    Abstract: In a global context of widespread fears over Islamic radicalisation and militancy, poor Muslim youth, especially those socialised in religious seminaries, have attracted overwhelmingly negative attention. In northern Nigeria, male Qur'anic students have garnered a reputation of resorting to violence in order to claim their share of highly unequally distributed resources. Drawing on material from long-term ethnographic and participatory fieldwork among Qur'anic students and their communities, this book offers an alternative perspective on youth, faith, and poverty. Mobilising insights from scholarship on education, poverty research and childhood and youth studies, Hannah Hoechner describes how religious discourses can moderate feelings of inadequacy triggered by experiences of exclusion, and how Qur'anic school enrolment offers a way forward in constrained circumstances, even though it likely reproduces poverty in the long run. A pioneering study of religious school students conducted through participatory methods, this book presents vital insights into the concerns of this much-vilified group.

    Abstract: Entre la guerre civile dans les deux régions anglophones du Cameroun et la menace terroriste de Boko Haram dans l`Extrême-Nord, la propagande du régime de Paul Biya autour de « la paix et la stabilité », fragile mais réelle pendant des années, vole en éclats. Pour se maintenir, le régime avait mis en place une dérégulation morale, sociale et économique. Fondée sur la redistribution clientéliste et le contrôle des élites politiques, cet ethos de la manducation s`est nourri d`un immobilisme ontologique. C`est l`État stationnaire dont ce dossier se saisit. Les nouvelles figures composites de l`opposition ont cependant mis à profit les réseaux sociaux et les projecteurs médiatiques braqués sur le pays. Se dessinent trois avenirs possibles : l`implosion, le maintien du statu quo ou la renaissance. Les articles de ce dossier attestent tous d`une gouvernance centripète de la régulation des arènes politiques et de l`action publique. Le Cameroun entre néanmoins dans une ère pleine d`incertitudes et riche de leçons politiques.

    Abstract: Globalization promised to bring about a golden age of liberal individualism, breaking down hierarchies of kinship, caste, and gender around the world and freeing people to express their true, authentic agency. But in some places globalization has spurred the emergence of new forms of hierarchy—or the reemergence of old forms—as people try to reconstitute an imagined past of stable moral order. This is evident from the Islamic revival in the Middle East to visions of the 1950s family among conservatives in the United States. Why does this happen and how do we make sense of this phenomenon? Why do some communities see hierarchy as desireable? In this book, leading anthropologists draw on insightful ethnographic case studies from around the world to address these trends. Together, they develop a theory of hierarchy that treats it both as a relational form and a framework for organizing ideas about the social good.

    Abstract: Das von der Welthungerhilfe und der äthiopischen Nichtregierungsorganisation ORDA (Organization for Rehabilitation and Development in Amhara) durchgeführte Projekt "Multi-dimensional food and nutrition security in Amhara" arbeitet in drei Woredas (Distrikten) im Hochland Nordäthiopiens. Etwa 10.400 kleinbäuerliche Haushalte mit insgesamt 50.000 Menschen profitieren von den Projektmaßnahmen. Das Projekt geht das Problem der Ernährungssicherung in der Region von mehreren Seiten an. Zum einen wird die landwirtschaftliche Produktion gesteigert und damit direkt im kleinbäuerlichen Betrieb mehr Nahrung produziert. Erosionsschutz, Kompostbildung, Bewässerung und andere Maßnahmen helfen, die landwirtschaftliche Produktion nachhaltig zu steigern. Bislang konnten die Kleinbauern und Kleinbäuerinnen im Regenfeldbau lediglich eine Ernte pro Jahr erzielen. Nun sind es bis zu drei Ernten im Jahr. Zum anderen werden modellhaft verbesserte Speicher zur Verfügung gestellt, um die hohen Nachernteverluste zu minimieren. Ein drittes Interventionsgebiet ist die Fortbildung von Männern und Frauen in verbesserter Hygiene und Ernährung, verbunden mit Gender-Training. Die Teilnahme am Projekt hat bei allen im Rahmen dieser Studie befragten Familien zu einer quantitativ und qualitativ verbesserten Ernährung sowie zu einem höheren Einkommen geführt. Die Einführung von Spar- und Kreditgruppen hilft den Menschen, ihr zusätzliches Einkommen gewinnbringend einzusetzen. Das zusätzliche Einkommen wird zuerst in die Ausbildung und Versorgung der Kinder investiert. Neben der ökonomischen Wirkung des Projekts schätzen die Bauern und Bäuerinnen auch die sozialen Wirkungen, die das Ansehen der armen Familien erhöht und den Zusammenhalt in der Gemeinde gestärkt haben.

    Abstract: With the end of the Soviet Union in 1991, a major turning point in all former Soviet republics, Central Asian and Caucasian countries began to reflect on their history and identities.     Abstract: In the wake of radical Islamist terrorist attacks described as jihad worldwide and in South Asia, it is imperative that there should be a book-length study of this idea in this part of the world. The focus of the study is the idea of jihad with its changing interpretations mostly those available in exegetical literature of key figures in South Asia. The hermeneutic devices used to understand the meaning of the Quranic verses and the Prophetic traditions relating to jihad will be the focus of this study. The main thrust of the study is to understand how interpretations of jihad vary. It is seen as being both defensive and aggressive by traditionalists; only defensive and mainly about moral improvement by progressive Muslims; and being insurrectionist, aggressive, eternal and justifying violence against civilians by radical Islamists. One purpose of the book is to understand how the radical interpretation came to South Asia. The book also explains how theories about jihad are influenced by the political and social circumstances of the period and how these insights feed into practice legitimizing militant movements called jihad for that period [Verlagstext].

