    Abstract: "The fifteen essays collected here set out to demonstrate why the critical philosophy of race needs to take a historical turn. Genealogies of the concepts of both race and racism are deployed to clarify why some of the dominant strategies for combatting racism tend either miss the target altogether or give it only a glancing blow. For example, relying on biology to reject the concept of race as a way of disarming racism misses the fact that racism precedes the biology of race. It also ignores the prevalence of forms of racism, such as cultural racism that do not take their starting point in biology. Drawing on the work of Frantz Fanon, the late Sartre, and Michel Foucault, Robert Bernasconi argues for a holistic approach that integrates the concrete experience of racism faced by individuals into the study of institutional, structural, and systemic racism. Studying the interventions of such Black philosophers as Ottobah Cugoano, Anténor Firmin, and W. E. B. Du Bois, shows the value of allowing them to set the terms of the debate, instead of trying to fit them into debates shaped by other areas of philosophy. If race is indeed a social construct, then it is necessary to uncover the different forces, material as well as intellectual, that at different times shaped the various forms the concept of race has taken and the value then placed on preserving racial purity. Critical philosophy of race has a role to play in rendering both the material and psychological effects of slavery and segregation more intelligible as forms of systemic racism. When critical philosophers of race ignore the history of racism, they are in danger of being complicit with that part of society that seeks to erase that history"--

    Abstract: "Much has been written since the publication in 1990 of Esping-Andersen's The Three Worlds of Welfare Capitalism on the concept of welfare regime as an analytical tool to study social policy stability and change in Europe and beyond. As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. To add focus to our comparison, we focus on policies introduced to protect workers against the risk of unemployment or the loss of income as result of non-pharmaceutical interventions (lockdowns, school closures, etc.) to contain the spread of the virus. The emphasis of the analysis is on concrete policy instruments that have been expanded or even created to address the COVID-19 crisis with regard to employment and unemployment. Simultaneously, the analysis concentrates on national rather than subnational or supranational policies"--

The last 20 years has witnessed a proliferation of radical social and political movements around the world, in wave after wave of struggles against intersecting forms of exploitation, domination and subalternization. From the Alternative Globalization Movement, anti-war protests, and Occupy, to the International Women's Strike, BlackLivesMatter, and direct action against the climate emergency, a series of common questions have continually re-emerged as practical challenges. How should radical political movements relate to the state? What makes emancipatory politics fundamentally different from both technocratic and populist models of 'politics as usual'? Are there distinctive ways of doing politics that can help to increase the capacity for self-emancipation? Which forms of organization are most likely to deepen and extend the dynamics that led to the emergence of these movements of resistance and rebellion in the first place?     Abstract: This book deals with a central aspect of Marx’s critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx’s scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is’ but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences – consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure’ science. By analyzing Marx’s concept of truth the authors also attempt to shed light on a pivotal problematique of any modern critique of society that raises a reasoned claim of being true. Matthias Bohlender is Professor of Political Theory at the School of Cultural Studies and Social Sciences, Universität Osnabrück, Germany.     Abstract: This open access book is the product of three years of academic research that has been carried out in the EU-funded Jean Monnet Network on “Post-Truth Politics, Nationalism and the Delegitimation of European Integration” since 2019. Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. This book is primarily written for audiences with an interest in politics and policy making, including academics, policy makers and civil-society actors. Thanks to its accessible style, the book should however also be an asset to wider audiences.

This collection contains several insights and lessons learnt for scholars as well as practitioners of policing.” —Marleen Easton, Professor and head of the research group 'Governing and Policing Security' (GaPS) at the Department of Public Governance and Management at Ghent University, Belgium This book critically examines how countries across Europe have dealt with the COVID crisis from a policing and security perspective. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

