Cette publication dresse un bilan des principaux changements intervenus dans la gestion de l’emploi public dans les pays de l’OCDE. Elle examine également la manière dont les pays trouvent un équilibre entre, d’une part, le soutien des valeurs fondamentales comme l’équité, la justice et la cohésion sociale, de façon à préserver la confiance politique dans l’ensemble de l’appareil gouvernemental et, de l’autre, l’attention à l’efficience, à la productivité et à l’efficacité.

    Abstract: Despite the best of intentions, donors can inadvertently undermine statebuilding processes. When the resources they deliver or the reforms they advocate weaken rather than strengthen the state’s decision- and policy-making functions, their efforts can do more harm than good. Donors can also do harm by creating a brain drain away from state organisations – for instance, by hiring the most qualified civil servants. When aid is delivered in a way that actually acts as a disincentive to states to consolidate their own revenue base, this can retard the development of the state’s own capacity. How can donors ensure they do no harm? How can they be sure they intervene constructively in fragile situations? Do No Harm provides practical guidance based on the results of research undertaken on behalf of the OECD DAC International Network on Conflict and Fragility (INCAF). The book is based on comparative case studies of six countries (Afghanistan, Bolivia, Democratic Republic of Congo, Nepal, Rwanda and Sierra Leone) and a comprehensive literature review. It addresses how the interventions of OECD countries may risk undermining positive statebuilding processes, and makes recommendations as to how this may be avoided in the future. Do No Harm is an important source to guide external engagement in situations of fragility and conflict, both at the policy and the field level.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

    Abstract: This review of India's investment policy finds that India has made tremendous progress in building a policy environment to encourage investment. As a result, the country’s economy is growing more rapidly and FDI inflows have accelerated impressively. However, investment remains insufficient to meet India’s needs, particularly in infrastructure. Current efforts to strengthen and liberalise the regulatory framework for investment need to be intensified. India’s well-developed economic legislation should be implemented at an accelerated pace both at national level and right across India’s States and Union Territories. OECD Investment Policy Reviews: India charts India's progress in developing an effective policy framework to promote investment for development, especially since the acceleration of economic reform from 1991 onward. It focuses on policies towards investment, trade, competition and other elements of the business environment. Finally, it outlines some of the challenges of implementing national-level reforms at state level.

    Abstract: This joint OECD and World Bank review gives a brief overview of post-secondary education in Chile and describes its development over the past twenty years. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity, governance and management; research, development and innovation; internationalisation; and financing.

Cet examen porte sur le contexte économique général de la réforme de la réglementation et sur la capacité des autorités chinoises à gérer réforme réglementaire, élaboration et respect des politiques de la concurrence et ouverture du marché. Ce rapport examine également le cadre réglementaire des secteurs de l’électricité et de l’eau et de la santé. Conformément à la procédure appliquée aux pays de l’OCDE, l’examen s’appuie sur une démarche pluridisciplinaire et particulièrement interactive. L’examen de la Chine a été réalisé au moyen de divers instruments et politiques de l’OCDE, tout en prenant en compte les problématiques propres à l’économie chinoise. L’examen propose une liste exhaustive de recommandations pratiques.

    Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

    Abstract: Damages to economic assets resulting from natural disasters have soared in the past fifteen years, and climate change models forecast intensified exposure to extreme weather in many OECD countries. This OECD review of risk management policies focuses on Japan, because the geography, topography and climate of its national territory subject it to serious natural hazards, especially seismic activity and typhoons. The report looks at Japan’s policies in the areas of monitoring, preparing for and responding to floods and earthquakes, seeking out and identifying good practices and areas where improvements could be made. The case studies consider several issues of particular interest to policy makers, such as how to take climate change into account for long term policy planning related to large scale floods, and Japan’s unique earthquake insurance scheme for damages whose probability and impact are hard to accurately assess.

