    Abstract: Skills are central to Austria’s future prosperity and the well-being of its people. The OECD Skills Strategy Diagnostic Report: Austria identifies 14 skills challenges for Austria. The project and this report build on both the insights from workshops as well as latest international comparative analysis from OECD and national sources. The report provides cases illustrating how other countries have tackled similar challenges, which can be used as input to potential policy options on how to tackle these challenges. The challenges are described under each of the main pillars of the OECD Skills Strategy. The first 11 challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions which strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Abstract: The Department of Defense (DoD) has developed new sensor technologies to support military forces operating in Iraq and Afghanistan. These new capabilities may be useful in counterdrug (CD) operations along the southern U.S. border. DoD has held technology demonstrations to test and demonstrate new technologies along the southern border--because the field conditions along the border closely resemble those in current military theaters of operation and because they can also reveal whether new technologies are useful for CD operations led by domestic law enforcement agencies. However, there are legal questions about whether such technology demonstrations fully comply with U.S. law and whether advanced DoD sensors can legally be used in domestic CD operations when they are operated by U.S. military forces. In this report, the authors examine federal law and DoD policy to answer these questions. Some parts of U.S. law mandate information sharing among federal departments and agencies for national security purposes and direct DoD to play a key role in domestic CD operations in support of U.S. law enforcement agencies, while other parts of the law place restrictions on when the U.S. military may participate in law enforcement operations. Reviewing relevant federal law and DoD policy, the authors conclude that there is no legal reason why a DoD sensor should be excluded from use in an interagency technology demonstration or in an actual CD operation as long as a valid request for support is made by an appropriate law enforcement official and so long as no personally identifiable or private information is collected. The authors recommend DoD policy on domestic CD operations be formally clarified and that an approval process should be established for technology demonstrations with a CD nexus

    Abstract: Today more than ever, spectrum is identified by policy makers as a key asset to support growth in the digital economy. This report provides information and analysis on new approaches to radiofrequency spectrum management in OECD countries. The emergence of new technologies such as cognitive radio and geo-location databases enables licensed or unlicensed shared use of spectrum. These approaches aim at maximising spectrum efficiency by allowing a third party to use underutilised spectrum resources. An example of the success of unlicensed spectrum is that of Wi-Fi networks. The report also covers incentive auctions, an innovative approach to transfer spectrum resources from less to more valuable uses through market mechanisms.

    Abstract: This report examines measures taken in countries that have restricted the ability for markets to set termination charges for incoming international telecommunication traffic by mandating rates below which no market player can diverge. The report explores empirically the effects of the introduction of such policies and finds that an increase of these termination charges reduces traffic (measured by minutes or calls) in such a way that the expected increase in revenue, given the rise of the termination charge, may be countervailed. Thus, the report concludes that these practices are not in the best interest of the countries where they have been introduced or of countries paying the higher termination rates.

    Abstract: Both generic and specialised ICT skills are becoming an important requirement for employment across the economy as the Internet becomes more engrained in work processes, but a significant part of the population lacks the basic skills necessary to function in this new environment. This paper examines the impact of the Internet on the labour market in this context. For example, between 7% and 27% of adults have no experience in using computers or lack the most elementary computer skills, such as the ability to use a mouse. In addition, the groups with the least ICT skills tend to be among the demographic groups at the most risk of losing jobs. Data also highlight a potential skills mismatch among those with the strongest ICT skills (youth) and those who actually use them at work (prime age and older adults).

    Abstract: As OECD countries emerge from the global financial crisis, several countries have published their plans for the development of a future bioeconomy, an economy in which bio-based materials and production techniques will contribute significantly to economic and environmental sustainability. Such plans typically involve building a bio-based production industry in which fuels, energy and materials such as chemicals and plastics, almost always generated from fossil resources such as oil and natural gas, are incrementally replaced by equivalent or novel products generated from renewable resources. The realisation of this vision will require sustainably harnessing the vast biomass resource. The highest policy priorities at present are on several levels: allowing bio-based materials to compete for biomass on price with bioelectricity and biofuels; rectifying the highly distorting fossil fuel subsidies, heading off future competition for crude oil demand; and correcting for any excessive regulatory impacts. If governments wish to realise a successful bioeconomy in the future, the case for support for bio-based chemicals and plastics warrants serious attention.

