    Abstract: Whilst past studies have examined when and how negotiations begin, and how wars end, this is the first full-length work to analyze the closing phase of negotiations. It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it. The authors further classify different types of negotiator behavior characteristic of this phase, drawing out various components, including mediation, conflict management vs resolution, turning points, uncertainty, home relations, amongst others. A number of specific cases are examined to illustrate this analysis, including Colombian negotiations with the FARC, Greece and the EU, Iran nuclear proliferation, French friendship treaties with Germany and Algeria, Chinese business negotiations, and trade negotiations in Asia. Pointing out the limitations of Kant's cosmopolitanism through a novel contextual account of Perpetual Peace, Transnational Cosmopolitanism shows how these limits remain in neo-Kantian scholarship. Inés Valdez's framework overcomes these limitations in a methodologically unique way, taking Du Bois's writings and his coalitional political action both as text that should inform our theorization and normative insights. The cosmopolitanism proposed in this work is an original contribution that questions the contemporary currency of Kant's canonical approach and enlists overlooked resources to radicalize, democratize, and transnationalize cosmopolitanism.

    Abstract: Riots, strikes, and protests broke out in the streets of Shanghai and Bombay (renamed Mumbai in 1995), with impressive frequency during the twentieth century. Many of the landmark protests and social movements had close connections with the neighborhoods, workplaces, and civic space of each city. By the late twentieth century, as the political geography of each city changed rapidly with the commodification of urban land, so too did the patterns of political contention. Using a comparative historical lens, Frazier chronicles the political biographies of these two metropolises and leading centers of manufacturing and finance. Debates over ideology, citizenship, and political representation took material form through clashes over housing, jobs, police violence, public space, among much else, in the lived experience of urban residents. Frazier puts contemporary debates over informal housing, eviction of inner-city residents, scarcities of manufacturing jobs, and questions of unequal citizenship in an illuminating historical context.

    Abstract: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

    Abstract: Why has violence spiked in Latin America's contemporary democracies? What explains its temporal and spatial variation? Analyzing the region's uneven homicide levels, this book maps out a theoretical agenda focusing on three intersecting factors: the changing geography of transnational illicit political economies; the varied capacity and complicity of state institutions tasked with providing law and order; and organizational competition to control illicit territorial enclaves. These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America.     Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

    Abstract: The US is transforming into a multiracial society: today one-in-six new marriages are interracial and the multiple-race population is the fastest-growing youth group in the country. In Politics Beyond Black and White, Lauren D. Davenport examines the ascendance of multiracial identities and their implications for American society and the political landscape. Amassing unprecedented evidence, this book systematically investigates how race is constructed and how it influences political behavior. Professor Davenport shows that biracials' identities are the product of family, interpersonal interactions, environment, and, most compellingly, gender stereotypes and social class. These identities, in turn, shape attitudes across a range of political issues, from affirmative action to same-sex marriage, and multiracial identifiers are shown to be culturally and politically progressive. But the book also reveals lingering prejudices against race-mixing, and that intermarriage and identification are highly correlated with economic prosperity. Overall findings suggest that multiracialism is poised to dismantle some racial boundaries, while reinforcing others.

    Abstract: This book examines security in three cities that suffer from chronic violence: Rio de Janeiro, Brazil; Medellin, Colombia; and Kingston, Jamaica. In each, democratic states contend with subnational armed groups that dominate territory and play important roles in politics even as they contribute to fear and insecurity. Through a nested three-city six-neighborhood analysis of the role of criminal groups in governance, this research provides a deep understanding of the impact of crime on political experience. Neighborhoods controlled by different types of armed actors, operating in the same institutional context, build alliances with state officials and participate in political life through the structures created by these armed actors. The data demonstrate the effects criminal dominance can have on security, civil society, elections, and policymaking. Far from reflecting a breakdown of order, varying types of criminal groups generate different local lived political experiences.

