    Kurzfassung: December 1997 - In rural China, those in the poorest wealth decile are the least well-insured, with 40 percent of an income shock being passed on to current consumption. By contrast, consumption by the richest third of households is protected from almost 90 percent of an income shock. Jalan and Ravallion test how well consumption is insured against income risk in a panel of sampled households in rural China. They estimate the risk insurance models by Generalized Method of Moments, treating income and household size as endogenous. Insurance exists for all wealth groups, although the hypothesis of perfect insurance is universally rejected. Those in the poorest wealth decile are the least well-insured, with 40 percent of an income shock being passed on to current consumption. By contrast, consumption by the richest third of households is protected from almost 90 percent of an income shock. The extent of insurance in a given wealth stratum varies little between poor and nonpoor areas.     Kurzfassung: April 1999 - As conventionally measured, current household income relative to a poverty line can only partially explain how Russian adults perceive their economic welfare. Other factors include past incomes, individual incomes, household consumption, current unemployment, risk of unemployment, health status, education, and relative income in the area of residence. Paradoxically, when economists analyze a policy's impact on welfare they typically assume that people are the best judges of their own welfare, yet resist directly asking them if they are better off. Early ideas of utility were explicitly subjective, but modern economists generally ignore people's expressed views about their own welfare. Even using a broad set of conventional socioeconomic data may not reflect well people's subjective perceptions of their poverty. Ravallion and Lokshin examine the determinants of subjective economic welfare in Russia, including its relationship to conventional objective indicators. For data on subjective perceptions, they use survey responses in which respondents rate their level of welfare from poor to rich on a nine-point ladder. As an objective indicator of economic welfare, they use the most common poverty indicator in Russia today, in which household incomes are deflated by household-specific poverty lines. They find that Russian adults with higher family income per equivalent adult are less likely to place themselves on the lowest rungs of the subjective ladder and more likely to put themselves on the upper rungs. But current household income does not explain well self-reported assessments of whether someone is poor or rich. Expanding the set of variables to include incomes at different dates, expenditures, educational attainment, health status, employment, and average income in the area of residence doubles explanatory power. Healthier and better educated adults with jobs perceive themselves to be better off, controlling for income. The unemployed view their welfare as lower, even with full income replacement. Individual income matters independent of per capita household income. Relative income also matters. Living in a richer area lowers perceived economic welfare, controlling for income and other factors.     Kurzfassung: July 1999 - A workfare program was introduced in response to high unemployment in Argentina. An ex-post evaluation using matching methods indicates that the program generated sizable net income gains to generally poor participants. Jalan and Ravallion use propensity-score matching methods to estimate the net income gains to families of workers participating in an Argentinian workfare program. The methods they propose are feasible for evaluating safety net interventions in settings in which many other methods are not feasible. The average gain is about half the gross wage. Even allowing for forgone income, the distribution of gains is decidedly pro-poor. More than half the beneficiaries are in the poorest decile nationally and 80 percent of them are in the poorest quintile - reflecting the self-targeting feature of the program design. Average gains for men and women are similar, but gains are higher for younger workers. Women's greater participation would not enhance average income gains, and the distribution of gains would worsen. Greater participation by the young would raise average gains but would also worsen the distribution.     Kurzfassung: August 1999 - To minimize the harmful impact on poor people of macroeconomic shocks, sound policies for dealing with crises - and an adequate public safety net - should be in place before a crisis starts. Many developing countries faced macroeconomic shocks in the 1980s and 1990s. The impact of the shocks on welfare depended on the nature of the shock, on initial household and community conditions, and on policy responses. To avoid severe and lasting losses to poor and vulnerable groups, governments and civil society need to be prepared for a flexible response well ahead of the crisis. A key component of a flexibly responsive system is an effective permanent safety net, which will typically combine a workfare program with targeted transfers and credit. Once a crisis has happened, several things should be done: ° Macroeconomic policies should aim to achieve stabilization goals at the least cost to the poor. Typically, a temporary reduction in aggregate demand is inevitable but as soon as a sustainable external balance has been reached and inflationary pressures have been contained, macroeconomic policy should be eased (interest rates reduced and efficient public spending restored, to help offset the worst effects of the recession on the poor). A fiscal stimulus directed at labor-intensive activities (such as building rural roads) can combine the benefits of growth with those of income support for poor groups, for example. ° Key areas of public spending should be protected, especially investments in health care, education, rural infrastructure, urban sanitation, and microfinance. ° Efforts should be made to preserve the social fabric and build social capital. ° Sound information should be generated on the welfare impacts of the crisis.     Kurzfassung: December 1999 - Nonfarm economic growth in India had very different effects on poverty in different states. Nonfarm growth was least effective at reducing poverty in states where initial conditions were poor in terms of rural development and human resources. Among initial conditions conducive to pro-poor growth, literacy plays a notably positive role. Ravallion and Datt use 20 household surveys for India's 15 major states, spanning 1960-94, to study how initial conditions and the sectoral composition of economic growth interact to influence how much economic growth reduced poverty. The elasticities of measured poverty to farm yields and development spending did not differ significantly across states. But the elasticities of poverty to (urban and rural) nonfarm output varied appreciably, and the differences were quantitatively important to the overall rate of poverty reduction. States with initially lower farm productivity, lower rural living standards relative to those in urban areas, and lower literacy experienced a less pro-poor growth process.     Kurzfassung: May 2000 - Existing methods for assessing latent country or institutional performance can yield deceptive results. There have been many attempts to infer latent performance attributes of governments (or other institutions) from conditional comparisons that control for observed variables. Success in doing so could greatly improve government performance. Ravallion critically reviews the econometric foundations of the methods used. He argues that latent heterogeneity remains a fundamental but unresolved problem. Locating a benchmark for measuring performance adds a further problem. Current methods do not yield a consistent estimate of even the mean latent performance attribute. An assessment of country performance by these methods could well be wildly wrong.     Kurzfassung: April 2000 - Community-level targeting of antipoverty programs is now common. Do local community organizations target the poor better than the central government? In one program in Bangladesh, the answer tends to be yes, but performance varies from village to village. The authors try to explain why. It is common for central governments to delegate authority over the targeting of welfare programs to local community organizations - which may be better informed about who is poor, though possibly less accountable for getting the money to the local poor - while the center retains control over how much goes to each local region. Galasso and Ravallion outline a theoretical model of the interconnected behavior of the various actors in such a setting. The model's information structure provides scope for econometric identification. Applying data for a specific program in Bangladesh, they find that overall targeting was mildly pro-poor, mostly because of successful targeting within villages. But this varied across villages. Although some village characteristics promoted better targeting, these were generally not the same characteristics that attracted resources from the center. Galasso and Ravallion observe that the center's desire for broad geographic coverage appears to have severely constrained the scope for pro-poor village targeting. However, poor villages tended not to be better at reaching their poor. They find some evidence that local institutions matter. The presence of cooperatives for farmers and the landless appears to be associated with more pro-poor program targeting. The presence of recreational clubs has the opposite effect. Sometimes the benefits of decentralized social programs are captured by local elites, depending on the type of spending being decentralized. When public spending is on a private (excludable) good, and there is no self-targeting mechanism to ensure that only the poor participate, there is ample scope for local mistargeting.     Kurzfassung: The Belgian aid system has experienced serious problems in recent years and is now going through a crucial transition period. An action plan has been prepared by the Secretary of State for Co-operation and basic reforms are under way. This plan, entitled "Showing our colours -- Plan for the future of Belgian co-operation and development", was well received by the OECD's Development Assistance Committee (DAC). During its triennial peer review of Belgium's development co-operation policy and aid programme, the Committee also took note of the determination of the Secretary of State to design a co-operation programme that goes beyond economic and social considerations to take full account of the basic values of the society. In relation to general good practice among donors, the Committee indicated its support for a number of measures that might enhance the effectiveness of Belgium's development co-operation programme, including increasing efficiency by decentralising more executive functions and monitoring effectiveness through an active assessment, evaluation and feedback policy; raising staff skills through better training in key development subjects and by delegating authority both internally and to local offices; devising country strategies based on a new partnership approach; and focusing technical co-operation efforts on strengthening local capacity.

