This report by the Strength through Diversity project examines how education systems can respond to increasing diversity and foster greater equity and inclusion in education. Based on a holistic framework for studying diversity, equity and inclusion in education, the report examines five key policy areas (i.e., governance; resourcing; capacity building; school-level interventions, and monitoring and evaluation), provides examples of policies and practices, and offers policy advice on promoting more equitable and inclusive education systems.

    Abstract: In light of recent education reforms, Brazil is currently considering a series of changes to the purpose and design of its Basic Education Assessment System (Sistema de Avaliação da Educação Básica, SAEB), which has been a critical source of information about student learning outcomes for the past 30 years. To inform these discussions, the OECD was invited to review a set of policy proposals for reforming the current SAEB so that it more closely aligns with Brazil’s new learning standards and provides data to support a range of education actors - from the classroom to the ministry – in their efforts to raise educational performance and reduce inequalities. The findings from this OECD Review are set out in the below policy perspective.

    Abstract: United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Children’s Fund (UNICEF), the World Bank and the Organisation for Economic Co-operation and Development (OECD) have collaborated in the third round of the Survey on National Education Responses to COVID-19 School Closures, administered by the UNESCO Institute for Statistics (UIS) and OECD to Ministry of Education officials. The questions covered four levels of education: preprimary, primary, lower secondary and upper secondary. While the first two rounds of the survey were implemented during the periods May–June and July–October 2020, respectively, the third round was implemented during the period February–June 2021. In total, 143 countries responded to the questionnaire. Thirty-one countries submitted responses to the OECD (“OECD survey”) and 112 countries responded to the UIS (“UIS survey”). Seven countries responded to both surveys. In these instances, the more complete set responses were used in analysis.

    Abstract: Students in Scotland (United Kingdom) engage in learning through Curriculum for Excellence (CfE), which aims to provide them with a holistic, coherent, and future-oriented approach to learning between the ages of 3 and 18. CfE offers an inspiring and widely supported philosophy of education. Schools design their own curriculum based on a common framework which allows for effective curricular practices. In 2020, Scotland invited the OECD to assess the implementation of CfE in primary and secondary schools to understand how school curricula have been designed and implemented in recent years. This report analyses the progress made with CfE since 2015, building upon several months of observations in Scotland, the existing literature and experiences from other OECD countries. The OECD analysis and recommendations aim to support Scotland as it further enhances CfE to achieve its potential for the present and future of its learners. Just as Scotland’s Curriculum for Excellence was among the pioneers of 21st century learning, its most recent developments hold valuable lessons for other education systems and their own curriculum policies.

Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

    Abstract: In 2020, 1.5 billion students in 188 countries/economies were locked out of their schools. Students everywhere have been faced with schools that are open one day and closed the next, causing massive disruption to their learning. With the coronavirus (COVID-19) pandemic still raging, the disruption to education has extended into 2021 and many education systems are still struggling to ensure learning continuity. The OECD – in collaboration with UNESCO, UNICEF and The World Bank – has been monitoring the situation across countries and collecting data on how each system is responding to the crisis, from school closures and remote learning, to teacher vaccination and gradual returns to in-class instruction. This report presents the findings from this survey, providing an overview of educational responses from OECD member and partner countries 18 months into the COVID crisis.

The OECD Skills Strategy Diagnostic Report makes a number of recommendations that will help sustain this positive momentum including, among others, to: Implement the Alternanza Scuola Lavoro (ASL) by training school principals and teachers to effectively engage employers in the design of work-based learning activities and increase incentives for firms to hire trainees. Expand and improve the quality of professional tertiary education institutions (ITS). Increase overall investment in tertiary education Subsidise training programmes that target low-skilled adults who often face difficulties in accessing such opportunities. Increase public and private investment in skills and improve how they are allocated through monitoring and evaluation. Improve the governance system to ensure that skills polices are aligned and coordinated.

OECD Reviews of Integrity in Education: Ukraine2017aims to support these efforts. The review examines systemic integrity violations in Ukraine. These include: preferential access to school and pre-school education through favours and bribes; misappropriation of parental contributions to schools; undue recognition of learning achievement in schools; paid supplementary tutoring by classroom teachers; textbook procurement fraud; and, in higher education, corrupt access, academic dishonesty, and unwarranted recognition of academic work. The report identifies how policy shortcomings create incentives for misconduct and provide opportunities for educators and students to act on these incentives.It presents recommendations to address these weaknesses and strengthen public trust in a merit-based education system. The audience of this reportis policy makers, opinion leaders and educators in Ukraine.