    Abstract: 'Throws light on the role of several key agents in bringing to an end one of the darkest episodes in post-independence African history.' Ebenezer Obadare, University of Kansas Until the 1990s, conflict resolution and peacemaking fell to states, the UN and other intergovernmental organizations. In recent times it is non-armed, non-state actors who have had a pivotal role in seeking to resolve civil wars in Africa. This book examines, for the first time, through an examination of the Liberian Civil War in particular, how non-state actors have impacted upon peace processes. The Liberian Civil War was the first post-Cold War intra-state conflict in West Africa and exemplified the "new wars" breaking out on the continent. The peace process that followed showed how future peacemaking processes might evolve, being not only the first in which a regional economic grouping had a role - in this case ECOWAS - but also involving non-state religious and diaspora actors. Religious actors, initiators of the Liberian peace process, were mediators, dialogue facilitators, watchdogs and trustees of the entire peace process. Although their efforts were mainly influenced by the desire to fulfil the divine mandate to "tend to the flock", they were also able to regain some of the societal influence that organized religion, especially Christianity, enjoyed during the 158 years of minority Americo-Liberian rule. Diaspora actors' roles ranged from being founders and sponsors of warring factions to providing succour to Liberians back home through remittances and engaging in the peace process. Babatunde T.     Abstract: Violence in Latin America and the Caribbean is no longer perpetrated primarily by states against their citizens, but by a variety of state and non-state actors struggling to control resources, territories, and populations. This book examines violence at the subnational level to illuminate how practices of violence are embedded within subnational configurations of space and clientelistic networks. In societies shaped by centuries of violence and exclusion, inequality and marginalization prevail at the same time that democratization and neoliberalism have decentralized power to regional and local levels, where democratic and authoritarian practices coexist. Within subnational arenas, unique configurations - of historical legacies, economic structures, identities, institutions, actors, and clientelistic networks - result in particular patterns of violence and vulnerability that are often strikingly different from what is portrayed by aggregate national-level statistics. The chapters of this book examine critical cases from across the region, drawing on new primary data collected in the field to analyze how a range of political actors and institutions shape people's lives and to connect structural and physical forms of violence.

    Abstract: Why does religion become a fault line of communal violence in some pluralistic countries and not others? Under what conditions will religious identity - as opposed to other salient ethnic cleavages - become the spark that ignites communal violence? Contemporary world politics since 9/11 is increasingly marked by intra-state communal clashes in which religious identity is the main fault line. Yet, violence erupts only in some religiously pluralistic countries, and only in some parts of those countries. This study argues that prominent theories in the study of civil conflict cannot adequately account for the variation in subnational identity-based violence. Examining this variation in the context of Nigeria's pluralistic north-central region, this book finds support for a new theory of power-sharing. It finds that communities are less likely to fall prey to a divisive narrative of religious difference where local leaders informally agreed to abide by an inclusive, local government power-sharing arrangement.

    Abstract: Today, many people agree that the EU lacks solidarity and needs a social dimension. This debate is not new, but until now the notion of a 'social Europe' remained vague and elusive. To make progress, we need a coherent conception of the reasons behind, and the agenda for, not a 'social Europe', but a new idea: a European Social Union.     Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.

