    Abstract: Eine zentrale Idee eines kompetenzorientierten Mathematikunterrichts ist die Unterstützung Lernender beim Aufbau mathematischer Modellierungskompetenzen zur Bearbeitung realitätsbezogener Probleme. Maike Hagena geht davon aus, dass die Bearbeitung eines Modellierungsproblems aus theoretischer Sicht immer auch eine Auseinandersetzung mit Größen erfordert. Die Autorin analysiert daher empirisch den Einfluss von Größenvorstellungen auf den Erwerb von Modellierungskompetenzen angehender Mathematiklehrkräfte. Ihre Ergebnisse zeigen eindrucksvoll, welche Auswirkungen bereits eine kurze Intervention mit dem Inhalt Größen auf den Erwerb von Größenvorstellungen und Modellierungskompetenzen hat, und Hochschullehrende erhalten gleichzeitig eine Vorlage, um diese Thematik mit ihren Studierenden zu vertiefen.     Abstract: Fabian Hoya überprüft am Beispiel des Leseunterrichts der Grundschule, ob das von Lehrkräften erteilte Feedback kompatibel zur Wahrnehmung von Schülerinnen und Schülern ist.     Abstract: This book offers a comprehensive examination of the theory, research, and practice of the use of digital games in second and foreign language teaching and learning (L2TL). It explores how to harness the enthusiasm, engagement, and motivation that digital gaming can inspire by adopting a gameful L2TL approach that encompasses game-enhanced, game-informed, and game-based practice.     Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

    Abstract: "This paper considers the social value of anonymity in online university student communities, through the presentation of research which tracked the final year of life of the social media application Yik Yak. Yik Yak was an anonymous, geosocial mobile application launched in 2013 which, at its peak in 2014, was used by around two million students in the US and UK. The research we report here is significant as a mixed method study tracing the final year of the life of this app in a large UK university between 2016 and 2017. The paper uses computational and ethnographic methods to understand what might be at stake in the loss of anonymity within university student communities in a datafied society. Countering the most common argument made against online anonymity – its association with hate speech and victimisation – the paper draws on recent conceptual work on the social value of anonymity to argue that anonymity online in this context had significant value for the communities that use it. This study of a now-lost social network constitutes a valuable portrait by which we might better understand our current predicament in relation to anonymity, its perceived value and its growing impossibility."

    Abstract: This literature review examines the research on early childhood education and care (ECEC) leadership and how leaders impact process quality in ECEC settings. Process quality refers to interactions and relationships between and among children and ECEC staff, and is a strong predictor of children’s learning, development and well-being. Research suggests that leadership plays a central role in improving and sustaining process quality in ECEC settings. This literature review presents findings about: 1) the functions, roles and structures of leadership in ECEC settings, 2) factors that may support or hinder leadership and its effectiveness, 3) working conditions and professional development for staff, and 4) how these factors might impact process quality. The results suggest that supports for ECEC leadership may be needed to strengthen areas such as leadership recruitment, preparation and professional development, credentialing and compensation, job design and further research.

    Abstract: Within OECD countries, Sweden has historically welcomed large numbers of migrants, in particular migrants seeking humanitarian protection. Since 2015, this large influx of new arrivals with multiple disadvantages has put a well-developed integration system under great pressure and highlighted a number of challenges for education policy given current institutional frameworks. PISA 2015 shows that immigrant students fare considerably worse than native students in terms of academic and well-being outcomes also after accounting for differences in social-economic background. The OECD has identified four priority areas for Sweden for closing the gap between immigrant and native students: (1) Facilitating the access of immigrants to school choice, (2) Building teaching capacity, (3) Providing language training and (4) Strengthening the management of diversity. The findings in this Spotlight Report are based on existing OECD work in the area of immigrant integration in education, OECD and national data, a questionnaire on the range of policies and practices in Sweden and good practice examples for the integration in the education system in peer-learner countries and regions [Austria, Germany, the Netherlands and North America (Canada and the United States)], which were identified of particular relevance for Sweden. The report also includes policy pointers on what policies and practices Sweden could adopt to respond to the current integration challenges in the four priority areas.

