    Abstract: Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years.     Abstract: The German vocational education and training (VET) system is admired around the world for its ability to prepare young people for skilled employment. In Germany, VET smooths transitions into work and is closely aligned with labour market demand. This report focuses on an unprecedented test of the German VET system: how to respond to the significant increase in migrants who arrived in the country in 2015-16. The study explores both the opportunities and the challenges presented by migration. Germany has already devoted significant attention to VET as a mechanism for enabling integration – and for good reason. Work-based learning assists integration because it demonstrably gives learners skills that employers want in real-world settings. The report assesses the barriers faced by learners in their journeys into and through VET, exploring how such challenges can be addressed. In addition, the study looks at system-wide issues in relation to how VET provision and integration policy is governed. Lastly, it explores opportunities for increased flexibility in the German VET system of relevance to all youth at risk of not succeeding in VET. In responding to migrant needs, German VET can become more inclusive without reducing quality

    Abstract: While Finland's foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland's foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges. It includes a holistic assessment of Finland's integration services - such as the new modular integration training, and the Social Impact Bond - as well as challenges related to settlement, early labour market contact and workplace segregation. An earlier review in the series looked at integration policies in Sweden (2016)

    Abstract: Interrelations between Public Policies, Migration and Development in Georgia is the result of a project carried out by the Caucasus Research Resource Center (CRRC-Georgia) and the OECD Development Centre, in collaboration with the State Commission on Migration Issues (SCMI) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have changed remarkably in Georgia over the last 20 years: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Georgia, the potential of migration is not fully exploited. One explanation is that, despite headway in the field of migration and development through the creation of the SCMI, not all policy makers in Georgia take migration sufficiently into account in their respective policy areas. Georgian authorities therefore need to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country

The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Cambodia, the potential of migration is not fully exploited. One explanation is that migration only appears to a very limited extent in the National Strategic Development Plan. Many policy makers in Cambodia do not sufficiently take migration into account in their respective policy areas. Cambodia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into its National Strategic Development Plan, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country

    Abstract: Close to 3 million people who were born in Morocco lived in OECD countries in 2010/11. To assess the potential that this group represents for the Moroccan economy, this review looks at the distribution of Moroccan emigrants over OECD countries, as well as their age, sex, and educational attainment. It analyses the labour market outcomes of Moroccan emigrants and documents the characteristics of return migrants in Morocco. Moroccan emigrants primarily reside in France, followed by Spain and Italy, where their numbers grew strongly before flows were affected by the economic crisis. Moroccan emigrants have lower educational attainment and less favourable labour market outcomes than native-born persons in destination countries, and many work in low-skill occupations. Those who have returned to Morocco are often retired, but they are also especially likely to become entrepreneurs there

The results of the empirical work confirm that even though migration contributes to development in the Dominican Republic, the potential of migration is not fully exploited. One explanation is that many policy makers in the Dominican Republic do not sufficiently take migration into account in their respective policy areas. The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.     Abstract: Ethnomathematics of Negev Bedouins’ Existence in Forms, Symbols, and Geometric Patterns provokes a journey into the world of Negev Bedouins and attests to the beauty and sophistication of mathematics that occurs naturally in their craftwork, structures, games, and throughout Bedouin life. The major focus is Bedouin women’s traditional craftwork by which they reflect social and cultural activities in their weaving, embroidery, and similar pursuits. Their creations reveal mathematical ideas incorporated in embroidery compositions in repeated patterns of flowers and geometric figures in varying scales. The women use ground staked looms, stabilized by block-stones, to make multi-color, repeating pattern strip-rugs in a process practiced for generations. An image of this appears in the book’s cover photo collage. Bedouin men construct dwellings, tents, desert wells, and such. They and their children play games attuned to sand and other specific desert conditions. These activities of Bedouin women, men, and children require mathematical thinking and strategic reasoning to achieve desired outcomes. The book opens with a narrative of Bedouin history, followed by a brief overview of ethnomathematics, and concludes with discussion about bridging the gap between school mathematics experiences and those outside school. It considers mathematically problematic situations embedded in Bedouin sociocultural heritage likely to appeal to teachers for use with school students. Numerous photographs document the examples of Bedouin ethnomathematics. They are the subject of considerable analysis and appear throughout the book

    Abstract: Once hanging static in a wardrobe or folded away in a trunk, in recent times clothes have found themselves thrown into the spotlight. The crowds that are drawn to large scale fashion exhibitions staged with increasing frequency in galleries and museums around the world offer glimpses into the meaning that we attach to these items of clothing. Apart from their aesthetic value, clothes have the ability to evoke issues of identity, of the relation of self to body and self to the world. We are able to find ourselves through the experiences of delving into our wardrobes and remembering. Clothes are thus layered with meaning since they have the power to act as memory prompts. Woven into their fabric are traces of past experiences; stitched into their seams are links to people we have loved and lost. Viewed as visual objects, clothing is not frivolous, flippant or foolish. In telling and talking about clothes, we reveal much about ourselves, our lives and the experiences that we drape around our bodies. Whether bought or handmade, passed down or reconstructed, clothes help us to construct meaning as we remember those things in our lives that matter

    Abstract: This publication highlights how immigrants and their children are integrating into OECD societies, judging their progress against key indicators. Many areas are considered (material living conditions, health, education, labour market, civic engagement) as integration is a multi-dimensional issue. Measures of outcomes, as well as of progress made over the past decade, are presented in comparison with outcomes of a reference group (the population born in the country of residence). Three series of questions are addressed: 1) To what extent does the average performance of immigrants differ from that of the native-born?; 2) Can these differences be explained by structural effects (different distributions by age, educational level, etc.)?; 3) How has integration record evolved over the past decade? An introductory chapter provides a detailed description of the populations under review (foreign-born persons and households, as well as native-born offspring of immigrants). The final chapter gives an overview on discrimination issues, as this is one possible source of persistent disadvantages of immigrants and their children.

