    Abstract: The book presents a unique combination of the study of contemporary and historical practices between Asia and Europe and brings forth some of the latest thinking on the subject. Recent debates have centered primarily on contemporary aspects of the Europe-Asia partnership in terms of international relations and economic linkages.     Abstract: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries

    Abstract: Yasir Suleiman's 2004 book considers national identity in relation to language, the way in which language can be manipulated to signal political, cultural or even historical difference.     Abstract: Language policy is an issue of critical importance in the world today. In this introduction, Bernard Spolsky explores many debates at the forefront of language policy: ideas of correctness and bad language; bilingualism and multilingualism; language death and efforts to preserve endangered languages; language choice as a human and civil right; and language education policy. Through looking at the language practices, beliefs and management of social groups from families to supra-national organizations, he develops a theory of modern national language policy and the major forces controlling it, such as the demands for efficient communication, the pressure for national identity, the attractions of (and resistance to) English as a global language, and the growing concern for human and civil rights as they impinge on language. Two central questions asked in this wide-ranging survey are of how to recognize language policies, and whether or not language can be managed at all

    Abstract: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Abstract: The business environment of the chaebol (large corporations in Korea) has changed drastically since the outbreak of the 1997 Asian financial crisis. This book discusses the attempts of the Korean government to remedy structural weaknesses in the corporate sector by launching an aggressive chaebol reform package, supported by the IMF and other international agencies. Its main objective was to restore competitiveness in the corporate sector and to upgrade business conditions to that of international practices and standards. Competition and Corporate Governance in Korea critically reviews government policy towards the chaebol and provides a comprehensive investigation of the relationship between corporate governance and economic performance as well as the interaction of economic institutions with the chaebols' incentive structure and management behaviour. Policy implications based on objective and rigorous empirical analyses of data on the chaebol are also discussed. Notwithstanding the fact that the chaebol have already undergone considerable governance, capital, and business portfolio restructuring, this volume suggests a road map for further restructuring, and the creation of a new incentive structure to help strengthen chaebol competitiveness. This richly informative book will appeal to academics and researchers of industrial organization, economics and corporate reform as well as those involved in Asian studies

    Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: This volume is a response both to the increasing interest in multilingual phenomena and lexical issues in language learning. It is of interest to scholars and graduate students interested in bi- and multilingualism, second and multiple language acquisition, language processing and language learning, mental lexicon, applied linguistics, psycho- and neurolinguistics and language teaching. Recent research on third language acquisition and trilingualism has made clear that most multilingual studies actually deal with vocabulary learning or the lexicon. So far books on the mental lexicon have mainly been concerned with two languages in contact. This book is unique because it explores the multilingual lexicon by providing insights from research studies conducted in psycholinguistics, applied linguistics and neurolinguistics. It goes beyond the use of two languages and thus concentrates on a new and developing area in linguistic research. The different perspectives included in this volume provide a link to the mainstream work on the lexicon and vocabulary acquisition and will stimulate further debate in these areas and in the study of multilingualism.

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

Their remarks are of particular interest, Swain and Nieli believe, for understanding how the many race-conscious whites who lie outside the integrationist consensus on racial issues in America view developments that have taken place in the United States since the Civil Rights movement. If current trends continue, the authors predict, these ideas will become more common, especially as whites become a diminishing portion of the US population.     Abstract: Studies of social movements and of political parties have usually treated them as separate and distinct. In fact they are deeply intertwined. Social movements often shape electoral competition and party policies; they can even give rise to new parties.     Abstract: Are there any commonalities between such phenomena as soccer hooliganism, sabotage by peasants of landlords' property, incidents of road rage, and even the events of September 11? With striking historical scope and command of the literature of many disciplines, this book, first published in 2003, seeks the common causes of these events in collective violence. In collective violence, social interaction immediately inflicts physical damage, involves at least two perpetrators of damage, and results in part from coordination among the persons who perform the damaging acts. Professor Tilly argues that collective violence is complicated, changeable, and unpredictable in some regards, yet that it also results from similar causes variously combined in different times and places. Pinpointing the causes, combinations, and settings helps to explain collective violence and its variations, and also helps to identify the best ways to mitigate violence and create democracies with a minimum of damage to persons and property

    Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice

    Abstract: Abortion, divorce, and the family: how did the state make policy decisions in these areas in Argentina, Brazil, and Chile during the last third of the twentieth century? As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere

    Abstract: From Industrial Districts to Local Development introduces a set of papers representing the main contribution of the 'Florence school' to the recent literature on industrial districts. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented. This book will appeal to scholars, lecturers and researchers focusing on industrial economics, development economics and economic geography. Its references to Italian political experiences will also be of interest to policymakers in both developed and developing countries

    Abstract: Social inequalities have grown during Vietnam’s transition to a market-based economy, even as average incomes have increased and the number of people living in poverty has lessened. Do widening social rifts - between rich and poor, urban and rural communities and along regional, gender and ethnic lines - have the potential to undermine Vietnam’s liberal reforms and its integration with its region? How has the socialist state responded to these challenges? Based on research and analysis of recent conditions, Social Inequality in Vietnam and the Challenges to Reform offers detailed descriptions of disparities in income, spatial access, gender, ethnicity and status, addressing their causes and consequences. The eleven chapters in this book illustrate the changing ways in which people have accumulated wealth, social and cultural capital in Vietnam’s move from a socialist to a market-oriented society. They assemble data from the Northern Uplands to the Mekong delta to explore geographic variability in patterns of social differentiation.     Abstract: When the cold war was over, a vehement discussion of the new alternatives in security policy started in almost all former Warsaw-Pact States and in the neutral and nonaligned nations, Austria and Hungary among the latter. These nations' entry into the NATO has been the pivotal question. These discussions were the subject of comparative research that was done in Hungary and Austria. The results are presented in the book "NATO, Neutrality and National Identity - the Case of Ausria and Hungary".The book does not focus on the manifold security problems that the concerned nations' joining of NATO would entail but deals with the discourses and debates on neutrality and NATO. The argumentation strategies that were applied in these discourses and debates touch on important motives of national identity and are thus creating identity. Moreover, the NATO discussion is a discussion on security policy and national identity at the same time. The authors' intention was to clarify the dimension relating to identity in the NATO discussion by analyzing the argumentation strategies that were used by the advocates and opponents of NATO membership and the reception of typical arguments in various public opinions. In many cases the argumentation strategies are based on historicizing ways of thinking which claim that there are historical reasons for choosing either of the alternatives (NATO or neutrality). In Hungary, discussions focus on the question whether Hungary is historically an organic part of Europe or whether its own identity will only materialize if the nation adopts a special course between the western and the eastern world. In Austria, the consequences of a potential renunciation of neutrality, one of the most important elements of modern Austrian identity, has been made a subject of passionate discussion. The book analyzes the issues of creating identity by discussion both from a historical-sociological standpoint and from the angle of discourse analysis. The individual chapters deal with comparative studies of the change and upheaval in the national identities in Hungary and Austria. Her approach... is thorough and rigorous." -- John Sallis Although Plato's Republic is perhaps the most influential text in the history of Western philosophy, Claudia Baracchi finds that the work remains obscure and enigmatic. To fully understand and appreciate its meaning, she argues, we must attend to what its original language discloses. Through a close reading of the Greek text, attentive to the pervasiveness of story and myth, Baracchi investigates the dialogue's major themes. The first part of the book addresses issues of generation, reproduction, and decay as they apply to the founding of Socrates' just city. The second part takes up the connection between war and the cycle of life, employing a thorough analysis of Plato's rendition of the myth of Er. Baracchi shows that the Republic is concerned throughout with the complex but intertwined issues of life and war, locating the site of this tangled web of growth and destruction in the mythical dimension of the Platonic city