It is possible to “pay” for this increase by compensating with one of the other factors influencing the salary cost of teachers: lower teachers’ salaries, less required instruction time for students or more teaching time for teachers. Across OECD countries there seems to be a trade-off between smaller class sizes and higher teachers’ salaries, thus prompting the question of which policy leads to the best student outcomes. The evidence points to the importance of ensuring high-quality teaching above all else. Although higher salaries can help achieve that, several other factors will also influence the quality of the teaching force and of the country’s educational system as whole.

The paper argues that in order to fulfil the growing expectations teachers face, they need to be equipped with relevant knowledge, capabilities, dispositions, values and skills, such as knowledge and understanding of diversity issues, reflectivity about identities, perspectives and practices, teacher agency and autonomy, empathy, and pedagogical judgement and tact. The paper suggests that responsive teacher education should integrate diversity into the curriculum, approach diversity as an asset, link theory and practice, create spaces for action, reflection, study and anticipation in handling diversity, and incorporate relevant technologies for innovative teaching.

    Abstract: Prepared for a Centre for Educational Research and Innovation (CERI) Strategic Education Governance Learning Seminar, this working paper analyses the functioning of accountability mechanisms in the Flemish school system from a complexity perspective, particularly accountability of equity funding in primary and secondary education. The paper shows that accountability mechanisms are not highly developed, specifically to the Flemish government and to the public. As a result, it proved hard to examine if resources were used effectively and efficiently. The paper argues that a long-term perspective and step-by-step approach is needed to create a culture of evaluation and accountability. It is emphasised that a long-term strategy should start with building horizontal and more specifically professional accountability mechanisms, based on a clear picture of how accountability relates to the overall aims and vision of education. The paper suggests furthermore to strengthen the use of knowledge, both tacit knowledge among others from students, as well as knowledge from research.

    Abstract: Large-scale surveys such as the Programme for International Student Assessment (PISA), the Teaching and Learning International Survey (TALIS), and the Programme for the International Assessment of Adult Competences (PIAAC) use advanced statistical models to estimate scores of latent traits from multiple observed responses. The comparison of such estimated scores across different groups of respondents is valid to the extent that the same set of estimated parameters holds in each group surveyed. This issue of invariance of parameter estimates is addressed in model fit indices which gauge the likelihood that one set of parameters can be used across all groups. Therefore, the problem of scale invariance across groups of respondents can typically be framed as the question of how well a single model fits the responses of all groups. However, the procedures used to evaluate the fit of these models pose a series of theoretical and practical problems. The most commonly applied procedures to establish invariance of cognitive and non-cognitive scales across countries in large-scale surveys are developed within the framework of confirmatory factor analysis and item response theory. The criteria that are commonly applied to evaluate the fit of such models, such as the decrement of the Comparative Fit Index in confirmatory factor analysis, work normally well in the comparison of a small number of countries or groups, but can perform poorly in large-scale surveys featuring a large number of countries. More specifically, the common criteria often result in the non-rejection of metric invariance; however, the step from metric invariance (i.e. identical factor loadings across countries) to scalar invariance (i.e. identical intercepts, in addition to identical factor loadings) appears to set overly restrictive standards for scalar invariance (i.e. identical intercepts). This report sets out to identify and apply novel procedures to evaluate model fit across a large number of groups, or novel scaling models that are more likely to pass common model fit criteria.

In particular, Sustainable Development Goal 4 stresses the importance of providing equitable access to education and lifelong learning opportunities that lead to effective learning outcomes. It also emphasises the need to adapt the content of education to include relevant topics such as human rights and gender equality. The challenge, however, remains to collect quality and comparable data to monitor the wide range of Sustainable Development Goal 4 indicators. With the 2030 deadline in view, OECD countries can play an important role in pushing strongly for the collection of more and better quality data and developing the methodologies to assess education systems in OECD countries and beyond.

    Abstract: The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), used computers as the main assessment deliver platform. This enabled the Programme to collect data not only on whether respondents were able to solve specific tasks, but also on how they approached the problems at hand and how much time they spent on them. This paper draws on this information to characterise individuals’ problem-solving strategies using the longest common subsequence (LCS) method, a sequence-mining technique commonly used in natural language processing and biostatistics. The LCS is used to compare the action sequences followed by PIAAC respondents to a set of “optimal” predefined sequences identified by test developers and subject matter experts. This approach allows studying problem-solving behaviours across multiple assessment items.