Based on extensive surveys and interviews and through presenting and investigating the various meanings of jihād, the author explores the usage of non-Eurocentric conceptual approaches to the study of postcolonial and Muslim societies, in particular the meaning it carries in the psyche of the Muslim community.     Abstract: "As Eurasia and the adjacent territories become more important to the world, there is increasing interest from international powers, accompanied by attempts to give institutional form to traditional economic and security links within the region. This book includes a range of substantive work from scholars based in the region, offering contrasting perspectives on the process of Eurasian integration and its place in the world. Chapters consider economic, political, social and security developments, with notable studies of the major countries involved in the development of the Eurasian Economic Union. The work also examines the connections between the region and China, greater Asia and the European Union. It outlines the varying dynamics, with populations growing in Central Asia while at best stagnant elsewhere. The book discusses the increasing strategic significance of the region and explores how the new post-Soviet states are growing in national cohesion and political self-confidence. Above all, the book examines the concept of 'Eurasia', outlining the debates about the concept and how various aspects of the legacy of 'Eurasianism' contribute to contemporary plans for integration.     Abstract: "As Eurasia and the adjacent territories become more important to the world, there is increasing interest from international powers, accompanied by attempts to give institutional form to traditional economic and security links within the region. This book includes a range of substantive work from scholars based in the region, offering contrasting perspectives on the process of Eurasian integration and its place in the world. Chapters consider economic, political, social and security developments, with notable studies of the major countries involved in the development of the Eurasian Economic Union. The work also examines the connections between the region and China, greater Asia and the European Union. It outlines the varying dynamics, with populations growing in Central Asia while at best stagnant elsewhere. The book discusses the increasing strategic significance of the region and explores how the new post-Soviet states are growing in national cohesion and political self-confidence. Above all, the book examines the concept of 'Eurasia', outlining the debates about the concept and how various aspects of the legacy of 'Eurasianism' contribute to contemporary plans for integration.     Abstract: "The multi-cultural region of Central Eurasia is living through its early post-independence years, and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multi-dimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive, relationship with the strategic context in which it bears its effects on the state and the region. Finally, given the special role Russia has historically played in defining the evolutionary trajectory of the regional states, the book discusses the ways in which Russia itself and its post-Cold war policies towards its former colonies have been conditioned by factors associated with Russia's evolving post-Soviet identity.     Abstract: This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales.

    Abstract: Do Evangelical activists control the Republican Party? Do secular activists control the Democratic Party? In Godless Democrats and Pious Republicans, Ryan Claassen carefully assesses the way campaign activists represent religious and non-religious groups in American political parties dating back to the 1960s. By providing a new theoretical framework for investigating the connections between macro social and political trends, the results challenge a conventional wisdom in which recently mobilized religious and Secular extremists captured the parties and created a God gap. The new approach reveals that very basic social and demographic trends matter far more than previously recognized and that mobilization matters far less. The God gap in voting is real, but it was not created by Christian Right mobilization efforts and a Secular backlash. Where others see culture wars and captured parties, Claassen finds many religious divisions in American politics are artifacts of basic social changes. This very basic insight leads to many profoundly different conclusions about the motivations of religious and non-religious activists and voters.

    Abstract: Making sense of Saudi Arabia is crucially important today. The kingdom's western province contains the heart of Islam, and it is the United States' closest Arab ally and the largest producer of oil in the world. However, the country is undergoing rapid change: its aged leadership is ceding power to a new generation, and its society, dominated by young people, is restive. Saudi Arabia has long remained closed to foreign scholars, with a select few academics allowed into the kingdom over the past decade. This book presents the fruits of their research as well as those of the most prominent Saudi academics in the field. This volume focuses on different sectors of Saudi society and examines how the changes of the past few decades have affected each. It reflects new insights and provides the most up-to-date research on the country's social, cultural, economic and political dynamics.

    Abstract: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance.