    Abstract: The collapse of communism in the Soviet Union and Eastern Europe has encouraged political scientists to re-examine the comparative literature on democratisation. A vast literature has now been produced comparing transitions from authoritarianism and democratisation in different parts of the world. However, there are two major omissions in the transition literature. First, the focus of research has primarily been on national level politics, and second, the relationship between federalism and democracy has largely been overlooked. This study seeks to redress this imbalance by moving the focus of research from the national level to the vitally important processes of institution building and democratisation at the local level and to the study of federalism and democratisation in Russia. Federal states are much more difficult to set up than unitary ones, and forging a new federal system at the same time as privatising the economy and trying to radically overhaul the political system has clearly made Russia's transition triply difficult. This book builds on Cameron Ross' earlier work, 'Regional Politics in Russia', by combining theoretical perspectives with empirical work to provide a comparative analysis of the electoral systems, party systems and governmental systems in the ethnic republics and regions and to assess the impact of theses different institutional arrangements on democratisation and federalism. Overall, this study argues that Russia's weak and asymmetrical form of federalism has played a major role in thwarting the consolidation of democracy. Federalism and democratisation in Russia exist in contradiction rather than harmony. In a vicious circle authoritarianism at the centre has been nourished by authoritarianism in the regions and vice versa. 'Elective dictatorships' and 'delegative democracies' are now well entrenched in many republics and authoritarian regimes are firmly established in a majority of the regions. This book will be vital reading for advanced undergraduate and graduate students of Russian politics and democratisation

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action

    Abstract: The Politics of Race, Ethnicity and Language in National Censuses examines the ways that states have attempted to pigeon-hole the people within their boundaries into racial, ethnic, and language categories. These attempts, whether through American efforts to divide the US population into mutually exclusive racial categories, or through the Soviet system of inscribing nationality categories on internal passports, have important implications not only for people's own identities and life chances, but for national political and social processes as well.     Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men. From different historical and societal perspectives, the authors provide insights into the studies of men as gendered subjects, including the role of transnational and global issues of fatherhood, and the emergence of men's movements, contesting and reimaging fatherhood

    Abstract: The Economics of Demand-Led Growth is a collection of specially written essays that develop and apply the theory of demand-led growth. Long-run growth is usually portrayed as a supply-determined process. The contributions to this volume, however, are rooted in the theory of demand-led growth. In addition to general discussions of the role of demand in the long-run, the volume contains essays in the Kaldorian and Kaleckian traditions, and a section on the relationship between demand-led growth and structural change. The conclusion reached is that current neglect of the role of demand in analyses of long-run growth is unwarranted

    Abstract: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States. The agreed policy recommendations list key principles and crucial factors in the three following key areas of good governance: - Ensuring impartiality in the decision-making process by a credible conflict-of-interest policy.- Increasing transparency in the preparation and execution of the budget.- Promoting freedom of information, consultation and participation of citizens in the formulation and implementation of public policies. In addition, country papers provide practical solutions adapted to their particular administrative environments for policy-makers and a demanding civil society.

    Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.

    Abstract: Die Medien repräsentieren den älteren türkischen Migranten oft als traditionalistischen "Islam-Macho", der die Integration seiner Frau und seiner Töchter in die Gastgesellschaft bremst oder aktiv behindert. Diese weit verbreitete Stereotype beruht überwiegend auf "Bildern aus zweiter Hand". Im Unterschied dazu rückt die Publikation von Margret Spohn die türkischen Männer der ersten Migrantengeneration explizit in den Mittelpunkt der Analysen, wo sie als "Experten ihrer eigenen Geschichte" ausführlich selbst zu Wort kommen. Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten". Damit liefert die Arbeit einen Schlüssel zu einem besseren Verständnis der Männer dieser Migrantengeneration, die vor fast einem halben Jahrhundert das Wagnis auf sich genommen haben, sich und ihren Familien in einem fremden Land eine Zukunft aufzubauen