    Abstract: A rise in non-standard work in many countries and an increased fragmentation of worker careers have created new challenges for training policies at a time when structural transformation is creating a need for both re- and up-skilling. Individual learning accounts have received renewed attention from policy makers, due to their ability to make training rights “portable” from one job or employment status to another. This report examines past and existing individual learning accounts and other individual schemes to finance training, based on a review of the existing literature as well as six new case studies commissioned by the OECD: The Upper Austrian Bildungskonto, the French Compte Personnel de Formation, the Scottish Individual Learning Accounts/Individual Training Accounts, the Singapore SkillsFuture Credit, the Tuscan Carta ILA, and the Individual Training Accounts in Michigan and Washington in the United States. The report takes stock of these experiences and identifies the advantages and disadvantages of such schemes, as well as the key trade-offs and questions to consider in designing a successful scheme, including targeting, funding, participation of under-represented groups and quality issues.

    Abstract: Children in the 21st century are avid users of technology - more so than generations past. This rise in use has led to much attention on the consequences of technology use, and how this impacts children’s brains and their socio-emotional, cognitive and physical development. Much of the research in these fields, especially brain-based research, is in its infancy. Furthermore, it often shows very small correlations between technology use and child outcomes; whether technology causes these outcomes is unclear, and small effect sizes bring questions about real-life implications for children. Despite these issues, policy-makers in various countries have set guidelines for technology use in children, which are often restriction-focused. This paper explores some of the literature on the effects of technology use on children in terms of their brain, cognitive, socio-emotional and physical development, and summarises what is clearly demonstrated in the literature. It also highlights where more quality research is needed to better understand the impact of technology on children, and support the development of effective, evidence-based guidelines.

    Abstract: During the past century, access to education increased in countries all over the world. Up until the early decades of the 20th century, people attended school for only a few years. Towards the end of the century, adults in high-income countries completed 12 years of schooling, on average. Today in OECD countries, a larger share of the population than ever before completes tertiary education. For many, especially socio-economically disadvantaged students whose parents had attained only low levels of education, this expanded access to education has led to upward educational mobility – attaining a higher level of education than their parents did. But just as economic growth does not necessarily reduce income inequality, so the expansion of access to education does not automatically result in greater equity in educational attainment. For that to happen, disadvantaged students need to benefit as much as or more than advantaged students. A recent PISA report, Equity in Education, explores how upward educational mobility has changed over recent decades. It finds that, despite the expansion of access, socioeconomic disparities in the completion of tertiary education remain large. However, the report also shows that when students with low-educated parents perform at high levels by age 15, as measured by PISA, their chances of completing tertiary education improve considerably.

    Abstract: The recent refugee crisis has put many OECD countries under considerable pressure to accommodate and integrate large numbers of refugees. Refugee students are a particularly vulnerable group due to their forced displacement, but their needs are not always met by education systems, which can hinder the integration potential of these students. This poses considerable challenges as the integration of refugee students in education systems is important for their academic outcomes as well as their social and emotional well-being. The success (or lack of) integration in schools can also affect the future labour market and social integration potential of these children and youth. While there is a growing body of research on the integration of immigrants, policy-relevant research on refugee children and youth from an educational perspective is rather limited, fragmented and case specific. Detailed surveys and research projects focusing on the current wave of refugees that allow for cross-country comparisons are not yet available. Drawing on research from previous refugee waves, the paper examines key needs of refugee students and factors that promote their integration. It proposes a holistic model of integration in education that responds to the learning, social and emotional needs of refugee students. Furthermore, the paper examines what type of policies and practices are in place in OECD countries that support the integration of refugee students. Nonetheless, evaluations of practices and policies are often missing, which makes it difficult to assess whether they are successful. The paper finishes with some policy pointers on how to promote the integration of refugee students.

By doing so, they might gain new friends and help their child’s academic career; but more crucially, they may contribute indirectly to the common good of the school – by reinforcing the norms of behaviour at school, spreading important information, generating trust and/or connecting the school with the wider community. PISA asked parents from the 18 countries and economies that chose to distribute the parent questionnaire how many of their child’s school friends they know by name and how many of their parents they know. In schools where parents know their children’s friends and their families, students are more likely to develop their skills, improve their attitudes towards collaboration, and feel happier and safer at school.

