    Abstract: This book explores the main challenges against multiculturalism. It aims to examine whether liberalism and multiculturalism are reconcilable, and what are the limits of liberal democratic interventions in illiberal affairs of minority cultures within democracy. In the process, this book addresses three questions: whether multiculturalism is bad for democracy, whether multiculturalism is bad for women, and whether multiculturalism contributes to terrorism. Just, Reasonable Multiculturalism argues that liberalism and multiculturalism are reconcilable if a fair balance is struck between individual rights and group rights. Raphael Cohen-Almagor contends that reasonable multiculturalism can be achieved via mechanisms of deliberate democracy, compromise and, when necessary, coercion. Placing necessary checks on groups that discriminate against vulnerable third parties, the approach insists on the protection of basic human rights as well as on exit rights for individuals if and when they wish to leave their cultural groups

    Abstract: "Between November 3rd, 2020 and January 20th 2021, the United States experienced a combination of events that will be remembered as a tragic episode in American history. In the midst of a devastating pandemic, one President was soundly defeated and another sworn in; the first one refused to accept the results of the election while the second calmly took the reins of a government that was struggling to cope with the pandemic and the resulting economic crisis. In the midst of all this, the country was shaken by an attempted coup and by an attendant riot.1 Although it may not turn out that this political and institutional shock "changed everything," it certainly marked the peak -or the nadir - of what will surely be remembered as a "critical juncture"2 in American history.     Abstract: One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

Legend has it that some inner Swiss qualities have fashioned this miracle; perhaps some deeply engrained virtue that the nation of clock makers possesses has spilled over into their splendid governance. Once achieved, the only other thing needed was protection from outside influence so that they could develop peacefully, which the Swiss then managed by means of their famous neutrality. The Swiss seem exceptional in having solved the main problem that nobody else, or only very few, have managed to solve and which is the kernel of the state building challenge of our time. That solution is impartiality of the state to private interest, with the resulting capacity of balancing between various ethnic, religious or economic groups so as to ensure ethical universalism as the norm - in other words everybody is treated equally and fairly. Building a Switzerland in Bosnia - or Iraq - has been many a reformer's dream but ultimately all have failed"--

Marshaling the long-standing expertise of leading specialists of populism elsewhere in the world, this book provides the first systematic, comparative analysis of the prospects for US democracy under Trump, considering the two regions - Europe and Latin America - that have had the most ample recent experiences with populist chief executives. Chapters analyze the conditions under which populism slides into illiberal or authoritarian rule and in so doing derive well-grounded insights and scenarios for the US case, as well as a more general cross-national framework. The book makes an original argument about the likely resilience of US democracy and its institutions

    Abstract: Political interest is the strongest predictor of 'good citizenship', yet hardly anything is known about it. For the first time in over three decades, here is a study explaining what political interest is, where it comes from, and why it matters. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior.     Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: Social thinkers have criticized Latin American development as incomplete, backward, and anti-modern.     Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic. However, in order to do so, we must stretch our imaginations beyond the standard normative framework of elections

    Abstract: When people do things with words, how do we know what they are doing? Many scholars have assumed a category of things called actions: 'requests', 'proposals', 'complaints', 'excuses'. The idea is both convenient and intuitive, but as this book argues, it is a spurious concept of action. In interaction, a person's primary task is to decide how to respond, not to label what someone just did. The labeling of actions is a meta-level process, appropriate only when we wish to draw attention to others' behaviors in order to quiz, sanction, praise, blame, or otherwise hold them to account. This book develops a new account of action grounded in certain fundamental ideas about the nature of human sociality: that social conduct is naturally interpreted as purposeful; that human behavior is shaped under a tyranny of social accountability; and that language is our central resource for social action and reaction

    Abstract: Are politics local? Why? Where? When? How do we measure local versus national politics? And what are the effects? This book provides answers to these questions, within an explicitly comparative framework, including both advanced and developing democracies. It does so by using a statistically-based and graphical account of party nationalization, providing methodology and data for legislative elections covering scores of parties across dozens of countries. The book divides party nationalization into two dimensions - static and dynamic - to capture different aspects of localism, both with important implications for representation. Static nationalization measures the consistency in a party's support across the country and thus shows whether parties are able to encompass local concerns into their platforms. Dynamic nationalization, in turn, measures the consistency among the districts in over-time change in electoral results, under the presumption that where districts differ in their electoral responses, local factors must drive politics. Each of the two dimensions, in sum, considers representation from the perspective of the mix of national versus local politics

    Abstract: Democracies have a problem with expertise. Expert knowledge both mediates and facilitates public apprehension of problems, yet it also threatens to exclude the public from consequential judgments and decisions located in technical domains. This book asks: how can we have inclusion without collapsing the very concept of expertise? How can public judgment be engaged in expert practices in a way that does not reduce to populism? Drawing on deliberative democratic theory and social studies of science, Critical Elitism argues that expert authority depends ultimately on the exercise of public judgment in a context in which there are live possibilities for protest, opposition and scrutiny. This account points to new ways of looking at the role of civil society, expert institutions, and democratic innovations in the constitution of expert authority within democratic systems. Using the example of climate science, Critical Elitism highlights not only the risks but also the benefits of contesting expertise

    Abstract: Development is based on communication through language. With more than two thousand languages being used in Africa, language becomes a highly relevant factor in all sectors of political, social, cultural and economic life. This important sociolinguistic dimension hitherto remains underrated and under-researched in 'Western' mainstream development studies. The book discusses the resourcefulness of languages, both local and global, in view of the ongoing transformation of African societies as much as for economic development. From a novel 'applied African sociolinguistics' perspective it analyses the continuing effects of linguistic imperialism on postcolonial African societies, in particular regarding the educational sector, through imposed hegemonic languages such as Arabic and the ex-colonial languages of European provenance. It offers a broad interdisciplinary scientific approach to the linguistic dimensions of sociocultural modernisation and economic development in Africa, written for both the non-linguistically trained reader as much as for the linguistically trained researcher and language practitioner.