    Abstract: When students believe that investing effort in learning will make a difference, they score significantly higher in mathematics. The fact that large proportions of students in most countries consistently believe that student achievement is mainly a product of hard work, rather than inherited intelligence, suggests that education and its social context can make a difference in instilling values that foster success in education. Teachers’ use of cognitive-activation strategies, such as giving students problems that require them to think for an extended time, presenting problems for which there is no immediately obvious way of arriving at a solution, and helping students to learn from their mistakes, is associated with students’ drive. Students whose teachers set clear goals for learning and offer feedback on their performance in mathematics also tend to report higher levels of perseverance and openness to problem solving.

Au contraire, l’écart entre les individus les plus éduqués et les moins éduqués en matière de taux d’emploi montre que les pays doivent continuer à former une population de jeunes actifs hautement qualifiés.

    Abstract: To do well on PISA’s first assessment of creative problem-solving skills, students need to be open to novelty, tolerate doubt and uncertainty, and dare to use intuition to initiate a solution. Just because a student performs well in core school subjects doesn’t mean he or she is proficient in problem solving. In Australia, Brazil, Italy, Japan, Korea, Macao China, Serbia, England (United Kingdom) and the United States, students perform significantly better in problem solving, on average, than students in other countries who show similar performance in reading, mathematics and science. Many of the best performers in problem solving are Asian countries and economies, where students demonstrate high levels of reasoning skills and self-directed learning. Meanwhile, compared to students of similar overall performance, students in Brazil, Ireland, Korea and the United States perform strongest on interactive problems that require students to uncover useful information by exploring the problem situation and gather feedback on the effect of their actions.

    Abstract: A key issue for policy makers and regulators across the OECD area is the market structures that will best deliver efficient and inclusive mobile communication services. This has led to two issues addressed in this report, namely: the recent experience in selected countries, which have changed or held constant the number of facilities based operators; and the initial experience and key questions that have arisen with wireless network sharing. These questions are related because they converge around the issue of how many facilities-based networks are optimal in providing competitive services in the same geographical location. In all OECD countries there are at least three mobile network operators (MNOs), which broadly compete on a national basis, with some countries having four or five facilities-based networks operating nationally or in the same region. Historically, the coverage and capabilities of these networks have been important factors used by operators to differentiate their offers and attract customers. Nonetheless, sharing the expense of network facilities between multiple MNOs can significantly reduce costs, especially at a time when there are demands on operators to roll out new networks or extend coverage.

    Abstract: This report makes the case that IPv6 represents an example of a platform; within the context of IPv6, the sides of the platform are Internet service providers, backbone providers, device manufacturers, content providers, and so forth. The net benefits to adopting the new platform are not distributed equally across sides. For some participants, such as backbone and transit providers and manufacturers of devices such as routers, the transition to IPv6 has been relatively swift. For these participants the benefits of adoption were clear, and adoption demonstrated the technical ability of the company and fitness of its network. For others, such as many content providers for the Web, enterprises contemplating deployment of IPv6 within internal firm networks, and providers of consumer electronics equipment such as DVD or Blu-Ray players or televisions, the transition has been slower. For them the benefits have not been as clear, and many legacy devices, networks, customers and suppliers have not transitioned.

    Abstract: Connected televisions are defined for the purposes of this report as devices that have the capability to interact with the Internet to display audio-visual content. Connected television is an important development because it permits the provision of certain new and valuable services to end-users. These services will also have implications for the activities of all of the players in the content distribution ecosystem. In addition to identifying the new services that connected television enables, the report analyses in some detail their effects on networks (i.e. the physical communication links that carry content to end-users). The impact on content producers themselves, on content distributors (such as traditional pay television companies), on hardware vendors, and on providers of support services such as advertising and programme guides is considered much more briefly. More detailed examination of these matters could be the subject of future work. The report also includes a discussion of policy implications raised by connected televisions for the actual connected television devices and for network infrastructure.