    Abstract: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: L'objectif d'une étude combinée de toxicité chronique/cancérogénèse est l’identification des effets cancérigènes et chroniques dans des espèces mammifères, et la détermination des relations dose-effets à la suite d’une exposition prolongée et répétée. Le rat est typiquement utilisé dans cette étude. Pour les rongeurs, chaque groupe de dose et groupe témoin de la phase « cancérogénèse » contient au moins 50 animaux de chaque sexe, tandis que pour la phase « toxicité chronique », chaque groupe contient 10 animaux de chaque sexe. Au moins trois niveaux de dose et un témoin sont utilisés pour chacune des phases « cancérogénèse » et « Toxicité chronique ». Les trois voies d'administration principales sont les voies orales, cutanées, et l’inhalation. La Ligne directrice traite plus particulièrement de la voie orale. La durée de l'étude est normalement de 12 mois pour la phase « toxicité chronique » et de 24 mois pour la phase « cancérogénèse ». Le rapport d’étude inclut des mesures (pesée) et observations détaillées régulières (examen hématologique, analyse d'urine, chimie clinique), tout comme des procédures d'autopsie et l'histopathologie. Toutes ces observations permettent la détection des effets néoplasiques et la détermination du potentiel cancérigène, ainsi que la détermination de la toxicité générale.

La méthode OPCB utilise des cornées isolées provenant d’yeux de bovins abattus à des fins commerciales, évitant ainsi l’utilisation d’animaux de laboratoire. Chaque groupe de traitement (substance d’essai et témoins négatifs et positifs) est composé de trois yeux au minimum, dont la cornée a été prélevée et placée dans la chambre d’un porte-cornée. En fonction des propriétés physico-chimiques de la substance d’essai, différentes méthodes peuvent être utilisées pour l’appliquer, mais il est important que la substance recouvre bien la surface épithéliale. Les effets toxiques pour la cornée sont estimés à partir des mesures de son opacité et de sa perméabilité, qui une fois combinées, fournissent le score d’irritation in vivo (SIIV) pour chaque groupe de traitement. Une substance qui induit un SIIV≥ 55.1 est classée « corrosive ou fortement irritante ».

    Abstract: Experimental facilities are essential research tools both for the development of nuclear science and technology and for testing systems and materials which are currently being used or will be used in the future. As a result of economic pressures and the closure of older facilities, there are concerns that the ability to undertake the research necessary to maintain and to develop nuclear science and technology may be in jeopardy. An NEA expert group with representation from ten member countries, the International Atomic Energy Agency and the European Commission has reviewed the status of those research and test facilities of interest to the NEA Nuclear Science Committee. They include facilities relating to nuclear data measurement, reactor development, neutron scattering, neutron radiography, accelerator-driven systems, transmutation, nuclear fuel, materials, safety, radiochemistry, partitioning and nuclear process heat for hydrogen production. This report contains the expert group’s detailed assessment of the current status of these nuclear research facilities and makes recommendations on how future developments in the field can be secured through the provision of high-quality, modern facilities. It also describes the online database which has been established by the expert group which includes more than 700 facilities.

    Abstract: Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. À l’évidence, une transformation radicale des incitations appelle une ferme impulsion des sphères politiques, appuyée par des pressions des cercles informés dans les pays partenaires et donneurs. Cette publication contribue à répondre à cette nécessité en fournissant aux organismes donneurs des conseils sur les moyens d’améliorer l’efficacité de l’aide.     Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

El desempeño de las regiones chilenas es significativamente variado y las disparidades regionales en PIB per cápita son muy elevadas en comparación con las de los países de la OCDE. Hasta el momento, las regiones chilenas no han dado todo el uso potencial a sus activos, ni tampoco alcanzado su potencial de crecimiento.El presente informe recomienda desplazarse hacia un enfoque territorial del desarrollo chileno, de manera de adaptar de mejor forma la acción pública a las diferentes oportunidades y necesidades de los diversos territorios del país. Para mejorar su productividad, las regiones de Chile resultarían particularmente beneficiadas por políticas contextualizadas y orientadas hacia la innovación y el emprendimiento, y por mejoras en la educación y la capacitación.Al mismo tiempo, cambiar hacia políticas contextualizadas en Chile requerirá el fortalecimiento del marco institucional del nivel regional. Esto implicará aumentar las capacidades y la estructura de los gobiernos regionales, de manera que éstos se transformen en activos participantes de la discusión, la planificación y la coordinación de las políticas de desarrollo regional. Un manejo político multinivel y acuerdos de coordinación, junto a otros mecanismos como la formación de capacidades y el fortalecimiento de las modalidades de participación, ayudará a aumentar la legitimidad, coherencia y efectividad de una reforma en este sentido.Estudios Territoriales OCDE de Chile es parte de un programa más amplio de informes nacionales, emprendido por el Comité de Políticas de Desarrollo Territorial de la OCDE.     Abstract: This Test Guideline describes an in vivo screening assay for certain endocrine active substances where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). This assay covers the screening of oestrogenic and androgenic activity, and aromatase inhibition. The assay was validated on the fathead minnow (Pimephales promelas), the Japanese medaka (Oryzias latipes) and the zebrafish (Danio rerio); however zebrafish does not allow the detection of androgenic activity. At termination of the 21-day exposure period, depending on the species used, one or two biomarker endpoint(s) are measured in males and females as indicators of oestrogenic, aromatase inhibition or androgenic activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Vitellogenin is measured in fathead minnow, Japanese medaka and zebrafish, whereas secondary sex characteristics are measured in fathead minnow and Japanese medaka only.

