    Abstract: Iran has one of the world’s highest rates of drug addiction, estimated to be between two and seven per cent of the entire population. This makes the questions this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? How have drugs affected the formation of the Iranian state and its power dynamics? And how have governmental attempts at controlling and regulating illicit drugs affected drug consumption and addiction? By answering these questions, Maziyar Ghiabi suggests that the Islamic Republic’s image as an inherently conservative state is not only misplaced and inaccurate, but in part a myth. In order to dispel this myth, he skilfully combines ethnographic narratives from drug users, vivid field observations from ‘under the bridge’, with archival material from the pre- and post-revolutionary era, statistics on drug arrests and interviews with public officials.     Abstract: India's urban slums exhibit dramatic variation in their access to local public goods and services - paved roads, piped water, trash removal, sewers, and streetlights. Why are some vulnerable communities able to demand and secure development from the state while others fail? Drawing on more than two years of fieldwork in the north Indian cities of Bhopal and Jaipur, Demanding Development accounts for the uneven success of India's slum residents in securing local public goods and services. Auerbach's theory centers on the political organization of slum settlements and the informal slum leaders who spearhead resident efforts to make claims on the state - in particular, those slum leaders who are party workers. He finds striking variation in the extent to which networks of party workers have spread across slum settlements. Demanding Development shows how this variation in the density and partisan distribution of party workers across settlements has powerful consequences for the ability of residents to politically mobilize to improve local conditions.

    Abstract: Roberta Pergher transforms our understanding of Fascist rule. Examining Fascist Italy's efforts to control the antipodes of its realm - the regions annexed in northern Italy after the First World War, and Italy's North African colonies - she shows how the regime struggled to imagine and implement Italian sovereignty over alien territories and peoples. Contrary to the claims of existing scholarship, Fascist settlement policy in these regions was not designed to solve an overpopulation problem, but to bolster Italian claims to rule in an era that prized self-determination and no longer saw imperial claims as self-evident. Professor Pergher explores the character and impact of Fascist settlement policy and the degree to which ordinary Italians participated in and challenged the regime's efforts to Italianize contested territory. Employing models and concepts from the historiography of empire, she shows how Fascist Italy rethought the boundaries between national and imperial rule

    Abstract: Whilst past studies have examined when and how negotiations begin, and how wars end, this is the first full-length work to analyze the closing phase of negotiations. It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it. The authors further classify different types of negotiator behavior characteristic of this phase, drawing out various components, including mediation, conflict management vs resolution, turning points, uncertainty, home relations, amongst others. A number of specific cases are examined to illustrate this analysis, including Colombian negotiations with the FARC, Greece and the EU, Iran nuclear proliferation, French friendship treaties with Germany and Algeria, Chinese business negotiations, and trade negotiations in Asia. This pioneering work will appeal to scholars and advanced students of negotiation in international relations, international organisation, and business studies.

In this book, Paul Nugent argues that through a comparison of the Senegambia and the trans-Volta (Ghana/Togo), we can see that the geographical margins have shaped notional centres at least as much as the reverse. Through a study of three centuries of history, this book demonstrates that states were forged through an extended process of converting a topography of settled states and slaving frontiers into colonial borders. It argues that post-colonial states and larger social contracts have been configured very differently as a consequence. It underscores the impact on regional dynamics and the phenomenon of peripheral urbanism.     Abstract: In 1865, the British rulers of north India resolved to bring about the gradual 'extinction' of transgender Hijras. This book, the first in-depth history of the Hijra community, illuminates the colonial and postcolonial governance of gender and sexuality and the production of colonial knowledge. From the 1850s, colonial officials and middle class Indians increasingly expressed moral outrage at Hijras' feminine gender expression, sexuality, bodies and public performances. To the British, Hijras were an ungovernable population that posed a danger to colonial rule. In 1871, the colonial government passed a law that criminalised Hijras, with the explicit aim of causing Hijras' 'extermination'. But Hijras evaded police, kept on the move, broke the law and kept their cultural traditions alive. Based on extensive archival work in India and the UK, Jessica Hinchy argues that Hijras were criminalised not simply because of imported British norms, but due to a complex set of local factors, including elite Indian attitudes.

