    Abstract: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention.     Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Abstract: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe. Kennet Lynggaard is Associate Professor at the Department of Social Sciences and Business, Roskilde University, Denmark.     Abstract: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017. Prior to this he was affiliated with The Kendall Whaling Museum in the USA (1988-1990) and Het Scheepvaartmuseum (The Dutch National Maritime Museum) in Amsterdam (1991-2017), where he worked as Chief Curator, in combination with a Professorship of Maritime History and Maritime Heritage at Vrije Universiteit in Amsterdam. .

    Abstract: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea.     Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: "In the last 20 years, the related phenomena of honour-based violence and forced marriages have received increasing attention at the international and European level. Punitive responses towards this type of violence have been adopted, including ad hoc criminalisation and legislation containing direct references to the concepts of honour, culture and tradition. However, criminal law-based responses present several shortcomings and have often disregarded the specific needs that victims of such crimes might encounter. This book examines the possibility of using alternative programmes to address cases of honour-based violence and forced marriages. After reviewing previous existing literature, it presents new empirical data. Introducing a case-study from the United Kingdom, the book recalls the debate on Sharia Councils and the Muslim Arbitration Tribunal but examines instead other community-based, secular, programmes. By comparison, a study from Norway on the work of the National Mediation Agency and the so-called Cross-Cultural Transformative Mediation model is investigated as part of a larger multi-agency approach. Ultimately, in an attempt to reconcile pluralism and the rule of law, the book proposes effective ways to tackle honour crimes based on cooperation and individualisation of the proceedings, and capable of improving women's access to justice and reducing secondary victimisation. It argues that thinking queerly includes a skepticism towards identitarian and normative understandings of Europe, as well as an ethnographic attention to that which emerges in the gaps and cracks of Europeanization, while keeping in mind the ways in which institutions working in the name of Europe generate heterogeneous experiences resulting in unequal and differentially distributed, multiple Europes. ‘Queering Europe’ oscillates between an emphasis on the central role of the sexual and the gendered in imaginations of Europe and destabilizing notions of Europe in a more general sense and is as such closely related to post-/decolonial approaches. This analytical move has three dimensions to it: Firstly, queering Europe aims at deconstructing hegemonic imaginaries of Europe. Secondly, it makes visible the pluralistic and fragmented nature of Europe(s) and the ambivalent and sometimes unforeseen consequences processes of Europeanization are accompanied by. Thirdly, queering Europe can be envisioned as a way of imagining and thinking Europe through a “critical utopianism” (Mbembe 2019) that puts solidarity center stage. In all three dimensions, an ethnography informed by decolonial critiques as well as by proposals for queering methodologies constitutes our chosen epistemological tool to gain deeper insights into queering Europe as a mode of knowledge production and political vision.
    Abstract: Ausgehend von einer Fish-Bowl-Diskussion, die während der Konferenz stattfand, diskutieren wir in unserem Beitrag, was durch ein Denken zwischen gender_queer Theorien und anthropologischer Europäisierungsforschung gewonnen werden kann. Wir argumentieren, dass queeres Denken eine Skepsis gegenüber identitären und normativen Verständnissen von Europa beinhalten muss sowie eine ethnographische Aufmerksamkeit dafür, was in den Lücken und Rissen der Europäisierung auftaucht. Gleichzeitig gilt es im Auge zu behalten, wie Institutionen, die im Namen Europas arbeiten, heterogene Erfahrungen erzeugen, die zu ungleichen und unterschiedlich verteilten, multiplen Europas führen. Insofern korrespondiert dieser Zugang mit post-/dekolonialen Ansätzen in der Anthropologie. Queering Europe oszilliert zwischen einer Aufmerksamkeit für die zentrale Rolle, die Sexualität und Geschlecht in den Imaginarien von Europa spielen, und der Destabilisierung von Vorstellungen von Europa in einem allgemeineren Sinn. Drei Dimensionen dieses analytischen Ansatzes werden diskutiert: Erstens zielt queering Europe darauf ab, hegemoniale Vorstellungen von Europa zu dekonstruieren; zweitens macht es den multiplen und fragmentierten Charakter Europas sowie die ambivalenten und manchmal unvorhersehbaren Konsequenzen sichtbar, die Europäisierungsprozesse mit sich bringen; und drittens kann queering Europe als Möglichkeit gesehen werden, Europa durch die Linse eines "kritischen Utopismus" (Mbembe 2019) zu betrachten und Solidarität in den Mittelpunkt der Überlegungen zu stellen. In allen drei Dimensionen stellt ethnographisches Arbeiten, das von dekolonialen Kritiken sowie von Vorschlägen zum Queeren von Methoden geprägt ist, das erkenntnistheoretische Werkzeug dar, um tiefere Einblicke in queering Europe als eine Art der Wissensproduktion wie der politischen Vision zu erhalten.

