    Abstract: The rapid success of for-profit colleges and universities (FPCUs) only recently has caught the attention of scholars in academe. The continuing expansion of the proprietary higher education sector has lead to fundamental questions regarding the purpose and function of FPCUs. As new technologies continue to emerge, education is becoming of increasing import to employees seeking to upgrade their skills and employers in search of individuals who possess the necessary expertise and training to help their organizations succeed. For-profit institutions challenge traditional notions of the academy--such as shared governance, tenure, and academic freedom--by utilizing administrative practices that more aptly apply to the corporate arena. Moreover, they exclusively employ non-tenure-track faculty members. This study provides a framework for understanding faculty roles and responsibilities at for profit colleges and universities. The author employs a series of in-depth interviews with 53 faculty members, from four for-profit institutions. Utilizing a cultural framework, the study explores the attitudes, beliefs, and perceptions of faculty work with particular consideration given to faculty member's non-tenure-track status, participation in decision-making activities, and academic freedom. The study examines the culture of the faculty work by asking how the profit-seeking nature of the institution affects their efforts inside and outside of the classroom. The author introduces a new component to the cultural framework that illustrates how the close ties between FPCUs and business and industry affect the nature of faculty work

What do we know about the attitudes and expectations of parents and students, who are arguably those with the greatest stake in what goes on in schools? And how well do schools currently recognise these demands? Is sensitivity to the wishes of students, parents and their communities a democratic norm or further evidence of rampant educational consumerism?

Natalja Menold führt Erkenntnisse über Aspekte der Wissensintegration aus der Kommunikationsforschung sowie der Sozial- und Organisationspsychologie zusammen, um Wissensintegration im Zusammenhang mit motivational-volitionalen Handlungsfaktoren zu untersuchen. Anwendungskontext ist die Einführung und Nutzung neuer Informations- und Kommunikationstechniken für Lern- und Arbeitsaufgaben. In diesem Rahmen steht die Wissensintegration der Kooperationspartner mit zumeist verschiedenen Vorstellungen über den computerunterstützten Handlungsprozess vor besonderen Herausforderungen. Aus sozio-technischer Perspektive erscheint eine partizipative Gestaltung der zukünftigen Kooperation sinnvoll. Die Planungs- und Entscheidungsprozesse können dabei mittels einer speziellen Moderationstechnik, die Prozessdiagramme als Visualisierungsmittel verwendet, unterstützt werden. Anhand von Feldstudien werden die Effekte dieser Moderationstechnik auf die Wissensintegration und das koordinierte Handeln in Gruppen, auch im Vergleich mit der traditionellen Metaplan-Moderation, analysiert.     Abstract: Dalarna University has doubled its student numbers during the past five years, and now has the highest proportion of students from non-academic backgrounds of Swedish universities (37%). The province of Dalarna combines steel and paper industry in a number of relatively small towns with large areas of sparsely populated countryside. By tradition, people in Darlarna have one of the country’s lowest rates of university-level education and the establishment of the university in 1977 did little to change this situation. This was true up until the late 1990s, when the University began to set up a number of steering councils together with representatives of different areas of working life. The external representatives chair the councils and have in practice a considerable amount of influence on two undergraduate programmes. The first of these, which was established together with the education authorities in the region, has for example had a major impact on the structure of teacher education, on the types and rates of in-service learning and on the development of the schools themselves, combining research and practice. The Council for Educational Development was followed by similar bodies for the social services, for healthcare and for industry. The article discusses the opportunities and hazards involved in a university establishing this type of body. The article also discusses the collaborative establishment of Learning Centres in the fifteen municipalities of the province and how these have contributed to major increases in tertiary participation, particularly in rural areas. Both these types of development make new demands of staff and university administration.

    Abstract: Portuguese internationalisation policies essentially intend to promote an attitude favouring participation in internationalisation activities. However, as higher education institutions are autonomous, those policies aim at creating opportunities for development and management of these activities instead of imposing them. In this article we attempt to analyse Portuguese HEI responses to internationalisation. After reviewing briefly the recent changes in national and EU policies aiming at promotion of higher education internationalisation, we present the results of six organisational case studies, conducted with the goal of obtaining an answer to the question: how are Portuguese higher education institutions facing the internationalisation challenge? Based on the internationalisation profiles of the six institutions selected, we identify which factors foster and which factors impede the development of international activities at the organisational level in the Portuguese higher education system. Simultaneously we analyse the rationale explaining the different patterns of international activity between and within institutions.

    Abstract: Ce document traite du débat sur le troisième cycle de l’enseignement supérieur en Europe. En effet, de nombreux efforts sont déployés à l’heure actuelle, dans le contexte européen du Processus de Bologne et des objectifs de Lisbonne, pour perfectionner la structure et améliorer la qualité des formations doctorales. Pourtant, les documents d’orientation élaborés par les autorités nationales et les autres instances concernées évoquent à peine les formations doctorales non traditionnelles. Nous étudierons ici le potentiel de l’une de ces autres types de formations doctorales, à savoir le doctorat professionnel. Sans aller jusqu’à prétendre que ce dernier représente la solution aux problèmes inhérents au troisième cycle de l’enseignement supérieur, nous montrerons pourquoi une stratégie reposant sur deux axes, à savoir le perfectionnement du doctorat traditionnel et la mise en place d’autres types de formations doctorales, semble la plus indiquée.

This article aims to bring together these two themes, looking at the management of research universities. What are the key management characteristics of some of the world’s leading research-intensive universities? Are there particular models of internal organisation, leadership, resource allocation and human resource management that lend themselves to the successful encouragement of research? Further, how do these approaches relate to some of the inherent difficulties in the management of research?

Programs to attract women into higher education have worked very well. At the University of Guelph for example, 70% of the students are women. Should educators be concerned about this phenomenon? Are there short- and long-term negative effects of gender imbalance? If so, what can and should educators do about the imbalance? Should programs to attract men into higher education be implemented? What accessibility steps can be taken to create a gender balance in higher education? This article explores the changes in the gender profile at universities and colleges in Canada, the United States, and other countries. Potential economic, social, and political causes and effects of gender imbalance are proposed. Accessibility techniques that could be used to create gender balance in university and college programs are explored.

