    Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

    Abstract: This paper examines the determinants of female labour force participation in OECD countries. The econometric analysis uses a panel data set covering 17 OECD countries over the period 1985-1999, and distinguishes between part-time and full-time female participation rates. It shows a positive impact on female participation of a more neutral tax treatment of second earners (relative to single individuals), childcare subsidies, and paid maternity and parental leave. On the other hand, child benefits reduce female participation due to an income effect and their lump-sum character.     Abstract: Ce document présente de nouvelles mesures des restrictions visant les investissements directs étrangers (IDE) dans les pays de l’OCDE. Différentes sortes de restrictions sont considérées : les limites de la participation étrangère, les procédures d’examen sélectif ou de notification, et les restrictions concernant la gestion et les opérations des entreprises. Ces restrictions sont calculées pour neuf secteurs et onze sous-secteurs, dont la plupart relèvent du domaine des services. Les données sont ensuite agrégées en une mesure composite pour l’économie dans son ensemble. Selon ces indicateurs agrégés, ces deux dernières décennies, et plus particulièrement les années 90, ont vu un assouplissement considérable des restrictions frappant l’IDE. Les pays de l’OCDE sont désormais généralement ouverts aux IDE, même s’il subsiste des différences importantes d’un pays et d’un secteur à l’autre.     Abstract: La baisse substantielle des taux d’épargne privée observée dans plusieurs pays de l’OCDE durant la fin des années 90 a coïncidé dans bien des cas avec une forte hausse de la richesse financière nette des ménages. Ce phénomène a été interprété par plusieurs analystes comme indiquant que la forte augmentation des valeurs mobilières et immobilières durant cette période avait été traitée par les ménages comme une hausse permanente de la richesse, entraînant une baisse non soutenable de l’épargne, et faisant ainsi surgir la crainte d’un éventuel effet de richesse négatif. À l’aide de techniques d’estimation pour un panel d’équations dynamiques, cette étude examine les principaux déterminants de l’épargne privée pour un échantillon de 15 pays de l’OCDE et constate que la baisse de l’épargne observée après 1995 peut être largement expliquée par des déterminants fondamentaux autres que la richesse financière, y compris en période hors échantillon. Parmi ces déterminants, c’est la hausse de l’épargne publique qui a contribué le plus à la désépargne privée entre 1995 et 2000. À en juger par les résultats, il ne semble guère que les consommateurs aient réagi trop fortement au boom du marché boursier des années 90, même dans les pays où les taux d’épargnes ont tombés à des niveaux sans précédent.     Abstract: This paper examines the impact of old-age pension systems and other social transfer programmes on the retirement decision of older males in OECD countries. For each of the 55-59, 60-64 and 65+ age groups, a new panel dataset of retirement incentives embedded in those schemes is constructed, focusing mainly on the implicit tax rate on continued work. These currently differ widely across OECD countries: they are high in most Continental European Countries, compared with Japan, Korea, English-speaking and Nordic countries.     Abstract: In this paper, we develop a likelihood approach for quantification of qualitative survey data on expectations and perceptions and we propose a new test for expectation consistency (unbiasedness). Our quantification scheme differs from existing methods primarily by using prior information (perhaps derived from economic theory or well established empirical relations) on the underlying process driving the variable of interest. To investigate the properties of our novel quantification scheme and to analyze the size and power properties of the new expectation consistency test, we perform Monte Carlo simulation studies. Overall, the simulation results are very encouraging and show that efficiency gains from including prior information can be substantial relative to existing quantification schemes.     Abstract: This paper uses survey data in order to analyse and assess the empirical properties of consumers’ inflation expectations in the euro area and explores their role in explaining the observed dynamics of inflation. The probability approach is used to derive quantitative estimates of euro area inflation expectations from the qualitative data from the European Commission’s Consumer Survey. The paper subsequently analyses the empirical properties of the estimated inflation expectations by considering the extent to which they fulfil some of the necessary conditions for rationality. The results suggest an intermediate form of rationality. In particular, the surveyed expectations are an unbiased predictor of future price developments and they incorporate – though not always completely – the information contained in a broad set of macroeconomic variables. In addition, although persistent deviations between consumers’ expectations and the rational outcome have occurred, consumers are shown to rationally adjust their expectations in order to eventually “weed out” any systematic expectational errors...

