Abstract: The appearance of religious toleration combined with the intensification of the search for theological truth led to a unique phenomenon in early modern Europe: Jewish Christians and Christian Jews. Abstract: This book is concerned with the problems of whether a utility concept that is cardinal -- insofar as ratios between utility differences are significant -- exists or not, whether it is useful -- e.g. in creating testable models of behaviour -- or whether a merely ordinal preference function will do for all purposes. Some selected highlights from the debate between cardinalists and ordinalists are analyzed, but essentially this is a presentation of fresh elements in the case for cardinalism. Special themes analyzed include the distinction between utility and risk attitude, motivating decisions in case of uncertainty, multiperiod allocations and complementarity. Abstract: Rajnarayan Chandavarkar presents the first major study of the relationship between labour and capital in India's economic development in the early twentieth-century. He explores the emergence of capitalism in the region, the development of the cotton textile industry, its particular problems in the 1920s and 1930s and the mill owners' and the state's responses to them. The author also investigates how a labour force was formed in Bombay - its rural roots, urban networks, industrial organisation and the way in which it shaped capitalist strategies. In a subject dominated by the assumption of unities, Rajnarayan Chandavarkar convincingly demonstrates the fragmentation of class, on the side of both capital and labour. Their interaction sometimes exacerbated their internal differences. But, the author also asks on what terms, to what ends, and under what circumstances solidarities could be forged between workers

Abstract: Children in Mexicano communities learn to use language in a variety of ways. At times they use both Spanish and English in the same conversation or help friends and family members enter mainstream society by translating English to Spanish for them. Pushing Boundaries describes Eastside, a Mexicano community in northern California, analysing language learning and language socialization in the context of real, problematic, important activities in people's lives. The authors consolidate three separate studies providing a unique perspective on the ways bilingual children and their families use and learn language. With children using the language of home, school and community separately and in combination, the book reveals how these children use their traditional language and cultural knowledge as a critical component for learning their second language and its underlying cultural norms

Abstract: This paper reviews fiscal policy, government indebtedness and its implications for economic performance in OECD countries. Government debt, expenditure and revenue relative to GDP have all risen significantly over the past 15 years and in several countries these trends are unsustainable. The macroeconomic implications of high fiscal deficits and debt levels are considered and the paper finds that while monetary policy played a clear role in generating recovery, the effects of fiscal policy are more mixed. Looking forward, Member countries’ plans for fiscal consolidation are ambitious, but if sustained economic growth is achieved, these plans are achievable. However, if growth is slower, then further fiscal consolidation efforts would be required to keep public debt under control. Abstract: In the absence of a generally accepted indicator of monetary conditions the current and expected stance of monetary policy remains undefined. However, the Reserve Bank of New Zealand, by directly surveying perceived and expected monetary conditions, have enabled both a mean index of current and future monetary conditions, as well as a proxy of respondents’ uncertainty, to be generated. The principal determinants and properties of these survey responses are examined in this paper, including whether: central bank announcements dominate economic fundamentals in determining conditions; the responses are consistent over varying time horizons; and the responses are symmetrical to both a tightening and loosening in policy. Abstract: Thirty years after Lyndon Johnson declared a War on Poverty, the United States still lags behind most Western democracies in national welfare systems, lacking such basic programs as national health insurance and child care support. Some critics have explained the failure of social programs by citing our tradition of individual freedom and libertarian values, while others point to weaknesses within the working class. In The Color of Welfare, Jill Quadagno takes exception to these claims, placing race at the center of the "American Dilemma," as Swedish economist Gunnar Myrdal did half a century ago. The "American creed" of liberty, justice, and equality clashed with a history of active racial discrimination, says Quadagno. It is racism that has undermined the War on Poverty, and America must come to terms with this history if there is to be any hope of addressing welfare reform today. From Reconstruction to Lyndon Johnson and beyond, Quadagno reveals how American social policy has continually foundered on issues of race. Drawing on extensive primary research, Quadagno shows, for instance, how Roosevelt, in need of support from southern congressmen, excluded African Americans from the core programs of the Social Security Act. Turning to Lyndon Johnson's "unconditional war on poverty," she contends that though anti-poverty programs for job training, community action, health care, housing, and education have accomplished much, they have not been fully realized because they became inextricably intertwined with the civil rights movement of the 1960s, which triggered a white backlash. Job training programs, for instance, became affirmative action programs, programs to improve housing became programs to integrate housing, programs that began as community action to upgrade the quality of life in the cities were taken over by local civil rights groups. Abstract: shift of emphasis eventually alienated white, working-class Americans, who had some of the same needs--for health care, subsidized housing, and job training opportunities--but who got very little from these programs. At the same time, affirmative action clashed openly with organized labor, and equal housing raised protests from the white suburban middle-class, who didn't want their neighborhoods integrated. Quadagno shows that Nixon, who initially supported many of Johnson's programs, eventually caught on that the white middle class was disenchanted. He realized that his grand plan for welfare reform, the Family Assistance Plan, threatened to undermine wages in the South and alienate the Republican party's new constituency--white, southern Democrats--and therefore dropped it. In the 1960s, the United States embarked on a journey to resolve the "American dilemma." Yet instead of finally instituting full democratic rights for all its citizens, the policies enacted in that turbulent decade failed dismally. The Color of Welfare reveals the root cause of this failure--the inability to address racial inequality.

