    Abstract: Can we talk about the news media without proclaiming journalism either our savior or the source of all evil? It is not easy to do so, but it gets easier if we put the problems and prospects of journalism in historical and comparative perspective, view them with a sociological knowledge of how newsmaking operates, and see them in a political context that examines how political institutions shape news as well as how news shapes political attitudes and institutions. Adopting this approach, Michael Schudson examines news and news institutions in relation to democratic theory and practice, in relation to the economic crisis that affects so many news organizations today and in relation to recent discussions of “fake news.” In contrast to those who suggest that journalism has had its day, Schudson argues that journalism has become more important than ever for liberal democracies as the keystone institution in a web of accountability for a governmental system that invites public attention, public monitoring and public participation. For the public to be swayed from positions people have already staked out, and for government officials to respond to charges that they have behaved corruptly or unconstitutionally or simply rashly and unwisely, the source of information has to come from organizations that hold themselves to the highest standards of verification, fact-checking, and independent and original research, and that is exactly what professional journalism aspires to do. This timely and important defense of journalism will be of great value to anyone concerned about the future of news and of democracy.

    Abstract: When more than twenty million immigrants arrived in the United States between 1880 and 1920, the government attempted to classify them according to prevailing ideas about race and nationality. But this proved hard to do. Ideas about racial or national difference were slippery, contested, and yet consequential...were "Hebrews" a "race," a "religion," or a "people"? As Joel Perlmann shows, a self-appointed pair of officials created the government's 1897 List of Races and Peoples, which shaped exclusionary immigration laws, the wording of the U.S. Census, and federal studies that informed social policy. Its categories served to maintain old divisions and establish new ones. Across the five decades ending in the 1920s, American immigration policy built increasingly upon the belief that some groups of immigrants were desirable, others not. Perlmann traces how the debates over this policy institutionalized race distinctions...between whites and nonwhites, but also among whites...in immigration laws that lasted four decades. Despite a gradual shift among social scientists from "race" to "ethnic group" after the 1920s, the diffusion of this key concept among government officials and the public remained limited until the end of the 1960s.     Abstract: "This book presents a provocatively new interpretation of one of New Orleans's most enigmatic traditions...the Mardi Gras Indians. By interpreting the tradition in an Atlantic context, Dewulf traces the 'black Indians' back to the ancient Kingdom of Kongo and its war dance known as sangamento. He shows that good warriors in the Kongo kingdom were per definition also good dancers, masters of a technique of dodging, spinning, and leaping that was crucial in local warfare. Enslaved Kongolese brought the rhythm, dancing moves, and feathered headwear of sangamentos to the Americas in performances that came to be known as 'Kongo dances.' By comparing Kongo dances on the African island of São Tomé with those in Latin America, the Caribbean, and Louisiana, Dewulf demonstrates that the dances in New Orleans's Congo Square were part of a much broader Kongolese performance tradition. He links that to Afro-Catholic mutual-aid societies that honored their elected community leaders or 'kings' with Kongo dances. While the public rituals of these brotherhoods originally thrived in the context of Catholic procession culture around Epiphany and Corpus Christi, they transitioned to carnival as a result of growing orthodoxy within the Church. Dewulf's groundbreaking research suggests a much greater impact of Kongolese traditions and of popular Catholicism on the development of African American cultural heritage and identity.     Abstract: "Tells the story of migrants and communities in the Southeast Asian borderlands. The Black Flags raided their way from southern China into northern Vietnam, competing in the second half of the nineteenth century against other armed migrants and uplands communities for control of commerce (e.g., opium) and natural resources (e.g., copper for making coins). At the edges of empires--the Qing empire in China, the Vietnamese empire governed by the Nguyen dynasty, and, eventually, French colonial Vietnam--the Black Flags and their rivals sustained networks of power and dominance through the framework of political regimes. The history of these imperial bandits and the communities that resisted them demonstrates the plasticity of borderlines, the limits of imposed boundaries, and the flexible division between apolitical banditry and political rebellion in the borderlands of China and Vietnam. Historical studies of these areas tend to examine events only from the perspective of local communities or from the anxious view of imperial officials. By focusing on the Black Flags, upland communities, and their relationships to various empires, this study illustrates borderland processes at the violent edges of empire. It contributes to the ongoing reassessment of borderland areas as frontiers for state expansion, arguing that projects of empire often were instruments of power for armed migrants and their allies, and that, as a setting for forms of human activity that defy tight boundaries, borderlands continued to exist well after the establishment of formal boundaries"--