    Abstract: The Swiss Institute for Business Cycle Research regularly conducts business tendency surveys (BTS) amongst manufacturing firms. The information thus generated is available with a publication lead to the official Swiss sales, production, order and inventory statistics. It is shown that the survey data can be used to generate reasonably precise estimates of the reference series with leads of at least one quarter. Specifically, cross-correlations of quarterly series are computed to screen the data for pairs of highly correlated business tendency survey series and corresponding official statistics.     Abstract: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Abstract: Große Erwartungen und herbe Enttäuschungen prägen die Diskussion um die journalistische Berichterstattung über Journalismus. Einerseits soll sie als "fünfte Gewalt im Staat", als Garant journalistischer Selbstkontrolle und Qualitätssicherung dienen, andererseits wird ihr "Selbstbeweihräucherung", "Cross-Promotion" und "Nachrichtenunterdrückung" vorgeworfen - denn "eine Krähe hackt der anderen bekanntlich kein Auge aus". Diesen aufgeregten Thesen setzt die vorliegende Arbeit eine theoretische und empirische Analyse entgegen, die die Entscheidungsstrukturen und Thematisierungsstrategien zur journalistischen Selbstthematisierung systematisch nachvollzieht. Sie untersucht die Kommunikationsmechanismen des Journalismus über Journalismus im Kontext einer allgemeinen, funktionalen Journalismustheorie, knüpft dabei an kognitionstheoretische und sozialpsychologische Erkenntnisse zur Selbstwahrnehmung und Selbstbeschreibung an und präzisiert den Begriff der Selbstthematisierung innerhalb der Forschung zu Medienjournalismus, Medien-PR und zur medialen Selbstbezüglichkeit.     Note: Das Lebensstilkonzept wird seit zwei Jahrzehnten als Alternative zu klassischen Konzepten der Sozialstrukturanalyse diskutiert. Der bisherige Ertrag der Lebensstilforschung ist jedoch recht mager. Als Hauptprobleme der Forschungspraxis gelten: die mangelnde Vergleichbarkeit der Lebensstiltypologien; ihre Theoriearmut; der fragliche Realitätsgehalt einzelner Lebensstiltypen; der Erhebungsaufwand von Lebensstilvariablen. Die Studie beansprucht, diese Probleme durch die Entwicklung eines theoretisch begründeten und empirisch effizient einsetzbaren Analyseinstruments zu lösen. In drei Primärerhebungen wird die entwickelte Typologie zur Analyse individueller Parteipräferenzen, residentieller Segregation, der Integration in städtische Szenen, der Urlaubszielwahl und der Komposition sozialer Netzwerke eingesetzt. Dies ermöglicht die Beantwortung der übergeordneten Frage der Arbeit: Welche Leistungsfähigkeit haben Lebensstile im Vergleich zu klassischen Analysekonzepten?

    Abstract: More than a tool of policy makers to gather intelligence, Air Force reconnaissance efforts shaped early Cold War doctrine and war planning. Dr. Farquhar argues that a lack of information on Soviet strategic capabilities dominated the organization, operational planning, and equipment of the postwar Air Force. To support his assertion, Farquhar traces the development of aerial reconnaissance from the first balloon ascents through World War II as a prelude.     Abstract: "As their Millennium Development Goals, world leaders have pledged by 2015 to halve the number of people living in extreme poverty and hunger, to achieve universal primary education, to reduce child mortality, to halt the spread of HIV/AIDS, and to halve the number of people without safe drinking water. Achieving these goals requires a large increase in the flow of financial resources to developing countries – double the present development assistance from abroad. In examining innovative ways to secure these resources, this book, which is part of the UNU–WIDER Studies in Development Economics series, sets out a framework for the economic analysis of different sources of funding and applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far the raising of resources can be separated from their use. In turn, the book examines global environmental taxes (such as a carbon tax), the taxation of currency transactions (the Tobin tax), a development‐focused allocation of Special Drawing Rights by the International Monetary Fund (IMF), the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants. In each case, it considers the feasibility of the proposal and the resources that it can realistically raise, and offers new perspectives and insights into these new and controversial proposals. "

    Abstract: This collection of essays is about tourism and social, political, and economic relations in coastal locations in various parts of the world. The starting point of each chapter is the ethnographic study of one particular place. However, the authors are also concerned with wider regional, national, and global forces which shape and influence the local economies and societies under review. Although most of the essays focus on the European coastline, the book is intended to have implications for other geographical areas. In most parts of the world, coastal settlements and contexts are changing rapidly and markedly. These contexts are routinely characterised by conflict between different interest groups contesting the ownership and control of the foreshore and its resources. One of the threads running through the volume is that coastal regions are often sites of fishing and related 'traditional' activities. The chapters discuss the relationships between traditional stakeholders, such as fishermen and local residents, and new stakeholders including new residents, second-home owners, tourists and tourism property developers, and fish farm managers as they vie for status, influence, and ultimately for space on the foreshore. The underlying preoccupation of the volume as a whole is the extent of penetration and transformation resulting from the onward march of capitalism and the market system in the coastal locations studied.     Abstract: This edited volume examines the flaws in the Washington Consensus. The missing link identified is the relationship between market and government. The East Asian Miracle showed that the market and government are complementary, particularly with regard to economic development.     Abstract: Sebastian Dullien gives a novel explanation for unemployment and inflation in the Euro-Zone. He argues that unemployment stems from a lack of co-operation between unions and monetary authorities: In an economy with endogenous money as EMU, wage setters are responsible for price stability while the central bank is responsible for the level of output. Co-operation between both actors is necessary for high employment and low inflation. The current institutional set-up is found to be unable to assure cooperation