    Abstract: This report considers the transition from IPv4 to IPv6 alongside the use of network technologies to prolong IPv4 use in the face of depletion of further IPv4 protocol addresses, but it does not aim to address all issues surrounding the transition to IPv6 or to detail the economic incentives faced by various Internet actors. It first provides a status update of address management issues and the run-out of IPv4. It then describes the advantages and limitations of increased use of network address translation as one response to sustain the use of IPv4 in the face of IPv4 address exhaustion. It provides an overview of the IPv6 protocol; the advantages of IPv6 deployment as a response to IPv4 address exhaustion and the IPv6 transition plan compared to actual deployment to date. Finally, the report examines the choices facing individual actors, their potential consequences, and the policy implications on openness and innovation for the future of the Internet.

    Abstract: This report focuses on the development of backhaul and cross-border networks, which enable local networks to connect to the wider Internet. These local networks may cover a city, a region or even a country. To connect their networks to other networks around the world, operators need access to regional and international high-speed networks. The level of investment required in these networks varies and can be very different from region to region. In some parts of the world, the investment made around the turn of the century was characterised by a “boom and bust”, which fuelled an expansion in backhaul links and data centres. Since that time, investment has taken place at a more measured pace, reflecting growing demand from liberalised markets and leading to further expansion in areas such as mobile and broadband Internet access.

    Abstract: More than 35 million people worldwide had dementia in 2010, when annual costs were estimated at USD 604 billion; the number of people with dementia is expected to exceed 115 million by 2050. Alzheimer’s disease is today considered the prototype problem for the Grand Global Challenge in healthcare. Despite decades of intensive research, the causal chain of mechanisms behind Alzheimer’s has remained elusive as reflected in recent failures of well-designed clinical trials on promising investigational new drugs. The multi-factorial nature of the disease requires the collection, storage and processing of increasingly large and very heterogeneous datasets (behavioural, genetic, environmental, epigenetic, clinical data, brain imaging, etc.). No one nation has all the assets to pursue this type of research independently. In an effort to tackle this huge challenge, the OECD held a consultation on "Unlocking Global Collaboration to Accelerate Innovation for Alzheimer’s Disease and Dementia" which looked at ways to harness developments in life sciences and information technologies to accelerate innovation in the prevention and treatment of the disease. This paper reports on the opportunities offered by the informatics revolution and big data. Creating and using big data to change the future of Alzheimer’s and dementia requires careful planning and multi-stakeholder collaboration. Numerous technical, administrative, regulatory, infrastructure and financial obstacles emerge and will need to be hurdled to make this vision a reality.

    Abstract: This report examines the development of fixed networks and their ability to support the Internet economy. Enhancements to fixed broadband networks remain critical despite the growth in the use of wireless services. In fact, growth in the use of data over wireless networks actually increases demands on fixed networks. Upgrading fixed networks to ultra-fast speeds has the potential to generate significant spillovers; however, the evidence so far is mixed as to whether different types of public intervention are necessary to spur fibre deployment. The report provides an overview of the barriers to upgrading networks as well as the regulatory challenges encountered in spurring the deployment of fixed networks.

    Abstract: Policy interest in demand-side initiatives has grown in recent years. This may reflect an expectation that demand-side policy could be particularly effective in steering innovation to meet societal needs. In addition, owing to constrained public finances in most OECD countries, the possibility that demand-side policies might be less expensive than direct support measures is attractive. Interest may also reflect some degree of disappointment with the outcomes of traditional supply-side measures. This paper reviews demand-side innovation policies, their rationales and importance across countries, different approaches to their design, the challenges entailed in their implementation and evaluation, and good practices. Three main forms of demand-side policy are considered: innovation-oriented public procurement, innovation-oriented regulations, and standards. Emphasis is placed on innovation-oriented public procurement.

