The book argues that Russia and the West were playing different games: while Russia under Putin had become obsessed with using hard power to restore the Cold War security architecture in Europe, the major Western powers had become equally obsessed with value promotion that would ensure a global triumph for the values of the West, touted as "universal values." The Russian play for spheres of interest was clearly defined and demarcated, the Western play for values was, by definition, without limits. Hence there could be no common ground, no constructive communication, and no common understanding. While Russia convinced itself that it would be successful in forcing the West to accept its claims for a new security order, based on hard power, Western governments deluded themselves into believing that value promotion would transform Russia into a liberal democracy and a rules-based market economy.     Abstract: This book highlights the geopolitical and economic consequences of the Russia’s invasion of Ukraine. The author, a key architect of Polish eco- nomic reforms and the most frequently cited economist from post-Com- munist countries, shares new insights into the causes and mechanisms of the Second Cold War.     Abstract: Cordial Cold War examines cultural entanglements, in various forms, between two distant yet interconnected sites of the Cold War – India and the German Democratic Republic (GDR). Focusing on theatre performances, film festivals, newsreels, travel literature, radio broadcasting, cartography and art as sites of engagement, the chapters spotlight spaces of interaction that emerged in spite of, and within, the ambits of Cold War constraints. The inter-disciplinary collection sheds light on the variegated nature of translocal cultural entanglements, at work even before the GDR was officially recognized as a sovereign state by India in 1972. By foregrounding the role of actors, their practices and the sites of their entanglement, the contributions show how creative energies were mobilized to forge zones of friendship, mutual interest and envisioned solidarities. This volume situates actors from the Global South as mutual co-shapers of the cultural Cold War, therein shifting its Euro-American and Soviet epicenters to Non-Aligned India. Going beyond official state channels of international political dialogue, it locates cordiality in the micro-histories and everyday experiences of interpersonal engagements, bringing to focus a hitherto underexplored chapter of India–Germany entanglements.

    Abstract: "The volume provides a field-analytical methodology for researching knowledge based sociopolitical processes of transnationalization. Drawing on the seminal work by Pierre Bourdieu, we apply concepts of practice, habitus, and field to phenomena such as cross-national social trajectories, international procedures of evaluation, standardization and certification or supranational political structures. These transnational phenomena form part of general political struggles that legitimate social relationships in and beyond the nation state. Part 1 on "Methodological Foundations" discusses the consequences of Bourdieu's epistemology and methodology for theorizing and investigating transnational phenomena. The contributions show the import of field-theoretical concepts for post-national insights. Part 2 on "Investigating Political Fields" presents exemplary case studies in diverse research areas such as colonial imperialism, international academic rankings, European policy fields, and local school policy. While focusing on their research objects, the contributions also give an insight into the mechanisms involved in processes of transnationalization.     Abstract: "The Survival Regime explores the concept of survival to describe the effects on politics of the fusion of war and capital in globalization. Survival defines a sort of degree zero governmentality that has resulted from the crumbling of the political and spatial architecture of modernity, particularly the state. Survival does not simply name the new content of all politics or the economic law of the strongest of neoliberalism. Rather, it theorizes how systemic violence and permanent instability force political life to struggle for its own existence, thus generating a regime based on productive engagement and urgent intervention. Through a critical dialogue with various contemporary thinkers (Galli, Hardt and Negri, Esposito, Agamben, Derrida, and Schmitt, among others), Edgar Illas theorizes survival as a global logic that overcomes the links between life and power explained by the Foucauldian paradigm of biopolitics. He examines parallel notions such as singularity, aleatoriness, eclecticism and distinction to question previous theorizations of the political based on class struggle, inclusion, hegemony, or recognition of demands. Through the intersection of different lines of inquiry, including Marxism, war theory, biopolitics, and deconstruction, The Survival Regime contributes to the rethinking of critical theory, political theory, and cultural studies in globalization"--

