    Abstract: Diese Arbeit betrachtet die Umsetzung des politisch-administrativen Leitbildes Aktivierender Staat in der Familienpolitik Deutschlands und der Niederlande. Es wird untersucht, ob es zu Parallelen in den Familienpolitiken kam. Hierdurch kann erstens die Frage nach der Umsetzung des Leitbildes in der Familienpolitik und zweitens die Frage nach familienpolitischen Konvergenzen innerhalb der Europäischen Union beantwortet werden. Um die Fragestellung zu bearbeiten wird zum Vergleich der beiden Länder ein Idealmodell Aktivierender Familienpolitik entwickelt. Es handelt sich hierbei um eine induktive Herangehensweise, bei welcher die Divergenzen und Konvergenzen der beiden Länder herausgearbeitet werden. Zur Entwicklung des Idealmodells werden Bandemers Indikatoren zur Beschreibung des Aktivierender Staat, die familienpolitischen Zielsetzungen und Instrumente von Kaufmann und die familienpolitischen Staatsinterventionstypologien von Esping-Andersen herangezogen. Die Beschreibung der familienpolitischen Ziele und Instrumente erfolgt anhand einer Dokumentenanalyse. Durch diese Arbeit wird der Begriff Aktivierende Familienpolitik konkretisiert. Außerdem wird sichtbar, welche Aktivierungsstrategien die beiden Länder verfolgten, bzw. wie sie das Leitbild des Aktivierenden Staates umsetzten. Hierdurch kommt es nicht nur zur Bewertung der theoretischen Frage nach der Anwendung aktivierender Politiken in anderen Bereichen als der bereits häufig evaluierten Arbeitsmarktpolitik, sondern auch zu einer Übersicht verschiedener Aktivierungsbeispiele. Anhand einer Analyse der untersuchten Maßnahme und hinzugezogener Literatur werden Schlüsse gezogen im Hinblick auf familienpolitische Konvergenzen und Divergenzen zwischen den beiden Ländern. Die Bewertung der Lücken und Defizite des Leitbildes und die Diskussion über die mögliche Weiterentwicklung des Leitbildes runden die Arbeit ab.
    Abstract: This dissertation investigates the influence of the political-administrative ideal of the ‘activating state’ on German and Dutch family policy. It is studied to what extent parallels can be discerned between the family policies that are pursued by these two countries. It is clarified how the aforementioned ideal is converted into family policy, whilst also offering an answer to the question whether any convergences exist in the field of family policy as pursued within the European Union. In order to be able to answer this question, an ideal model for activating family policy has been created to facilitate a comparison between the two countries. This involves an inductive method in which the divergences and convergences of both countries have been worked out in greater detail. In view of the development of the ideal model, Bandemer’s indicators for the ‘activating state’ are studied in combination with Kaufmann’s family policy goals and instruments, and Esping-Andersen’s state intervention typologies for family policy. This is followed by a specification of the family policy goals and instruments based on an analysis of various documents. The goal of this investigation is to concretise the concept of activating family policy. Additionally, it is shown which ‘activating strategies’ have been used by both countries and how they have translated the ideal of an activating state. Not only does this offer an answer to the theoretical question about the use of activating policies in areas other than the often-evaluated labour market policies, but it also provides an overview of various activating examples. Using an analysis of the investigated instruments and the corresponding literature, a number of conclusions have been formulated about the convergences and divergences in the family policies that are pursued by these two countries. The dissertation ends with an assessment of the ideal’s gaps and shortcomings and a discussion about its possible further development.

    Abstract: The recent escalation in the violent conflict in the Niger Delta has brought the region to the forefront of international energy and security concerns. This book analyses the causes, dynamics and politics underpinning oil-related violence in the Niger Delta region of Nigeria.     Abstract: Mainstream liberal narratives have often depicted politics as a matter of power and competing interests, disregarding emotions or conceiving them as threats to a rational and well-ordered society. In the last decades, however, this viewpoint has been increasingly challenged by a number of scholars researching on the complex and multidimensional role of emotions in politics. This edited collection aims at providing a concise but comprehensive introduction to this area of research. The essays contained in this volume focus on a single case, the Obama phenomenon, illustrating empirically how the variable 'emotions' can enrich political analysis. Taken together, the essays reflect the plurality of approaches available to the study of politics and emotions and thus contribute to the cutting-edge debates on this fascinating topic.

