    Abstract: This paper reports on recent work on improving the effectiveness of aid allocations, and extends the scope of analysis beyond the aid-policy-growth-poverty linkages to include three new elements: a broader range of poverty-relevant objectives and effectiveness constraints of aid; practical experience in the application of quantitative analysis to allocations; and analytic approaches to determining shares of aid through multilateral channels and for global public goods. There is wide consensus on the main allocation criteria for effectiveness in reducing poverty through pro-poor growth: the level and incidence of poverty and the development performance of partner countries. Other variables that raise the impact of aid on growth are helping vulnerable countries adjust to shocks, debt relief and post-conflict reconstruction. In response to the Doha Declaration by WTO Ministers (November 2001), the OECD intensified its efforts, focussing on the topics suggested in Paragraphs 23-25 of the Declaration, i) core principles of non-discrimination, transparency and procedural fairness; ii) effective action against hard core cartels; iii) special and differential treatment/flexibility and progressivity; iv) voluntary co-operation in competition law; v) peer review and other possible compliance mechanisms: vi) capacity building and progressive reinforcement of competition institutions.     Abstract: Ce rapport consacré à des travaux récents sur l'amélioration de l'efficacité de la répartition de l’aide élargit le champ de l'analyse qui, en plus des liens existant entre l'aide, l'action publique, la croissance et la pauvreté inclut maintenant trois éléments nouveaux, à savoir : un éventail plus large d'objectifs touchant à la réduction de la pauvreté et d'obstacles à l'efficacité de l'aide ; l'expériencepratique acquise dans le cadre de l'analyse quantitative des dotations; enfin, les approches analytiques permettant de déterminer les pourcentages de l'aide transitant par les canaux multilatéraux et réservés à la production de biens publics mondiaux. Il existe un large consensus sur les principaux critères d'affectation de l'aide propres à garantir l'efficacité de la lutte contre la pauvreté au moyen d'une croissance favorable aux pauvres : le niveau et l'incidence de la pauvreté, et les résultats obtenus par les pays partenaires en matière de développement. L'aide fournie aux pays vulnérables pour résister aux chocs, l'allégement de dette et la reconstruction au sortir d'un conflit sont d'autres éléments qui renforcent l'impact de l'aide sur la croissance. Si l'on veut atteindre des objectifs plus vastes sur les plans humanitaires et du développement, il faudrait aussi allouer une aide à la prévention des conflits violents et à l'amélioration de la gouvernance et de la situation sociale dans les cas de "partenariat difficile". De plus, les biens publics mondiaux sont loin d'être dotés de fonds suffisants et on constate également un déficit de financement des programmes multilatéraux...

A mesure de la croissance des nouvelles technologies et de l’entrée de concurrents, les entreprises cherchent un accès aux réseaux de leurs concurrents. Les règles de connection des réseaux peuvent être essentielles au succès de réseaux, les nouveaux comme ceux déjà en place, et peuvent avoir des effets significatifs sur l’investissement. En fait, les questions les plus complexes auxquelles ont à répondre les régulateurs dans un marché des télécommunications potentiellement concurrentiel ont fréquemment trait aux conditions d’accès d’un réseau à un autre.     Abstract: Philanthropic foundations have made important contributions to development, particularly in agriculture, family planning and infectious diseases control. The most effective interventions have been long-term investments that were based on vision and sound scientific understanding, and were well integrated with local capacities. Foundations’ total expenditure on developmental activities is now about $3 billion annually, mostly from large U.S. foundations. Foundations are increasingly involved in public-private partnerships whose activities range from crop and disease research to improving insfrastructure, especially water supply. They have also evolved innovative approaches to building democratic life in developing countries. Les interventions les plus efficaces sont des investissements à long terme fondés sur une vision d’avenir et de bonnes connaissances scientifiques, correspondant bien aux capacités locales. Les dépenses totales que consacrent les fondations à des activités de développement atteignent aujourd’hui 3 milliards d’USD environ, et sont essentiellement le fait de grandes fondations des États-Unis. Leurs activités s’inscrivent de plus en plus souvent dans le cadre de partenariats public/privé qui s’intéressent aussi bien aux productions végétales qu’à la recherche médicale ou à l’amélioration des infrastructures, en particulier pour l’approvisionnement en eau. Les fondations sont aussi à l’origine de stratégies novatrices pour le renforcement de la démocratie dans les pays en développement. The test substance is spiked into the sediment and first instar larvae are subsequently introduced into test beakers in which the sediment and water concentrations have been stabilised. Chironomid emergence and development rate is measured at the end of the test. The maximum exposure duration is 28 days for C. riparius, C. yoshimatsui, and 65 days for C. tentans. The limit test corresponds to one dose level of 1000 mg/kg. Larval survival and weight may also be measured after 10 days if required (using additional replicates as appropriate). The study report should include the development time and the total number of fully emerged midges (sex and number are recorded daily), the observation of any abnormal behaviour the number of visible pupae that have failed to emerge and any egg masses deposition. The data are analysed either by using a regression model in order to estimate the concentration that would cause x % reduction in emergence or larval survival or growth, or by using statistical hypothesis testing to determine a NOEC/LOEC.