    Abstract: On s’accorde généralement à penser que la société contemporaine évolue vers une société fondée sur le savoir. Face à l’augmentation des problèmes et des incertitudes, il apparaît que l’enseignement traditionnel dispensé « une fois pour toutes » ne pourra jamais satisfaire les demandes des gens qui veulent mettre à jour leurs connaissances et compétences afin de s’adapter à un environnement en évolution rapide. L’enseignement permanent est devenu un moyen efficace et nécessaire de faire face à ces problèmes. C’est dans ce contexte que la Chine a compris l’importance considérable de l’enseignement permanent et s’est résolument lancée dans la création d’une société de l’apprentissage permanent. Toutefois, les différentes régions de la Chine étant inégalement développées, l’inégalité dans la répartition des ressources d’apprentissage a été un des grands obstacles à la mise en place d’une société de l’apprentissage dans le pays. L’université Tsinghua en tant qu’université de premier plan, située au centre de la culture et de l’éducation en Chine, a joué un rôle multidimensionnel dans le processus d’élimination des déséquilibres régionaux et de promotion d’une société d’apprentissage permanent en Chine. Elle en sera l’avocat, le diffuseur, le moteur ainsi que l’exécutant. Pendant des années, elle a considérablement mis l’accent sur la prestation de services d’enseignement/formation pour les gens du peuple, en ouvrant ses portes à la société. De surcroît, l’université Tsinghua a pris à sa charge depuis 2003 un programme national « Établissement de la théorie et des pratiques d’un système d’apprentissage permanent en Chine », qui a été patronné par le ministère chinois de l’Education. Dans le cadre de ce programme, l’université Tsinghua a lancé quatre projets pilotes d’apprentissage couvrant les quatre principales sections de la société chinoise : Apprentissage dans la ville, apprentissage dans les campagnes, apprentissage dans les communautés et apprentissage dans l’armée. En se fondant sur les recherches menées par l’université Tsinghua, cet article présentera l’application et les conséquences de ces quatre projets, qui donnent par ailleurs un aperçu vivant de la mise en place d’une société de l’apprentissage permanent en Chine.

    Abstract: À partir du début de l’année universitaire 2001 2002, les élèves qui n’avaient pas terminé leurs études secondaires ont pu entrer dans l’enseignement supérieur en justifiant dûment de la compétence acquise dans un contexte extrascolaire, en norvégien, realkompetanse. Cet article présente les résultats d’une évaluation de cette réforme dans l’enseignement supérieur norvégien. Il s’appuie pour cela sur les entrevues tenues avec des responsables de quelques universités et instituts universitaires et sur des données quantitatives tirées des registres des demandes. Il ressort de cette étude que la réforme répond pour l’essentiel aux intentions du législateur et qu’elle fournit une seconde chance à des personnes qui, en général, n’ont pas été associées à l’enseignement supérieur. Toutefois, les conclusions donnent à penser qu’il existe des variations considérables dans la manière dont les universités et les instituts se sont adaptés à cette réforme. L’implantation géographique et l’offre d’étudiants sont des facteurs qui influent sur la réaction des établissements face à la réforme. Les instituts situés dans des zones rurales et où le nombre de postulants est faible réagissent en général de façon plus positive à la réforme et il semble qu’il soit plus facile pour les postulants d’être évalués et d’être admis à poursuivre des études dans ces établissements.

    Abstract: Nous étudions ici la relation entre la diversité au sein d’un système d’enseignement supérieur et cinq facteurs clés, qui sont : l’environnement, l’intervention publique, le financement, la concurrence/coopération et le classement. Le point de départ de l’analyse est que des systèmes d’enseignement supérieur, en Australie et en Nouvelle-Zélande notamment, ont intégré divers types d’établissements d’enseignement supérieur, allant de l’université traditionnelle, à une extrémité, à l’université de technologie moderne, à l’autre extrémité. Douze propositions interdépendantes en faveur de la diversité sont avancées et examinées. Ces propositions montrent de quelle manière chacun de ces cinq facteurs clés influe sur la diversité ou la convergence institutionnelle. Le plus souvent, ce sont les tendances à la convergence entre types d’établissement qui prendront le dessus, à moins que ne règnent des conditions très spécifiques liées à l’environnement et à l’économie et/ou que des politiques ciblées ne soient mises en oeuvre.

Après avoir passé rapidement en revue les récentes modifications des politiques nationales et européennes, en faveur de la promotion de l’internationalisation de l’enseignement supérieur, nous exposons les résultats de six études de cas d’organisations, menées en vue d’apporter une réponse à la question suivante : comment les établissements portugais d’enseignement supérieur font face aux problèmes de l’internationalisation ? En nous fondant sur les profils d’internationalisation des six établissements retenus, nous recensons quels sont les facteurs qui encouragent ou qui entravent le développement d’activités internationales au niveau de l’organisation du système portugais d’enseignement supérieur. Parallèlement, nous analysons les raisons qui expliquent différentes structures des activités internationales entre les établissements et au sein de ces derniers.

    Abstract: Cet article étudie principalement les conséquences du changement de statut des universités nationales (dotées de la personnalité morale) sur l’évolution que connaît l’enseignement supérieur public en Chine et au Japon depuis les années 90. On examinera ici le contexte, les principales mesures adoptées et les processus en jeu dans la transformation en sociétés d’établissements publics dans ces deux pays. Nous étudierons ensuite l’influence de ce changement de statut sur les modes de gouvernance dans les établissements d’enseignement public chinois et japonais en nous intéressant en particulier à l’évolution des relations entre les pouvoirs publics et les sociétés, ainsi qu’à la nouvelle place des dirigeants des établissements au sein de la structure de gouvernance. A l’issue de l’examen des similitudes et des différences entre les processus de changement de statut observés en Chine et au Japon, deux pays asiatiques et dans d’autres grands pays de l’OCDE, cette étude établit en conclusion une comparaison entre deux modèles de transformation d’établissements du secteur public d’enseignement supérieur en personnes morales.