It finally shifts to the United States where state and local officials and grassroots organizers are addressing the "foreign language deficit" and initiating programs that promote multilingualism.     Abstract: Far from displaying a uniform pattern, European integration varies significantly across policy areas and individual countries. Why do some policies, such as the Single Market, attract non-EU member states, while some member states choose to opt out of specific EU policies? Why are some policies deeply integrated, whereas others, such as defence, remain intergovernmental? In answering these questions, this innovative text provides a state-of-the-art introduction to the study of European integration. In this updated second edition, the authors introduce the most important theoretical approaches to European integration (intergovernmentalism, supranationalism, constructivism and postfunctionalism) and apply these to the trajectories of key EU policy areas – including the single market, monetary policy, foreign and security policy, and justice and home affairs. Arguing that no single theory offers a completely convincing explanation of integration and differentiation in the EU, the authors put forward a new analytical perspective for describing and explaining the institutions and policies of the EU and their development over time. Written by a team of prominent scholars in the field, this thought-provoking book provides a new synthesis of integration theory and an original way of thinking about what the EU is and how it works.     Abstract: How do rebels give up arms and return to the same political processes that they had once sought to overthrow? The question of weaning rebels away from extremist groups is highly significant in the context of counterinsurgency as well as pacification of insurgencies. Existing explanations focus mostly on state capacity, counterinsurgency operations, or on socioeconomic development. This book, drawing primarily on several rounds of interviews with Maoist rebels as well as other stakeholders in conflict zones, shows that from the rebel's perspective, what is of paramount importance in whether or not they quit extremism is the ease with which they can exit and lay down their arms without getting killed in the process. This fear is further exacerbated by the belief that while they could lose their lives, the Indian state, they believed, would lose nothing even if it failed to protect retired rebels and keep its side of the bargain. This created a problem of credible commitment, which, in the absence of institutional mechanisms, is addressed locally by informal exit networks that grow out of grassroots civic associations in the gray zones of democracy-insurgency interface. The book shows that a lot of Maoist rebels quit in the South of India because robust and harmonic exit networks in the South resolve the problem of credible commitment locally and create conditions for safety and reintegration of former Maoists. In the North, on the other hand, very few rebels quit the same insurgent organization during the same time because scrawny, discordant exit networks in the North exacerbate rebels' fear, discouraging retirement and impeding reintegration. This book also highlights how the various steps in the process of disengagement from extremism are linked more fundamentally to the nature of societal linkages between insurgencies and society, thereby bringing civil society into the study of insurgency in a theoretically coherent way.

    Abstract: Terrorism and radicalization came to the forefront of news and politics in the US after the unforgettable attacks of September 11th, 2001. When George W. Bush famously asked "Why do they hate us?," the President echoed the confusion, anger and fear felt by millions of Americans, while also creating a politicized discourse that has come to characterize and obscure discussions of both phenomenon in the media. Since then the American public has lived through a number of domestic attacks and threats, and watched international terrorist attacks from afar on television sets and computer screens. The anxiety and misinformation surrounding terrorism and radicalization are perhaps best detected in questions that have continued to recur in the last decade: "Are terrorists crazy?"; "Is there a profile of individuals likely to become terrorists?"; "Is it possible to prevent radicalization to terrorism?" Fortunately, in the two decades since 9/11, a significant body of research has emerged that can help provide definitive answers. As experts in the psychology of radicalization, Sophia Moskalenko and Clark McCauley propose twelve mechanisms that can move individuals, groups, and mass publics from political indifference to sympathy and support for terrorist violence. Radicalization to Terrorism: What Everyone Needs to Know synthesizes original and existing research to answer the questions raised after each new attack, including those committed by radicalized Americans.     Abstract: This edited volume presents a detailed account of the dynamics of socioeconomic contention in Egypt and Tunisia since 2011. Combining quantitative and qualitative methods, it analyses what has happened to the socioeconomic grievances that played a key role in the mass mobilizations of 2010 and 2011. The book is based on an original data set of socioeconomic protests in the two countries and on in-depth case studies that cover the two most important types of socioeconomic contention: labor protests and protests by socioeconomically disadvantaged people outside the formal economy. Drawing on a systematic review of comparative research on Latin America, the authors argue that the dynamics of socioeconomic contention in contemporary Egypt and Tunisia reflect a deep-seated crisis of popular sector incorporation. This work promises to enrich the scholarly and the political debates on Egypt and Tunisia, the MENA region and on contentious politics in times of political change.

