The third and final volume in the groundbreaking European Astroculture trilogy, Militarizing Outer Space zooms in on the interplay between security, technopolitics and knowledge from the 1920s through the 1980s. Often hailed as the site of heavenly utopias and otherworldly salvation, outer space transformed from a promised sanctuary to a present threat, where the battles of the future were to be waged. Astroculture proved instrumental in fathoming forms and functions of warfare's futures past, both on earth and in space. The allure of dominating outer space, the book shows, was neither limited to the early twenty-first century nor to current American space force rhetorics

    Kurzfassung: This book is the first study to engage with the relationship between cosmopolitan political thought and the history of global conflicts. Accompanied by visual material ranging from critical battle painting to the photographic representation of ruins, it showcases established as well as emerging interdisciplinary scholarship in global political thought and cultural history. Touching on the progressive globalization of conflicts between the eighteenth and the twentieth century, including the War of the Spanish Succession, the Seven Years’ War, the Napoleonic wars, the two World Wars, as well as seemingly ‘internal’ civil wars in eastern Europe’s imperial frontiers, it shows how these conflicts produced new zones of cultural contact.     Kurzfassung: This edited collection develops a gendered lens for genocide prevention by uncovering socially constructed gender roles which are crucial for the onset, form and prevention of genocide and mass atrocities. It draws on contemporary feminist theory, concepts of masculinity, critical discussions of international law, and in-depth case studies to provide a better understanding of the function of gender at different stages of genocide and mass atrocity processes as well as a basis for more comprehensive strategies for genocide prevention.
    Kurzfassung: An understanding of gender and the ways in which gender is performed is central to achieving effective, long-term, humanist mechanisms for genocide prevention. This book develops the concept of “a gendered lens for genocide prevention,” providing innovative and effective ways in understanding the role of gender in genocide studies, and new tools for policymaking and preventative efforts. A gendered lens for genocide prevention is based on recognizing early warning signs of preconditioned behavior for perpetrating genocide and mass atrocities. While gender has been recognized as a crucial factor in understanding genocide and mass atrocities, most notably in the work of Adam Jones, a specific gendered lens for genocide prevention remains to be lacking in both policy and academia. To provide a framework for a gendered lens for genocide prevention, the authors draw on contemporary feminist theory, concepts of masculinity, critical discussions of international law and in-depth case studies. The authors uncover socially constructed gender roles for the onset, form and prevention of genocide and mass atrocities. The framework is applied to a diverse range of topics, covering historic cases of genocide and its treatment by international law, for instance the Holocaust, the Red Khmer and Rwanda, and also contemporary cases like mass atrocities committed against Yazidis in Iraq and Syria. The book does not attempt to offer a single or particular solution to preventing genocide and mass atrocities, but rather highlights the fact that it is prevention that should be at the forefront of both academic work and political initiatives. The editors propose that any future work on genocide and mass atrocity prevention should involve a better understanding of how gendered roles interact with violence at different stages, and how working with this knowledge can assist prevention efforts.

    Kurzfassung: This volume focuses on the relationship between the media and European democracy, as important factors of EU legitimacy. The contributors show how the media play a crucial role in making European governance accountable, and how it can act as an intermediate link between citizens and their elected and unelected representatives.     Kurzfassung: This book brings together the fields of language policy and discourse studies from a multidisciplinary theoretical, methodological and empirical perspective. The chapters in this volume are written by international scholars active in the field of language policy and planning and discourse studies. The diverse research contexts range from education in Paraguay and Luxembourg via businesses in Wales to regional English language policies in Tajikistan. Readers are thereby invited to think critically about the mutual relationship between language policy and discourse in a range of social, political, economic and cultural spheres. Using approaches that draw on discourse-analytic, anthropological, ethnographic and critical sociolinguistic frameworks, the contributors in this collection explore and refine the ‘discursive’ and the ‘critical’ aspects of language policy as a multilayered, fluid, ideological, discursive and social process that can operate as a tool of social change as well as reinforcing established power structures and inequalities.