    Abstract: "The 'War on Terror', which the US launched after the 9/11 attacks, profoundly challenged the rule of law during the 16 years of the Bush and Obama administrations. In the companion volume, 'Law's Wars', I defined the rule of law, explained its importance, and charted its fate across five contested terrains : Abu Ghraib, Guantánamo Bay, interrogation and torture, electronic surveillance, and battlefield law of war crimes. I focused on the roles of two state institutions (executive and legislature) and civil society (media, lawyers, and NGOs) in defending the rule of law. Because the judiciary claims to be independent and apolitical, it is seen as the ultimate bulwark of the rule of law. The present volume, therefore, deals exclusively with judicial proceedings. Chapter One draws on history, primarily US and especially in moments of crisis, to derive research questions about when and how courts successfully defend the rule of law. The book then discusses six legal processes : criminal prosecutions of accused terrorists; courts martial of military service members for law of war violations; military commissions for Guantánamo prisoners, especially the so-called High Value Detainees; habeas corpus petitions by Guantánamo detainees (and a few others); civil damage actions by (and compensation schemes for) victims of both the "War on Terror" and terrorism; and civil liberties violations and responses to Islamophobia. The concluding chapter compares the fate of the rule of law across these six domains, as well as with the contested terrains examined in 'Law's Wars'. Although the two volumes address some of the same issues, they contain almost no overlap and can be read separately"--

This fresh and innovative perspective on Jewish merchant activity shows how this list was a component of broader trade connections that developed between the Islamic Mediterranean and South Asia in the Middle Ages.     Abstract: There are a number of controversies surrounding the International Criminal Court (ICC) in Africa. Critics have charged it with neo-colonial meddling in African affairs, accusing it of undermining national sovereignty and domestic attempts to resolve armed conflict. Here, based on 650 interviews over 11 years, Phil Clark critically assesses the politics of the ICC in Uganda and the Democratic Republic of Congo, focusing particularly on the Court's multi-level impact on national politics and the lives of everyday citizens. He explores the ICC's effects on peace negotiations, national elections, domestic judicial reform, amnesty processes, combatant demobilisation and community-level accountability and reconciliation. In attempting to distance itself from African conflict zones geographically, philosophically and procedurally, Clark also reveals that the ICC has become more politicised and damaging to African polities, requiring a substantial rethink of the approaches and ideas that underpin the ICC's practice of distant justice.     Abstract: This book challenges the ongoing scholarly debates on poor people's negotiations with democracy. It demonstrates the varied ways in which the poor engage with their elected representatives, political mediators and dominant classes in order to advance their claims. Roy explains the variations by directing attention to the dynamic interaction between the opportunity structures available to the poor and the social relations of power in which they are embedded. He analyses these intersections as 'political spaces' which both enable and constrain popular practices. Through examination of the 'political spaces' available to the poor in four different localities, Roy outlines a new analytic framework to understanding poor people's politics. Based on these observations, the book makes a strong case for an approach to democracy that appreciates people's ambivalences towards democracy. Roy urges researchers of democracy to step beyond either enthusiastic narratives - the inevitability of democracy or apocalyptic accounts of democracy's impending death.

    Abstract: Ill persons suffer from a variety of epistemically-inflected harms and wrongs. Many of these are interpretable as specific forms of what we dub pathocentric epistemic injustices, these being ones that target and track ill persons. We sketch the general forms of pathocentric testimonial and hermeneutical injustice, each of which are pervasive within the experiences of ill persons during their encounters in healthcare contexts and the social world. What’s epistemically unjust might not be only agents, communities and institutions, but the theoretical conceptions of health that structure our responses to illness. Thus, we suggest that although such pathocentric epistemic injustices have a variety of interpersonal and structural causes, they are also sustained by a deeper naturalistic conception of the nature of illness

    Abstract: Citizens around the world look to the state for social welfare provision, but often struggle to access essential services in health, education, and social security. This book investigates the everyday practices through which citizens of the world's largest democracy make claims on the state, asking whether, how, and why they engage public officials in the pursuit of social welfare. Drawing on extensive fieldwork in rural India, Kruks-Wisner demonstrates that claim-making is possible in settings (poor and remote) and among people (the lower classes and castes) where much democratic theory would be unlikely to predict it. Examining the conditions that foster and inhibit citizen action, she finds that greater social and spatial exposure - made possible when individuals traverse boundaries of caste, neighborhood, or village - builds citizens' political knowledge, expectations, and linkages to the state, and is associated with higher levels and broader repertoires of claim-making

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: "Microblogging systems and social networking systems, sometimes referred to as types of social computing systems, generate enormous amounts of data that often contain specific information about persons, events, and geographical locations. During exceptional circumstances, this data can, in principle, be invaluable; for example, in deploying scarce resources in times of emergency for saving lives, rescuing and rehabilitating people, and protecting property. Microblogs and social networking pages have become a mainstay of data dissemination in the public space and are heavily used by both citizens and authorities in times of crisis; they have been used, for example, by police forces to disseminate and seek information about missing people, and by hospitals seeking blood. Twitter carries the first messages of victims of atrocities (Paris 2015, Berlin 2016, London 2017 and Manchester 2017), Facebook is used to find missing relatives. Vast quantities of personal information floods microblogs and social networking pages: this data helps authorities to deploy resources where the need is greatest and yet this data can be used in whole sale surveillance as well.     Abstract: During the early Ottoman period (1300–1453), scholars in the empire carefully kept their distance from the ruling class. This changed with the capture of Constantinople.