    Abstract: Les questions de comparabilité et de compatibilité en matière de politique de l’enseignement supérieur se traduisent au sein de l’Union européenne par de nouveaux défis. Par ailleurs, le jeu des intérêts politiques pèse de plus en plus sur les mesures et les discours qui modèlent le nouvel espace européen de l’enseignement supérieur et ses liens avec d’autres domaines d’action essentiels (politique économique, politique sociale, politique de l’emploi). Nous nous efforcerons dans cet article de proposer une analyse des répercussions de l’action publique, qui portera essentiellement sur : a) le jeu des intérêts politiques, les principaux acteurs, les interactions entre les grands programmes supranationaux et les réseaux de décision, b) des questions de décentralisation, d’internationalisation et de déréglementation de la politique de l’enseignement supérieur, notamment dans le cadre du processus de suivi de Bologne, et c) les processus de réforme de l’éducation, organisés comme autant de « rituels ». Dans cette étude, nous partirons de l’hypothèse que les établissements d’enseignement supérieur sont considérés comme des partenaires/prestataires essentiels et que cette perception transforme leur rôle au regard des intérêts liés aux partenariats stratégiques (aux niveaux des États, des régions et des établissements).

    Abstract: L’université Dalarna a doublé le nombre de ses étudiants au cours des cinq dernières années et compte aujourd’hui la plus forte proportion de toutes les universités suédoises (37 %) d’étudiants ayant une formation extrascolaire. La province de Dalarna regroupe des industries de l’acier et de la pâte à papier dans un nombre de villes relativement petites et compte de vastes campagnes peu peuplées. De tout temps, les habitants de Dalarna ont eu un des taux d’enseignement universitaire les plus faibles du pays et la création de l’université en 1997 n’avait guère modifié cette situation. Celle-ci a changé vers la fin des années 90 lorsque l’université a commencé à créer un certain nombre de conseils d’orientation regroupant des représentants des différents domaines de la vie active. Les représentants extérieurs dirigent ces conseils et ont, dans la pratique, une influence considérable sur deux programmes de premier cycle. Le premier de ces programmes, qui a été mis en place avec les autorités universitaires de la région, a par exemple eu une incidence majeure sur la structure de la formation des enseignants, et sur les types et sur les taux de l’apprentissage sur le tas, ainsi que sur le développement des établissements eux-mêmes, en combinant recherche et pratique. Le Conseil du développement de l’éducation a vu naître à sa suite des organismes similaires destinés aux services sociaux, aux soins de santé et à l’industrie. On examine dans cet article les possibilités et les risques inhérents à la création d’une université de cet ordre. L’article examine en outre la création en collaboration de Centres d’apprentissage dans les quinze municipalités de la province et montre comment ceux-ci ont contribué à faire augmenter sensiblement la participation dans l’enseignement supérieur, notamment dans les zones rurales. Ces deux types de développement supposent de nouvelles demandes concernant le personnel et l’administration des universités.

    Abstract: The idea of an entrepreneurial university caught on fast after the American sociologist Burton R. Clark published his books on entrepreneurship in universities (Creating Entrepreneurial Universities, 1998; Sustaining Changes in Universities, 2004). Inspired by the alluring of the notion of an entrepreneurial university, and by decreasing levels of state funding for universities, we undertook a study on four very active ECIU universities (ECIU = European Consortium of Innovative Universities, www.eciu.org). To evaluate and quantify their level of entrepreneurship, we extracted from Burton Clark’s case studies twenty organisational practices against which a University’s entrepreneurship can be measured. These twenty practices or factors in effect formed the basis for an entrepreneurship audit. During a series of interviews, the extent to which the universities are seen as entrepreneurial by the interviewees was surveyed. We showed that the practices have been implemented only to various degrees and rather unsystematically. There are important differences among the universities, to some extent depending on the level of ambition that each university has regarding each practice. There are also important similarities; especially that entrepreneurship within universities has to be welcomed and facilitated top-down, but organically occurs and develops bottom-up. Implementing entrepreneurship at universities is thus about stimulating a culture of organic intrapreneurship and we provide practical recommendations and further research options to that effect.

Inspirés par la notion séduisante d'une université entrepreneuriale et conscients de la baisse de niveau des financements publics, nous avons entrepris d'étudier quatre universités très actives membres de l'ECIU (European Consortium of Innovative Universities, www.eciu.org). Pour évaluer et quantifier leur degré d’entrepreneuriat, nous avons relevé dans les études de Burton Clark vingt pratiques au regard desquelles il est possible de mesurer l'esprit d’entreprise d'une université. En fait, ces vingt pratiques ont constitué le fondement d'un audit de l'entrepreneuriat. Une série d'entretiens a permis de déceler dans quelle mesure les personnes interrogées assimilaient les universités à des entreprises. Nous avons démontré que les pratiques n’ont été adoptées qu’à des degrés divers et de façon assez peu systématique. Il existe entre les universités d'importantes différences qui dans une certaine mesure sont fonction de l'ambition avec laquelle chaque université a recours à telle ou telle pratique. On observe aussi d'importantes similitudes : il faut en particulier que l'esprit d’entreprise soit bien accueilli dans l’université et son adoption facilitée selon une approche descendante, or, dans l’organisation proprement dite, il émerge et se développe de bas en haut. Par conséquent, insuffler un esprit d’entreprise dans les universités revient à stimuler une culture d'intrapreneuriat organique, et c'est dans cette optique que nous proposons des recommandations pratiques et des pistes de recherche.

    Abstract: The UK 2004 Higher Education Act generated important debates about the relationships between higher education (HE), economic growth and social progress. The range of positions expressed in relation to the increase of annual tuition fees raises crucial questions about the public and private funding of higher education and its individual and social economic benefits. Such controversies have a strong resonance in France where discussion about HE underfunding has already emerged. This article seeks to inform these current debates by combining economic and historical perspectives within a quantitative approach. The analysis of new historical series on funding and development of UK universities since the 1920s and the comparison with similar data for France has put into evidence a long-term link between HE funding and economic fluctuations. In both countries, the expansion in university resources was not linear and may be related to the impact of long economic cycles on public funding. Moreover, in the UK case, private funding periodically increased in order to replace diminishing public funding, rather than taking the form of additional resources. In consequence, private funds did not provide an overall rise in the universities’ income. The considerable fluctuations of funding, combined with a more consistent growth of enrolment, led to a recurrent mismatch between resources for and access to higher education. This can explain the wide fluctuations of resources per student over the period and the current underfunding situation. Such historical trends question whether, in the future, increased fees will be a substitute for public spending. Or will variable fees be combined with even greater increases in public funding as part of a national project to support HE students from all social backgrounds and to boost expenditure per student?

