe the results of TIP’s three phases: (1) workshops on teaching for college and university economics instructors that introduced them to a variety of interactive teaching strategies; (2) follow-on instructional modules that provided mentoring from interactive strategy experts and gave participants an opportunity to adapt and apply these strategies to their undergraduate economics courses; and (3) opportunities to contribute to the scholarship of teaching and learning in economics, which involves sharing and discussing teaching innovations with other faculty members in presentations, papers, and other forums. The chapters following describe the seven interactive strategies featured in the project: cooperative learning, classroom experiments, interpretive discussion, formative assessment, context-rich problem solving, teaching with cases, and active learning in large-enrollment courses. These seven chapters were each written by a team of four economists, consisting of a strategy expert and three TIP participants who used the teaching strategy in their classrooms with students.

    Abstract: "Deforestation and forest degradation have long been recognized as environmental problems, with concerns over conservation of natural habitats and biological diversity capturing both scientific and public attention. More recently, the debate over tropical forest conservation has radically shifted to the approximately fifteen percent of global greenhouse gas emissions that are caused by deforestation and forest degradation, and to the potential synergies from integrating forest management with climate change policies.     Abstract: In this innovative work, Robert Delorme comprehensively explores uncertainty (the irreducibility to numerically measurable probabilities) and ignorance in economics, management and the social sciences through an alternative, systematically built analytical framework. This unique book takes uncertainty and ignorance seriously and addresses them as instances of ‘deep complexity (problem situations so deeply ill-structured that they cannot be grasped with the concepts and tools of classical science). Building on the works of Herbert Simon, Heinz von Foerster and John von Neumann, the author develops an alternative framework that encompasses, rather than rejects, the classical framework. The outcome of this novel approach is effective deep complexity, comprising three aspects: an effective alternative framework, which brings an answer to a fundamental issue on the implications of uncertainty for scientific reasoning; a behavioural theory of deeply ill-structured problem-situations; and a decision-and-action support system

    Abstract: The global economy has transformed during the last few decades. Though the changes have benefited some, many mature industrial economies (MIEs) have not been treated well by the changes they have seen and have been forced to adapt to dramatically changed circumstances. In this collection of original papers, economists and geographers from Asia, North America and Europe examine the policy initiatives that have succeeded in their countries. The analyses address issues such as local, state and federal governance, aging populations, inter-city cooperation and loss of dominant firms. Additionally, the authors discuss policy issues such as industrial tourism, the roles of education, knowledge and culture, and repositioning a region’s place in the global economy. The volume also includes an empirical estimation of the competitiveness of major cities. The contributors to this book hold that it is possible for the overwhelming majority of MIEs to shape their policy in such a way that many of the objectives that will yield the most prosperity will fall within their reach. In that spirit, this book offers the elements for generating economic strategies for mature industrial economies.

    Abstract: This book reports and rationalizes the state-of-the-art concerning the social costs of electricity generation. Social costs are assessed by adding to the private generation costs, the external costs associated with damages to human health, the environment, crops, materials, and those related to the consequences of climate change. The authors consider the evolution of these costs up to 2030 for major electricity generating technologies and, using these estimates, evaluate policy options for external cost internalization, providing quantitative scenarios by country and primary fuel for 2010, 2020 and 2030. While mainly focusing on European countries, the book also examines the situation in key emerging economies such as China, India, Brazil and Turkey.