    Abstract: The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. This volume seeks to enhance academic and policy-maker understanding of Europe’s evolving higher education system as it emerges as a cornerstone of the contemporary knowledge society

    Abstract: Among other influences, a specific set of factors, which are related to the belligerents, any third parties that intervene, or both of them, determine whether a conflict is likely to see mediation efforts in the first place and ultimately the prospects for successful mediation outcomes. However, although there is an extensive body of literature, previous research has rarely addressed the interaction between these actors in conflict and mediation attempts, i.e., how both belligerents and/or mediating parties are tied to each other and how they coordinate an intervention. In order to address these shortcomings, Tobias Böhmelt examines four interrelated, albeit different issues of actors interaction in international mediation as a tool for settling conflicts peacefully. The book will be of interest to students and scholars of political science and international relations with an emphasis on conflict resolution as well as for practitioners of third-party conflict resolution methods.

    Abstract: Law and Ecology: New Environmental Foundations contains a series of theoretical and applied perspectives on the connection between law and ecology, which together offer a radical and socially responsive foundation for environmental law. While its legal corpus grows daily, environmental law has not enjoyed the kind of jurisprudential underpinning generally found in other branches of law. This book forges a new ecological jurisprudential foundation for environmental law - where 'ecological' is understood both in the narrow sense of a more ecosystemic perspective on law, and in the broad sense of critical self-reflection of the mechanisms of environmental law as they operate in a context where boundaries between the human and the non-human are collapsing, and where the traditional distinction between ecocentrism and anthropocentrism is recast.     Abstract: With the publication of The Rise of the Creative Class by Richard Florida in 2002, the "creative city" became the new hot topic among urban policymakers, planners and economists. Florida has developed one of three path-breaking theories about the relationship between creative individuals and urban environments. The economist Åke E. Andersson and the psychologist Dean Simonton are the other members of this "creative troika". In the Handbook of Creative Cities, Florida, Andersson and Simonton appear in the same volume for the first time. The expert contributors in this timely Handbook extend their insights with a varied set of theoretical and empirical tools. The diversity of the contributions reflect the multidisciplinary nature of creative city theorizing, which encompasses urban economics, economic geography, social psychology, urban sociology, and urban planning.     Abstract: Im Jahr 1889 malte Fritz von Uhde die Kinderstube, die seine drei Töchter in ihrem Spiel- und Schlafraum zeigt. Wie selbstverständlich mutet dem heutigen Betrachter diese detailreiche und lebendige Szene an und doch gibt es nur wenige vergleichbare Darstellungen. Gemälde und Grafiken vom späten Mittelalter bis zum ausgehenden 19. Jahrhundert zeigen die Ikonografie des spielenden Kindes sowie gängige Spiel- und Wohnmilieus und machen deutlich, dass erst seit gut 200 Jahren vermehrt Räume mit der Funktionszuschreibung eines Kinderzimmers versehen wurden. Dies hängt eng mit einer sich wandelnden Beurteilung der Kindheitsphase und des Kinderspiels zusammen, was wahrnehmbare Auswirkungen auf die Darstellungsmodi und -kontexte hat. Inwieweit Uhdes Kinderstube mit der alltäglichen Lebenswelt bürgerlicher Kinder in Verbindung gebracht werden kann, veranschaulichen sachkulturelle und schriftlichen Überlieferungen. Sie eröffnen Einblicke in die Verbreitung und Einrichtung von Kinderstuben, in gängige Spiele und Spielzeuge sowie zu Kinderkleidung im 19. Jahrhundert. Durch diesen interdisziplinären Forschungsansatz zeichnet die Untersuchung ein umfassendes und lebendiges Bild vergangener kindlicher Lebenswelten.