    Abstract: "In 1845 two thinkers from the American hemisphere--the Argentinean statesman Domingo Faustino Sarmiento, and the fugitive ex-slave, abolitionist leader, and orator from the United States, Frederick Douglass--both published their first works. Each would become the most famous and enduring texts in what were both prolific careers, and they ensured Sarmiento and Douglass' position as leading figures in the canon of Latin American and U.S. African-American political thought, respectively. But despite the fact that both deal directly with key political and philosophical questions in the Americas, Douglass and Sarmiento, like African-American and Latin American thought more generally, are never read alongside each other. This may be because their ideas about race differed dramatically. Sarmiento advocated the Europeanization of Latin America and espoused a virulent form of anti-indigenous racism, while Douglass opposed slavery and defended the full humanity of black persons.
    Abstract: Still, as Juliet Hooker contends, looking at the two together allows one to chart a hemispheric intellectual geography of race that challenges political theory's preoccupation with and assumptions about East/West comparisons, and questions the use of comparison as a tool in the production of theory and philosophy. By juxtaposing four prominent nineteenth and twentieth-century thinkers--Frederick Douglass, Domingo F. Sarmiento, W.E.B. Du Bois, and José Vasconcelos--her book will be the first to bring African-American and Latin American political thought into conversation. Hooker stresses that Latin American and U.S. ideas about race were not developed in isolation, but grew out of transnational intellectual exchanges across the Americas. In so doing, she shows that nineteenth and twentieth-century U.S. and Latin American thinkers each looked to political models in the 'other' America to advance racial projects in their own countries.

    Abstract: Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia.     Abstract: In this innovative legal history of economic life in the Western Indian Ocean, Bishara examines the transformations of Islamic law and Islamicate commercial practices during the emergence of modern capitalism in the region. In this time of expanding commercial activity, a mélange of Arab, Indian, Swahili and Baloch merchants, planters, jurists, judges, soldiers and seamen forged the frontiers of a shared world. The interlinked worlds of trade and politics that these actors created, the shared commercial grammars and institutions that they developed and the spatial and socio-economic mobilities they engaged in endured until at least the middle of the twentieth century. This study examines the Indian Ocean from Oman to India and East Africa over an extended period of time, drawing together the histories of commerce, law and empire in a sophisticated, original and richly textured history of capitalism in the Islamic world

    Abstract: "When the Hindu nationalist Bharatiya Janata Party (BJP) assumed power in India in 1998 as the largest party of the National Democratic Alliance, it soon became evident that it prioritized educational reforms. In 2002, under BJP rule, a reorganization of the National Council of Educational Research and Training occurred, and four new history textbooks were published. This book examines the new textbooks which were introduced, considering them to be integral to the BJP's political agenda. It analyses the ways in which their narrative and explanatory frameworks defined and invoked Hindu identity. Employing the concept of decontextualization, the author argues that notions of Hindu cultural similarity were conveyed, particularly as the textbooks paid scarce attention to social, geographical and temporal contexts in their approaches to Indian history. The book shows that intrinsic to the textbooks' emphasis on similarity is a systematic backgrounding of any references to internal lines of division within the Hindu community. Through a comparison with earlier textbooks, it sheds light on the contested nature of history writing in India, especially in terms of nation building and identity construction. This issue is also highly relevant in India today due to the electoral success of the BJP in 2014, and the efforts of the Hindu nationalist organization Vishwa Hindu Parishad to construct a coherent Hinduism.     Abstract: "The rise of the American economy, the persistence of social inequality, and the ongoing struggle for adequate political representation cannot be evaluated separately from slavery, the country's original sin. Five activists who have fought to incorporate slavery into American political discourse are the focus of this timely book, in which Alex Zamalin considers past African American resistance to underscore its future democratic necessity. He looks at the language and conceptions put forward by the American abolitionists David Walker and Frederick Douglass, the antilynching activist Ida B. Wells, the Black Panther Party organizer Huey P. Newton, and the prison reformer Angela Davis. Each through passionate argument revised the core values of the American political tradition and reformed ideas about power, justice, community, action, and the role of emotion in elective outcomes. Zamalin finds numerous examples in which political theory developed a more open and resilient conception of individual liberty after key moments of African American resistance provoked by these activists' work. Their thought encouraged slaves to revolt against their masters, black radical abolitionists to call for the eradication of slavery by any means necessary, black journalists to chastise American institutions for their indifference to lynching, and black radicals to police the police and to condemn racial injustice in the American prison system. In this distinctive book, Sarah Imhoff shows that the project of shaping American Jewish manhood was not just one of assimilation or exclusion.     Abstract: "Not Fit to Stay: Public Health Panics and South Asian Exclusion examines how and why South Asians were prevented from immigrating to British Columbia, Washington, Oregon, and California between 1900 and 1920. In the first decades of the twentieth century, all Asian immigrants to Canada and the United States faced opposition to their arrival and settlement. While racism and fear of labour competition were at the heart of this resistance, panic soon swept up and down the West Coast of North America over unsubstantiated public health concerns. Public leaders--including physicians, union leaders, civil servants, journalists, and politicians--latched on to these health concerns as the basis for the exclusion of the South Asians, who were said to suffer from medical conditions and diseases attributed to their race. Even though many officials knew the public health argument had no grounds, they promoted it to support their racist views and concerns about labour. Legislation to restrict the immigration of South Asians took effect in Canada in 1908 and in the United States in 1917. This book is an important study of how white North Americans saw first-wave South Asian immigrants as separate from, and inferior to, other groups in the evolving racial hierarchy on the West Coast of North America."--