    Abstract: Every three years, the education community around the world eagerly awaits the release of the latest results from PISA. In addition to student proficiency in reading, mathematics and science, this December will see the publication of results on equity in education systems, school climate and students’ well-being. PISA rotates the main subject of assessment every three years, and the PISA 2018 assessment, like the PISA 2000 and 2009 assessments, focused on reading. The PISA definition of reading literacy has remained much the same over this period; in 2018, it can be summarised as understanding, using, evaluating, reflecting on and engaging with texts in order to achieve one’s goals, to develop one’s knowledge and potential, and to participate in society. But how people read has changed since 2009. Reading now involves not only the printed page but also electronic formats. This has led to a proliferation in the amount of text encountered every day, making it all the more important that students be able to discern between fact and opinion, and navigate through different sources of text in order to construct meaning.

One question in search of an answer: why are women under-represented in science, technology, engineering and mathematics (STEM) professions? Using data from the Program for International Student Assessment (PISA), Gijsbert Stoet and David Geary examined the nature of the gender gap in STEM fields. The authors analysed data from 67 countries and economies participating in the 2015 cycle of PISA; these data were supplemented by country-level indicators on gender equality (the Global Gender Equality Index) and the proportion of women graduating in a STEM field. Their analysis yielded an interesting result.

    Abstract: This report assesses well-being in the four largest urban agglomerations of the province of Córdoba and provides policy recommendations to strengthen regional development practices, and ultimately improve people’s well-being. Using around 30 statistical indicators, the report analyses the performance of Córdoba’s agglomerations in 12 well-being dimensions in comparison with 391 regions of 36 OECD countries and 98 regions of Brazil, Peru, Colombia and Costa Rica. The report also documents the well-being inequalities between Córdoba’s four agglomerations and suggests three priorities areas which the province should focus on to tackle well-being challenges: i) Ensure that well-being indicators guide future decision-making; ii) Continue strengthening and modernising the provincial statistical system to expand the evidence-base; and, iii) Strengthen governance arrangements for more effective, efficient and inclusive regional development policy outcomes.

    Abstract: Recent decades have revealed a gap between promises and realities of accountability in education governance, as well as further afield. Despite efforts identifying and analysing cautionary tales of accountability interventions, a systematic approach to support progressive improvements for managing accountability in complex education systems is yet to be widely adopted. This review of the interdisciplinary literature leverages the complexity paradigm to address the extant lack of clarity in theory and practice surrounding accountability. Central to this are recent research efforts that embrace accountability’s foundations as a relational exchange of accounts. The approach enables distancing accountability from misconceptions arising from its patchy track record in practice and the rhetorical usage of the term. The review discusses implications for understanding and managing accountability within contemporary strategic governance. In such an environment, this means rethinking the management of accountability stresses by practitioners as a new normal to be grappled with – and where possible attenuated – rather than the object of tractable solutions, as has been mistakenly conceived in the past.

    Abstract: Chile is now working to develop stronger integration processes after being largely unprepared for the influx of immigrants who arrived in recent years. In the education sector, evidence suggests important differences in the academic and well-being outcomes between students with an immigrant background and native Chilean students. While available data on immigrant students in Chile is limited, these disparities highlight the need to reflect on the types of policies that can reverse emerging gaps, advance the educational and long-term success of students and promote social cohesion. As such, the Ministry of Education invited the OECD Strength through Diversity project to develop this Spotlight Report, which examines four policy priorities regarding the inclusion of immigrant and refugee students in the country: (1) School choice and segregation; (2) Language training; (3) Capacity building; and (4) Inclusive education. The findings of this report reflect existing OECD work on education policy in Chile and in the area of migration policy. The report also draws on national data, questionnaire results on policies and practices implemented in Chile to support the educational achievement and socio emotional well-being of immigrant students and examples of policies and practices in peer-learner countries and regions that were collected through desk based research (notably from Australia, Canada, the Netherlands, Sweden and the United States). Finally, interviews conducted by the OECD Strength through Diversity team during a review mission and a stakeholder workshop that took place in Santiago in June 2018 help inform the report.