This report contains - for Australia - a survey of the main barriers to employment for young people, an assessment of the adequacy and effectiveness of existing measures to improve the transition from school-to-work, as well as a set of policy recommendations for further action.

    Abstract: Crop field trials are conducted to determine the magnitude of the pesticide residue in or on raw agricultural commodities, including feed items, and should be designed to reflect pesticide use patterns that lead to the highest possible residues. Objectives of crop field trials are to: (1) quantify the expected range of residue(s) in crop commodities following treatment according to the proposed or established good agricultural practice; (2) determine, when appropriate, the rate of decline of the residue(s) of plant protection product(s) on commodities of interest; (3) determine residue values such as the “Supervised Trial Median Residue” and “Highest Residue” for conducting dietary risk assessment; and (4) derive maximum residue limits (MRLs). This Test Guideline requires one sample from treated plots at each sampling interval for crops that have eight or more crop field trials. The test substance(s) should be stored under appropriate conditions for the study duration and applied soon after preparation or mixing. Test substance applications should not be made in strong wind, during rain or when rainfall is expected shortly after application. For all applications, the application rate should be expressed in terms of amount of product and/or active ingredient per unit area. At the end of each crop field trial, the (stored) samples are analysed for residue level (expressed for example in mg/kg).

    Abstract: The purpose of this handbook is to raise the awareness level of tax examiners and auditors on money laundering. It provides guidance in identifying money laundering during the conduct of normal tax audits. It also describes the resources and tools that are available for effective detection and deterrence. While the handbook does not detail criminal investigation methods, it does describe the nature and context of money laundering activities so that tax examiners and auditors can better understand how their contribution can assist criminal investigators in countering money laundering. Tax administrations can adapt the handbook to suit their particular circumstances and to take into account the varying roles that tax administrations have in relation to reporting unusual or suspicious transactions, receiving suspicious transaction reports and investigating money laundering offences. To aid this adaptation key areas of the handbook have been highlighted for “Country Specific Insertions”. While the aim of this handbook is to raise the awareness of tax examiners and tax auditors about the possible implications of transactions or activities related to money laundering and tax crimes, the handbook is not meant to replace domestic policies and procedures.

    Abstract: Le bio-essai de Hershberger est un essai de dépistage in vivo à court terme. Il permet d’évaluer la capacité d’un produit chimique à induire des activités biologiques analogues à celles induites par des agonistes et des antagonistes d’androgène ou des inhibiteurs de 5α-réductase. L’essai actuel est fondé sur les variations de poids de cinq tissus dépendant des androgènes chez le rat mâle péri-pubertaire castré: la prostate ventrale, la vésicule séminale (plus les fluides et les glandes coagulantes), le muscle élévateur de l’anus et bulbo-caverneux, la paire de glandes de Cowper et le gland. Pour tester les androgènes ou les anti-androgènes, deux - respectivement trois - groupes de doses de la substance d’essai, plus un témoin positif et un témoin de véhicule (négatif) sont normalement suffisants. La substance d’essai est administrée par gavage ou injection sous-cutanée, chaque jour, pendant 10 jours consécutifs. Pour tester les anti-androgènes, la substance d’essai est administrée avec un agoniste d’androgène de référence. Chaque groupe traité ou témoin comprend au moins six animaux. Les animaux sont autopsiés environ 24 heures après la dernière administration de la substance d’essai. Les tissus sont excisés et les poids frais sont déterminés. Une augmentation (pour les androgènes) ou une diminution (pour les anti-androgènes) du poids de deux des cinq tissues, statistiquement significative, indique une réponse positive dans cet essai.