    Abstract: Athabascas Going Unmanned is set in a youth offender jail in Alberta, Canada and tells the story of three incarcerated youth and the corrections staff who work with them. The story centres on an escape plot hatched by the inmates and ultimately examines the needs of incarcerated youth and the prospects for offering them programming with transformative potential. Based on extensive research with at-risk youth and incarcerated youth, the play addresses a range of real-world issues with sociological, criminal justice, policy and educational implications. Moreover, issues of race and ethnicity feature prominently. The play raises many challenging issues at the level of fantasy and imagination in order to draw attention to and elicit discussion around these controversial issues. As a means of disseminating the research, ethnodrama aims to engage a more diverse audience and engender empathic understandings of the experiences of incarcerated youth leading to more constructive attitudes regarding their needs, with the potential for radically re-envisioning social relations. The book is an ideal supplemental text for courses in education, sociology, criminology/ criminal justice, theatre arts and arts-based research. The fictionalized format invites readers to engage with complex questions without relying on an authoritative text that closes off meaning-making. Rather, readers are invited into the meaning-making process as they engage with the play and its alternative endings. Diane Conrad is Associate Professor of Drama/Theatre Education in the Department of Secondary Education at the University of Alberta. The research upon which the play is based, in 2006, was awarded the Social Sciences and Humanities Research Council of Canada Aurora Prize recognizing a new researcher building a reputation for exciting and original research in the social sciences or humanities.

    Abstract: The potential of diasporas as a source of economic and social development in origin countries and whether diasporas could help foster development depend on their characteristics, such as size, composition, skill levels and degree of concentration, but also on the degree of integration into the destination countries and the economic, political and social environment in origin countries. Governments of origin and destination countries can indeed facilitate the involvement of diasporas, by supporting networks, by facilitating communication channels with the country of origin, by creating an enabling environment, or – more directly – by easing skill mobility and use. In this regard, the capacity to characterise the profile of diasporas is instrumental. This joint OECD/AFD publication includes 140 country notes summarising diaspora sizes, including the number of children of migrants born in the destination countries; the characteristics of emigrant populations (gender, age, education, labour market outcomes); the numbers and main destinations of international students; recent migrant flows to OECD countries; and information on the desire to emigrate of different population groups. The country note information is grouped into six regions: Asia and Oceania; Latin America and the Caribbean; OECD countries; Non-OECD Europe and Central Asia; Middle East and North Africa; and Sub-Saharan Africa. The situation in each region is introduced by a separate chapter, which looks at historical migration trends, the main characteristics of diasporas originating from the region, and likely future developments and challenges.

    Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises. Equal access to finance for male and female entrepreneurs needs to be assured

(p.85) This book calls for a re-thinking of practice and research with children in the helping professions. In the context of today{u2019}s fast world with its requirement for order and precision, the practice of working with children is imbued with ethical dilemmas which practitioners may or may not be aware of. It is important for the practitioner to feel suspended in uncertainty before taking action. In terms of research, the complexity of what is explored is reflected in the complexity of the research method. In a parallel writing, this uncertainty is a central theme in practice through the narrative of three stories of the author{u2019}s involvement with children referred for support.     Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

    Abstract: Education is vital for economic success, both at the national and the individual level. But education also has significant social effects. This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so? This publication draws on findings from 13 OECD countries (Austria, Flemish Belgium, Canada, Japan, Luxembourg, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, the United Kingdom [England and Scotland] and the United States) to provide new models and insights into these important contemporary issues.

    Abstract: Across the OECD, attention is focusing increasingly on what has been dubbed the "digital divide" - a term that refers to the gaps in access to information and communication technology (ICT). The stakes are high, as ICT is now integral to the social fabric and is the catalyst for "new economies" to emerge. Exclusion threatens the ICT "have-nots", whether individuals, groups or entire countries. Political awareness of the stakes at issue grows sharply, as indicated by the prominence of the digital divide in G-8 discussions. Education and learning lie at the heart of these issues and their solutions. They are the lifeblood of our 21st century knowledge societies, and ICT is critical to them. The gaps that define the "learning digital divide" are thus as important as the more obvious gaps in access to the technology itself. Learning is central in the still more fundamental sense that the machines and equipment are useless without the competence to exploit them. Nurturing this competence is in part the job of schools and colleges, in part dependent on the learning that takes place throughout life in homes, communities, and workplaces. This volume meets an important need in the contemporary international literature on education policy, lifelong learning, and economic and social development. It presents analysis of the "learning digital divide" in different countries - developed and developing - and the policies and specific innovations designed to bridge it. The evidence shows that ICT can be the solution to inequalities rather than their cause - digital diversity and opportunity rather than digital divide.