    Kurzfassung: While the development of new knowledge is becoming increasingly important in the emerging knowledge-based economy, the impact of technology on growth, jobs and welfare is determined largely by the way in which technology is diffused, absorbed and used throughout the economy. For technological progress to bring not only higher productivity but also economic expansion and new jobs it is pivotal with conditions which allow for industrial restructuring, entry and expansion of small firms, growth of new industries, launching of new products, and mechanisms accounting for effective upskilling of the labour force. This report points to a decline in public support for research and development (R&D), mainly affecting basic, long-term research, and examines the levelling-off in private sector R&D along with changes in its direction away from basic, exploratory research towards more market-driven and short-term innovative efforts. It explores how the special characteristics of national innovation systems impact on the mechanisms for innovation and diffusion of technology, and examines the rationale for policy in this area. A key challenge for policy makers is to co-ordinate measures so as to obtain consistent and credible incentives for firms and individuals. Assessing what works and what does not work in policy, the report identifies "best practices" in specific areas: management of the science base; financial support for industrial R&D efforts; technology diffusion policies and initiatives; policies for new technology-based firms; policies for facilitating growth in new demand; and policies for high-performance workplaces and intangible investment. Despite many initiatives, OECD countries have not yet fully adapted to the characteristics and challenges of knowledge-based economies. Technology policies continue to be too piecemeal, paying insufficient attention to linkages within national innovation systems and to broader structural reforms. They focus too much on the small high-tech segment of the economy and too little on fostering innovation and technology diffusion economy-wide. There is also scope for improving the effectiveness of policies, notably through increased use of market-based instruments and better evaluation. Recommendations are put forward of measures to be taken by individual OECD countries.