Dans le même temps, les instances fédérales, qui n'interviennent qu'à titre secondaire dans le financement des universités, ont changé la base d'allocation de leurs subventions, substituant la notion d'objectifs à celle d'intrants (Loi fédérale du 8 octobre 1999 sur l'aide aux universités, dite Loi sur l’aide aux universités). L’adoption de ces nouveaux éléments orientés sur les résultats, à savoir une plus grande autonomie combinée à des budgets globaux et à une gestion par contrats et une allocation des subventions fédérales sur la base d’objectifs, ont donné lieu à de vives discussions et controverses, à la fois dans les différentes instances parlementaires et dans les médias. Cet article examine si, et dans quelle mesure, ces nouvelles incitations ont conduit à des changements de comportement dans les universités. Pour apprécier cela, nous avons analysé l'évolution de l'efficacité technique (comparaison intrants/extrants dans le processus de production de l'université) et celle de l'efficacité générale (degré de réalisation des objectifs formulés dans la loi sur l'aide aux universités).

    Abstract: This paper addresses the debate on the third cycle of European higher education. Currently, much attention is paid to improving the structure and quality of doctorate education in the European context of the Bologna process and the Lisbon objectives. However, alternatives to the traditional doctorate are hardly addressed in the policy documents of governments and other agencies. The promise of one of these alternatives – the professional doctorate – is discussed. Without suggesting this alternative to be the ultimate solution to problems in the third cycle, the paper argues that a dual policy strategy seems appropriate: improving the traditional doctorate and allowing alternatives to flourish.

    Abstract: This article examines trends in Australian university staffing through an analysis of ten years’ staff statistics, 1994-2003. An introduction which considers definitions, methodological issues, and overall changes in patterns of casualisation, sex and the distribution of academic and general (“non-academic”) staff categories is followed by an examination of changes in participation of university staff by sex and by age. Although most of the focus in the discourse about university staffing concerns academic staff, these staff comprise only 42% - 43% of total university staffing in Australia. Therefore it is relevant to investigate changes which have occurred in the majority group of university staff. The characteristics of academic and general staff are quite different, so each category has been considered separately. In particular the progress of women in senior academic posts and in university management is considered, as are patterns of aging, particularly in academic fields of education.

    Abstract: On examine dans cet article rapport l'évolution du personnel universitaire australien à partir d'une analyse des statistiques sur dix ans, de 1994 à 2003. Après l'introduction qui traite des définitions, des questions méthodologiques et de l'ensemble des changements qui intéressent la précarisation, la distribution selon le sexe et la répartition des catégories de personnel enseignant et administratif (non enseignant), on étudie les variations de la participation au personnel universitaire par sexe et par âge. Bien que l'essentiel du travail concernant le personnel des universités touche le personnel d'enseignement et de recherche, ce dernier ne représente que 42% à 43% de l'effectif total du personnel universitaire en Australie. Il est donc opportun d'examiner les changements qui sont intervenus dans la catégorie majoritaire du personnel universitaire. Les caractéristiques du personnel enseignant et du personnel administratif sont très différentes, de sorte que chaque catégorie est étudiée séparément. On examine notamment l'avancée des femmes dans les postes de haut niveau et la direction universitaire, de même que les configurations du vieillissement, notamment dans les domaines universitaires de l'enseignement.

    Abstract: Contemporary society has evolved into a knowledge-based society. With more and more challenges and uncertainties, a traditional, once-and-for-all education could never satisfy people’s demand for upgrading their knowledge and skills in order to adapt to the rapidly changing environment. Lifelong learning has become an effective and necessary way to cope with these problems. With this background, China has come to realise the great significance of lifelong learning and has firmly embarked on the mission to create a lifelong learning society. However, because of the uneven development between different areas within China, the uneven distribution of learning resources has been one of the greatest obstacles to the realisation of a learning society in China. As a top university located in the cultural and educational centre of China, Tsinghua University has taken on a multi-dimensional role in the process of eliminating regional imbalance and promoting China’s lifelong learning society. It will also advocate, disseminate, impart thrust, and provide. For years it has placed much emphasis on providing education/training services for the common people by opening its door to society. Moreover, since 2003, Tsinghua University has subscribed to a national programme “Constructing the theory and practices of lifelong learning system in China” which is sponsored by the China Ministry of Education. As part of the programme, Tsinghua University has initiated four pilot learning projects covering four mainstream sections of Chinese society, namely learning city, learning countryside, learning community and learning army. Based on the studies carried out by Tsinghua University, this article describes the implementation and effects of these four pilot projects, which can also be seen as a vivid snapshot of the construction of lifelong learning society in China.

    Abstract: Cet article présente les grandes lignes d’une analyse des technologies dites de rupture proposée par Christensen dans son ouvrage The Innovator’s Dilemma. Selon les auteurs, cette analyse pourrait être appliquée à la cyberformation telle qu’elle a été mise en œuvre dans l’enseignement supérieur au Royaume-Uni et peut-être dans d’autres pays. En effet, elle permettrait d’expliquer la tendance à s’éloigner de la cyberformation en tant que méthode à part entière au profit de « l’enseignement hybride », phénomène qui témoignerait sans doute des difficultés qu’ont les grandes structures établies à s’adapter aux technologies de rupture. Les auteurs concluent que de nombreuses recherches doivent être menées dans le domaine de l’enseignement en ligne, notamment des études de cas à petite échelle sur son utilisation en-dehors de la culture du système éducatif classique. Cette conception de l’étude de marché fait d’ailleurs également partie de l’analyse de Christensen. En résumé, les auteurs considèrent que cette dernière offre un éclairage fort utile sur la marche à suivre pour implanter la cyberformation dans l’enseignement supérieur, et qu’elle donne aussi de précieuses indications pour orienter la recherche.