Winner of the prestigious Bancroft Prize for his book Dust Bowl, Worster has helped bring humanity's interaction with nature to the forefront of historical thinking. Now, in The Wealth of Nature, he offers a series of thoughtful, eloquent essays which lay out his views on environmental history, tying the study of the past to today's agenda for change. The Wealth of Nature captures the fruit of what Worster calls "my own intellectual turning to the land." History, he writes, represents a dialogue between humanity and nature--though it is usually reported as if it were simple dictation. Worster takes as his point of departure the approach expressed early on by Aldo Leopold, who stresses the importance of nature in determining human history; Leopold pointed out that the spread of bluegrass in Kentucky, for instance, created new pastures and fed the rush of American settlers across the Appalachians, which affected the contest between Britain, France, and the U.S. for control of the area. Abstract: Despite the increasing scope and authority of women's studies, the role of Black women in Canada's history has remained largely unwritten and unacknowledged. This silence supports the common belief that Black people have only recently arrived in Canada and that racism is also a fairly recent development. This book sets the record straight.The six essays collected here explore three hundred years of Black women in Canada, from the seventeenth century to the immediate post-Second World War period. Sylvia Hamilton documents the experiences of Black women in Nova Scotia, from early slaves and Loyalists to modern immigrants. Adrienne Shadd looks at the gripping realities of the Underground Railroad, focusing on activities on this side of the border. Peggy Bristow examines the lives of Black women in Buxton and Chatham, Ontario, between 1850 and 1865. Afua Cooper describes the career of Mary Bibb, a nineteenth-century Black teacher in Ontario. Dionne Brand, through oral accounts, examines labourers between the wars and their recruitment as factory workers during the Second World War. And, finally, Linda Carty explores relations between Black women and the Canadian state.This long overdue history will prove welcome reading for anyone interested in Black history and race relations. It provides a much-needed text for senior high school and university courses in Canadian history, women's history, and women's studies.Winner of the Ontario Historical Society's 1996 Joesph Brant award

Abstract: Drawing on newly-opened Soviet archives, especially the letters of complaint and petition with which peasants deluged the Soviet authorities in the 1930s, Stalin's Peasants analyzes peasants' strategies of resistance and survival in the new world of the collectivized village. Stalin's Peasants is a story of struggle between peasants and Communists over the terms of collectivization. But it is also a story about the impact of collectivization on the internal social relations and culture of the village in the 1930s, exploring questions of authority, religious practice, feuds, denunciations, and rumors. For the first time, it is possible to see the real people behind the facade of the "Potemkin village" created by Soviet propagandists. In dramatic contrast to the official story of happy peasants clustered around a tractor and praising Stalin, Fitzpatrick portrays a village in which sullen peasants called collectivization a "second serfdom" and showed their resistance to the new order by working like serfs, that is, doing as little work on the collective farm as they could get away with. Far from naively venerating Stalin as "the good Tsar," these real-life peasants held Stalin personally responsible for collectivization and the famine, and hoped for his overthrow. Sheila Fitzpatrick's work is truly a landmark in Soviet studies - the first richly-documented social history of the 1930s, whose perspective "from below" sheds a new light on the whole relationship of Soviet state and society during (and indeed after) the Stalin period. Anyone interested in Soviet and Russian history, peasant studies, or social history will appreciate this major contribution to our understanding of life in Stalin's Russia

Abstract: In Finance, Investment and Macroeconomics, Myron J. Gordon advances a theory of finance and investment under uncertainty and risk aversion which resolves problems left unsolved by Keynes in a manner consistent with his work. Keynes established that both the short-run and long-run performance of a capitalist system depend upon investment, but he failed to arrive at an alternative to the neoclassical theory of investment. Professor Gordon demonstrates that the extension of neoclassical theory to deal with uncertainty and risk aversion is based upon a string of assumptions which are empirically false. The competitive stationary state, the foundation for the neoclassical theory of a capitalist system, is shown to be unfeasible because it results in a very high probability of bankruptcy at the micro level and the system's early collapse on the macro level. Capitalists seeking long term survival are shown to be subject to a growth imperative, to the pursuit of monopoly power, and to a concern for financial policy. Later sections of the book discuss the consequences of this behaviour for short-run fluctuations and the long-run development of capitalist systems. This innovative book advances an important new theory of finance and investment which recognizes the problem of bankruptcy when the future is uncertain. It will be welcomed by both post Keynesian and neoclassical economists as a significant contribution to current economic understanding