    Kurzfassung: This book explores the contours of women's involvement in the Irish Republican Army, political protest and the prison experience in Northern Ireland. Through the voices of female and male combatants, it demonstrates that women remained marginal in the examination of imprisonment during the Conflict and in the negotiated peace process. However, the book shows that women performed a number of roles in war and peace that placed constructions of femininity in dissent. Azrini Wahidin argues that the role of the female combatant is not given but ambiguous. She indicates that a tension exists between different conceptualisations of societal security, where female combatants both fought against societal insecurity posed by the state and contributed to internal societal dissonance within their ethno-national groups. This book tackles the lacunae that has created a disturbing silence and an absence of a comprehensive understanding of women combatants, which includes knowledge of their motivations, roles and experiences. It will be of particular interest to scholars of criminology, politics and peace studies

    Kurzfassung: This book analyses the waves of protests, from spontaneous uprisings to well-organized forms of collective action, which have shaken European cities over the last decade. It shows how analysing these protests in connection with the structural context of neoliberal urbanism and its crises is more productive than standard explanations. Processes of neoliberalisation have caused deeply segregated urban landscapes defined by deepening social inequality, rising unemployment, racism, securitization of urban spaces and welfare state withdrawal, particularly from poor peripheral areas, where tensions between marginalized youth and police often manifest in public spaces. Challenging a conventional distinction made in research on protest, the book integrates a structural analysis of processes of large scale urban transformation with analyses of the relationship between 'riots' and social movement action in nine countries: France, Greece, England, Germany, Spain, Poland, Denmark, Sweden and Turkey

Other analysts have tried to come to grips with this complexity using qualified descriptions of the system such as 'late rentier,' 'pluralized autocracy,' 'tribal democracy,' or 'soft authoritarian.' The authors of the volume use the lens of a transformative state. Qatar is deliberately engaged in a rapid process of radical economic and societal transformation. That process has its contradictions and tensions, particularly with regards to achieving a balance between Islam, social traditions, and modernity. This book explores how it also has a specific policy dynamic of generating ideas and institutions, developing policy and program designs, implementation and coordination

Evren Tok is an assistant professor and program coordinator at the Public Policy in Islam Program, Qatar Faculty of Islamic Studies, Hamad Bin Khalifa University. His teaching and research revolves around state-market-society relations, policy analysis, natural resource governance and Islamic perspectives on sustainability. Lolwah Alkhater is a policy analyst. Her research interests include education reform, human capital development, family and identity and religion in the public sphere. She is also a part-time lecturer in the Department of Public Administration and Development Economies at the Doha Institute for Graduate Studies, and a member of the board of directors of the 'Naqd wa Tanweer' (Enlightenment and Critique) Centre for Humanities, a pan-Arab initiative. Leslie A. Pal is Chancellor's Professor of Public Policy and Administration at Carleton University, Canada. He has published extensively on international policy transfer, comparative public policy, and governance.

Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject. Hellmut Wollmann is Emeritus Professor of Public Policy and Public Administration at Humboldt University Berlin, Germany.     Kurzfassung: This book brings the emergent interest in social class and inequality to the field of television studies. It reveals how the new visibility of class matters in serial television functions aesthetically and examines the cultural class politics articulated in these programmes. This ground-breaking volume argues that reality and quality TV's intricate politics of class entices viewers not only to grapple with previously invisible socio-economic realities but also to reconsider their class alignment. The stereotypical ways of framing class are now supplemented by those dedicated to exposing the economic and socio-psychological burdens of the (lower) middle class. The case studies in this book demonstrate how sophisticated narrative techniques coincide with equally complex ways of exposing class divisions in contemporary American life and how the examined shows disrupt the hegemonic order of class. The volume therefore also invites a rethinking of conventional models of social stratification.