    Abstract: The increase in the human life span is a testament to the economic, social and medical progress made over the course of the last century. However, an ageing population brings some new challenges both to healthcare systems and to medicine in terms of the increased manifestation of specific diseases primarily seen in the elderly. Biomedical innovation, and in particular research into “omics technologies”, offers the promise of new means of detection, prevention and treatment of age-related disabilities and diseases. But the development of these new technologies will not be without challenges, in particular with respect to the difficulty of translating technological advances into innovation in the clinical setting. This report provides a synthesis of a March 2013 workshop organised by the OECD and the Human Genome Organisation (HGO) which focused on latest advances in omics technologies for healthy ageing and the policies and practices needed to facilitate their responsible development and integration in medical research, innovation and health policy.

    Abstract: As a result of extended military engagements in Iraq and Afghanistan during the past decade, the U.S. Department of Defense (DoD) has implemented numerous programs to support servicemembers and family members who experience difficulty handling stress, face mental health challenges, or are affected by a traumatic brain injury (TBI). As these efforts have proliferated, it has become more challenging to monitor these programs and to avoid duplication. To support DoD in this area, RAND compiled a comprehensive catalog of DoD-funded programs that address psychological health and TBI. In creating the catalog of programs, RAND recognized the need to consistently describe and compare multiple programs according to a set of core program characteristics, driven largely by the lack of a single, clear, widely-accepted operational definition of what constitutes a program. To do this, RAND developed the RAND Program Classification Tool (R-PCT) to allow users to describe and compare programs, particularly those related to psychological health and TBI, along eight key dimensions. The tool consists of a set of questions and responses for consistently describing various aspects of programs, along with detailed guidance regarding how to select the appropriate responses. The purpose of this report is to describe the R-PCT, to help potential users understand how it was developed, and to explain how the tool can be used

This report identifies ways in which analysts have attempted to support commanders' decisions in counterinsurgency and irregular warfare, describes many of the models and tools they employed, provides insight into the challenges they faced, and suggests ways in which the application of modeling, simulation, and analysis might be improved for current and future operations. RAND identified four broad categories of decisions: force protection, logistics, campaign assessment, and force structuring. Modeling, simulation, and analysis were most effective in supporting force protection and logistics decisions, and least effective in supporting campaign assessment and force structuring

    Abstract: The U.S military services have traditionally used a tiering system, including education credentials such as high school diplomas, in combination with Armed Forces Qualification Test (AFQT) scores to help gauge the likelihood of a recruit persevering through his or her first term of service. But what about less traditional credentials, such as diplomas earned through homeschooling and distance learning? The Office of the Under Secretary of Defense (Personnel and Readiness) asked RAND to examine whether its current education-credential tiering policy is still useful in predicting first-term attrition. The authors examined attrition rates at 12, 24, and 36 months of service for all enlistees from 2000 through 2011. Using statistical regression techniques, they compared attrition rates for those with distance learning or homeschool credentials to those of high school diploma holders, after controlling for other observable population differences. Overall, the analyses support current tiering policy classifying homeschool diplomas as Tier 1 if a recruit's AFQT score is 50 or higher (i.e., they are treated the same as high school diploma holders) or Tier 2 if a recruit's AFQT score is lower than 50. The results also support classifying distance learning credentials as Tier 2 regardless of AFQT score

    Abstract: While the Department of Defense supports more than 200 psychological health and traumatic brain injury programs, it lacks an approach and process to systematically develop, track, and assess the performance of this portfolio of programs. Further, there is not yet a uniform approach to decisionmaking around program support and expansion of particularly promising, evidence-based programs. This lack of centralized oversight may result in the proliferation of untested programs that are developed without an evidence base; an inefficient use of resources; and added cost and administrative inefficiencies. RAND researchers developed a potential model and tools to support a centralized, systematic, and ongoing process to help in making decisions around continued program support, and by which expansion can be facilitated. This report includes two tools. The first is a Program Abstraction Form, which collects relevant background information from programs and asks explicitly about program effectiveness and the design of the program evaluation used to assess program effectiveness, as a poor evaluation design may lead to incorrect conclusions about the effectiveness of the program. The second is the RAND Program Expansion Tool, which provides a standardized summary of the quality and outcome of a program evaluation. The focus of these tools is on decisionmaking around program expansion, and does not preclude or address initial funding decisions of particularly promising new programs that may not yet have a solid evidence base