    Abstract: As part of a larger effort to fund public universities, variable fees at the graduate and undergraduate levels are a topic of discussion in the United States and increasingly throughout the European Union. This essay describes the relatively new shift to have students pay for a significant portion of their university education, emerging fee structures, and discusses the possible policy implications of variable fee structures. We argue that emerging cost-sharing fee policy in the United States and in England is being pursued incrementally, without an adequate conceptual model for long-term funding of universities and their possible impact on students and academic programs.

    Abstract: In this paper the authors describe the outline of an analysis of disruptive technologies presented by Christensen in his book, The Innovator’s Dilemma. They go on to argue that the analysis can be applied to the practice of e-learning as it has been developed in higher education in the United Kingdom, and possibly elsewhere. They suggest that current moves away from fully developed e-learning and towards “blended learning” can be understood in terms of Christensen’s analysis, and that the move may be an indication that large, established organisations have difficulty in adjusting to disruptive technologies. They conclude that much research needs to be done in the area of e-learning, especially small scale studies of how e-learning can be used away from the established culture of formal education. This is an approach to market research that is also contained in Christensen’s analysis. In summary, they argue that Christensen’s analysis offers some important insights into the process of adopting e-learning solutions in higher education, and also suggests some fruitful directions for future research.

L’Australie joue un rôle majeur dans l’enseignement international : elle est, derrière les États-Unis et le Royaume-Uni, le troisième pays anglophone d’étudiants internationaux. Ces derniers temps, le gouvernement australien s’est très activement employé à établir un accord de libre-échange avec ses principaux partenaires. Dans cet article, nous examinerons l’évolution des accords bilatéraux et multilatéraux et leurs implications pour l’enseignement supérieur. Nous examinerons en outre le rôle joué par les négociations de l’Organisation mondiale du commerce (OMC) en vue de la conclusion de l’Accord général sur le commerce des services. Cet article se situera dans la perspective d’un établissement particulièrement actif dans le recrutement d’étudiants étrangers et dans les prestations vers l’étranger de programmes et de services.

    Abstract: Cet article étudie les données les plus récentes sur le coût et le financement des études postsecondaires. Il examine également la question du débat de plus en plus animé au Canada à propos des liens qui existent entre les droits d’inscription et l’accès à l’enseignement postsecondaire. Le recueil des données longitudinales s’est amélioré ces dernières années et un éventail relativement large de chercheurs s’intéresse maintenant à l’incidence des droits d’inscription et à l’endettement des étudiants au Canada. Après un tour d’horizon des données disponibles, l’auteur pose la question de l’équité et de l’accès à la lumière de ce que l’on sait aujourd’hui. Les débats récents sur l’accès ont porté essentiellement sur les finances limitées des gouvernements nationaux et sur le manque de moyens des universités. Ces réflexions conduisent le plus souvent à un transfert des coûts sur les étudiants et leurs familles. Ce glissement d’un financement public vers un financement individuel des études soulève de multiples interrogations au sujet de l’équité et de l’accès. On peut se demander par exemple si l’évolution vers un financement personnel des études est inévitable. Si tel n’est pas le cas, quelles considérations politiques président à cette évolution ? Qu’est-ce qu’un niveau acceptable d’endettement étudiant ? Au delà de quelle limite la dette devient-elle un facteur dissuasif pour les familles à faible revenu ? Les idées « innovantes » telles que l’impôt sur les diplômes ou les plans d’épargne parviennent-elles réellement à atténuer l’impact des hausses de droits d’inscription ? Des aides financières accrues (autrement dit, des prêts) constituent-elles une réponse équitable ? Jusqu’à quel point d’autres facteurs sociaux et économiques convergents influent-ils sur l’accès ? En quoi la perspective d’un endettement et de droits d’inscription plus élevés pèse-t-elle sur le taux de participation de ceux dont le capital social et financier est déjà insuffisant ? Bien que cet exposé n’offre que peu de réponses définitives, il devrait contribuer à mettre en lumière certains dilemmes nouveaux qui sont clairement absents de l’analyse essentiellement économétrique des réformes fiscales menées dans l’enseignement supérieur. Si les données présentées concernent en premier lieu le Canada, on avance également que nombre de ces difficultés figurent en première ligne des dernières réformes des politiques européennes de l’enseignement supérieur. En particulier, le débat qui a récemment fait rage au Royaume-Uni à propos des droits d’inscription « supplémentaires » fait directement écho à la polémique que connaît actuellement le Canada autour de l’équité, de l’accès et du coût des études postsecondaires.

    Abstract: This article is mainly concerned with the impact of incorporation on changes in public sector higher education in both China and Japan since the 1990s. The article deals with the context and the major policies and processes concerning incorporation of the public sector in the two countries. It then examines influences exerted by incorporation on patterns of governance in the public sectors of China and Japan by focusing on changes in the relationship between government and individual corporations and institutional leaderships and governance structure. Based on a discussion of similarities and differences in incorporation of the public sectors in the two Asian countries and other major OECD countries, and also between China and Japan, the article concludes by identifying a comparative perspective of two models of incorporation.

    Abstract: Within the European Union, issues of comparability and compatibility regarding higher education policy are defined by new challenges, while interest politics increasingly affect the actions and the discursive practices that constitute both the new European Higher Education Policy Area and its relation to other crucial public policies (economic, social and labour policies). This article attempts a policy-impact analysis focusing on a) issues of interest politics, key-actors, interaction among supranational policy agendas and policy networks, b) issues of decentralisation, internationalisation and deregulation in higher education policy, with particular reference to the Bologna Follow-Up process, and c) educational reform processes organised as policy reform rituals. The main hypothesis of the study is that HEIs are perceived as key partners/providers and this perception transforms the role of the HEIs within the context of strategic partnership interests (at national, regional and institutional levels).

