    Abstract: This paper presents a macro simulation model to quantify the effects of stabilisation packages on the distribution of income and wealth. It is a macro-micro model since it combines macroeconomic aspects with the microeconomic optimising behaviour characteristic of computable general equilibrium models.     Abstract: This paper presents a model of longer term interactions in the international markets for cereals, soybeans and meat, and draws policy conclusions for developing countries. The model is comparative static in nature and, largely, partial equilibrium, incorporating constant elasticity demand and supply functions. It is an extension of earlier similar models: commodity interdependence is modelled explicitly and long-run effects, of productivity growth on domestic production and of income growth on demand, are incorporated. Moreover, demand for feed, as derived from livestock production, is separated from food demand. The focus is on policy analysis and on developing countries. The results are somewhat surprising. First, real prices of wheat and coarse grains would continue to fall under liberalisation assumptions.     Abstract: An increase in long-term economic growth requires higher investment in the OECD economies if it is to be achieved, otherwise faster growth will generate unsustainable pressure on resources. Higher investment can only occur if there is higher saving which could perhaps be generated by an increase in public sector saving. This paper looks at the consequences for five major economies of the OECD of a continued reduction in government deficits, or increase in surpluses, using the OECD econometric model.     Abstract: This document sets out a new method for assessing the implications of public expenditure cuts for income distribution. The instrument is a social accounting matrix providing the appropriate conceptual framework for estimating all the direct and indirect effects of changes in any given category of public expenditure (e.g. agricultural investment or education spending). By using this matrix it is possible to calculate the upstream effects of an adjustment measure on income distribution. It shows, for instance, that a decline in agricultural investment reduces employment and wages in the building sector.     Abstract: In writing this book I discovered that everyone I talked to had his or her own theory about meetings, and yet there is no theory of meetings in the research literature. This makes writing about this subject both excit­ ing and hazardous. It is always exciting to examine the significance of something that has been ignored, but it is hazardous to write about something that everyone already thinks they understand. Without re­ course to the legitimacy of a research tradition, readers are likely to evaluate this study based on their own theory. I have tried to take this into account by discussing what might be referred to as American folk theory about meetings (see particularly Chapter 3), and also by juxtapos­ ing my own research in an American organization with research in traditional or non-Western societies as conducted by anthropologists. This juxtaposition throws into relief some of the important differences as well as similarities in views of meetings as well as the form of meetings across cultures. It is also the only way that I know to examine how and when one's cultural context is affecting one's theoretical constructions. If this book is successful, it will challenge what I believe is the most common interpretation of meetings found in American society, that is, that meetings are a blank-slate phenomenon useful as a tool for such functions as making decisions, solving problems, and resolving con­ flicts, but having no impact on behavior in and of themselves.

    Abstract: Aquaculture is more than a science in its infancy; it is now recognized as a viable and profitable enterprise worldwide. It will continue to grow and supply an increasingly larger percentage of fishery products consumed because the oceans are inadequately managed and their yield is unpredictable. Supply, price, and quality can be controlled more effectively when fish are cultured under managed conditions, like corn in a field. As aquaculture technology has evolved, there has been a trend toward higher yields and faster growth which has necessitated enhancing or replacing natural foods with prepared diets. In many aquaculture operations today, feed accounts for over half of the vari­ able operating cost. Feeding fish in their aqueous environment takes on dimensions beyond those considered in fee ding land animals; the nutrient requirements, feeding practices, and feeding environment are unique for fish. Knowledge on nutrition and practical feeding of fish is essential to successful aquaculture. This book is intended to be helpful to students, scientists, practic­ ing nutritionists, and aquaculturists. It covers the known nutrient requirements and deficiency effects for various fishes. It discusses nu­ trient sources and preparation of research and practical feeds. It gives direction for designing and conducting fish nutrition and feeding ex­ periments. Feeding practices for several commercially important fishes representing diverse culture systems (coldwater fish, warm­ water fish, crustaceans, pond cultures, and highly artificial cultures) are presented. One book, of course, cannot be all-encompassing in the area of fish nutrition and feeding.