    Abstract: The Isolated Chicken Eye (ICE) test method is an in vitro test method that can be used to classify substances as “ocular corrosives and severe irritants”. The ICE method uses eyes collected from chickens obtained from slaughterhouses where they are killed for human consumption, thus eliminating the need for laboratory animals. The eye is enucleated and mounted in an eye holder with the cornea positioned horizontally. The test substance and negative/positive controls are applied to the cornea. Toxic effects to the cornea are measured by a qualitative assessment of opacity, a qualitative assessment of damage to epithelium based on fluorescein retention, a quantitative measurement of increased thickness (swelling), and a qualitative evaluation of macroscopic morphological damage to the surface. The endpoints are evaluated separately to generate an ICE class for each endpoint, which are then combined to generate an Irritancy Classification for each test substance.

Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: The report analyses the retirement income systems of 18 Asian countries, including Australia, China, India, Indonesia, Pakistan, the Philippines and Vietnam. It says that reform is needed because: coverage of formal pension systems is relatively low; withdrawal of savings before retirement is very common; pension savings are often taken as lump sums and often do not provide people with adequate income over their lifetime; pensions payments are not automatically adjusted to reflect changes in the cost of living. In OECD countries, an average of 70% of the working-age population are eligible for a pension. However in South Asia, just 7.5% of the working-age population are eligible and in East Asia 18%. Furthermore, few countries in Asia/Pacific have social pensions to provide safety-net retirement incomes for people who are not members of formal schemes. Only in India are social pensions significant, with around 10 to 15% of older people covered.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

L’objectif est de déterminer les effets toxiques de la substance sur la mortalité des adultes et sur le taux de reproduction exprimé respectivement par la CLx et la CEx, ou par les valeurs CSEO/CMEO. Le nombre de concentrations d’essai varie en fonction des effets à mesurer. Pour une approche combinée visant à déterminer les CSEO/CMEO, huit concentrations formant une série géométrique, quatre réplicats pour chaque concentration et huit réplicats témoins sont utilisés. Dans chaque récipient d’essai, 10 juvéniles F. candida (ou 10 males et 10 femelles F. fimetaria) sont placés sur 30 g de sol artificiel modifié OCDE contenant 5 % de matière organique. La durée d’un essai de reproduction définitif est de 4 semaines pour F. candida et de 3 semaines pour F. fimetaria.

    Abstract: This publication presents the results of the first OECD investment policy review of Vietnam. It finds that the progress Vietnam has achieved in less than two decades in putting into place a legal framework and implementing policies that mobilise private investment, including international direct investment, to support economic growth and the prosperity of Vietnam’s citizens has been remarkable. Starting from a situation in which the economy was essentially closed to private and international investment, Vietnam is now considered to be one of the very attractive economies in the world for investment.

    Abstract: L’objectif des études de toxicité chronique est de caractériser le profil d’une substance dans des espèces mammifères (essentiellement rongeurs) à la suite d’une exposition prolongée et répétée. La Ligne directrice porte particulièrement sur les rongeurs et l’administration orale. Les deux sexes doivent être employés. Pour des rongeurs, chaque groupe de traitement contient au moins 20 animaux de chaque sexe, tandis que pour des non-rongeurs, un minimum de 4 animaux de chaque sexe par groupe est recommandé. Au moins trois niveaux de dose doivent être employés en plus du groupe témoin. Normalement, la fréquence de l’exposition est quotidienne, mais elle peut varier selon la voie choisie (orale, cutanée ou inhalation) et elle est ajustée selon le profil toxicocinétique de la substance d’essai. La durée de la période d’exposition est d’au moins 12 mois. Les résultats de ces études incluent des mesures (pesée), des observations détaillées régulières (examen hématologique, analyse d’urine, chimie clinique), ainsi que des procédures d’autopsie et l’histopathologie.