It brings to light that the post-war division of Germany into two separate states significantly impacted both German states' policies towards Namibia. The Federal Republic of Germany's (FRG) changing approach towards the German Democratic Republic (GDR) is analysed in relation to the Federal Republic's shifting attitude towards the South West Africa People's Organisation (SWAPO), Namibia's leading national liberation movement. It shows that the political dynamic that drove the normalisation of relations between East and West Germany played a key role in West Germany's move towards supporting SWAPO in the mid-to-late 1970. Furthermore, this thesis demonstrates that the Federal Republic's political landscape was dominated by political division over the issue of SWAPO's role in Namibia's future. This dissertation therefore examines the diverging views among political parties and its wider effects on shaping West Germany's policy towards Namibia. It calls to attention that political discord led to attempts by political factions to influence events in Namibia, independent of the Federal Government, through alternative instruments of foreign policy. Particular attention is also paid to the ideological underpinnings that promoted or hindered interactions and co-operation between East and West Germany in Namibia, on the one hand, and the two German states and SWAPO on the other. It reveals that West Germany's attitude towards SWAPO cannot be separated from the wider realities of the Cold War. In particular, it shows that the normalization of relations between West Germany and SWAPO can only be fully understood against the backdrop of intra-German rivalry

    Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: How to handle Russia? This question has become ever more prominent as the Euro-Atlantic community’s relations with Russia languish in systemic crisis, with dialogue suspended, reciprocal sanctions in place and proxy wars raging. The wars in Ukraine and Syria, accusations of Russian interference in domestic politics and the attempted murder of the Skripals on UK soil have all contributed to soaring tension in the relationship. Yet faced with this array of serious challenges, Euro-Atlantic thinking about Russia remains stuck in twentieth-century rhetoric, trapped by misleading abstract labels and unsure whether to engage Moscow in dialogue or enhance deterrence and collective defence. Instead of thinking in these terms, leading Russia expert Andrew Monaghan argues that we must devise a new grand strategy for dealing with the Russians. Examining the ongoing Euro-Atlantic debate over Russia and framing Moscow’s own position towards the West, he sets out the foundations of a forward-looking strategy; one that can accommodate the many complex challenges presented by this new era of competition between Russia, Europe and the United States.

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: "There are two main ways of approaching the study of revolution in the contemporary world - and they are both wrong. On the one hand, revolutions appear to be everywhere: on the streets of Kobane, Caracas, and Tehran; in the rhetoric of groups like Podemos and Black Lives Matter; and in the potential of technologies to reshape people's lives. Rarely do weeks go by without a revolution of one kind or another being proclaimed. In recent years, figures as varied as Abu Bakr al-Baghdadi, Emmanuel Macron, Tarana Burke, Xi Jinping, Tawakkol Karman, and Elon Musk have been labelled as revolutionaries, while the hugely popular musical Hamilton, and the even more popular Star War series, have eulogised revolutionary struggle.     Abstract: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

    Abstract: 'The Future of the World' is devoted to the intriguing field of study which emerged after World War Two, futurism or futurology. Jenny Andersson explains how futurist scholars and researchers imagined the Cold War and post Cold War world and the tools and methods they would use to influence and change that world. Futurists were a motley crew of Cold War warriors, nuclear scientists, journalists, and peace activists. Some argued it should be a closed sphere of science defined by delimited probabilities. They were challenged by alternative notions of the future as a potentially open realm. Futurism also drew on an eclectic range of repertoires, some of which were deduced from positivist social science, mathematics, and nuclear physics, and some of which sprung from alternative forms of knowledge in science fiction, journalism, or religion.