    Abstract: The Struggle for a Multilingual Future, Christina Davis examines the tension between ethnic conflict and multilingual education policy in the linguistic and social practices of Sri Lankan minority youth. Facing a legacy of post-independence language and education policies that were among the complex causes of the Sri Lankan civil war (1983-2009), the government has recently sought to promote interethnic integration through trilingual language policies in Sinhala, Tamil, and English in state schools. Integrating ethnographic and linguistic research in and around two schools during the last phase of the war, Davis's research shows how, despite the intention of the reforms, practices on the ground reinforce language-based models of ethnicity and sustain ethnic divisions and power inequalities. By engaging with the actual experiences of Tamil and Muslim youth, Davis demonstrates the difficulties of using language policy to ameliorate ethnic conflict if it does not also address how that conflict is produced and reproduced in everyday talk

    Abstract: Terrorism and radicalization came to the forefront of news and politics in the US after the unforgettable attacks of September 11th, 2001. When George W. Bush famously asked "Why do they hate us?," the President echoed the confusion, anger and fear felt by millions of Americans, while also creating a politicized discourse that has come to characterize and obscure discussions of both phenomenon in the media. Since then the American public has lived through a number of domestic attacks and threats, and watched international terrorist attacks from afar on television sets and computer screens. The anxiety and misinformation surrounding terrorism and radicalization are perhaps best detected in questions that have continued to recur in the last decade: "Are terrorists crazy?"; "Is there a profile of individuals likely to become terrorists?"; "Is it possible to prevent radicalization to terrorism?" Fortunately, in the two decades since 9/11, a significant body of research has emerged that can help provide definitive answers. As experts in the psychology of radicalization, Sophia Moskalenko and Clark McCauley propose twelve mechanisms that can move individuals, groups, and mass publics from political indifference to sympathy and support for terrorist violence.     Abstract: "One in two white youth born into the upper-middle-class will fall from it. Drawing upon ten years of longitudinal interviews with over 100 American youth, this book shows which upper-middle-class youth are most likely to fall, how they fall, and why they do not see it coming. The book shows that upper-middle-class youth inherit different amounts of academic knowledge, institutional insights, and money from their parents. Those raised with more resources enter class reproduction pathways, while those raised with fewer resources enter downwardly mobile paths. Of course, upper-middle-class youth whose families give them few resources could switch courses by drawing upon the resources in their community. They rarely do. Instead, they internalize identities that reflect their resource weaknesses and encourage them to maintain them. Those who fall are then youth raised with resource weaknesses and they fall by internalizing identities that encourage them to maintain them. They are often surprised by their downward mobility as they observed other time periods in which their resources and identities kept them or their parents in their class"--

    Abstract: "Between 2009 and 2014, an anti homosexuality law circulating in the Ugandan parliament attracted global attention for the draconian nature of its provisions and for the involvement of US antigay evangelical Christians who were reported to have lobbied for its passage. This book makes three contributions to our understanding of these developments. First, it offers an account of the international relations that anticipated and followed the Anti Homosexuality Act. Journeying through encounters between the kingdom of Buganda and British colonialism, between the Ugandan state and its international donors, and between LGBTI activists in the global South and North, the book illuminates the frictional collaborations across geopolitical divides that produce and contest contemporary queerphobias. Second, it explores the dialectic produced by two opposed statements that mark queer postcolonial disagreements-'homosexuality is Western' and 'homophobia is Western'. Arguing that both statements are true but trivial, the book demonstrates how their opposition produces distinctive forms of temporal politics in the queer postcolony. In this register, the book explores the afterlives of colonialism and the queer futures enabled by it in Uganda, India, and Britain. Third, in shifting the scenes of encounter that it investigates from one chapter to the next, the book reveals how queerness mutates in different configurations of power to become a metonym for other categories such as nationality, religiosity, race, class, and caste. It argues that these mutations reveal the grammars forged in the originary violence of the state and social institutions in which queer difference struggles to find place"--

    Abstract: Why are some multiethnic countries more prone to civil violence than others? This book examines the occurrence and forms of conflict in multiethnic states. It presents a theory that explains not only why ethnic groups rebel but also how they rebel. It shows that in extremely unequal societies, conflict typically occurs in non-violent forms because marginalized groups lack both the resources and the opportunities for violent revolt. In contrast, in more equal, but segmented multiethnic societies, violent conflict is more likely. The book traces the origins of these different types of multiethnic states to distinct experiences of colonial rule. Settler colonialism produced persistent stratification and far-reaching cultural and economic integration of the conquered groups, as, for example, in Guatemala, the United States, or Bolivia. By contrast, in decolonized states, such as Iraq, Pakistan, or Sri Lanka, in which independence led to indigenous self-rule, the colonizersâ âdivide and ruleâ policies resulted in deeply segmented post-colonial societies. Combining statistical analyses with case studies based on original field research in four different countries in Sub-Saharan Africa and Latin America, Vogt analyzes why and how colonial legacies have led to peaceful or violent ethnic movements.