    Abstract: This book provides an entry point to the most cutting-edge lines of research on popular political mobilisation in Europe. It brings together leading scholars from Germany, France, Britain, the Netherlands and Spain. The chapters explore the connected dimensions of popular participation within different countries and across borders, covering the topics of iconoclasm, popular acclamations, street politics, associations, petitions and electoral agitation. Focusing on the role of disenfranchised citizens and women, this collection broadens the themes of traditional political historical research that has identified political participation with the right to vote and struggles for political inclusion, and brings a wide array of formal and informal political practices to the centre of nineteenth-century European life. A must-read for scholars, undergraduates, and graduate students wishing to explore multiple dimensions of the history of political engagement and politicisation. Diego Palacios Cerezales is a Senior Researcher at the Complutense University of Madrid in Spain. Previously, he was a Lecturer in European History at the University of Stirling, in the UK, and he has also held teaching and research positions at various Spanish and Portuguese universities. Diego’s research focuses on the transnational history of petitioning from the Age of Revolution to the third wave of democratisation (1789–1989), as well as on the history of policing in Spain and Portugal. He has written and edited several books, and published sixteen journal articles. Oriol Luján holds a lectureship at the Universitat Autònoma de Barcelona, in Spain. Prior to this, he held a postdoctoral position at the Complutense University of Madrid, as well as visiting positions at the European University Institute in Florence, and the Sorbonne in Paris. Oriol specialises in the cultural history of politics and parliamentary representation in nineteenth-century Spain. He has written several books, book chapters and journal articles. .

    Abstract: Why does an entire society believe that there are witches who must be burned? What roles did the emerging 'state', the professions of clerics and jurists, and the public involved play in each case? And how could this project be finished? From a sociological point of view, the findings of recent international research on witches provide a model of a more general, highly ambivalent, 'pastoral' attitude, according to which a shepherd has to care for the welfare of his flock as well as for its erring sheep. The first main part describes the clerical initial situation, which developed the 'Dominican' demonological model of witchcraft on the basis of the still dominant magico-religious mentality in the 15th century. A model, according to the second part of the book, which then in the course of the 16th century in Western Europe increasingly fell into the hands of the not so innocent jurists. From there it developed into a legal witch persecution that realized the early European witch model from the village witch to the mass persecutions to the late child witches. The third part describes how witch persecutions slowly became less important towards the end of the 17th century as a general witchcraft 'politics' game in the transition from a confessional state to a (court) 'civil service' state. The author Prof. Dr. Stephan Quensel is a lawyer and criminologist. Until his retirement in 2002, he was a professor in the Department of Resocialization and Rehabilitation in the Sociology program at the University of Bremen. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Abstract: In state formation research, princely houses have been a blind spot. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What's more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like. This collection of essays highlights the horizontal perspective (ruler, all children, siblings, cousins), in asking how the members of a princely family acted as a power network. The quest is to develop an understanding how this family network interplayed with other factors in the state formation process.     Abstract: This book reveals the importance of personal letters in the history of European women between the year 1000 and the advent of the telephone. It explores the changing ways that women used correspondence for self-expression and political mobilization over this period, enabling them to navigate the myriad gendered restrictions that limited women s engagement in the world. Whether written from the medieval cloister, or the renaissance court, or the artisan s workshop, or the drawing room, letters crossed geographical and social distance and were mobile in ways that women themselves could not always be. Women wrote to govern, to argue, to plead, and to demand. They also wrote to express love and intimacy, and in so doing, to explain and to understand themselves. This book argues that the personal letter was a crucial place for European women s self-fashioning, and that exploring the history of their letters offers a profound insight into their subjectivity and agency over time