    Kurzfassung: This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage ‘disorder’ security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea. Jo Inge Bekkevold is Head of the Centre for Asian Security Studies at the Norwegian Institute for Defence Studies. With Robert S. Ross, he recently edited China in the Era of Xi Jinping: Domestic and Foreign Policy Challenges, 2016. Bekkevold is a former Norwegian diplomat who served in Hanoi and Beijing. Geoffrey Till is Professor Emeritus of Maritime Studies and Chairman of Corbett Centre for Maritime Policy Studies at King’s College London, UK. Since 2009 he has also been a Visiting Professor at the Rajaratnam School of International Studies, Singapore. He is the author of Seapower: A Guide for the 21st Century, 2013

    Kurzfassung: Challenging the assumptions of ‘mainstream’ International Political Economy (IPE), this Handbook demonstrates the considerable value of critical theory to the discipline through a series of cutting-edge studies. The field of IPE has always had an inbuilt vocation within Historical Materialism, with an explicit ambition to make sense, from a critical standpoint, of the capitalist mode of production as a world system of sometimes paradoxically and sometimes smoothly overlapping states and markets. Having spearheaded the growth of a vigorous critical scholarship in the 1960s and 1970s, however, Marxism and neo-Gramscian approaches became increasingly marginalized over the course of the 1980s. The authors respond to the exposure of limits to mainstream contemporary scholarship in the wake of the onset of the Global Financial Crisis, and provide a comprehensive overview of the field of Critical International Political Economy. Problematizing socioeconomic and political structures, and considering these as potentially transitory and subject to change, the contributors aim not simply to understand a world of conflict, but furthermore to uncover the ways in which purportedly objective analyses reflect the interests of those in positions of privilege and power

    Kurzfassung: This book is based on a unique data set and assesses in comparative terms the public management reforms in the five Nordic countries: Denmark, Finland, Iceland, Norway, and Sweden. Based on the assessments of administrative executives, the book compares the Nordic countries with the Anglo-Saxon, the Germanic, the Napoleonic and the East European group of countries. The book addresses the following questions: What reform trends are relevant in the public administrations of the Nordic countries? What institutional features characterize the state authorities in these countries? What characterizes the role identity, self-understanding, dominant values, and motivation of administrative executive in the Nordic countries? What characterizes reform processes, trends and content, what is the relevance of different types of management instruments, and what are their perceived effects and the perceived performance of the public administration? The book also examines how the different Nordic countries dealt with the financial crisis of 2008, and how the differences and similarities in their approaches can be explained. Carsten Greve is Professor of Public Management and Governance at the Department of Business and Politics, Copenhagen Business School, Denmark. He is also Academic Director of the CBS Public Private Platform. His research interests include public management reform and public-private partnerships in an international perspective. He teaches at the executive Master of Public Governance program in Copenhagen. Per Lægreid is Professor at the Department of Administration and Organization Theory, University of Bergen, Norway. He has published extensively on public sector reform, public management and institutional change from a comparative perspective. His latest publications include articles in Governance, Public Administration, International Review of Administrative Science, Public Administration Review and Public Management Review. Lise H. Rykkja is Senior Researcher at the Uni Research Rokkan Centre, Norway. Her research concentrates on the organization and development of public administration and public policies based in a broad institutional and comparative perspective.     Kurzfassung: This book provides an assessment of contemporary international knowledge about the experiences of life after release from prison. For over 100 years people leaving prison have been supervised by probation services, but little has been written about how those who are supervised experience this process, or how this process influences experiences post-release. Research suggests that the success or failure of supervision in terms of reoffending may be related to how it is experienced, but little has been written about how supervision interacts with these experiences. Despite this lack of grounded knowledge, post-prison supervision continues to grow internationally. This book addresses issues relating to life after release through providing a vision of contemporary life after prison in different social and economic climates from those who are the subjects of this growing and changing form of penal power.     Kurzfassung: This book looks at the centerpiece of the international women’s rights discourse, the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and asks to what extent it affects the lives of women worldwide. Rather than assuming a trickle-down effect, the author discusses specific methods which have made CEDAW resonate. These methods include attempts to influence the international level by clarifying the meaning of women’s rights and strengthening the Convention’s monitoring procedure, and building connections between international and domestic contexts that enable diverse actors to engage with CEDAW. This analysis shows that while the Convention has worldwide impact, this impact is fundamentally dependent on context-specific values and agency. Hence, rather than thinking of women’s rights exclusively as normative content, Zwingel suggests to see them as in process.     Kurzfassung: "When South Africa finally held its first democratic elections in 1994, the country had a much higher poverty rate than in other countries at a similar level of development. This was the legacy of apartheid. Twenty years later, poverty was still widespread. Seekings and Nattrass explain why poverty has persisted in South Africa since 1994. They demonstrate who has and who has not remained poor, how public policies both mitigated and reproduced poverty, and how and why these policies were adopted. Their analysis of the South African welfare state, labour market policies and the growth path of the South African economy challenge conventional accounts that focus only on 'neoliberalism'. They argue, instead, that policies were, in important respects, social democratic. They show how social democratic policies both mitigate and reproduce poverty in contexts such as South Africa, reflecting the contradictory nature of social democracy in the global South"..