    Abstract: The main challenges the European Single Market is facing in the 21st century result from the enlargement to Central and Eastern Europe, the EMU, and the globalization of trade and investment that has aided the rise of competitive emerging markets.     Abstract: Vor dem Hintergrund des demografischen Wandels und einer steigenden Zahl Älterer, steht die Gesellschaft vor der Aufgabe, Ideen und Konzepte zu entwickeln, engagierten Älteren sinnvolle Perspektiven zur gleichberechtigten Partizipation zu bieten. Die vorliegende Arbeit beschäftigt sich vor diesem Hintergrund mit der Motivation älterer Menschen, sich in der nachberuflichen Lebensphase für das Gemeinwohl zu engagieren. Empirischer Ausgangspunkt für die Fragestellung war das Modellprogramm „Erfahrungswissen für Initiativen“, das im Auftrag des Bundesministeriums für Familie, Senioren, Frauen und Jugend in zehn Bundesländern mit der Zielstellung durchgeführt worden ist, ein Handlungs- und Strukturkonzept zu entwickeln, mit dem das Erfahrungswissen Älterer für den Freiwilligenbereich nutzbar gemacht werden kann. Die auf der Grundlage von leitfadengestützten Interviews erhobenen Daten der Stichprobe mit einem Durchschnittsalter von 63 Jahren weisen einen eindeutigen Zusammenhang zwischen lebensgeschichtlichen Ereignissen und konkreten Engagementtätigkeiten nach. Engagement in der nachberuflichen Lebensphase speist sich demnach aus historischen, gesellschaftlichen, kulturellen und familiären Erfahrens- und Erlebensräumen, die in gemeinwohlorientierten Projekten erneut sichtbar werden. Als maßgebliche Einflussfaktoren gelten die Lebensphase der Kindheit und Jugend im Kontext der Kriegs- und Nachkriegszeit, elterliches Vorbild und familiäre Prägung, die Familiengründung, berufliche Entwicklungen und Weiterbildungsteilnahme sowie krisenhafte Lebensereignisse und das Erleben der Phase des Übergangs vom Arbeitsleben in die Phase der Nachberuflichkeit.
    Abstract: In the content of the demographic challenge an increasing number of older people has been searching for a new and active role in society. Therefore voluntary work becomes more and more necessary and develops as an important component in society. It is necessary to develop innovative ideas and concepts according of getting chances for the involvement of these people in local communities. The actual study works on the topic of individual motivation of older people, who decide to become volunteers after their career. The empiric background of the research was the Federal Model Programme „Experience for Initiatives“, that took place under authority of the Federal Ministry für Familiy Affairs, Senior Citizens, Women and Youth. About 1.000 older people at the age range from 55 to 70 and older have taken part in courses to become a seniortrainer and get active across the ages. Their aim is to work with children, young and older people and become ambassadors for a new image of old age. The results of the study show the very high importance of individual biography according to the decision to start volunteer work after the family phase and career. Especially the familiar background, historical events (World War Two and the Political Change in Germany) and critical life events influence the way of volunteering. Biographical themes become topical in present volunteer projects of the older people and they are to find in the different fields of community life, where seniors are active. It is obvious, that there exists a great wealth of knowledge and life long experience, that can establish community life and innovation apart from traditional ways of volunteer work.

    Abstract: Die Meinungen über die Chancen einer Demokratisierung im Nahen und Mittleren Osten sind geteilt. Diese Arbeit versucht für Ägypten eine Einschätzung zu geben. Als bevölkerungsreichstes und eines der politisch bedeutsamsten Länder der Region könnte es eine Vorbildfunktion einnehmen. Die Dissertation untersucht an einem Fallbeispiel, den Ausschreitungen zwischen Muslimen und Christen in einem oberägyptischen Dorf 1999/ 2000, in welcher Form und in welchem Ausmaß sich staatliche Akteure, religiöse Institutionen und die Bürger zum heiklen Thema der Gefährdung der Rechte von Minderheiten im öffentlichen Diskurs zu Wort melden und dabei das Kriterium des Pluralismus, im Sinne von Toleranz und Ablehnung von Gewalt, erfüllen. Pessimistische Stimmen versagen dem Nahen und Mittleren Osten insbesondere wegen der dort vorherrschenden Religion eine Reformierbarkeit der politischen Kultur und stigmatisieren den Islam als Demokratisierungshindernis. Diese Arbeit beobachtet jedoch, dass es empirisch bereits einige Merkmale gibt, die auf eine Zunahme von Pluralismus in der ägyptischen Gesellschaft hindeuten. Sie zeigt die Anzeichen für die Herausbildung einer freien Öffentlichkeit und einer Zivilgesellschaft auf, die langfristig auf die Konsolidierung von Demokratie und nicht auf deren Zerstörung hinarbeitet. Gleichzeitig ist diese Arbeit eine Art in Szene gesetztes, lebendiges „Who is who?“ der gegenwärtigen Minderheiten- und Menschenrechtsbewegung in Ägypten. 1
    Abstract: The current status of democratization and civil society development in Egypt through the example of the discourse on the indigenous Christian minority of the Copts. Opinions regarding the chances of democratization in the Middle East are divided. The thesis attempts to give an evaluation in the case of Egypt. As the most populous and one of the politically most influencing countries of that region Egypt could take the function of a role model. The dissertation investigates, on the basis of a case study – the clashes between Muslims and Christians in an Upper Egyptian village in 1999/ 2000 - in what form and to what extent state actors, religious institutions and citizens take a stand in public discourse on the sensitive issue of endangering the rights of minorities and thereby meet the criteria of pluralism in the sense of tolerance and rejection of violence. Pessimistic voices deny the Middle East a reformability of its political culture particularly with regard to the predominating religion there and stigmatize Islam as an obstacle to democratization. This study however, shows empirically that there are already some indications that point towards an increase of pluralism in Egyptian society and towards the development of a free public sphere and a civil society that in the long term can lead to the consolidation of democracy and not to its destruction. At the same time this study is a kind of status report and “Who’s who?” of the current minority – and human rights movement in Egypt.

