    Abstract: "Seit etwa 150 Jahren gibt es die Religionsgemeinschaft Jehovas Zeugen in Europa. Ihr Weg in den einzelnen Ländern war auch davon abhängig, wie diese missionierende Gemeinschaft von der Mehrheit der Andersgläubigen, der Staatsmacht und den etablierten Kirchen behandelt wurde. Insofern ist die Geschichte von Jehovas Zeugen in Europa auch eine Geschichte über die gesellschaftliche Verfasstheit dieser Länder - deren Bereitschaft, religiöse Minderheiten zu akzeptieren und zu integrieren. Nicht nur in Diktaturen, sondern auch in manchen demokratischen Staaten erlebten Jehovas Zeugen Unterdrückung und Verfolgung, in anderen konnten sie sich relativ frei entfalten. Wie sich die unterschiedlichen Verhältnisse auf die Religionsgemeinschaft in der jeweiligen nationalen Gesellschaft auswirkten und welche Herausforderungen - zum Teil bis in die Gegenwart - Jehovas Zeugen zu bestehen hatten und noch haben, ist das Thema dieser auf drei Bände angelegten Studie."

    Abstract: In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

    Abstract: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change. In the last chapter, the author offers ideas for new pedagogical approaches to teaching European Studies. Kamil Zwolski is Associate Professor in International Politics at the University of Southampton, UK, and Jean Monnet Chair of European Security Governance. His research interests include the theory and practice of European security and its governance, Europe-Russia relations and the role of the EU/NATO in European security. His previous book, European Security in Integration Theory (2018), examines federalism and functionalism – two fundamentals, yet largely forgotten, theories of international integration, in the context of the war in Ukraine and contemporary European security order.

    Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Abstract: "Governing Police Stops Across Europe should be essential reading for all those involved in police governance, scrutiny, and practice.” --Gill Imery, former Her Majesty's Chief Inspector of Constabulary Scotland This book takes a critical and comparative approach to the analysis of the governance of police stops across Europe. It draws on an EU COST Action research network on Police Stops which engaged academics and practitioners from 29 countries to better understand the practice of police stops. It begins by examining how police stops are defined and the various legal rules and levels of accountability afforded. The chapters are arranged by theme to focus on a core aspect of the governance of police stops. These include: legal frameworks and police discretion; internal governance; external accountability and civilian oversight; possibilities for legal recourse; and the different roles of data and technology. Each compares the distinct approaches evident across Europe, often employing case studies. The book adopts a critical approach, acknowledging governance as contested and involving diverse (state, non-state and supranational) actors.     Abstract: This book is dedicated to the role of soft law in the enforcement of EU law vis-à-vis the Member States. Apart from the Treaty infringement procedure, there is an increasing number of procedures, mostly laid down in secondary law, by which the EU – often availing itself of soft law – aims at ensuring Member States’ compliance with EU law. These procedures are compared with each other, also with respect to their use of soft law, and their conformity with primary law is examined
    Abstract: Diese Arbeit widmet sich der Rolle des soft law bei der Durchsetzung von Unionsrecht gegenüber den Mitgliedstaaten. Neben dem Vertragsverletzungsverfahren gibt es immer mehr, v.a. sekundärrechtlich geregelte Verfahren, mit denen die EU Rechtsdurchsetzung gegenüber den Mitgliedstaaten betreibt, oft auch mittels unverbindlicher Akte.     Abstract: In der juristischen Literatur wird der Begriff der "Pfadabhängigkeit" zumeist metaphorisch verwendet. Anders ist dies in den benachbarten Gesellschaftswissenschaften, wo das gleichnamige Konzept der Erklärung insbesondere institutioneller Entwicklungsprozesse dient. Nico Schröter geht der Frage nach, ob und wie eine Rezeption dieses Konzepts auch für die Rechtswissenschaft erkenntnisversprechend ist. Dabei kann eine (informierte) Rezeption insbesondere dazu dienen, informelle Strukturbildungsprozesse im Recht besser zu verstehen. So bietet Pfadabhängigkeit eine plausible Erklärung für die relative Stabilität judikativer Entscheidungsstandards und rechtsdogmatischer Sätze sowie - in Ansätzen - auch dafür, inwieweit diese einem Wandel unterliegen. Die Rezeption des Pfadabhängigkeitskonzepts liefert daher eine Antwort auf bestehende Theoriedefizite bei der Erklärung rechtlicher Phänomene