Abstract: Debt, Deficits and Exchange Rates presents recent work by Helmut Reisen on current international monetary problems in East Asia and Latin America. Written over the last four years, these papers are readily accessible and of immediate policy relevance. The first part is concerned with the debt problems of developing countries, including the growth of domestic public debt, means of hedging a country's debt portfolio against key currency fluctuations, evidence on the debt overhang hypothesis, an evaluation of the Brady Plan, and how to attract foreign direct investment. This is followed by essays on financial opening which discuss the impact of alternative exchange rate regimes during financial integration, the degree of financial openness in Korea and Taiwan, an appropriate strategy for the liberalization of capital flows, and the relationship between financial opening and capital flows. The final part underlines the need for exchange rate management. Issues considered include New Zealand's experience with a pure float, the use of the theory of optimal currency areas to assess whether Asian countries should peg to the Yen, institutional features of macroeconomic management in Asia, and how Latin America should respond to heavy capital flows. Bringing together under one cover a wealth of analysis, comment and argument by a leading international scholar, this volume will be welcomed by students, teachers and policymakers as an important contribution to understanding international monetary problems in the developing world

The case studies, from a range of New World societies, represent all levels of non-egalitarian societies and a wide variety of ecological settings in the New World. They document the effects of factionalism on the structure of particular polities: for example, how it might have led to the growth of social inequality, or to changing patterns of chiefly authority, or to state formation and expansion, or institutional specialisation. Abstract: The first book in the Cultural Margins series is a 1994 study of racism and homophobia in British politics, which demonstrates the demonisation of blacks, lesbians, and gays in New Right discourse. Anna Marie Smith develops theoretical insights from literary and cultural critics, including Nietzsche, Foucault, Derrida, Hall, and Gilroy, to produce detailed readings of two key moments in New Right discourse: the speeches of Enoch Powell on black immigration (1968–72) and the legislative campaign of the late 1980s to prohibit the promotion of homosexuality. Her analysis challenges the silence on racism and homophobia in previous studies of Thatcherism and the New Right, and shows how demonisation of lesbians and gays depends on previous demonisations of black immigrant and criminal figures. Overall, this book offers a devastating critique of racism and homophobia in late twentieth-century Britain

Abstract: The former Soviet Union possessed some of the world's largest reserves of energy and mineral resources. With the dissolution of the country in 1991, the former Soviet republics are now exercising complete control over their mining industries. The new Commonwealth of Independent States (CIS) consists of several new nations, well-endowed in hydrocarbons, metals, and industrial materials; efforts are now underway to boost development activities and attract foreign investment. Commonwealth members today are implementing policies to regulate energy and mineral development and enhance economic growth. This book provides a comprehensive overview of the energy and minerals industries of the CIS and other former Soviet republics outside the Commonwealth. Prospects for international cooperation and trade in hydrocarbons, metals, and nonmetals are examined, as are opportunities for joint ventures and technology transfers in mining. Economic relations between the CIS and several Asian nations are also analyzed. Contributors to the book from throughout the Commonwealth, Asia, Europe, and North America have a wide variety of backgrounds in the energy and mineral fields, including government, academia, and industry

Abstract: The Industrial Revolution and British Society is an original and wide-ranging textbook survey of the principal economic and social aspects of the Industrial Revolution in Britain in the eighteenth- and early nineteenth-centuries. The distinguished international team of contributors each focus on topics at the very centre of scholarly interest, and draw together the prevailing research in an accessible and stimulating manner: the intention throughout is to introduce a broad student readership to important, but less familiar aspects and consequences of the first Industrial Revolution. Abstract: Business Ethics: Japan and the Global Economy presents a multicultural perspective of global business ethics with special emphasis on Japanese viewpoints. In contrast to the typical business ethics book written primarily from the viewpoint of Western culture and economy, the majority of the work is by Asian scholars, providing an historical overview of the religious, scientific and cultural phenomena which converged to create modern Japanese business ethics. Perspectives from socioeconomics, sociology, social contract and applied business ethics contribute to the analysis of moral issues. A new Japanese approach to moral science, Moralogy, is introduced and its implications for phenomena such as the Keiretsu system are explored. Concurrently, prominent Western ethicists explore the role of moral language and the implications of Kantian ethics and contractarian approaches for developing universal moral standards. Because Japan is an economic superpower, it is critical to understand the hidden economic culture, work ethic, and way of thinking in business. We must realize these are the results of an integration of historical factors, such as Shintoism, Buddhism, Confuctianism and modern Western science and technology. Business Ethics: Japan and the Global Economy provides philosophical and anthropological analyses of the Japanese economic mind, departing from previous stereotyped approaches. Theoretical discussions based upon social contract theory are presented in order to build ethical norms with cross-cultural activity for multinational economic activities. From such a universal stance, practical proposals are presented to transnationalize the Keiretsu system and other Japanese economic institutions