    Abstract: Diese Dissertation untersucht die Rolle der Massenmedien am Anfang der politischen Transformationsprozesse in den vormals realsozialistischen Staaten Mittel- und Osteuropas am Fallbeispiel der DDR und Ungarn in vergleichender Perspektive. Obwohl existierende Forschungsstudien von einem Zusammenhang zwischen Medien und Demokratisierung ausgehen, fehlten bislang empirisch überzeugende Nachweise über die Rolle der Medien auf die Demokratisierungsprozesse in der Region. Somit wurde ein zentraler – jedoch bislang weitgehend vernachlässigter – Aspekt der Transformationsforschung von dieser Arbeit aufgegriffen. Die Untersuchung konzentriert sich auf die Rolle der Printmedien in der Region, und geht insbesondere der Frage nach, ob die Medien eher als „Katalysator“ der Demokratisierungsprozesse oder doch als „Mitläufer“ zu betrachten sind. Anhand einer vergleichenden Inhaltsanalyse von jeweils zwei offiziellen Tageszeitungen in beiden Ländern zwischen 1989 und 1990, wird in der Arbeit gezeigt, dass die Medien eine aktive und positive Rolle während den unmittelbaren Transformationsprozessen hatten, also als „Katalysatoren“ zu betrachten sind. Die Arbeit kommt zum Ergebnis, dass die Medien die jeweiligen Transformationen zwar selber nicht einzuleiten vermochten, sie jedoch die Ereignisse und die Dynamik, unmittelbar als die jeweilige „Wende“ eingeleitet wurde, verstärkten.
    Abstract: This thesis examines the role played by the mass media at the beginning of the political transformation of the former socialist states of central and eastern Europe, through a direct comparison of the GDR and Hungary. Although existing studies have suggested a casual relationship between the media and democratization, a lack of empirical evidence on the role of the media in democratization processes in the region still existed. Here, a central - but up to now largely neglected - aspect of the research on democratic transformation processes is thus analysed. The thesis attempts to answer the question of whether the media led or followed the democratization processes that were underway in the region by concentrating on print media. Through a comparative content analysis of two official newspapers in each country of analysis between 1989 to1990, it is suggested that the media assumed an active and positive role during the immediate transformation processes. Although the media were not able to initiate the respective transformations, they did act as a catalyst on the unfolding events as soon as the beginning of the demise of the socialist state systems were initiated.