    Kurzfassung: The book deals with the key aspects of social and economic inequalities developed during the transition of the formerly planned European economies. Particular emphasis is given to the latest years available in order to consider the effects of the global crisis started in 2008-2009, The aim of the book is to investigate, theoretically and empirically, key aspects of social and economic inequalities that developed during the transition of the formerly planned European economies. Although the focus is mainly on new EU member states, coverage of the analysis is extended to countries of the former Soviet Union and former Yugoslavia wherever possible. The empirical analyses generally consider the two decades after the start of transition; however, particular emphasis is given to more recent years in order to consider the effects of the global crisis that began in 2008-2009. All analyses are carried out adopting a comparative perspective and, whenever possible, Western EU members are used as benchmarks. This collection of contributions brings together the latest research on inequality and transition economies

    Kurzfassung: This book examines the conceptual underpinnings of authentic leadership to discover why so little attention has been paid to gender. The author explores the failure to interrogate the complexities surrounding the concept of authenticity, especially as it relates to the diversity of lived experience, Gender, Authenticity and Leadership examines the conceptual underpinnings of authentic leadership to discover why little attention has been paid to gender. The author explores the failure to interrogate the complexities surrounding the concept of authenticity, especially as it relates to the diversity of lived experience. Rather than encouraging a genuine approach to leadership, this theory's normative foundation is more likely to encourage social conformity. By contrast, the author shows how Hannah Arendt provides us with a richer ethical lens from which to consider these issues. Using a blend of phenomenology and feminist theory, the foundations of authenticity are traced back to the Enlightenment and the emergence of bourgeois selfhood. Historically, women's desire to lead was negatively affected by notions of gender propriety, and these societal restrictions serve to perpetuate gender inequities. Thus, the book demonstrates how gender prejudice is deeply embedded in organizational practices, as well as the cultural imagination. As part of this inquiry, the author conducted interviews with senior women leaders in higher education. Their descriptive accounts illustrate ethical tensions between personal principles and institutional priorities that serve to complicate the notion of authentic leadership. Research findings also suggest that it is the relational self that is fundamental to understanding what it might mean to lead authentically. When we broaden our definition of what constitutes authentic leadership to account for the myriad ways in which we live and lead, we discover how people without positional authority can change their communities in profound ways. Hence, leadership is not dependent upon a person's organizational position, but rather on how their actions demonstrate care for the world. This more expansive context, together with Arendt's insights, opens up new avenues of thinking about the interconnections among gender, authenticity and leadership

    Kurzfassung: "This collection explores the productive potential of uncertainty for people living in Africa as well as for scholars of Africa. The relevance of the focus on uncertainty in Africa is not only that contemporary life is objectively risky and unpredictable (since it is so everywhere and in every period), but that uncertainty has become a dominant trope in the subjective experience of life in contemporary African societies. The contributors investigate how uncertainty animates people's ways of knowing and being across the continent. An introduction and eight ethnographic studies examine uncertainty as a social resource that can be used to negotiate insecurity, conduct and create relationships, and act as a source for imagining the future. These in-depth accounts demonstrate that uncertainty does not exist as an autonomous, external condition. Rather, uncertainty is entwined with social relations and shapes people's relationship between the present and the future. By foregrounding uncertainty, this volume advances our understandings of the contingency of practice, both socially and temporally"--