    Abstract: "Subjects and Sojourners explores how French colonial rule in Indochina extended Indochina's colonial society into France. Perhaps two hundred thousand Indochinese sojourned in France between conquest in the 1850s and decolonization a century later. They came from all parts of colonial society, from ruling monarchs to the most marginal laborers. In France, they studied, labored, fought, and lived in contexts that, although still within the empire, remained profoundly different from their places of origin. Their French sojourns were socially, culturally, and politically transformative. And when these sojourners returned to Indochina, virtually all parts of colonial society bore traces of their experiences abroad. Subjects and Sojourners shows, in short, that Indochina did not simply receive and refashion 'France' in the colony: they went and lived it for themselves"--
    Abstract: During the era of French colonial rule in Indochina, as many as two hundred thousand Indochinese sojourned in France. Subjects and Sojourners is a vivid and comprehensive social, cultural, and political history of this diverse group, which ranged from ruling monarchs to the most marginal laborers. Drawing from a range of rich but underused archives, Charles Keith explores how French colonialism extended Indochina s colonial society into France, where Indochinese subjects studied, labored, fought, and lived in imperial spaces and contexts that were profoundly different from those they had left behind. Time in France transformed these sojourners, and when they returned to Indochina, they in turn transformed colonial society. Indochinese, in short, did not simply encounter France in the colony: they went and lived it for themselves

    Abstract: What makes some multiethnic states integrate and others descend into civil war? Ishiyama and Breuning extend traditional explanations centered on socioeconomic, cultural, and historical factors to argue that the actions of leaders of ethnic segments-too often ignored-are also critical determinants of policy outcomes. Applying a framework derived from comparative politics and IR theory, the authors explore two sets of empirical cases: the emergence of new nationalisms in old European democracies (the United Kingdom and Belgium) and the reemergence of old nationalisms in several new democracies (Bulgaria, Slovakia, Estonia, and Latvia). Whether in a property dispute or a trial for murder, the aggrieved and accused would go to lay court where cases were resolved according to custom. What custom meant, however, went through a radical shift in the medieval period. Between the twelfth and thirteenth centuries, custom went from being a largely oral and performed practice to one that was also conceptualized in writing.     Abstract: "En France, dans ce pays riche où l'agriculture se veut productiviste et exportatrice, une personne sur dix doit recourir à des dispositifs d'aide alimentaire. Les Restos du cœur en sont l'un des acteurs principaux. Que leur existence soit devenue indispensable révèle l'absurdité et la triple faillite de notre système agricole, malade d'un bout à l'autre de la chaîne. Mondialisé et industriel, celui-ci participe au désastre écologique en cours tandis que nombre d'agriculteurs français sombrent dans la pauvreté malgré un lourd labeur. A travers l'incroyable travail réalisé par l'association fondée par Coluche, il y a bientôt quarante ans, on pourrait croire que les dons de nourriture et de temps répondent au droit à l'alimentation. Pourtant, il n'en est rien. Sur le terrain, les bénévoles sont en souffrance. Ils constatent que leur action, loin d'aider à sortir de la pauvreté, consiste surtout à maintenir une paix sociale, en évitant des vols et des émeutes de la faim. Car l'impossibilité à accéder à la nourriture est une violence qui s'exerce contre les plus pauvres.     Abstract: This book reveals the importance of personal letters in the history of European women between the year 1000 and the advent of the telephone. It explores the changing ways that women used correspondence for self-expression and political mobilization over this period, enabling them to navigate the myriad gendered restrictions that limited women s engagement in the world. Whether written from the medieval cloister, or the renaissance court, or the artisan s workshop, or the drawing room, letters crossed geographical and social distance and were mobile in ways that women themselves could not always be. Women wrote to govern, to argue, to plead, and to demand. They also wrote to express love and intimacy, and in so doing, to explain and to understand themselves. This book argues that the personal letter was a crucial place for European women s self-fashioning, and that exploring the history of their letters offers a profound insight into their subjectivity and agency over time

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: A growing number of OECD countries are facing the challenge of making their public service more attractive, even as public policy management becomes increasingly complex and requires new skills. This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.