    Abstract: This book analyzes four main episodes of conflict and defense which have affected the region during the last three decades: the Iran-Iraq war (1980-1988), which effected the Gulf Cooperation Council (GCC) from a close, neighborly distance; the Iraq-Kuwait war (1990-1991), which constituted an attempt to invade the GCC and eliminate one of its member states, Kuwait.     Abstract: In less than a decade, Europe has witnessed a series of large-scale natural disasters and two major terrorist attacks. The chapters to this volume thus help the academic as well as the practitioner and the interested reader to better understand the dynamics and the critical issues in this soldier - military - society triangle.
    Abstract: It is an honor for us to introduce this collection of essays, which is dedicated to an old friend and colleague who is no longer with us. It is an honor, but also a pleasure because we feel like continuing a dialogue with Jürgen; one that has never broken down over the years, revisiting and recalling the diff- ent places and occasions where we met, discussed, collaborated and had fun. We, that is, Giuseppe Caforio, Christopher Dandeker and Gerhard Kümmel who have been friends and/or colleagues of and research collaborators with Jürgen and who represent three prominent institutions and organizations with which Jürgen worked, felt that this book is something we owe to Jürgen and we are grateful that many people who at different times and at different places had contact with Jürgen and his work were willing to contribute a chapter to this anthology. Most of Jürgen's studies, professional work and research activities took place at the Bundeswehr Institute of Social Sciences (SOWI). Jürgen, born in 1938, had joined the Bundeswehr in 1957 and had already worked at the SOWI's predecessor institution, the Scientific Institute for Education in the Armed Forces from 1971 onwards after having finished his university? st- ies. Since this institute was renamed SOWI in 1974, Jürgen belonged to the first generation of researchers that worked at the SOWI. Dr. Gerhard Kümmel is Senior Researcher at the Bundeswehr Institute of Social Sciences (SOWI) in Strausberg near Berlin. Dr. Giuseppe Caforio is President of the Research Committee 01: Armed Forces and Conflict Resolution (RC 01) within the International Sociological Association (ISA) and lives in Pisa. Prof. PhD. Christopher Dandeker is Professor of Military Sociology in the Department of War Studies at King's College London.

    Abstract: In a bold rethinking of the Hollywood blacklist and McCarthyite America, Joseph Litvak reveals a political regime that did not end with the 1950s or even with the Cold War: a regime of compulsory sycophancy, in which the good citizen is an informer, ready to denounce anyone who will not play the part of the earnest, patriotic American. While many scholars have noted the anti-Semitism underlying the House Un-American Activities Committee's (HUAC's) anti-Communism, Litvak draws on the work of Theodor W. Adorno, Hannah Arendt, Alain Badiou, and Max Horkheimer to show how the committee conflated Jewishness with what he calls "comic cosmopolitanism," an intolerably seductive happiness, centered in Hollywood and New York, in show business and intellectual circles. He maintains that HUAC took the comic irreverence of the "uncooperative" witnesses as a crime against an American identity based on self-repudiation and the willingness to "name names"

    Abstract: The Leonhardi-Museum in Dresden belonged to one of the most legendary exhibition centers / galleries for contemporary nonconformist art in the GDR. Its peculiarity was derived from the fact that the concept and organization of the exhibitions lay in the hands of the artists themselves – who continually formed open ad hoc working groups (Arbeitsgruppe / AG) – as well as the fact that it was not an unofficial or autonomous institution, but primarily a gallery belonging to the State Association of Artists in the Graphic Arts in the GDR (VBK) and later to the city council Dresden-East. This dissertation examines and documents more than 100 exhibitions and events held in the principal hall of the Leonhardi-Museum between 1963 and 1990. The majority were personal exhibitions by graphic artists, painters and sculptors which provoked attitudes and opinions, broadened viewing habits and which featured experiments which were stimulated by the dimensions of the room. Often it was the first opportunity at all for artists to exhibit. Especially the communal festivities and spectacular group exhibitions around the topics “doors” and “Alfresco Breakfast” made the Leonhardi-Museum famous both nationally and internationally. Ministry of “Staatssicherheit” bans contributed to the increased popularity of the Leonhardi-Museum. Comparisons with similar official exhibition venues in Berlin (Lothar Lang’s Art-Cabinet, Gallery Arkade), Leipzig (Gallery on the Sachsenplatz, Herbstsalon), Karl-Marx-Stadt (Gallery Clara Mosch) and Dresden (Galleries Kunst der Zeit, Nord, Comenius and Mitte; Puschkinhaus, Lücke frequentor, Intermedia) demonstrate that the importance of the Leonhardi-Museum changed, but that for three decades it remained the only place in the GDR in which artists were able to use official structures for their art. In doing so they created scope for freedom for the graphic arts