    Kurzfassung: The OECD Development Assistance Committee's 1998 review of Germany's development aid policies and programmes. It finds that the German aid programme is one of the largest in the world, and it is managed with great expertise and skill. It is strongly oriented towards the partnership principle. The three basic objectives of German aid are poverty reduction, protection of the environment and natural resources and education and training. Poverty reduction, gender and the protection of the environment are cross-cutting tasks permeating all German aid activities. Since the last review of its development co-operation programme by the OECD's Development Assistance Committee in 1995, Germany has taken several measures to improve the quality and effectiveness of its aid. These measures include:- the reformulation of the concept for development policy; - the establishment of guidelines for the integration of poverty reduction and gender into all project and programme design; - the conception and implementation of development-oriented emergency assistance programmes, including conflict resolution activities; - a new approach to evaluation; - decentralisation of the German technical assistance agency (GTZ); and the establishment of field offices by the financial co-operation agency (KfW); - more systematic relations with non-governmental organisations. At the same time, there are still significant challenges in adapting a complex multi-institutional management structure to evolving needs for policy-based, co-ordinated programmes, and also in overcoming persistent pressures on the budget. The volume of German aid for developing countries has been falling significantly in recent years. As a share of GNP, ODA net disbursements fell from 0.42 per cent in 1990 to 0.28 per cent in 1997. Assistance for the reform process in Central and Eastern Europe and the former Soviet Union also declined sharply in 1996 and 1997.

Modern systems of education and training have been created, and rates of expansion have kept pace with demand for elementary, secondary, university and other forms of tertiary education. Despite these impressive gains, the Korean education system needs improvements to respond positively and creatively to the challenges of globalisation, the electronic revolution and the advent of society based on knowledge and information. This review covers the entire education and training system, including vocational and tertiary education. It assesses the main directions of the reform proposals put forward by the Presidential Commission on Educational Reform in May 1995. It makes recommendations for improvements in such key areas as: access to education and training opportunities within the context of lifelong learning; quality of learning to foster creativity at all levels; improving the inner dynamics of the education and training system to provide a reformed, decentralised system; and the knowledge and information base for the effective performance of the education and training system.

    Kurzfassung: Portugal's development co-operation programme is characterised by concentration bilaterally on the Portuguese-speaking countries in Africa, reflecting close links of history, language and culture. Those countries are now among the least developed countries. Recently, Portugal has emphasized two new areas of development co-operation. First, private sector development, based on economic policy reforms supported by the international institutions, and on instruments which encourage the involvement of the Portuguese private sector. The second new area of emphasis is the strengthening of the governance systems in the PALOPs, the Portuguese-speaking countries in Africa, focusing particularly on legal systems and the judiciary, but also extending to parliamentary institutions, electoral systems, local governments and constitutional advice. In its review of Portugal's programme the OECD Development Assistance Committee (DAC) noted that Portugal has the potential to play a larger role, particularly in Mozambique and Angola, where critical post-conflict development needs have to be met. It noted that a new Community of Portuguese-Speaking Countries (the CPLP), including Brazil, has recently been formed to enhance dialogue and mutual development efforts.