    Abstract: The structure of education systems varies widely between countries. In order to produce internationally comparable education statistics and indicators, it is necessary to have a framework to collect and report data on education programmes with a similar level of educational content. UNESCO’s International Standard Classification of Education (ISCED) is the reference classification for organising education programmes and related qualifications by education levels and fields. The basic concepts and definitions of ISCED are intended to be internationally valid and comprehensive of the full range of education systems. ISCED 2011 is the second major revision of this classification (initially developed in the 1970s and first revised in 1997). It was adopted by the UNESCO General Conference in November 2011. Prepared jointly by the UNESCO Institute for Statistics (UIS), the OECD and Eurostat, this operational manual provides guidelines and explanatory notes for the interpretation of the revised classification, by each education level. It also includes country examples of programmes and qualifications that have been classified to ISCED 2011. This manual will be useful for national statisticians collecting and reporting data on education to international organisations, as well as for policymakers and researchers interested in better understanding of these data.

The third International Summit on the Teaching Profession, hosted by the Netherlands, the OECD and Education International, brings together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by the OECD Programme for International Student Assessment (PISA), to discuss how teacher quality is defined and what standards are set and by whom; what systems are in place for teacher evaluation and how evaluations are conducted; and how teacher evaluation contributes to school improvement and teacher self-efficacy.

Corruption hinders prosperity, causes long-term damage to societies, and diminishes the efficiency of investment in their human potential. Driven by the insight that corruption in education can undermine even the best of intentions, the Republic of Serbia requested the OECD to assess the integrity of its education system – to collect evidence on shortcomings and strengths, to provide a forecast of corruption incidence, and to identify solutions for closing the gaps. This first of its kind integrity report seeks to give pragmatic answers to these queries and support authorities and stakeholders in taking informed decisions on how to strengthen integrity and prevent corruption in the sector. It uses a novel methodology for assessing the integrity of education systems (INTES) to identify the underlying causes of malpractice, and point out areas in need of attention. The report gives a brief overview of education in Serbia and provides a note on the overall integrity climate in the country (Chapter 1). It moves on to identify issues that affect the capacity of the system to ensure fair access (Chapter 2) and deliver satisfactory quality (Chapter 3), to manage resources and staff diligently and professionally (Chapter 4) and to prevent and detect malpractice and corruption (Chapter 5). Chapter 6 contains the recommendations and suggestions for follow-up.

    Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

The PISA 2003 database includes micro-level data on student educational performance for 41 countries collected in 2003, together with students’ responses to the PISA 2003 questionnaires and the test questions. A similar manual is available for SAS users.

    Abstract: Cet ouvrage vient à point nommé compte tenu de quatre des objectifs de développement préconisés par le Comité d’aide au développement (CAD) de l’OCDE -- à savoir réduire l’extrême pauvreté, universaliser l’enseignement primaire, faire baisser les taux de mortalité infantile et maternelle, et améliorer la situation sanitaire. Ses auteurs montrent que, dans les pays très pauvres, des mesures visant à assurer l’accès de tous aux services d’éducation et de santé sont bien plus profitables aux pauvres que des programmes ciblés plus coûteux. Ils soulignent que la cohérence et la coordination sont des nécessités absolues, afin d’éviter de construire des écoles qui resteront sans professeurs et des dispensaires qui ne pourront être approvisionnés en médicaments. Il faut en outre veiller au réalisme des politiques macro-économiques nationales afin que les secteurs de la santé et de l’éducation ne soient pas privés de ressources. Enfin, les auteurs notent que la qualité de la gestion publique se répercute directement sur l’efficience des dépenses sociales. Cet ouvrage est une référence essentielle pour tous ceux qui sont appelés à intervenir dans la mise en oeuvre de politiques favorables aux pauvres dans les pays en développement et pour les donneurs désireux d'orienter au mieux l'aide au développement international.

    Abstract: This book demonstrates that in the case of very poor countries, policies aimed at universal provision of education and health services benefit the poor significantly more than more expensive targeted schemes. The book draws attention to the absolute need for coherence and co-ordination so that schools are not built without teachers and dispensaries without drugs. Moreover, national macroeconomic policies have to be realistic if the health and education sectors are not to be deprived of resources. Finally, the quality of governance is shown to have a direct effect on the efficiency of social spending.