Si le déséquilibre qui en découle n'est pas un phénomène nouveau, le morcellement apparaît de plus en plus comme une des causes majeures des dysfonctionnements des grandes villes comme les disparités fiscales internes, l’étalement urbain et la polarisation spatiale qui constituent à leur tour un obstacle à la compétitivité. Ce rapport examine le cas de la région métropolitaine de Montréal qui a connu l'une des plus audacieuses réformes institutionnelles parmi les pays de l'OCDE. D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

L'absorption d'une substance d'essai au cours d'une période donnée (normalement 24h) est mesurée par l'analyse du fluide récepteur et la distribution de la substance d'essai dans le système d'essai.     Abstract: In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe. Practitioners in the region can draw on this report as a guide for their work in the future.

    Abstract: The method described in this Test Guideline is based on soil column chromatography in disturbed soil. Two types of experiments are performed to determine (i) the leaching potential of the test substance, and (ii) the leaching potential of transformation products in soils under controlled laboratory conditions. At least duplicate leaching columns are packed with untreated, air-dried and sieved soil (〈 2 mm) up to a height of approximately 30 cm. Afterwards they are saturated and equilibrated with an “artificial rain” solution and allowed to drain. Then the surface of each soil column is treated with the test substance (non-volatile in water and soil) and/or with aged residues of the test substance. Artificial rain is applied to the soil columns and the leachate is collected. After the leaching process the soil is removed from the columns and is sectioned into an appropriate number of segments depending on the information required from the study. A reference substance (atrazine or monuron) should be used in the leaching experiments. For each soil segment and leachate fraction, the amounts of test substance, transformation products, non-extractables and, if included, of the reference substance should be given in % of applied initial dose.

    Abstract: Les accords bilatéraux et régionaux sur l'investissement se sont multipliés au cours des dix dernières années et de nouveaux accords sont actuellement négociés. Les accords sur l'investissement ont en commun leur clause de la nation la plus favorisée (NPF), qui garantit que les parties à un traité octroient un traitement non moins favorable que celui qu'elles accordent en vertu d'autres traités dans les secteurs visés par la clause. Les clauses NPF sont donc devenues un instrument significatif de la libéralisation économique en matière d'investissement.     Abstract: This Test Guideline describes the HPLC method, which permits to determine the partition coefficient (n-octanol/water) (Pow).Reverse phase HPLC is performed on analytical columns packed with a solid phase containing long hydrocarbon chains chemically bound onto silica. The chemicals are retained in the column in proportion to their hydrocarbon-water partition coefficient, with hydrophilic chemicals eluted first and lipophilic chemicals last. The HPLC method covers log Pow in the range of 0 to 6, but it can be expanded to cover the log Pow range between 6 and 10 in exceptional cases. The HPLC operation mode is isocratic. The test substance is injected in the smallest detectable quantities in the column. The retention time is determined in duplicate. The partition coefficient of the test substance is obtained by interpolation of the calculated capacity factor on the calibration graph. For very low and very high partition coefficients extrapolation is necessary.