It finds that Brazil is on the verge of becoming one of the leading recipients of foreign direct investment (FDI) in Latin America and the world. Major economic reforms and large scale privatisations have enhanced Brazil's attractiveness as the largest Latin American market and as a key player in Mercosur. This trend should pick up speed in the coming years with further liberalisation, the restructuring of the Brazilian economy and the pursuance of economic integration. There is every reason to commend the policies adopted by the Government of Brazil to eliminate discriminatory treatment towards foreign investors and their investments, protect their tangible and intangible assets and provide for the resolution of investment disputes. The study highlights, however, some lingering areas of concern, notably with respect to access to the banking system, goverment discretionary action and existing market distortions. The adherence to OECD liberalisation principles should nevertheless consolidate and confort the reform process in Brazil while providing a favorable framework for the expansion of FDI relations between Brazil and OECD countries.

    Kurzfassung: In this Short-term Toxicity Test on Fish Embryo and Sac-Fry Stages, the life stages from the newly fertilized egg to the end of the sac-fry stage are exposed. The embryo and sac-fry stages of fish are exposed to five concentrations of the test substance dissolved in water. A choice, depending on the nature of the test substance, is possible between a semi-static and a flow-through procedure. The test starts with placing at least 30 fertilised eggs divided equally between at least three replicate test chambers per concentration, and is terminated just before the yolk-sac of any larvae in any of the test chambers has been completely absorbed or before mortalities by starvation start in controls. Lethal and sub-lethal effects are assessed and compared with control values to determine the lowest observed effect concentration and hence the no observed effect concentration. Alternatively, they may be analysed using a regression model in order to estimate the concentration that would cause a given percentage effect. The study report should include: the daily counting of the offspring, the daily recording of the parent mortality, the weekly measurement of oxygen concentration, temperature, and pH values; and the determination of the concentrations of test substance.     Kurzfassung: Central Bank Audit Practices describes common approaches, practices and trends relevant to the audit of central banks, with a view to supporting public administration reform efforts in central and eastern European countries. The study provides a basis for further discussion between decision-makers and practitioners on how the audit regime could be developed to ensure good governance of central banks. This study originates from a discussion on today’s important audit issues which was arranged by the European Court of Auditors together with the presidents of supreme audit institutions (SAIs) of central and eastern European countries and held in Luxembourg on 21-23 October 1996. Follow-up discussions between representatives of SAIs and central banks and SIGMA made it apparent that a focused comparative study could be of high value to officials with responsibilities for the design of audit strategies and policies, as well as to auditors. From the outset it was decided that the study should focus on auditing of central bank activities and not on banking. This meant that aspects of the banking system, such as the regulatory structure of financial institutions or supervision of the financial sector, although very interesting and relevant, have been excluded from the scope of the study or are only briefly mentioned. The study is furthermore limited in that it provides an overview of four European Union Member States (Germany, Ireland, the Netherlands and Sweden). These countries do not represent the entire variation to be found in the EU. The reader is also asked to keep in mind that current practices might undergo important changes as a result of the introduction of the European Economic and Monetary Union.

How should pension, health and long-term care best be reformed? How can older people's contribution to society and economic prosperity be enhanced? Within the next decade, the numbers of retired people in OECD countries will start to grow much faster than those of working age. In the absence of major changes to pension systems and to the way people allocate their time between education, work and leisure, it is likely that fiscal and social strains will start to emerge. Some groups may be unfairly burdened through high taxation and others would face unexpected reductions in their material living standards. The appropriate policy response is multi-faceted, covering fiscal, social, labour market, financial market, health and education policies. An important part of the strategy for maintaining prosperity in an ageing society will involve encouraging people to work longer by making it financially more attractive for them to do so. In turn, this could entail reforms to traditional public pension systems and other social policies, as well as fostering the development of alternatives to public systems that give individuals more flexibility in deciding when to retire. Consequently, financial market infrastructures will need to be strengthened to cope with large increases in private pension fund assets. Through this multi-disciplinary study, the OECD points to the need to take action now by implementing a comprehensive and consistent set of policies.