    Abstract: The first edition of this dictionary was written during the years preceding 1980. No fiber optics glossary had been published by any recognized stan­ dards body. No other dictionaries in fiber optics had been published. A significant list of fiber optics terms and definitions, NBS Handbook 140, Optical Waveguide Communications Glossary, was issued in 1982 by the National Bureau of Standards, now the National Institute of Standards and Technology. Since then several publications by standards bodies contained fiber optics terms and definitions. In 1984 the Institute of Electrical and Electronic Engineers published IEEE Standard 812-1984, Definitions of Terms Relating to Fiber Optics. In 1986 the National Communication Sys­ tem published Federal Standard FED-STD-I037A, Glossary of Telecom­ munication Terms, containing about 100 fiber optics terms and definitions. In 1988 the Electronic Industries Association issued EIA-440A, Fiber Optic Terminology. All of these works were based on NBS Handbook 140 com­ piled 10 years earlier. Currently the International Electrotechnical Commission is preparing IEC Draft 731, Optical Communications, Terms and Definitions. Work in fiber optics terminology is being contemplated in the International Organization for Standardization and the International Telecommunications Union. None of these works constitutes a comprehensive coverage of the field of fiber optics. Each was prepared by professional people representing specific in­ terest groups. Each work was aimed at specific audiences: research activi­ ties, development activities, manufacturers, scientists, engineers, and so on.     Abstract: Recent work in applied linguistics has expanded our understanding of the rule­ governed nature of language. The concept of an idealized speaker -hearer whose linguistic competence is abstract and separate from reality has been enriched by the notion of an actual interlocutor who possesses communicative compe­ tence, a knowledge of language which accounts for its use in real-world con­ texts. Areas of variation previously relegated to idiosyncratic differences in performance have been found to be dynamic yet consistent and lend themselves to study and systematic description. Because language acquisition involves the development of communicative competence, by its very nature it incorporates variation and systematicity. Sec­ ond-language acquisition is similarly variable, since interlanguage is subject to the same universal and language-specific conventions. In addition, aspects of the second language have been found to be unevenly acquired and are differ­ entially reflected in particular contexts or settings. Yet, despite our expanding knowledge, this variability is only beginning to be treated in much of the sec­ ond-language acquisition literature. This volume presents the work of some researchers and methodologists who have taken on the challenge of including variation in their research designs and pedagogical recommendations. Variation is shown to be relevant to lin­ guistic, social, and psychological aspects of language. It is apparent in the registers and dialects of the target language and in the inter language of learners.

    Abstract: Materials management has become an important activity in both manu­ facturing and service organizations. Rapid changes in the industrial envi­ ronment, such as the introduction of automation and Just-In-Time, and demands for increased productivity and quality have increased the need for alI personnel to be concerned with total control of materials. Clearly this trend will continue, and materials management wilI play an increasingly vital role in organizational success, especialIy for operations that are be­ coming automated. Materials management will be more critical in many service organizations where the materials group has received little attention in the past. This book covers the basic materials management function and provides valuable insights into various other major functions related to it. We believe that each of these-manufacturing, marketing, finance, quaIity assurance, and engineering-is vitalIy involved in materiaIs management, and any coverage of the subject that excludes these functions offers too narrow a perspective. With increasing demand for materials managers, human resource re­ quirements will be satisfied by individuals trained within the discipline and by personnel who have worked in other fields.     Abstract: Traditionally, terrorist bands operating in rural or urban areas use vio­ lence to cast themselves as a legitimate political force. Necklacing, plac­ ing an oil-soaked tire around the neck of an informer and then igniting it, and knee-capping, positioning a handgun behind the kneecap of a "tout" (a police informer) and then squeezing the trigger, are among the enforcement methods used by clandestine groups to administer "revo­ lutionary justice." Necklacing is used by the African National Con­ gress (A.N.C.). Knee-capping is a traditional Irish Republican Army (I. R. A.) tactic. Governments frequently lend credibility to the terrorists' claim of legitimacy by not implementing measures intended to extirpate them. Frequently, democratic societies fear that rigid control measures pose a threat to civil liberties. Reluctant to move, a democracy is often ham­ strung by terrorists bent on manipulating its values. A media campaign, intended to mobilize public opinion against the terrorists and garner mass support for the government and its control measures, is the linchpin of any antiterrorist campaign. Centralized intelligence-gathering is another essential component. Terrorism, when it becomes a regular campaign of bombings and other atrocities, is no longer a problem for just the police and the army. The entire society is affected.     Abstract: This is the twelfth in the annual series assessing major development issues. Economic growth rates among the developing countries have varied considerably. The external environment has had an adverse impact on growth, but domestic policies have been more important. Countries striving to adjust their economies have had considerable success reducing external imbalances but less success with internal balance. In the absence of large inflows of foreign capital, countries will need to rely on the mobilization of domestic financial resources. The structure of a country's financial system reflects its economic philosophy; the present financial structure of many developing countries reflects their approach to development in the 1960s and 1970s, an approach that emphasized government intervention in the economy. Today many countries are revising their approach to rely more heavily on the private sector. For the financial sector, this implies a smaller role for government in the allocation of credit, determination of interest rates, and the daily decisionmaking of financial intermediation. Relaxation of these controls calls for an effective system of prudent regulation and supervision. Hence while the objective is an open market, countries should not remove all capital controls until other economic and financial reforms are in place