    Abstract: This Test Guideline describes a laboratory test method to assess abiotic hydrolytic transformations of chemicals in aquatic systems at pH values normally found in the environment (pH 4 – 9). This Guideline is designed as a tiered approach; each tier is triggered by the results of the previous tier.Sterile aqueous buffer solutions of different pH values (pH 4, 7 and 9) are treated with the non-labelled or labelled test substance (only one concentration, which should not exceed 0.01 M or half of the saturation concentration). They are incubated in the dark under controlled laboratory conditions (at constant temperatures). After appropriate time intervals, buffer solutions are analysed for the test substance and for hydrolysis products. The preliminary test should be carried out for 5 days at 50 ± 0.5°C and pH 4.0, 7.0 and 9.0. The second tier consists of the hydrolysis of unstable substances, and the third tier is the identification of hydrolysis products. The higher Tier tests should be conducted until 90 % hydrolysis of the test substance is observed or for 30 days whichever comes first.

On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

    Abstract: This Test method has been designed to provide information on absorption of a test substance, (ideally radiolabelled), applied to the surface of a skin sample separating the two chambers (a donor chamber and a receptor chamber) of a diffusion cell. Static and flow-through diffusion cells are both acceptable. Skin from human or animal sources can be used. Although viable skin is preferred, non-viable skin can also be used. The skin has been shown to have the capability to metabolise some chemicals during percutaneous absorption. In this case, metabolites of the test chemical may be analysed by appropriate methods. Normally more than one concentration of the test substance is used in typical formulations, spanning the realistic range of potential human exposures. The application should mimic human exposure, normally 1-5 mg/cm2 of skin for a solid and up to 10 µl/cm2 for liquids. The temperature must be constant because it affects the passive diffusion of chemicals. The absorption of a test substance during a given time period (normally 24h) is measured by analysis of the receptor fluid and the distribution of the test substance chemical in the test system and the absorption profile with time should be presented.

    Abstract: This review of Spain’s environmental performance takes stock of Spain’s environmental performance since the last review done in 1997. It finds that despite substantial increases in GDP, tourism, construction, population density in coastal areas, and road freight transport, progress has been made in decoupling some environmental pressures from economic growth and in developing environmental infrastructure. Nevertheless, Spain faces important challenges related to high energy intensity, high water use intensity, and increasing CO2 emissions and municipal waste. This report makes 46 recommendations to help strengthen Spain’s environmental performance in the context of sustainable development.

    Abstract: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies.     Abstract: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.

Digital delivery includes contracted out electronically mediated services supply (outsourcing) and digitally facilitated distributed work within firms, in which business services inputs are supplied electronically to support the business activities of firms. Digital delivery allows business services suppliers to combine richness and reach (i.e. to combine greater market reach with the ability to engage in richer interactions with clients). Business services activities are a significant and growing part of all OECD economies. Services are often dominated by small firms, although there are large players in most market segments. Demand for business services is strongly pro-cyclical. Innovation and high levels of competition counter market dynamics leading to concentration. Hence, new players emerge and there is considerable churn among market leaders.

    Abstract: This paper focuses primarily on the issue of how to achieve high quality in the audit process. In addition to describing the types of procedures needed to achieve quality, however, it discusses basic principles and those matters of institutional management that create an environment that encourages high quality in an SAI’s work. Audit quality is obtained by a process of identifying and administering the activities needed to achieve the quality objectives of an SAI. All types of SAIs need to understand the benefits that can be realised once audit quality is made a top priority. Improving audit quality requires a systematic SAI-wide approach. Piecemeal efforts by individuals and individual audit teams are not enough and will not work. There are no quick fixes to be obtained where audit quality is concerned. SAIs need to proceed methodically in an organised way to fix each quality issue and problem in turn. As new problems will always emerge, this should be a continuous process for the SAI. It is also evident that most audit quality-related problems are mainly the result of poor management of the audit process or of the SAI itself. Ensuring high levels of quality in an audit organisation involves a succession of detailed steps that must be taken over a period of time. In fact, it is a never-ending process of continual improvement. The first requirement is to define the standards of quality and then to put quality control procedures in place that will ensure that these standards are met. These procedures need not – and should not – suppress the initiative and good judgement of the auditor in adapting to particular circumstances. However, if the auditor judges that it is necessary to depart from the usual audit techniques, it is incumbent upon the auditor to demonstrate the necessity of doing so, and to show that the approach he or she has chosen is capable of satisfying the audit objectives.