    Kurzfassung: This Test Guideline is a laboratory test method, designed to assess the oral acute toxicity of pesticides and other chemicals, to adult worker honeybees. Adult worker honeybees are exposed to five doses in a geometric series of the test substance dispersed in sucrose solution. A minimum of three replicate test groups, each of ten bees, should be dosed with each test concentration. A toxic standard (usually dimethoate) should be included in the test series. The bees are then fed the same diet, free of the test substance. The limit test corresponds to one dose level of 100 ìg active ingredient/bee. Mortality is recorded daily during at least 48 hours and compared with control values. If the mortality rate is increasing between 24 and 48h whilst control mortality remains at an accepted level it is appropriate to extend the duration of the test to a maximum of 96h. The study report should include the amount of diet consumed per group and the observation of all abnormal behavioural. The results are analysed in order to calculate the LD50 at 24h and 48h and, in case the study is prolonged, at 72h and 96h.

It finds that The Netherlands is traditionally a strong performer in the community of aid donors. It has been among the leading donors in volume of official development assistance (ODA), the care with which it has been used, and in continuous efforts for increased effectiveness. In its triennial review of the Netherlands' aid policies and programmes, the OECD Development Assistance Committee (DAC) was particularly interested in the Netherlands' ambitious, even daring, reorganisation of its development co-operation which was undertaken in 1996. This far-reaching reorganisation affects the budget process and staffing of the Ministry of Foreign Affairs and embassies in recipient countries. The DAC also welcomed the planned focus of Dutch aid on poverty eradication through economic and social sector development and noted the four Dutch volume input targets. The trend in the Dutch ODA effort, which declined between 1986 and 1994 as a share of Dutch GNP ration has turned around between 1994 and 1996. In 1996, The Netherlands was the fourth-ranking DAC Member in terms of ODA/GNP ratio and the fifth-ranking in absolute terms. The Committee commended the Netherlands on its ODA performance and hoped that the Dutch Information and Awareness Programme would continue to help inform the Dutch public, which has registered firm support for Dutch aid.

Although the paper discusses a specific industry sector, many of the issues raised, for example the high level of global integration of functions and intensive co-operation between different geographic locations, are becoming more common in other industries with the spread of globalisation and the communications revolution.

The paper highlights the issues associated with building effective institutions while providing concrete examples of how Member States and candidate countries have responded to such challenges. Up to now, public opinion surveys have received a great deal of scientific attention with regard to methodological problems of data gathering, data analysis and interpretation of data. There is also much literature on administrative reforms in both OECD countries and central and eastern European countries. Although this literature is widely used, there is very little information on the use of public opinion surveys in the context of administrative reforms. By providing an overview of surveys in western countries, as well as country studies of the Czech Republic, Hungary and Lithuania, and by using examples from different administrative settings, this publication can contribute to a broad understanding of how surveys can provide useful inputs to administrative reforms.

    Kurzfassung: This method provides information on health hazard likely to arise from exposure to test substance via oral administration. The determination of sub-chronic oral toxicity using repeated doses may be carried out after initial information on toxicity has been obtained from acute or repeated dose 28-day toxicity tests. The method is based on the repeated oral administration of the substance of interest over a prolonged period (one dose level daily during 90 days). This Test Guideline is intended primarily for use with rodents (rat preferably). At least 20 animals (10 female and 10 male) should be used for each test group. Three concentrations, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The results of this study include: measurements (weighing at least once a week, food and water consumption) and daily and detailed observations (ophtalmological examination, haematology, clinical biochemistry and urinalysis), each day preferably at the same time; as well as gross necropsy and histopathology. A number of endocrine-related measurements, particularly relevant to thyoid function have been added in 2018. A properly conducted 90-day subchronic test should provide a satisfactory estimation of a no-effect level.