    Abstract: Die Maßnahme des Improving Livelihoods and Food Security Project (ILF I- II) zielt darauf ab, Neulandbauern und -bäuerinnen (NLB), die im Zuge einer "Sozialen Landkonzession" in den Provinzen Kampong Speu, Kampong Thom, Kratie und neuerdings Kampong Chhnang je Haushalt ca. zwei Hektar Land zugewiesen bekommen haben, dazu zu befähigen, eine effektive Landbewirtschaftung zu begründen. Wenn sie nach fünf Jahren den Nachweis einer nachhaltigen Landnutzung erbringen können, erhalten sie vom Staat einen dauerhaften Landtiteleintrag. Diese kostenfreie, d.h. "soziale" Landvergabe wurde zwischen 2008 und 2015 vom Weltbank-Projekt LASED (Land Allocation for Social and Economic Development) unterstützt, wobei vor allem die Bewerbung und Zuteilung der Neulandflächen gefördert wurde. Ignoriert wurde dabei, dass die Basisinfrastruktur in den neu gegründeten Dörfern zunächst völlig unzureichend blieb sowie Überbrückungshilfen (für die NLB) bis zur ersten Ernte fehlten, so dass auch nach drei Jahren nur ein kleiner Teil der begünstigten Familien ihr Land effektiv nutzen konnte und viele mangels finanzieller Ressourcen überhaupt nicht in die neue Heimat übergesiedelt waren. Mit dem deutschen Beitrag, der durch das kambodschanische Landwirtschaftsministerium umgesetzt wird, erhalten die NLB deshalb heute eine Überbrückungshilfe, Aus- und Fortbildung in Landwirtschaftstechniken, Maßnahmen zur Einkommensförderung und nicht zuletzt die notwendige Technik, um die schlecht vorbereiteten Buschlandflächen in ebene Felder verwandeln und damit für den Anbau nutzen zu können. Das Projekt zeigt deutlich, dass die Verteilung von Land an arme Haushalte sehr gut zur Armutsminderung beiträgt, dass aber Minimalvoraussetzungen wie Infrastruktur, Training und materielle Überbrückungsleistungen gegeben sein müssen, damit Familien, die ihr Leben bislang als TagelöhnerInnen gefristet haben, erfolgreiche Bauern und Bäuerinnen werden können.

Around 10,400 smallholder households, or a total of 50,000 people, benefit from the project measures. The project addresses the problem of food security in the region from several angles. On the one hand, agricultural production is increased and thus more food is produced directly on the smallholder farm. Erosion control, compost formation, irrigation and other measures help to sustainably increase agricultural production. Instead of just one harvest a year previously in rainfed agriculture, small farmers can now achieve up to three harvests a year. On the other hand, improved storage models are made available in order to mini- mise the high post-harvest losses. A third area of intervention is the further training of men and women in improved hygiene and nutrition, combined with gender training. Participation in the project has led to a quantitative and qualitative improvement in nutrition and a higher income for all families surveyed in this study. The introduction of savings and credit groups helps people to use their additional income profitably. The additional income is first invested in the education and care of the children. In addition to the economic impact of the project, the farmers also appreciate its social effects, which have increased the standing of poor families and strengthened cohesion in the community

In einem Land wie Kambodscha mit relativ hohen Einschulungsraten, aber einer signifikanten Anzahl von Klassenwiederholungen und Schulabbrüchen, vor allem bei armen Schichten, fördert eine morgendliche Schulspeisung (School Feeding) daher den Schulerfolg und führt zu einer Reduzierung der AbbrecherInnen bzw. zu einer Erhöhung derer, die an weiterführende Schulen übergehen.Das World Food Programme (WFP) unterstützt gegenwärtig landesweit in armen Distrikten rund 1.220 Schulen mit derartigen Schulspeisungen. Ab etwa 2020 wird Kambodscha die Maßnahmen in Eigenregie fortsetzen. Im Rahmen der INEF-Forschung wurde anhand von 18 Schulen eine Teilmaßnahme des Programms untersucht, die im Mai 2017 insgesamt 84 Schulen umfasste und die Besonderheit aufweist, dass die für die Schulspeisung benötigten Nahrungsmittel lokal beschafft werden.     Abstract: How do ordinary Muslims deal with and influence the increasingly pervasive Islamic norms set by institutions of the state and religion? Becoming Better Muslims offers an innovative account of the dynamic interactions between individual Muslims, religious authorities, and the state in Aceh, Indonesia. Relying on extensive historical and ethnographic research, David Kloos offers a detailed analysis of religious life in Aceh and an investigation into today's personal processes of ethical formation. Aceh is known for its history of rebellion and its recent implementation of Islamic law. Debunking the stereotypical image of the Acehnese as inherently pious or fanatical, Kloos shows how Acehnese Muslims reflect consciously on their faith and often frame their religious lives in terms of gradual ethical improvement. Revealing that most Muslims view their lives through the prism of uncertainty, doubt, and imperfection, he argues that these senses of failure contribute strongly to how individuals try to become better Muslims. He also demonstrates that while religious authorities have encroached on believers and local communities, constraining them in their beliefs and practices, the same process has enabled ordinary Muslims to reflect on moral choices and dilemmas, and to shape the ways religious norms are enforced. Arguing that Islamic norms are carried out through daily negotiations and contestations rather than blind conformity, Becoming Better Muslims examines how ordinary people develop and exercise their religious agency.