    Abstract: "In Mandarins and Heretics, Wu Junqing explores the denunciation and persecution of lay religious groups in late imperial (14th to 20th century) China. These groups varied greatly in their organisation and teaching, yet in official state records they are routinely portrayed as belonging to the same esoteric tradition, stigmatised under generic labels such as "White Lotus" and "evil teaching", and accused of black magic, sedition and messianic agitation. Wu Junqing convincingly demonstrates that this "heresy construct" was not a reflection of historical reality but a product of the Chinese historiographical tradition, with its uncritical reliance on official sources. The imperial heresy construct remains influential in modern China, where it contributes to shaping policy towards unlicensed religious groups."--

    Abstract: In Street Archives and City Life Emily Callaci maps a new terrain of political and cultural production in mid- to late twentieth-century Tanzanian urban landscapes. While the postcolonial Tanzanian ruling party (TANU) adopted a policy of rural socialism known as Ujamaa between 1967 and 1985, an influx of youth migrants to the city of Dar es Salaam generated innovative forms of urbanism through the production and circulation of what Callaci calls street archives. These urban intellectuals neither supported nor contested the ruling party's anti-city philosophy; rather, they navigated the complexities of inhabiting unplanned African cities during economic crisis and social transformation through various forms of popular texts that included women's Christian advice literature, newspaper columns, self-published pulp fiction novellas, and song lyrics. Through these textual networks, Callaci shows how youth migrants and urban intellectuals in Dar es Salaam fashioned a collective ethos of postcolonial African citizenship. This spirit ushered in a revolution rooted in the city and its networks—an urban revolution that arose in spite of the nation-state's pro-rural ideology.

    Abstract: An account of all the new and surprising evidence now available for the beginnings of the earliest civilizations that contradict the standard narrative. Why did humans abandon hunting and gathering for sedentary communities dependent on livestock and cereal grains, and governed by precursors of today's states? Most people believe that plant and animal domestication allowed humans, finally, to settle down and form agricultural villages, towns, and states, which made possible civilization, law, public order, and a presumably secure way of living. But archaeological and historical evidence challenges this narrative. The first agrarian states, says James C. Scott, were born of accumulations of domestications: first fire, then plants, livestock, subjects of the state, captives, and finally women in the patriarchal family-all of which can be viewed as a way of gaining control over reproduction. Scott explores why we avoided sedentism and plow agriculture, the advantages of mobile subsistence, the unforeseeable disease epidemics arising from crowding plants, animals, and grain, and why all early states are based on millets and cereal grains and unfree labor. He also discusses the "barbarians" who long evaded state control, as a way of understanding continuing tension between states and nonsubject peoples