    Kurzfassung: The OECD Development Assistance Committee's 1998 review of the US development aid policies and programmes. It finds that after a period of declining support, the United States has in recent years worked to strengthen both political and public confidence in its foreign assistance programmes. USAID's new Strategic Plan, issued in September 1997, aims at clear results through its support of developing and transitional countries' efforts to achieve sustained economic and social progress and to share more fully in resolving global problems. An ambitious effort has been made to link the reform of aid management to clearer goals and stronger partnerships. Nevertheless, the volume of resources devoted by the United States to official development assistance has continued its downward trend. Measured as a percentage of GNP, the United States now provides the lowest amount, by far, of any Member of the OECD Development Assistance Committee (DAC). At its triennial review of the United States' aid policies and programmes on 6 April 1998, the DAC welcomed the measures that have been taken and looked forward to the full impact of the reforms and initiatives that have been launched. After serious international concern over recent years about diminishing funding and staffing in the United States programme, there are welcome first indications of strengthening budgets for aid to developing countries, confirmed by President Clinton's recent commitment to seek to increase the budget for African aid to its historically high levels. It is important that the United States pursue pro-development policies on a broad range of issues. Thus, the review gives special attention to the work of USAID in the areas of democracy, participation, governance, dealing with conflict and disasters, as well as the Transition Initiative, set up to help the United States respond to the needs falling between relief and development. Trade policy is also highlighted, as are the United States' multilateral contributions, and its role in promoting gender equality.

It finds that a major reform of the entire Italian education and training system is in progress, aiming at the improvement and integration of learning in schools, universities and regional training institutions in order to respond to changing social and economic demands for knowledge, skills and qualifications. Fundamental changes will include the decentralisation of administrative responsibilities and increased school autonomy, enabling the grassroot actors in education and training to respond more flexibly to the diversity of individual, local and enterprise needs and to utilise more effectively available funds and technologies. Central elements in the reform will also provide evaluation and increased accountability across the system. The OECD examiners support these objectives and suggest a number of strategies to strengthen the implementation of the reform goals. They underline the need for broad societal agreement on these goals and the mobilisation of all the parties involved in order to achieve the wide-ranging changes which are envisaged.

    Kurzfassung: This Test Guideline is a laboratory test method, designed to assess the acute contact toxicity of pesticides and other chemicals to adult worker honeybees. Anaesthetized adult worker honeybees are exposed to five doses in a geometric series of the test substance dissolved in appropriate carrier (in total a volume of 1 ml), by direct application to the thorax (droplets). A minimum of three replicate test groups, each of ten bees, should be dosed with each test concentration. A toxic standard (usually dimethoate) should be included in the test series. The limit test corresponds to one dose level of 100 ìg active ingredient/bee. The test duration is 48h. Mortality is recorded daily during at least 48 hours and compared with control values. If the mortality rate is increasing between 24 and 48h whilst control mortality remains at an accepted level, it is appropriate to extend the duration of the test to a maximum of 96h. The results are analysed in order to calculate the LD50 at 24h and 48h and, in case the study is prolonged, at 72h and 96h.

Chapters have been grouped around the three main topics which the seminar addressed: (1) managing EU affairs; (2) membership negotiations and preparation for accession; and (3) preparing to join the emerging “European Administrative Space”. Ensuring the smooth running of a multi-country seminar away from the SIGMA Secretariat required intense organisational and logistical work. The conference facilities provided by the Greek hosts, together with their sharing of information on what is involved in becoming an EU Member State, and on their efforts in administrative reform, contributed to the seminar’s success. SIGMA wishes to thank Nelli Sakellariadou from the Greek Ministry of the Interior, Public Administration and Decentralisation for co-ordinating the event. SIGMA staff Linda Duboscq, Winnie Marshall and Joanne Stoddart provided logistical support, and Michal Ben-Gera, Jacques Fournier and Tony Verheijen developed the programme, wrote background papers and co-chaired the sessions with the Greek hosts. More individuals, firms and nations than ever before depend on the gains from trade and investment liberalisation. Yet anxiety about the effects of greater market integration remains. It is essential for long-term world prosperity that countries' commitment to trade and investment liberalisation be sustained. To be credible, that commitment must be rooted in and enjoy broad public support and understanding. This makes it all the more important to communicate what trade and investment liberalisation can and cannot do and be held responsible for. Trade and investment liberalisation is not painless. It should not be viewed as a cure-all nor presented as an end in itself. It is, however, an essential component of any coherent set of policies aimed at helping societies adjust to - and take advantage of - technology-driven transformations whose pace and depth are unprecedented. The main purpose of the Arrangement is to provide the institutional framework for an orderly export credit market; it aims to prevent an export credit race in which exporting countries compete on the basis of who grants the most favourable financing terms rather than on the basis of the price and quality of the product. The Arrangement sets limits on the terms and conditions for export credits involving credit terms of two years or more - that is, that are insured, guaranteed, extended, refinanced or subsidised by or through export credit agencies. In addition to providing a framework for official export credits, the Arrangement sets out rules for tied aid and for risk-based premium fees. The Arrangement is a gentlemen's agreement; it is not an OECD legal Act. The Participants to the Arrangement are most OECD Member countries