From the medical treatment of conjoined Vietnamese children, victims of Agent Orange, the global promotion of Japanese popular culture, a tragic maritime accident involving a US Navy submarine, to the 2011 tsunami and nuclear disaster; this story has shaped the way in which political figures, writers, officials, and observers have depicted what the nation feels.Expressions of national emotion do several things: they construct the boundaries of the national body, they inform and discipline appropriate expression, and they depoliticize messy problems that threaten to produce divisive questions about winners and losers. Most important, they work because they appear to be natural, simple and expected expressions of how the nation shares feeling, even when they paper over the extraordinary divergence in how the nation’s citizens experience each incident. In making its arguments, Empire of Hope challenges how we read the relations between emotion and politics by arguing—unlike those who build from the neuroscientific turn in the social sciences or those developing affect theory in the humanities—that the focus should be on emotional representation rather than on emotion itself

    Abstract: Is a global institutional order composed of sovereign states fit for cosmopolitan moral purpose? Cosmopolitan political theorists challenge claims that states, nations or other collectives have ultimate moral significance. They focus instead on individuals: on what they share and on what each may owe to all the others. They see principles of distributive justice - and increasingly political justice - applying with force in a global system in which billions continue to suffer from severe poverty and deprivation, political repression, interstate violence and other ills. Cosmopolitans diverge widely, however, on the institutional implications of their shared moral view. Some argue that the current system of competing sovereign states tends to promote unjust outcomes and stands in need of deep structural reform. Others reject such claims and contend that justice can be pursued through transforming the orientations and conduct of individual and collective agents, especially states. This volume brings together prominent political theorists and International Relations scholars — including some skeptics of cosmopolitanism — in a far-ranging dialogue about the institutional implications of the cosmopolitan approach. Contributors offer penetrating analyses of both continuing and emerging issues around state sovereignty, democratic autonomy and accountability, and the promotion and protection of human rights. They also debate potential reforms of the current global system, from the transformation of cities and states to the creation of some encompassing world government capable of effectively promoting cosmopolitan aims.

    Abstract: This book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country's trade and foreign policy. Drawing on a process-sociological perspective, the book interrogates the notion of ethnicity and offers a radical new perspective on post-war state-building in Bosnia and Herzegovina.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: The rise of non-Western Great Powers, the spread of transnational religiously-justified insurgencies, and the resurgence of ethno-nationalism raise fundamental questions about the effects of cultural diversity on international order. Yet current debate - among academics, popular commentators, and policy-makers alike - rests on flawed understandings of culture and inaccurate assumptions about how historically cultural diversity has shaped the evolution of international orders. In this path-breaking book, Christian Reus-Smit details how the major theories of international relations have consistently misunderstood the nature and effects of culture, returning time and again to a conception long abandoned in specialist fields: the idea of cultures as coherent, bounded, and constitutive.     Abstract: Norms Without the Great Powers" examines the nature of power in world politics, and the particular role that law plays in defining the meaning and deployment of power in the international system. Specifically, it seeks to further explicate the social dimensions of power as the capacity to shape how actors think about the world, in contrast to the more typical conception emphasizing material properties such as military or economic capabilities. Participating in international institutions and being seen as 'law-abiding' is a potent source of status for states and non-state actors alike. In engaging with the law, actors are inducted into a complex set of collective expectations that profoundly shape the way they frame their interests and pursue their policy goals. This process is first examined theoretically, and then through a detailed evaluation of two prominent-and challenging-multilateral institutions, the ban on antipersonnel mines and the International Criminal Court

    Abstract: "How has race shaped Canada's international encounters and its role in the world? How have the actions of politicians, diplomats, citizens, and non-governmental organizations reflected and reinforced racial power structures in Canada? In this book, leading scholars in Canadian international relations grapple with these complex questions, destabilizing conventional understandings of Canada in the world. Dominion of Race exposes how race thinking--normalizing racial differences and perpetuating them through words and actions that legitimize a discriminatory system of beliefs--has informed priorities and policies, positioned Canada in the international community, and contributed to a global order rooted in racial beliefs. Four themes develop throughout the volume: the relationship between empire, identity, and liberal internationalism; the tensions between individual, structure, theory, and practice; the mutual constitution of domestic and international spheres; and the notion of marginalized terrain and space. While the contributors reconsider familiar topics, including the Paris Peace Conference and Canada's involvement with the United Nations, they also enlarge the scope of Canada's international history by subject, geography, and methodology. By demonstrating that race is a fundamental component of Canada and its international history, this important book calls for reengagement with the histories of those marginalized in, or excluded from, the historical record."--