    Abstract: In the following dialogue, Anika Keinz, the invited discussant at the panel »Struggles over Europe« forming part of the »Troubling Gender« conference, and Paweł Lewicki talk about how race, gender, and sexuality are not only entangled in the East-West dynamic but co-constitute the East-West dichotomy too. They discuss racial relations and states of morality, in grappling with the question of what exactly race-critical studies can contribute to both the improved analysis of this dichotomy and to the examination of developments in Europe: What can we observe when looking, for example, at gender and sexual politics in Poland from a race-critical perspective and what can this tell us about nationalisms? Doing so, they take up the discussion Lewicki started, together with Randi Elin Gressgård and Rafał Smoczyński, in the special issue of Intersections. East European Journal of Society and Politics »Struggles over Europe. Postcolonial East/West Dynamics of Race, Gender and Sexuality« (2020, 6/3). This special issue explores the dynamics pertaining to (racialized) gender and sexuality, as well as their local expressions, and asks how they are embedded in broader dynamics and discourses on Europe, Europeanization, and the transformation of (il)liberal states. Lewicki and Keinz then continue their conversation and pick up on certain aspects that came up during the panel discussion. They reflect on how categories such as »race,« »gender,« and »sexuality« contribute to the reproduction of various understandings of »Europe« and »European modernity« and to the (self-)produced notions of »East« and »West« respectively.
    Abstract: Im folgenden Dialog sprechen Anika Keinz, die als Diskutantin des Panels "Struggles over Europe" bei der Tagung "Troubling Gender" eingeladen war, und Paweł Lewicki, einer der Organisatoren dieses Panels, darüber, wie Rasse, Geschlecht und Sexualität nicht nur in der Ost-West-Dynamik verwoben sind, sondern auch die Ost-West-Dichotomie mitkonstituieren. Sie sprechen über rassialisierte Relationen und moralische Konstellationen, während sie sich mit der Frage auseinandersetzen, was genau kritische race studies zur besseren Analyse dieser Dichotomie sowie zur Untersuchung der Entwicklungen in Europa beitragen können: Was können wir beobachten, wenn wir z.B. die Geschlechter- und Sexualpolitik in Polen aus einer rassismuskritischen Perspektive betrachten und was kann uns das über Nationalismen sagen? Damit knüpfen sie an die Diskussion an, die Lewicki gemeinsam mit Randi Elin Gressgård und Rafał Smoczyński in der Sonderausgabe von Intersections. East European Journal of Society and Politics "Struggles over Europe. Postcolonial East/West Dynamics of Race, Gender and Sexuality" (Bd. 6/3, 2020). Dieses Special Issue erkundet die Dynamiken von (rassifiziertem) Geschlecht und Sexualität mit ihren jeweiligen lokalen Ausprägungen und fragt, wie sie in breitere Dynamiken und Diskurse über Europa, Europäisierung und die Transformation (il)liberaler Staaten eingebettet sind. Lewicki und Keinz setzen ihr Gespräch fort und greifen einige der Aspekte auf, die während der Podiumsdiskussion zur Sprache kamen. Sie diskutieren,  wie Kategorien wie "Rasse", "Geschlecht/Gender" und "Sexualität" zur Reproduktion verschiedener Vostellungen von "Europa" und "europäischer Moderne" sowie zu den (selbst-)produzierten Vorstellungen von "Ost" bzw. "West" beitragen.