    Abstract: Since 2001, U.S. military forces have been engaged in extended conflicts in Iraq and Afghanistan. While most military personnel cope well across the deployment cycle, the operational tempo may raise the risk of mental health problems, such as post-traumatic stress disorder (PTSD) and major depression, and consequences from traumatic brain injury (TBI). To support servicemembers and their families as they cope with these challenges, the U.S. Department of Defense has implemented numerous programs addressing biological, social, spiritual, and holistic influences on psychological health along the resilience, prevention, and treatment continuum that focus on a variety of clinical and nonclinical concerns. As these efforts have proliferated, evaluating their effectiveness has become increasingly important. To support the design and implementation of program evaluation, RAND developed the RAND Online Measure Repository (ROMR) which indexes and describes measures related to psychological health and TBI. The ROMR is a publicly accessible, online, searchable database containing 171 measures related to psychological health and TBI. This report describes the rationale for developing the ROMR, the content included in the ROMR, and its potential in both civilian and military populations. The ROMR includes information about measure domains, psychometrics, number of items, and costs, which can inform the selection of measures for program evaluations. Included measures address domains of primary importance to psychological health (PTSD, depression, anxiety, suicidal ideation, and resiliency) and TBI (cognition, executive functioning, and memory).     Abstract: The five U.S. Department of Defense (DoD) Regional Centers for Security Studies have been helping partner nations build strategic capacity for almost 20 years. However, recent DoD budget constraints have put pressure on the regional centers (RCs) to increase efficiency. The Office of the Secretary of Defense (OSD) asked RAND to conduct a study on the overall impact of the RCs, their effectiveness in advancing DoD policy priorities, the ways in which they assess their programs, and ways in which they could improve their impact and efficiency and the resulting outcomes. The RAND study team found that centers have had great success at the missions they have undertaken. They are high-impact components of U.S. security cooperation and engagement efforts, despite their relatively small budgets. The team identified 24 ways in which the centers advance U.S. interests, including building partner capacity, building relationships, fostering pro-U.S. outlooks, offering unique opportunities for engagement, and promoting regional dialogue that reduces tensions. However, RCs should improve impact-oriented data collection and analysis for improved assessment, methodically collecting such data over time. OSD and the combatant commands should improve their oversight and management of the RCs to ensure alignment with department- and theater-level objectives. In addition, OSD should maintain the RCs' focus on regional security challenges rather than refashioning them to address specific threats. Options to consider for greater impact include evaluating the balance between core residential courses and in-region workshops and determining whether and to what extent the centers should develop customized programs for DoD components so as to secure funds beyond the core budget they receive from OSD

Older recruits tend to reenlist and receive promotions at greater rates than their younger peers. Among those surveyed, recruits who enlisted later were more concerned about the domestic job market and less concerned about external factors, such as opposition from family and friends. Since the advent of the all-volunteer force, little attention has been paid to high school graduates who do not enlist immediately after graduation, primarily those who seek employment in the private sector of the economy. However, over time, this group has made up a significant and increasing portion of total enlistments. However, since 2005, the majority of the Army's recruits has not joined directly out of high school but has instead made the decision to join at a later time. Why these recruits initially chose not to join when they had the opportunity after graduating from high school and why they changed their minds several years later and enlisted are the subjects of this report. Given the importance of older recruits to the Army, the authors examine what is known about these recruits, their performance during military service, and why they came to join the Army after first choosing another postsecondary path. The results of a survey of 5,000 Army recruits designed to answer this question are presented. Finally, the implications of the survey results are discussed, along with suggestions of ways to gain additional insights by tracking this survey cohort through their Army careers

