    Kurzfassung: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

    Kurzfassung: Les précédentes évaluations quantitatives des effets de la libéralisation des échanges agricoles présumaient que les réductions négociées des tarifs consolidés se traduisent par une diminution correspondante des taux tarifaires effectivement appliqués. Toutefois, cette méthode surestime la réduction effective des tarifs appliqués et, partant, les avantages de la libéralisation des échanges, puisque les taux appliqués sont souvent très inférieurs aux tarifs consolidés dans les listes issues du cycle d’Uruguay. À l’aide de données sur les taux appliqués et consolidés et du modèle GTAP-CGE, les auteurs chiffrent l’ampleur du biais consécutif. Il apparaît que la distorsion des estimations est particulièrement prononcée pour les réductions tarifaires faibles et pour les pays où les écarts entre taux consolidés et taux appliqués sont importants. The econometric analysis uses a panel data set covering 17 OECD countries over the period 1985-1999, and distinguishes between part-time and full-time female participation rates. Différentes sortes de restrictions sont considérées : les limites de la participation étrangère, les procédures d’examen sélectif ou de notification, et les restrictions concernant la gestion et les opérations des entreprises. Ces restrictions sont calculées pour neuf secteurs et onze sous-secteurs, dont la plupart relèvent du domaine des services. Les données sont ensuite agrégées en une mesure composite pour l’économie dans son ensemble. Selon ces indicateurs agrégés, ces deux dernières décennies, et plus particulièrement les années 90, ont vu un assouplissement considérable des restrictions frappant l’IDE. Les pays de l’OCDE sont désormais généralement ouverts aux IDE, même s’il subsiste des différences importantes d’un pays et d’un secteur à l’autre.     Kurzfassung: La baisse substantielle des taux d’épargne privée observée dans plusieurs pays de l’OCDE durant la fin des années 90 a coïncidé dans bien des cas avec une forte hausse de la richesse financière nette des ménages. Ce phénomène a été interprété par plusieurs analystes comme indiquant que la forte augmentation des valeurs mobilières et immobilières durant cette période avait été traitée par les ménages comme une hausse permanente de la richesse, entraînant une baisse non soutenable de l’épargne, et faisant ainsi surgir la crainte d’un éventuel effet de richesse négatif. À l’aide de techniques d’estimation pour un panel d’équations dynamiques, cette étude examine les principaux déterminants de l’épargne privée pour un échantillon de 15 pays de l’OCDE et constate que la baisse de l’épargne observée après 1995 peut être largement expliquée par des déterminants fondamentaux autres que la richesse financière, y compris en période hors échantillon. Parmi ces déterminants, c’est la hausse de l’épargne publique qui a contribué le plus à la désépargne privée entre 1995 et 2000. À en juger par les résultats, il ne semble guère que les consommateurs aient réagi trop fortement au boom du marché boursier des années 90, même dans les pays où les taux d’épargnes ont tombés à des niveaux sans précédent. Our quantification scheme differs from existing methods primarily by using prior information (perhaps derived from economic theory or well established empirical relations) on the underlying process driving the variable of interest. To investigate the properties of our novel quantification scheme and to analyze the size and power properties of the new expectation consistency test, we perform Monte Carlo simulation studies.     Kurzfassung: This paper uses survey data in order to analyse and assess the empirical properties of consumers’ inflation expectations in the euro area and explores their role in explaining the observed dynamics of inflation. The probability approach is used to derive quantitative estimates of euro area inflation expectations from the qualitative data from the European Commission’s Consumer Survey. The paper subsequently analyses the empirical properties of the estimated inflation expectations by considering the extent to which they fulfil some of the necessary conditions for rationality. The results suggest an intermediate form of rationality. In particular, the surveyed expectations are an unbiased predictor of future price developments and they incorporate – though not always completely – the information contained in a broad set of macroeconomic variables.     Kurzfassung: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Kurzfassung: Große Erwartungen und herbe Enttäuschungen prägen die Diskussion um die journalistische Berichterstattung über Journalismus. Einerseits soll sie als "fünfte Gewalt im Staat", als Garant journalistischer Selbstkontrolle und Qualitätssicherung dienen, andererseits wird ihr "Selbstbeweihräucherung", "Cross-Promotion" und "Nachrichtenunterdrückung" vorgeworfen - denn "eine Krähe hackt der anderen bekanntlich kein Auge aus". Diesen aufgeregten Thesen setzt die vorliegende Arbeit eine theoretische und empirische Analyse entgegen, die die Entscheidungsstrukturen und Thematisierungsstrategien zur journalistischen Selbstthematisierung systematisch nachvollzieht. Sie untersucht die Kommunikationsmechanismen des Journalismus über Journalismus im Kontext einer allgemeinen, funktionalen Journalismustheorie, knüpft dabei an kognitionstheoretische und sozialpsychologische Erkenntnisse zur Selbstwahrnehmung und Selbstbeschreibung an und präzisiert den Begriff der Selbstthematisierung innerhalb der Forschung zu Medienjournalismus, Medien-PR und zur medialen Selbstbezüglichkeit.     Anmerkung: Das Lebensstilkonzept wird seit zwei Jahrzehnten als Alternative zu klassischen Konzepten der Sozialstrukturanalyse diskutiert. Der bisherige Ertrag der Lebensstilforschung ist jedoch recht mager. Als Hauptprobleme der Forschungspraxis gelten: die mangelnde Vergleichbarkeit der Lebensstiltypologien; ihre Theoriearmut; der fragliche Realitätsgehalt einzelner Lebensstiltypen; der Erhebungsaufwand von Lebensstilvariablen. Die Studie beansprucht, diese Probleme durch die Entwicklung eines theoretisch begründeten und empirisch effizient einsetzbaren Analyseinstruments zu lösen. In drei Primärerhebungen wird die entwickelte Typologie zur Analyse individueller Parteipräferenzen, residentieller Segregation, der Integration in städtische Szenen, der Urlaubszielwahl und der Komposition sozialer Netzwerke eingesetzt. Dies ermöglicht die Beantwortung der übergeordneten Frage der Arbeit: Welche Leistungsfähigkeit haben Lebensstile im Vergleich zu klassischen Analysekonzepten?

Market Economy and Urban Change explores and evaluates urban sector and development policies in the context of market enablement, and the associated instruments of structural adjustment, urban management reform and 'good' governance. By articulating the linkages between this neo-liberal development paradigm and the way different actors in the urban sector enact policy responses, the book provides an understanding of both the factors driving market enablement, and its impacts on urban sector policies and programmes.