    Abstract: Over the last few decades, the politics of gender and sexuality have turned extremely hostile across Europe. Long fought for rights and antidiscriminatory politics have come under heavy attack, while Gender Studies programs have been banned. In tandem, feminist arguments are being instrumentalized by right-wing movements so as to cement nationalist projects and racist positions. This turmoil regarding the politics of gender in Europe has become even more complex as gender, sexuality, and race find themselves used as markers of both progress and backwardness within the postcolonial, postsocialist European landscape reproducing old and creating new hierarchies within the societies and between them. Based on the 2021 conference “Troubling Gender: New Turbulences in the Politics of Gender in Europe,” organized by the Commission on Gender Research and Queer Anthropology of the German Association for European Ethnology and Empirical Cultural Analyses, this issue of Berliner Blätter hence assembles an array of analytical papers as well as polyvocal written discussions seeking to make sense of these developments as well as of their local and regional articulations and effects. The issue brings together queer/feminist voices and analyses from the Eastern and Western European contexts; furthermore, it examines the possibilities for solidarity across different positionalities and engages with diverse histories of struggle. The issue presents analyses informed by gender and queer theory, as mostly based on ethnographic research, and thus ultimately allows us to better understand the current conjuncture of the politics of gender and sexuality in and of Europe. With this, it partakes in the ongoing feminist and queer struggles to build a better future for all those concerned.
    Abstract: Im letzten Jahrzehnt haben sich Politiken rund um Geschlechter und Sexualitätspolitik in ganz Europa äußerst feindselig entwickelt. Erkämpfte Rechte und eine antidiskriminatorische Politik sind massiv unter Beschuss geraten, Studiengänge der Geschlechterforschung wurden verboten. Gleichzeitig werden feministische Argumente von rechtsgerichteten Bewegungen instrumentalisiert, um nationalistische Projekte und rassistische Positionen zu zementieren. Noch weiter kompliziert wird die Situation dadurch, dass Geschlecht, Sexualität und Rasse in der postkolonialen, postsozialistischen europäischen Landschaft als Marker für Fortschritt und Rückständigkeit dienen, wodurch alte Hierarchien innerhalb der Gesellschaften und zwischen ihnen reproduziert und neue geschaffen werden. Ausgehend von der Konferenz „Troubling Gender: Neue Turbulenzen in der Geschlechterpolitik in Europa“, organisiert 2021 von der Kommission für Geschlechterforschung und Queere Anthropologie in der Deutschen Gesellschaft für Europäische Ethnologie und Empirische Kulturwissenschaft (DGEKW), bringt die Ausgabe der Berliner Blätter queere und feministische Stimmen und Analysen aus dem ost- und westeuropäischen Kontext zusammen. Gemeinsam versuchen sie, diese Entwicklungen, ihre lokalen und regionalen Artikulationen und Auswirkungen zu verstehen. Neben den geschlechter- und queertheoretisch fundierten Analysen, die sich größtenteils auf ethnografische Forschungen stützen, ergründen polyvokale, dialogisch geschriebene Beiträge die Möglichkeiten der Solidarität über verschiedene Positionen hinweg und zeigen die verschiedenen Geschichten von gender- und queerpolitischen Kämpfen und Epistemologien in Europa. Die Ausgabe ermöglicht so ein differenziertes Verständnis der aktuellen Situation der Geschlechter- und Sexualitätspolitik in und für Europa und hat damit teil an den laufenden feministischen und queeren Kämpfen um eine bessere Zukunft für alle Beteiligten.

    Abstract: Black communities have been making major contributions to Europe's social and cultural life and landscapes for centuries. However, their achievements largely remain unrecognized by the dominant societies, as their perspectives are excluded from traditional modes of marking public memory. For the first time in European history, leading Black scholars and activists examine this issue – with first-hand knowledge of the eight European capitals in which they live. Highlighting existing monuments, memorials, and urban markers they discuss collective narratives, outline community action, and introduce people and places relevant to Black European history, which continues to be obscured today.

    Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth. The book presents different ideas and perspectives about the present and the future, reflecting on four main fields of our economic reality: macroeconomics, governments, technology, and society. It discusses important topics for future economic scenarios, beginning with an estimation of the economic consequences of the absence of an equitable distribution of vaccines. Further topics discussed include the government’s debts sustainability, the probability of an inflation/deflation or of a stagflation scenario, as well as the impact of US and European economic policies on economic growth. The book further investigates the economic costs of the pandemic, which have fallen most heavily on those least able to bear them. It examines governments subsidies, which supported people and firms through wage subsidies, unemployment benefits, and other fiscal measures, and discusses the question of whether more investment in health care, education, and other public services will still be needed.     Abstract: This book examines the recent changes in strategic stability, caused by the collapse of the international security architecture. Against the background of Russia's invasion of Ukraine, international experts discuss topics and critical issues such as the revanchist strategy of Russia and the readiness of the United States (US) and Europe to give an adequate response; the influence of new technologies in the future of nuclear deterrence; and the crumbling of the arms control and nonproliferation system under the new challenges.     Abstract: This book provides an up-­to-­date discussion of the effect of crises on European identities in the post-­Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure. Salome Minesashvili is Lecturer in International Relations, Political Science and Post-Soviet Politics at the Freie Universität Berlin and ESCP Europe, Germany. She is also Research Analyst at the Tbilisi-based think tank, Georgian Institute of Politics (GIP). She has published articles and book chapters on the topics of foreign policy analysis, identity politics, soft power politics, EU–Eastern Neighbourhood relations and transformation processes in the former Soviet Union.