    Abstract: This article examines the most recent data on the cost and financing of a post-secondary education. It also examines the burgeoning debate in Canada about the relationship between tuition fees and access to post-secondary education. In recent years longitudinal data collection has improved and there is now a relatively wide body of research tracking the effect of higher tuition fees and student debt in Canada. After outlining this data landscape, the author interrogates the question of equity and access in light of what we now know. Recent discussions about access have focused on the constrained finances of national governments and the funding shortages experienced by universities. The outcome of these discussions has, more often than not, been the downloading of costs to students and their families. That shift in the financing of an education from the state to the individual begs a series of questions about equity and access. Questions such as: Is the shift to individualized financing inevitable? If not, what are the politics of this shift? What is an acceptable level of student debt? At what point does debt become a prohibitive factor for low income families? Do “innovative” policy ideas like a graduate tax or savings schemes really cushion the blow of fee hikes? Is increased financial assistance (i.e. loans) an equitable answer? To what degree do other intersecting social and economic factors affect access? How does the prospect of increased debt and fees depress the participation rate of those already lacking social and financial capital? Though it offers few definitive answers to these questions, hopefully the article will contribute to highlight some new dilemmas that are decidedly missing from the largely econometric analysis of fiscal reforms in higher education. Although the data are primarily Canadian, the article also makes the case that many of these dilemmas are at forefront of recent developments in European higher education policy. In particular, the recent and heated debate about “top up” fees in Britain closely mirrors the ongoing national debate in Canada about equity, access and the cost of post-secondary education.

    Abstract: Le vote de la loi sur l’enseignement supérieur britannique en 2004 a suscité d’importants débats sur les liens entre l’enseignement supérieur, la croissance économique et le progrès social. Toute la palette des positions exprimées au sujet de l'augmentation des frais d’inscription annuels soulève des questions cruciales concernant le financement public et privé de l’enseignement supérieur et ses avantages économiques pour l’individu et la société. Ces polémiques ont une forte résonance en France, où le sous financement de l’enseignement supérieur fait déjà débat. Le présent article vise à éclairer les débats en cours en combinant les perspectives économiques et historiques au sein d’une approche quantitative. L’analyse de séries statistiques reconstruites sur le financement et le développement des universités britanniques depuis les années 1920 et leur comparaison avec des données similaires pour la France ont mis en évidence l’existence d’une relation de long terme entre le financement de l’enseignement supérieur et les fluctuations de l’économie. Dans les deux pays, l’expansion des ressources universitaires n’a pas été linéaire et elle peut être associée à l’impact des cycles économiques longs sur le financement public. De plus, dans le cas du Royaume-Uni, le financement privé a périodiquement augmenté afin de se substituer au financement public en déclin au lieu d’apporter des ressources supplémentaires. Par conséquent, les ressources privées n’ont globalement pas fait augmenter les revenus des universités. Les fluctuations considérables du financement, jointes à une progression plus stable des effectifs, ont entraîné une inadéquation chronique entre les ressources disponibles pour l’enseignement supérieur et l’accès à cet enseignement. Il se peut que ce facteur explique les larges mouvements de la dépense par étudiant au cours de la période et le sous financement actuel. Au vu de ces tendances passées, on peut se demander si, à l’avenir, des frais plus élevés remplaceront le financement public ou si le paiement de frais d’un montant variable sera associé à des hausses encore plus importantes des ressources publiques dans le cadre d’un projet national visant à aider les étudiants de l’enseignement supérieur de toutes origines sociales et à redynamiser la dépense par étudiant.

    Abstract: In the past decade, based on a change in paradigms in university policy, performance funding on a cantonal and central state level has been introduced in Switzerland: the universities have been granted higher autonomy, combined with global budgets and contract management by the responsible authorities (cantonal authorities). At the same time, the allocation of the central state subsidies, which is only of a secondary nature, has no longer been based on input but on the achievement of targets (new University Funding Law from the year 1999). The introduction of these new performance-oriented elements – higher autonomy combined with global budgets and contract management and target-oriented allocation of central state subsidies led to intensive, sometimes controversial debates in the different parliaments and media. This work examines whether - and to what extent - these new incentives have led to behavioral changes at the universities. To test this, the work has analysed the development of efficiency - as an input/output comparison in the university production process - and that of effectiveness - as the degree to which targets formulated in the University Funding Law are achieved.

Les programmes visant à attirer les femmes vers l’enseignement supérieur ont été très efficaces. C’est ainsi que l’Université de Guelph compte 70 % d’étudiantes. Les enseignants doivent-ils être préoccupés par ce phénomène ? Ce déséquilibre peut-il avoir des effets négatifs à court et à long terme ? Si tel est le cas, que peuvent faire les éducateurs pour y remédier ? Faut-il mettre en place des programmes visant à attirer les hommes vers l’enseignement supérieur ? Quelles sont les mesures qui peuvent être prises sur le plan de l’accessibilité pour arriver à un équilibre hommes/femmes dans l’enseignement supérieur ? Cet article examine les changements intervenus dans la répartition hommes/femmes dans les universités et collèges au Canada, aux États-Unis et dans d'autres pays. Il expose les causes et les effets éventuels sur le plan économique, social et politique du déséquilibre entre hommes et femmes. On étudie les techniques d’accessibilité qu’il serait possible d’utiliser pour aboutir à un équilibre hommes/femmes dans les programmes des universités et des collèges.