    Abstract: Despite the dire forecasts of others who had themselves edited books, we proceeded with the project of an edited volume on the American prison, although with more than a little trepidation. We had heard the horror stories of authors turning in their chapters months or years late or never at all, of publishers delaying publication dates, of volumes that read more like patchwork quilts than finely loomed cloth. As if to prove the others wrong, our experience in editing this volume has been mar­ velous, and we think the volume reflects this. Most likely, the success of our experience and of the volume stems from two elements: first, the professionalism and commitment of the authors themselves; and second, the fact that early in the life of this volume, most of the authors convened for a conference to critique and coordinate the chapters. This book brings together an illustrious group of criminologists and correctional scholars who wrote chapters explicitly for this volume. Co­ hesiveness was furthered by the charge we gave to each author to (1) present the major issues, (2) review the empirical research, and (3) dis­ cuss the implications of this work for present and future correctional policy. The goal of this project was to examine the major correctional issues facing prison systems. The chapters scrutinize the issues from the perspective of the system and the individual, from theory to practical and daily management problems, from legal to psychological concerns.

    Abstract: The "function" and "notion" of literacy may be considered the keystone, a "filigree" principle underlying the educational, social, and cultural organiza­ tion of the societies of the twentieth century. It is therefore interesting to try to pinpoint the notion and its implications at the tum of the century by focusing the attention of scholars from various disciplines-sociolinguistics, psychology, psycholinguistics, and pedagogy-on the subject. This is the purpose of this volume, which originated from an inter­ disciplinary meeting on trends in and problems of research on early literacy through mother tongues and/or second languages, held in Venice under the auspices of the University of Venice, and in particular of the Seminario di Linguistica e di Didattica della Lingue and the Centro Linguistico Interfacolta, and the Municipality of Venice, together with UNESCO and AILA. A first far-reaching question touches on the role assigned to or fulfilled by mass "literacy" in modem society. The concept of literacy considered as a social achievement, an essential component in the process of education to be institutionally prompted and controlled, fluctuates between two opposite poles. A polemic-destructive view considers the notion and the educational "prac­ tices" connected with it as a potent instrument of social control, a tool for social reproduction and consensus. On the other side, a plurifunctional con­ structive view considers the acquisition and maintenance of different languages via educational institutions as a concrete possibility for the defense and main­ tenance of cultural pluralism and identity, be it social, ethnic, or religious.