Theoretically innovative and empirically rich, it is an important contribution to the study of both social memory and contemporary European politics." --Professor Duncan Bell, University of Cambridge, UK This book discusses a number of ways in which the dialogue about Europe’s past and future could be rendered more inclusive, such as the promotion of critical and sentimental education and the creation of virtual and actual social spaces in which citizens and organised identity groups can participate. The discussion about European memory is far from being a “merely” symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will “never again” be committed on its soil, all entail different political objectives. Similarly, conflicting understandings of European memory as either a thing or a social construct, as either one memory or a plurality of memories, as either the end point of deliberation or a dialogical process, represent not merely inconsequential cultural “froth on the tides of society,” but crucially important issues with real political consequences. The book is intended to contribute to this discussion about the common European approach to the past (and thus to the future). Mano Toth is Visiting Lecturer at the Central European University, Austria. He earned his PhD from the University of Cambridge, UK, and specialises in European memory politics. His work has been previously published in Millennium, the Journal of Common Market Studies, and Memory Studies.

    Abstract: The geopolitics of post-communist Europe are not only important for Ukraine itself, but ultimately also for the future of the continent as a whole. Such multilateralism around Ukraine could go beyond the already existing, yet geographically and functionally circumscribed Organization for Democracy and Economic Development (GUAM), the Visegrad Four, the Bucharest Nine Group, and the Three Seas Initiative. The volume also illustrates how the ever-present “elephant in the room”—Russia—shapes the international relations of the post-Soviet space. Researchers from several post-communist countries examine these issues from their specific points of view.

    Abstract: Based on economic theory, this book offers a novel approach to understanding the marital dynamic, explaining the substantive regulation of marriage and modeling legal outcomes at the conflict of laws level. On this ground the author proposes specific rules to regulate the party autonomy for the law governing the relationship, and to determine the applicable law in absence of a choice of law agreement for key aspects of the relationship: maintenance obligations, divorce, and property regime.The book is organized in two parts, preceded by an introductory section, where the results achieved by the harmonization of conflict rules promoted by the EU are examined critically. The first part puts forward economics as the approach to better comprehend the couple's expectations of marriage. It focuses on explaining the economic rationale behind marriage, underlining its contractual nature, and demonstrating that common legal remedies as well as several mandatory and default rules in modern marriage law indeed have an economic foundation. The second part is devoted entirely to the conflict of laws dimension of marriage. The book will therefore be of interest to scholars and lawmakers attempting to launch reforms anywhere or looking for a practical and novel application of economics in the analysis of the law.

    Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East's only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government's ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Abstract: Human capital is of utmost importance for the future of our knowledge economies and societies.     Abstract: The book is an edited collection of contributions by a distinguished international panel of academics on the main scientific, juridical, and economic aspects involved in the mitigation and adaptation processes imposed by climate change. Explicitly interdisciplinary, the book transversally cuts through different disciplines offering an outline of a phenomenon that is too often left to specific and sectorial insights. The volume is divided into four parts. The first part introduces the main concepts of the book: climate change and sustainability, wellbeing, and mitigation and adaptation. The second part presents the scientific understanding of climate change and explores some of the more pressing issues driving policy development, such as the melting of the glaciers and the impact on coastal areas. The third part discusses significant experiences in the environmental policies both in the European Union and in the United States of America. The last section explains possible approaches to climate change, by exploring the legal and economic aspects of both adversarial and more lenient approaches towards a more sustainable world. It faces four main issues in the economic and juridical context: consumer behaviors, climate litigations, environmental litigations and the alternative forms of dispute resolution on environmental matters, with particular regard to environmental mediation. Offering a new vision of sustainable policies, this volume will be of interest to researchers and students of environmental policy, resource economics, environmental law, sustainable development, and public administration, as well as practitioners and policy makers working in related areas.