Baseline data are weighted to be representative of married service members who were eligible to deploy sometime between June 1, 2012, and December 31, 2012. As proliferator nations acquire ballistic and cruise missiles for this purpose, it will be important to establish effective measures to counter WMD attacks. This research was designed to assist U.S. agencies charged with generating policies to discourage the proliferation of WMD and cruise missile delivery systems, thereby strengthening deterrence. Specifically, it recommends controls on potential exports of penaid-related items according to the structure of the current international policy against missile proliferation, the Missile Technology Control Regime. The recommendations account for 18 classes of such items and are based on structured interviews with government and nongovernment experts, as well as an independent technical assessment to develop a preliminary characterization of the technologies and equipment most critical to the emerging penaid threat. The project also brought together a selected group of experts to participate in a workshop to review the initial characterization of penaid technologies and equipment

Negotiations between the United States and the group that sheltered al-Qaeda would have been unthinkable 12 years ago, but the reality is that a negotiated settlement in Afghanistan is one of several possible end games under the current U.S. withdrawal plan. Negotiating an end to an insurgency can be a long and arduous process beset by false starts and continued violence, but a comprehensive review of historical cases that ended in settlement shows that these negotiations followed a similar path that can be generalized into a "master narrative." This research examines 13 historical cases of insurgencies that were resolved through negotiated settlement in which neither side (insurgents or counterinsurgents) unambiguously prevailed. Taken together, these cases reveal that the path to negotiated settlement generally proceeds in seven steps in a common sequence.     Abstract: This report summarizes a selection of the defense acquisition literature from the 1960s to the present on potential sources of prolonged acquisition cycle times and schedule growth, as well as potential opportunities for improvement. It presents the range of possible causes of schedule-related problems and various recommendations cited for improving schedules by various authors and organizations. This report does not provide critical analysis or an assessment of the strengths or weaknesses of the claims made in the literature. Rather, it provides a starting point for further research or consideration by government acquisition professionals, oversight organizations, and the analytic community. We identified the following reasons for schedule delays in the literature: (1) the difficulty of managing technical risk (e.g., program complexity, immature technology, and unanticipated technical issues), (2) initial assumptions or expectations that were difficult to fulfill (e.g., schedule estimates, risk control, requirements, and performance assumptions), and (3) funding instability. The most commonly cited recommendations for reducing cycle time and controlling schedule growth in the literature are strategies that manage or reduce technical risk. Some of those recommendations include using incremental fielding or evolutionary acquisition strategies, developing derivative products (rather than brand-new designs), using mature or proven technology (i.e., commercial, off-the-shelf components), maintaining stable funding, and using atypical contracting vehicles

The Geographic Combatant Commanders, in accordance with guidance received from the President and Secretary of Defense, generate requests for unplanned activities and operations, sometimes in response to unanticipated events. Such events fall outside planned and programmed activities, creating validated operational support requirements that are unfunded and/or unbudgeted. Each time this occurs, it leads to prolonged negotiations to work out funding responsibility disputes among a variety of stakeholders to secure the funding necessary to execute the new requirement. SOCOM's Global SOF Network (GSN) envisions increased use of SOF, which would further increase the frequency of such disputes and could be hindered by current funding processes, motivating the research conducted to produce this report. If the President and Congress agree to expand the use of SOF as described by the GSN concept, it would be necessary to increase the flexibility of funding available for validated but unfunded operations. To increase the effectiveness of SOF, the Department of Defense needs funding solutions that are responsive to global events while enabling effective financial stewardship that satisfies the needs of all stakeholders