    Abstract: Demographic changes, such as those anticipated in most OECD countries, have many economic effects that impinge on a country's fiscal viability. Evaluation of the effects of associated changes in capital-labour ratios and the welfare and behaviour of different generations requires the use of a dynamic general equilibrium model. This paper uses an overlapping generations demographic simulation model, which incorporates bequest behaviour, technological change, the possibility that the economy is open to international trade, and government consumption expenditures that depend on the age composition of the population. The model has been further adapted to study the effects of anticipated demographic changes in Japan, the Federal Republic of Germany, Sweden and the United States. But the Bank is only one of the forces fighting global poverty. More of it should come from nations like Australia. In response to these concerns, a rapidly-growing literature has developed over the past decade which incorporates more realistic features of the trading system such as imperfect competition, increasing returns to scale and product differentiation. Such action could lead to either lower real interest rates, lower inflation rates or a smaller current account deficit, depending on the stance of monetary policy. The elimination of the U.S. Federal deficit over the medium term could significantly lower the U.S. inflation rate and improve the current account deficit, if nominal interest rates were held constant in the face of falling inflation rates. In the absence of a reduction in the fiscal deficit, a significant increase in interest rates would be necessary to achieve the same reduction in the inflation rate.     Abstract: Students of human behavior have always been interested in the relationship between human populations and their environment. Decades of research not only have illuminated the backdrop against which culture is viewed, but have identi­ fied many of the conditions that influence or promote technological develop­ ment, social transformation, and economic reorganization. It has become in­ creaSingly evident, however, that if we are to explore more forcefully the linkages between culture and environment, a processual orientation is required. This is found in human ecology-the study of the relationship between people and the ecosystem of which they are a part. This book is a collection of papers about the recent and distant past by scientists and humanists involved in the study of human ecology in northeastern North America. The authors critically examine the systemic interface between people and their environment first by identifying the indicators of that rela­ tionship (e.g., historical documentation, archaeological site patterning, faunal remains), then by defining the processes by which change in one part of the ecosystem affects other parts (e.g., by conSidering how an ecotonal gradient affects biotic communities over time), and finally by explicating the behavioral implications thereof.

    Abstract: This volume is based on the symposium "Psychology and Productivity: Bringing Together Research and Practice" held at the University of Arkansas at Little Rock in August 1987. There were basic researchers with a broad range of theoretical interests, applied researchers with an industrial-organizational orientation, and practitioIlers who apply psychological principles in business settings. The conference was organized into three sessions, each consisting of presentations and discussions from one of the perspectives. This book follows the same format. It was our hope that the symposium would serve as a forum for communication across different areas that can contribute to understanding and improving white collar productivity.     Abstract: This is the eleventh report in the annual series assessing major development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. Part II examines the role of public finance in development. This report includes the World Development Indicators, which provide selected social and economic indicators for more than 100 countries. Despite continued economic growth through 1987 and into 1988, two problems have characterized recent trends: unsustainable economic imbalances within and among industrial countries, and highly uneven economic growth among developing countries. Part I of the report concludes that three interdependent policy challenges need to be addressed. First, industrial countries need to reduce their external payments imbalances. Second, developing countries need to continue restructuring their domestic economic policies in order to gain creditworthiness and growth. Third, net resource transfers, external debt, from the developing countries must be trimmed so that investment and growth can resume. Part II of the report explores how public finance policies are best designed and implemented. How deficits are reduced is crucial: controlling costs in mobilizing revenues and setting careful priorities in public spending are equally important. Efficiency in providing public services and expanding the scope for raising revenue can be achieved through decentralizing decisionmaking and reforming state-owned enterprises with the latter permitting greater private participation

    Abstract: This method provides information on health hazard likely to arise from short-term exposure to a test chemical by dermal route. Test chemicals should not be administered at doses that are known to cause marked pain and distress due to potential corrosive or severely irritant actions. Groups of animals, of a single sex, are exposed via the dermal route to the test chemical in a stepwise procedure using the appropriate fixed doses. The initial dose level is selected at the concentration expected to produce clear signs of toxicity without causing severe toxic effects or mortality. Further groups of animals may be tested at higher or lower fixed doses, depending on the presence or absence of signs of toxicity or mortality. This procedure continues until the dose causing toxicity or no more than one death is identified, or when no effects are seen at the highest dose or when deaths occur at the lowest dose. Subsequently, observations of effects and deaths are made. Animals which die during the test are necropsied, and at the conclusion of the test the surviving animals are sacrificed and necropsied. The method provides information on the hazardous properties and allows the substance to be classified for acute toxicity according to the Globally Harmonised System of classification and labelling of chemicals.