This report aims to clarify what is now known about human capital and how it can be measured. It responds to a request by governments represented in the OECD Council "to develop an initial set of indicators of human capital investment based on existing data, analyse areas where significant gaps remain in internationally comparable data, identify the cost of development of data collection for new measures and performance indicators, and report to Ministers in 1998".

    Kurzfassung: Education is a powerful force in building the new Russia: it can help its citizens meet the challenges of the new, emerging democratic society; develop in its labour force the talents, skills and dispositions required in the new economic and social setting; and harmonise national aims with regional concerns. The challenge to the education system in the Russian Federation is especially great because so many other social and economic systems are undergoing transition and reform simultaneously. Against the present context of fluid and uncertain conditions and significant financial constraint, school policies need to promote and support the adaptation and restructuring of curricula while reinforcing evident strengths in current provision and fostering the development of new, effective partnerships at national, regional and local levels. This report describes the most recent trends in schooling and education policy in the Russian Federation, and analyses the education reform initiatives under way. While supporting the overall policy trends now under way, its recommendations draw attention to particular problems and share new perspectives as well as identify ways to consolidate the ongoing reforms. Recommendations are offered for education goals, access and opportunity for all; curriculum and assessment; teachers and teacher education; reforming vocational and technical education within a changing economy; and management, finance and the role of government.

That is the key conclusion to emerge now that the Economic and Development Review Committee (EDRC) has examined progress made by OECD countries over the last year or so in implementing the Jobs Strategy. As reported to the 1997 Ministerial Meeting, the EDRC has fleshed out country-specific recommendations for implementing the Jobs Strategy, a process extended more recently to the new Member countries. Subsequently, the Committee has used these recommendations as a benchmark for assessing the progress made by individual countries.     Kurzfassung: Nine central and eastern European countries — Albania, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic — were represented in Warsaw at the meeting of senior officials from centres of government, organised by the SIGMA Programme and held on 27 and 28 February 1997. Three European Union centres of government — Belgium, Germany, Greece — also took part in the work, as did experts from Canada, Denmark, France and Sweden. As their French counterparts had done in Paris the previous year, the host country officials described the broad lines of their organisation and informed participants about the major changes that had been made recently. In Poland, these come under the more general heading of the reform of state economic administration and result, at centre of government level, in the strengthening of the position of the Polish Prime Minister and a clearer demarcation of political and administrative responsibilities. Two topics had been selected for the meeting: “Policy-Making and Decision-Making in a Coalition System”, and “Managing Government Transitions”. The two issues were not chosen by accident: actual examples are to be found in all the countries participating in the SIGMA Programme, they are of direct interest to centres of government, and the problems they raise are comparable in nature. In the case of both topics, it is a question of reconciling the exigencies of democracy and efficiency. Democracy implies political pluralism and legitimises the principle that power can be held on an alternating basis. By the same token, however, it sows seeds of weakness or frailty in the functioning of a country’s institutions just when the process of transition requires governments to demonstrate firmness and continuity. A coalition government can find it difficult to speak with a single voice. When teams change too often, continuity can be jeopardised. These are the risks inherent in democracy and they have of course to be accepted, but it is also the role of centres of government to seek to minimise any negative effects they can have on the proper conduct of public policies.

But unemployment remains unacceptably high -- having fallen only slightly from its peak of 38 million in 1993 to the current 35 million or 7 per cent of the workforce -- and wage and income disparities have widened in many countries, posing potential risks to social cohesion. These trends have prompted much debate on their causes, consequences and remedies.