    Abstract: Une étude a été menée auprès d’étudiants en Grande-Bretagne et en Allemagne dans le but de déterminer si leurs attitudes évoluaient des schémas traditionnels vers une logique plus adaptée à la marchandisation de l’enseignement supérieur. Elle a montré que les étudiants britanniques ont une vision plus utilitaire et plus matérialiste de leur carrière future et de leurs perspectives de rémunération. Ils attachent plus d’importance à la dimension intellectuelle de l’enseignement supérieur, tandis que les Allemands sont davantage intéressés par le développement personnel et un travail socialement utile. Cela dit, les étudiants britanniques se soucient beaucoup plus des relations humaines dans leurs établissements d’enseignement supérieur et en ont une appréciation beaucoup plus positive. Alors que l’on pouvait craindre qu’une conception du savoir orientée vers le marché conduise à se désintéresser de la théorie, les étudiants britanniques manifestent plus d’enthousiasme intellectuel et expriment plus d’intérêt pour la poursuite de leurs études et la recherche. On peut donc penser que la conception du savoir est peut être différente au Royaume-Uni. Les étudiants britanniques sont plus au courant des mesures prises dans leurs établissements pour l’assurance de la qualité, et plus satisfaits de leurs cours que leurs homologues allemands. En revanche, le personnel britannique éprouve sur plusieurs points importants moins de satisfaction dans son travail que le personnel allemand, de sorte que la satisfaction des étudiants semble être obtenue à ses dépens.     Abstract: An empirical study was undertaken of students in the United Kingdom and Germany in order to investigate whether their attitudes were moving away from traditional patterns towards those that might be expected in more marketised higher education systems. The British students were found to be more instrumental and materialistic in relation to their future career and earning prospects. They stressed the intellectual dimension of higher education, whereas the Germans tended to stress personal development, and were keener on socially useful work. However, the United Kingdom students cared much more about human relationships within their higher education institutions, and rated them much more positively. Despite fears that market-oriented knowledge concepts lead to theory-aversion, the United Kingdom students displayed more intellectual enthusiasm and expressed more interest in future graduate study and research. It is speculated that the underlying concept of knowledge may be different in the United Kingdom. The British students were more aware of quality assurance measures within their institutions and more satisfied with their courses than their German counterparts. By contrast, the British staff were in important respects less satisfied in their work than the German staff, so the satisfaction of the students seems to be achieved at their expense.     Abstract: This paper explores the relationship between the diversity within a higher education system and five key factors, namely: the environment, policy intervention, funding, competition and co-operation, and ranking. The exploration is based on the extent to which higher education systems, particularly those of Australia and New Zealand, have accommodated distinctive forms of higher education institutions characterised by the older traditional university at one extreme, and the newer university of technology at the other. Twelve interdependent propositions on diversity are proposed and discussed. These propositions indicate the ways in which each of the five key factors may influence institutional diversity or convergence. In the majority of circumstances, the convergent tendencies of institutions will predominate unless very specific environmental and economic conditions prevail, and/or specific directed policy is implemented.

    Abstract: Dans le cadre d’un effort plus vaste visant à financer les universités publiques, l’instauration de droits de scolarité variables aux niveaux post-licence et pré-licence fait débat aux États-Unis et, de plus en plus, dans toute l’Union européenne. Le présent article décrit la tendance relativement nouvelle qui consiste à faire payer aux étudiants une part importante du coût de leurs études, il présente également les nouvelles structures des droits de scolarité et analyse les répercussions éventuelles des mécanismes de droits variables du point de vue de l’action. Nous défendrons l’idée selon laquelle les nouvelles politiques élaborées aux États-Unis et au Royaume-Uni en matière de partage des droits de scolarité sont mises en place progressivement, sans modèle conceptuel adéquat sur le financement à long terme des universités et sur leurs conséquences possibles pour les étudiants et pour les programmes universitaires.

    Abstract: According to the OECD, the value of global annual trade in 1999 in higher education has been estimated at USD 30 billion. Australia is a major participant in international education: it is the third-largest international student destination in the English-speaking world behind the United States and the United Kingdom. In recent times, the Australian government has been very active in establishing free trade agreement with key trading partners. This article will discuss developments in bilateral and multilateral agreements and their implications for higher education. It will also look at the state of play of the World Trade Organisation (WTO) negotiations towards the General Agreement on Trade in Services.     Abstract: Discursive accounts of the body have been prominent recently. While acknowledging the usefulness of these, the author, drawing upon specific philosophers of the body and a wide range of other theorists, focuses attention on the experiencing body - which she refers to as 'creatural existence'. Thinking in terms of the creatural, she argues, can better situate human beings in their environment, thus emphasizing a kind of 'ecological notion of subjectivity', in which place-based existence is understood anew. The educational implications of focusing on what bodies 'do' and not so much in terms of how they are socially inscribed, presents them as practico-sensory totalities which should perhaps be seen as systems rather than an as a mere organism or entity. Such an articulation of creatural existence emphasizes animality, and in so doing reminds us of the centrality of the senses in all knowing and doing, including crucially, in relation to those practices which we have understood as 'work'. Multi-sensorial education is a major sub-theme of the book and the author argues persuasively for this by means of a critical analysis of the ocular centrism that is characteristic of contemporary culture. With its strong philosophical anchoring and its judicial use of interdisciplinary sources this book will appeal to both undergraduate and graduate students and their teachers not only in the field of philosophy of education but those from many others disciplines. It will also interest primary and secondary school teachers, curriculum designers and education policy makers. 'Marjorie O'Loughlin shows in this book that embodiment ought to be central to human hopes to be whole persons, who are not merely productive but who are also expressive of our potentiality. Her 'creatural existence' grounds this in our fleshly selves, and she explores it through the emotions, through work, and through citizenship. Her achievement here is profound: in one book, we find an interdisciplinary account of the evidence for creatural existence, presented accessibly in first-person philosophical narrative, based mainly on Merleau-Ponty. Yet, in every setting there is deep dissatisfaction with the overall performance of education and there are major moves towards reform, sometimes superficial but more often fundamental. These reform processes have had only moderate and very uneven success. Too often they are episodic, reflecting a short-term approach which is frequently changed for the latest enthusiasm or the most recent administration. In Asia and the Pacific countries many systems are in the process of construction or reconstruction. Can we learn from the experiences of others? Given the multiplicity of efforts at reform, and the variety of situations for reform, there may well be lessons we can learn from each other s efforts and each others failures and successes. This book features contributions from experienced researchers who have worked in many different settings and bring their own insights to attack this universal problem.