In 2009, the Assistant Secretary of Defense for Health Affairs asked the RAND National Defense Research Institute to develop a comprehensive catalog of existing programs sponsored or funded by DoD to support psychological health and care for TBI, to create tools to support ongoing assessment and evaluation of the DoD portfolio of programs, and to conduct evaluations of a subset of these programs. This report describes RAND's assessment of an Air Force program, Airman Resilience Training (ART), a psychoeducational program designed to improve airmen's reactions to stress during and after deployment and to increase the use of mental health services when needed. ART was initiated in November 2010, replacing a previous program named Landing Gear, which had been in place since April 2008. The RAND study took place from August 2011 through November 2011. All governments fear rolling black-outs and their economic consequences, especially in economies increasingly based on digital technologies. Over the last two decades, the development of markets for power has produced cost reduction, technological innovation, increased cross border trade and assured a steady supply of electricity. Now, IEA countries face the challenge of maintaining security of electricity supply during the transition to low-carbon economies. Low-carbon policies are pushing electricity markets into novel territories at a time when most of the generation and network capacity will have to be replaced. Most notably, wind and solar generation, now an integral part of electricity markets, can present new operating and investment challenges for generation, networks and the regional integration of electricity markets. In addition, the resilience of power systems facing more frequent natural disasters is also of increasing concern. IEA ministers mandated the Secretariat to work on the Electricity Security Action Plan (ESAP), expanding to electricity the energy security mission of the IEA. This paper outlines the key conclusions and policy recommendations to "keep the lights on" while reducing CO 2 emissions and increasing the efficiency.

    Abstract: El Programa de Evaluaciones del desempeño ambiental de la OCDE proporciona valoraciones independientes de los avances de cada país en el cumplimiento de los compromisos de sus políticas ambientales nacionales e internacionales y realiza las recomendaciones pertinentes sobre esas políticas. Las evaluaciones se llevan a cabo para promover el aprendizaje mutuo, para fortalecer la rendición de cuentas de los gobiernos ante otros gobiernos y ante los ciudadanos y para mejorar el desempeño ambiental de los países, tanto de forma individual como colectiva. Las evaluaciones se apoyan en una amplia gama de datos económicos y ambientales. Cada ciclo de las Evaluaciones del desempeño ambiental abarca a todos los Estados miembros de la OCDE y a países socios seleccionados. Las evaluaciones más recientes son, entre otras, las de Sudáfrica (2013), Austria (2013), Italia (2013) y México (2013).Este informe corresponde a la primera evaluación del desempeño ambiental de Colombia.     Abstract: Having been hit hard by the global crisis, the Portuguese government has taken action to put its economy back on track, and to correct external and budgetary imbalances. Public finances have strengthened, and the current account deficit has closed on the back of gains in competitiveness and improvements in export performance. Portugal has also been able to reduce income inequality and relative poverty, a major accomplishment during a severe crisis with record levels of unemployment. As Portugal successfully exits the EU-IMF-ECB-supported programme and emerges from recession, it is more important than ever to build on these achievements. At the request of the Portuguese authorities, the OECD has carried out an assessment of the impact of the reforms implemented to date on the economy’s longer-term growth outlook. The analysis is based on OECD indicators of the restrictiveness of Product Market Regulation (PMR) and the strictness of Employment Protection Legislation (EPL). It updates the OECD report Portugal: Reforming the State to Promote Growth, published in 2013. According to the OECD’s Going for Growth exercise, Portugal is among the OECD countries with the best recent track record of responsiveness to structural reform recommendations. The reforms undertaken since 2009 to promote competition in product markets and enhance the dynamism of the labour market are expected to raise productivity and potential GDP by at least 3.5% by 2020.

    Abstract: The report New insights from TALIS 2013: Teaching and learning in primary and upper secondary education (OECD, 2014a) presents an overview of teachers and teaching in primary and upper secondary education for a sample of countries that participated in the OECD Teaching and Learning International Survey (TALIS) in 2013. Women represent the majority of the teaching workforce for most countries at all levels of education. Despite this and the fact that most principals are former teachers, significantly fewer principals are women at all education levels. Primary teachers tend to work in schools where principals report material and personnel shortages that hinder the delivery of quality education more often than upper secondary teachers. Moreover, schools with high proportion of socio-economically disadvantaged students face greater shortages in terms of key resources in many countries. This further exacerbates the already-challenging circumstances for teachers and students.