    Abstract: Information and communication technology (ICT) connectivity (PCs and Internet) is very widespread in businesses of all sizes. As is the case with all technologies, small businesses are slower than large ones to adopt new ICTs. Commercial considerations and potential returns are the principal drivers of small business adoption and profitable use. Principal reasons for non-adoption are lack of applicability and little incentive to change business models when returns are unclear. SMEs also face generic barriers to adoption including trust and transaction security and IPR concerns, and challenges in areas of management skills, technological capabilities, productivity and competitiveness.

    Abstract: L'étude d'absorption cutanée in vivo présentée dans cette Ligne directrice fournit des éléments nécessaires pour extrapoler des études orales lors d’évaluations de sécurité après une exposition cutanée. La méthode in vivo, décrite dans cette Ligne directrice, permet la détermination de la pénétration de la substance d'essai à travers la peau dans le compartiment systémique. La substance d'essai, de préférence radiomarquée, est appliquée, pendant une période fixe, sur la peau rasée des animaux à un ou plusieurs niveaux de dose appropriés, sous la forme d’une préparation d’usage représentative. Le rat est l’espèce généralement la plus utilisée. Au moins quatre animaux d'un sexe devraient être employés pour chaque préparation d'essai et chaque durée prévue. Une quantité connue de la préparation d'essai est appliquée. Cette quantité devrait normalement imiter l'exposition humaine potentielle, en général de 1-5 mg/cm² pour un solide ou jusqu'à 10 µl/cm² pour des liquides. Une période d'exposition de référence (en général 6 ou 24 heures) devrait être employée, en fonction de la durée éventuelle de l’exposition humaine. Les signes de la toxicité et les réactions anormales sont observés par intervalles pour la durée entière de l'étude. Cette étude inclut des mesures quotidiennes (excrétions), des observations détaillées régulières, de même que l’euthanasie à un moment donné et des prélèvements sanguins pour analyse.

    Abstract: This Test Guideline describes an acute toxicity test to assess effects of chemicals towards daphnids (usually Daphnia magna Staus). Young daphnids, aged less than 24 hours at the start of the test, are exposed to the test substance at a range of concentrations (at least five concentrations) for a period of 48 hours. Immobilisation is recorded at 24 hours and 48 hours and compared with control values. The results are analysed in order to calculate the EC50 at 48h. Determination of the EC50 at 24h is optional. At least 20 animals, preferably divided into four groups of five animals each, should be used at each test concentration and for the controls. At least 2 ml of test solution should be provided for each animal (i.e. a volume of 10 ml for five daphnids per test vessel). The limit test corresponds to one dose level of 100 mg/L. The study report should include the observation for immobilized daphnids at 24 and 48 hours after the beginning of the test and the measures of dissolved oxygen, pH, concentration of the test substance, at the beginning and end of the test.

    Abstract: À La Réunion, les performances économiques ont été fortement influencées par les tranferts sociaux en provenance de la métropole. Si cette politique a permis un certain rattrapage sur le reste du pays, elle ne parvient plus à diminuer significativement le chômage et à réduire les inégalités. L'île a besoin d'une stratégie d'ouverture aux économies voisines et de diversification de sa base économique. Ce rapport recommande de mettre l'accent sur l'amélioration de l'environnement concurrentiel et d'accélérer les coopérations avec les économies voisines. Il suggère de restructurer et d'optimiser le système d'aides et de donner plus de moyens aux instances locales et régionales pour mener des politiques d'investissement dynamiques.