    Abstract: "The Uyghur Lobby is the first systematic and contemporary examination of the global operations of the World Uyghur Congress (WUC). The Uyghur lobby is not a unified movement; wide divisions exist regarding how activists should promote national self-determination. The localization of the movement leads its affiliate organizations to find their own paths for survival. Framing of the Uyghur issue plays a vital role in allowing local Uyghur affiliate to create independent alliances and bases of support. In general, people who tend to involve themselves with WUC member organizations share a belief that the cause of Uyghur self-determination can only be achieved through peaceful means, and in that context, the protection of human rights in China is a prime concern. In discussing the Uyghur lobby in the US, Germany and Japan, it becomes clear that most of the coalitions cobbled together in the domestic political arena are a reflection of the political games within these countries. The Uyghur lobby is thus highly constrained by the broader domestic politics of its host countries to have actual policy impacts to realize its political ambition.This unique and timely study reveals how an issue concerning a Chinese minority has been catapulted onto the wider global political stage, and how Uyghur groups have been successful in raising their visibility.     Abstract: "Since the structural change in Indian society that began in the 1990s - the result of the liberalization of the economy, devolution of power, and decentralization of the government - an unprecedented, democratic transformation has been taking place. This has caused the emergence of unexpected coalitions and alliances across diverse castes, classes, and religious groups according to the issues involved. In this volume, we intend to understand this deepening of democracy by employing a new analytical framework of the "vernacular public arena" where negotiations, dialogues, debates and contestations occur among "vernacular publics." This reflects the profound changes in Indian democracy as diverse social groups, including dalits, adivasis and Other Backward Classes; minorities, women; individuals from rural areas, towns, and cities; the poor and the new middle classes - the "vernacular publics" - participate in new ways in India's public life. This participation is not confined to electoral politics, but has extended to the public arenas in which these groups have begun to raise their voice publicly and to negotiate and engage in dialogue with each other and the wider world. Contributors demonstrate that the participation of vernacular publics has resulted in the broadening of Indian democracy itself which focuses on the ways of governance, improving people's lives, life chances, and living environments. Civil wars represent the principal form of armed conflict since the end of the Second World War, and certainly in the contemporary era. The nature and impact of civil wars suggests that these conflicts reflect and are also a driving force for major societal change. In this sense, Understanding Civil War: Continuity and Change in Intrastate Conflict argues that the nature of civil war is not fundamentally changing in nature. The book includes a thorough consideration of patterns and types of intrastate conflict and debates relating to the causes, impact, and 'changing nature' of war. A key focus is on the political and social driving forces of such conflict and its societal meanings, significance and consequences. The author also explores methodological and epistemological challenges related to studying and understanding intrastate war. A range of questions and debates are addressed. What is the current knowledge regarding the causes and nature of armed intrastate conflict? Is it possible to produce general, cross-national theories on civil war which have broad explanatory relevance?     Abstract: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security.

    Abstract: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Abstract: "Chantal Mouffe's writings have been innovatory with respect to democratic theory, Marxism and feminism. Her work derives from, and has always been engaged with, contemporary political events and intellectual debates. This sense of conflict informs both the methodological and substantive propositions she offers. Determinisms, scientific or otherwise, and ideologies, Marxist or feminist, have failed to survive her excoriating critiques. In a sense she is the original post-Marxist, rejecting economisms and class-centric analyses, and the original post-feminist, more concerned with the varieties of 'identity politics' than with any singularities of 'women's issues'. While Mouffe's concerns with power and discourse derive from her studies of Gramsci's theorisations of hegemony and the post-structuralisms of Derrida and Foucault, her reversal of the very terms through which political theory proceeds is very much her own. She centres conflict, not consensus, and disagreement, not finality. Whether philosophically perfectionist, or liberally reasonable, political theorists have been challenged by Mouffe to think again, and to engage with a new concept of 'the political' and a revived and refreshed notion of 'radical democracy'.     Abstract: "Ever since China and Vietnam resumed diplomatic contacts and reopened the border in 1991, the borderland region has come been part of the vibrant growing economies of both countries and drawn many from the interior provinces to the borderland for new economic adventures. This book examines Chinese-Vietnamese relationships at the borderland through every day cross-border interactions in trade and tourism activities. It looks into the historical underlining of bilateral relations of the two countries which often shape people's perceptions of the 'other' and interpretation of intentions of acts in their daily interactions. Albeit Chinese and Vietnamese have lived side by side for centuries, their interactions in the space of trade and modern tourism activities in post-war and post-reform China and Vietnam are something novel to both people. The book provides a 'bottom-up' approach to examine localized experiences of inter-state relations. It illustrates the changes the vibrant economic process has brought to the borderland communities, and how the newly revived contacts and interactions have provided a contested space for testing Vietnamese-Chinese interactions and demonstrating trans-border cultural politics.     Abstract: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

    Abstract: The global age is distinguished by disobedience, from the protests in Tiananmen Square to the fall of the Berlin Wall, to the anti-G8 and anti-WTO demonstrations. In this book, Raffaele Laudani offers a systematic review of how disobedience has been conceptualised, supported, and criticised throughout history. Laudani documents the appearance of 'disobedience' in the political lexicon from ancient times to the present, and explains the word's manifestations, showing how its semantic wealth transcended its liberal interpretations in the 1960s and 1970s. Disobedience, Laudani finds, is not merely an alternative to revolution and rebellion, but a different way of conceiving radical politics, one based on withdrawal of consent and defection in relation to the established order.