    Abstract: Once a predominantly African-American city, South Vista opened the twenty-first century with a large Latino/a majority and a significant population of Pacific Islanders. Using an innovative blend of critical ethnography and social language methodologies, Paris offers the voices and experiences of South Vista youth as a window into how today's young people challenge and reinforce ethnic and linguistic difference in demographically changing urban schools and communities. The ways African-American language, Spanish and Samoan are used within and across ethnicity in social and academic interactions, text messages and youth-authored rap lyrics show urban young people enacting both new and old visions of pluralist cultural spaces. Paris illustrates how understanding youth communication, ethnicity and identities in changing urban landscapes like South Vista offers crucial avenues for researchers and educators to push for more equitable schools and a more equitable society.

    Abstract: Through a case study of community organizing in the global city of London and an examination of the legacy of Saul Alinsky around the world, this book develops a constructive account of the relationship between religious diversity, democratic citizenship, and economic and political accountability. Based on an in-depth, ethnographic study, Part I identifies and depicts a consociational, populist and post-secular vision of democratic citizenship by reflecting on the different strands of thought and practice that feed into and help constitute community organizing.     Abstract: Brokers, Voters, and Clientelism addresses major questions in distributive politics. Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation

    Abstract: Language policy is all about choices. If you are bilingual or plurilingual, you have to choose which language to use. Even if you speak only one language, you have choices of dialects and styles. Some of these choices are the result of management, reflecting conscious and explicit efforts by language managers to control the choices. This book presents a specific theory of language management. Bernard Spolsky reviews research on the family, religion, the workplace, the media, schools, legal and health institutions, the military and government. Also discussed are language activists, international organisations, and human rights relative to language, and the book concludes with a review of language managers and management agencies. A model is developed that recognises the complexity of language management, makes sense of the various forces involved, and clarifies why it is such a difficult enterprise

    Abstract: "Objections to concentrated ownership of the mass media are widespread. Often, however, critics merely point to the fact of huge and growing media conglomerates without explaining precisely why this is bad. This book fills the gap in the critique of concentration. Firmly rooting its argument in democratic and economic theory, the book argues that a more democratic distribution of communicative power within the public sphere and a structure that provides safeguards against abuse of media power provide two of three primary arguments for ownership dispersal. It also shows that dispersal is likely to result in more owners who will reasonably pursue socially valuable journalistic or creative objectives rather than a socially dysfunctional focus on the "bottom line." The middle chapters answer those, including the current Federal Communications Commission, who favor "deregulation" and who argue that existing or foreseeable ownership concentration is not a problem. The final chapter evaluates the constitutionality and desirability of various policy responses to concentration, including strict limits on media mergers."--Jacket

Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables that have shaped their evolution. They go on to identify three major models of media system development, the Polarized Pluralist, Democratic Corporatist, and Liberal models; to explain why the media have played a different role in politics in each of these systems; and to explore the force of change that are currently transforming them.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens.     Abstract: Unlike political or economic institutions, social movements have an elusive power, but one that is no less real. From the French and American revolutions through the democratic and workers' movements of the nineteenth century to the totalitarian movements of today, movements exercise a fleeting but powerful influence on politics and society. This study surveys the history of the social movement, puts forward a theory of collective action to explain its surges and declines, and offers an interpretation of the power of movement that emphasises its effects on personal lives, policy reforms and political culture. While covering cultural, organisational and personal sources of movements' power, the book emphasises the rise and fall of social movements as part of political struggle and as the outcome of changes in political opportunity structure

    Abstract: The theory of accommodation is concerned with motivations underlying and consequences arising from ways in which we adapt our language and communication patterns toward others. Since accommodation theory's emergence in the early l970s, it has attracted empirical attention across many disciplines and has been elaborated and expanded many times. In Contexts of Accommodation, accommodation theory is presented as a basis for sociolinguistic explanation, and it is the applied perspective that predominates this edited collection. The book seeks to demonstrate how the core concepts and relationships invoked by accommodation theory are available for addressing altogether pragmatic concerns. Accommodative processes can, for example, facilitate or impede language learners' proficiency in a second language as well as immigrants' acceptance into certain host communities; affect audience ratings and thereby the life of a television program; affect reaction to defendants in court and hence the nature of the judicial outcome; and be an enabling or detrimental force in allowing handicapped people to fulfil their communicative potential.     Abstract: This book provides insight into the development of the child's ability to become a competent participant in conversation. It follows efforts to apply the insights of pragmatic philosophers of language to the psychology of language development, and holds that the meaning of a communication is embedded in social life. Language use and social function are thus closely intertwined. The author combines a pragmatic analysis of the functions language can perform with an innovative empirical investigation of the development of young children's language use and sociocognitive skills. She gives a detailed description of the development of children's language between the ages of three and a half and seven, broadens the scope of theorizing about language development by placing it in relation to the development of social understanding speech problems and designing ways to solve them. As a result, a strong link between language, sociocognitive development and social development is discovered. It will be welcomed by child language specialists, developmental and social psychologists, conversation and discourse analysts, and their advanced students

    Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted.