    Abstract: Economic globalization has been accompanied by implementation of education reforms linked to accountability and public finance schemes that emphasize student choice in schools and student loans in higher education. This book provides a systematic evaluation of the effects of state education reforms and finance policies over the past decades. It includes a discussion of the need for a fundamental rethinking of educational policy in the United States.
    Abstract: Economic globalization has been accompanied by implementation of education reforms linked to accountability and public finance schemes that emphasize student choice in schools and student loans in higher education. In the U.S. these reforms are rationalized based on intermediate variables, like the number of math credits completed in high school and net prices. However, the reforms rationalized based on this research are seldom evaluated in relation to outcomes (i.e., measures of student achievement and equal opportunity to attain an education). In Education and the Public Interest the editor re-examines the political rationales for these reforms. John Rawls's theory of justice is reconstructed to develop a framework for assessing the effects of public policy on these outcomes. This volume undertakes a comparative study of the states in the U.S. to examine how education reforms influence student achievement, high school graduation, and college access, and finance schemes influence college access. Policies implemented by states in the 1990s were associated with improved achievement, as measured by test scores for high school students. These policies also correlate with increased high school drop out rates and the widening gap in college enrolment rates across income groups. This volume considers how privatization and accountability policies can be reconstructed to reduce inequality while continuing to improve student achievement and college enrolment.     Abstract: "The topic of professionalism has dominated the content of major academic medicine publications (e.g. Journal of the American Medical Association, New England Journal of Medicine, Academic Medicine, Annals of Internal Medicine, The Lancet) during the past decade and continues to do so. The message of this current wave of professionalism is that medical educators need to be more attentive to the moral sensibilities of trainees, to their interpersonal and affective dimensions, and to their social conscience, all to the end of skilled, humanistic physicians. Urgent calls to address professionalism from such groups as the Association of American Medical Colleges (representing the nation's 126 accredited medical schools and nearly 400 major teaching hospitals), the American Board of Internal Medicine, and the Accreditation Council for Graduate Medical Education, among others. In fact, at the 2004 annual meeting of the AAMC six separate presentations addressed professionalism with such titles as ""Evaluating Humanism and Professionalism,"" Professionalism: Expectation, Education, Evaluation,"" or ""Toward Assessing Professional Behaviors of Medical Students through Peer Observations"" (note the preoccupation with assessment).Professionalism, then, has become part of the current academic medicine parlance, used by administrators, clinical faculty, residency programs, and professional organizations with an expectation of shared meanings and goals. All of these stakeholders focus on what has become a consistent list of attributes deemed to be the essence of professionalism, which usually include variations on altruism, duty, excellence, honor and integrity, accountability, and respect. In fact, most of the scholarly work to date has been listing (attributes of professionalism), describing (activities that may foster it), decrying (the environment that works against it), and measuring/evaluating it.In this collection of essays, we don t argue with these attributes. Instead, we ask questions of the discourse from which they arise, how the specialized language of academic medicine disciplines has defined, organized, contained, and made seemingly immutable a group of attitudes, values, and behaviors subsumed under the label ""professional"" or ""professionalism."" This collection aims to be a critical text, one that questions the profession s beliefs about the nature of its work and how such beliefs are enacted (or not) in medical education, particularly as they fuel the professionalism discourse. These arguments and examples are taken from informal learning in very diverse situations, such as in leisure activities, as a preparation for and as part of work, and as a means of surviving undesirable circumstances like dead-end jobs and incarceration. Informal learning can be fruitfully thought of as developing the capacity to make context sensitive judgments during ongoing practical involvements of a variety of kinds. Such involvements are necessarily indeterminate and opportunistic. Hence there is a major challenge to policy makers in shifting the balance towards informal learning without destroying the very things that are desirable about informal learning and indeed learning in general. The book has implications therefore for formal learning too and the way that teaching might proceed within formally constituted educational institutions such as schools and colleges.

    Abstract: In Sub-Sahara Africa, the sector of informal micro-enterprises (IMEs) is already employing a large share of the labour force in both urban and rural areas. There are even indications that in the past decade it has been a source of employment and incomes for nine out of every 10 new entrants to the labour market. This study reviews the ways in which the owners and workers of IMEs have acquired the vocational and management skills that they are using in the operation of these ventures. It reviews the contributions of all the different training providers, including public sector training institutes, private sector training providers, and training centres run by NGOs and other non-profit organizations. Its findings confirm the notion that the training efforts of these formal training providers are only to a limited extent relevant for the IME operators, and that many of the poor and other vulnerable groups do not have ready access to these programmes. The study finds that informal apprenticeship training is by far the most common source of various skills - in some countries it is likely to be responsible for 80-90% of all ongoing training efforts. Informal apprenticeship training presents a number of important advantages: it is practical, hands-on training at an appropriate level of technology, takes place in the real world of work, offers good prospects for post-training employment and is essentially self-financing. At the same time it has a number of limitations: the training quality is often modest, there is a risk of 'incomplete' transfer of skills and knowledge, limited infusion of technological progress, and uncertainties with regard to the duration of the apprenticeship period, the training programme and the skills acquired at the end of the training. The study concludes that there is a major challenge to improve the transfer of relevant skills to IME operators, through both pre-employment training and skills upgrading. In view of the scope of the challenge to provide hundreds of thousands IME owners and workers, as well as large numbers of out of school youths, with relevant practical and management skills, it suggests to build upon the strengths of the existing practices of informal apprenticeship training and to remedy its weaknesses by involving professional training providers in upgrading its training organization and delivery, quality and efficiency, and final training outcomes. It reviews the results of a number of innovative interventions in different African countries that are working in this direction. Finally, the study suggests that there is an interesting potential in'business-embedded training' provided by private companies as part of their regular business operations.

The authors map out in careful detail the theoretical foundations of democratic citizenship by asking the question: What does it mean to learn and live in a democracy and what responsibilities, capacities and knowledge does a citizen need to fulfill these requirements? The book explains with tremendous urgency how present forms of human capital and career education interfere with these democratic requirements. The authors describe the assumptions and teaching practices supporting human capital learning, examine related international policy documents, and illustrate why these notions are contradictory to education in a pluralistic democracy. The authors employ ideas from progressivism, liberal education and critical theory to support democratic learning. The book outlines in an accessible fashion a number of political, academic and intellectual strategies that educators might pursue to reclaim education for democratic citizenship. Finally, the authors explore the possible role of teachers and teacher educators as public intellectuals who actively engage political policy, arguing that if students are expected to fulfill the responsibilities of democratic citizenship, teachers and other educators must be prepared to model the necessary characteristics.
