    Abstract: "Some democracies are highly homogeneous. Others have long maintained a brutal racial or religious hierarchy, with some groups dominating and exploiting others. Never in history has a democracy succeeded in being both diverse and equal, treating members of many different ethnic or religious groups fairly. And yet achieving that goal is now central to the democratic project in countries around the world. It is, Yascha Mounk argues, the greatest experiment of our time. Drawing on history, social psychology, and comparative politics, Mounk examines how diverse societies have long suffered from the ills of domination, fragmentation, or structured anarchy. So it is hardly surprising that most people are now deeply pessimistic that different groups might be able to integrate in harmony, celebrating their differences without essentializing them.     Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: "Global decarbonization is humanity's most pressing challenge. Powering Empire offers the first historical roadmap charting how the world was carbonized. It also jettisons some misleading yet prevalent myths and clears impediments to this task. One is the naïve assumption that we are currently living in the age of oil, or even post-oil, and that coal fumes are a thing of the past. Quite the reverse! This is still the age of coal and much of what we associate with oil rests upon the foundations of coal. We must also overturn the conjecture that global carbonization started in Western Europe and then spread to the rest of the world. Settings like the Ottoman Empire were early arenas for testing and adopting coal and steamships. The steamer-friendly corridors running between Europe and Asia--which would become the "Middle East"--stimulated British industrialization and imperial expansion simultaneously. Finally, we must resist the control of energy on all things fossil: the globalization of the hydrocarbon economy cannot be reduced to considerations of fueling alone. Coal depots were also created as a pretext for imperial land grab, out of concerns about ballasting, and stemmed from aspects of coal that had little to do with its combustion. This book, therefore, reveals a thickening carbon-intensive entanglement of energy and empire, of Western and non-Western powers, thereby excavating unfamiliar resources--from Islamic risk-aversion, through Ottoman attitudes to the underground, to Gandhian vegetarianism--for a climate justice that relies on a more diverse ethical repertoire."

    Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. Immer öfter aber erheben Aktivisten und Interessierte aus Medien und Politik den Antisemitismus-Vorwurf und fordern lautstark Deutungshoheit ein. Meinungsstärke, Durchschlagskraft und die Verortung im richtigen Lager siegen über differenzierende Analyse und abwägendes Urteil - so geschehen in der Debatte um das Jüdische Museum Berlin, die BDS-Bewegung oder den südafrikanischen Gelehrten Achille Mbembe. Der Eindruck entsteht, dass der "israelbezogene Antisemitismus" Kern des Problems sei und die Hauptschuld am Antisemitismus von der radikalen Rechten auf die Kritiker israelischer Politik - oder auch auf "die Muslime" - abgewälzt werden soll. Und nicht wenige ziehen es vor, von allem, was mit Juden zu tun hat, die Finger zu lassen, weil man sie sich verbrennen könnte. Am Ende steht die Beschädigung der Sache, um die es wirklich geht: die unbedingte Absage gegen jede Form von Judenfeindschaft.     Abstract: This book uses the Eurovision Song Contest (ESC), as an analytical entry point to understand and illuminate post-War Europe and the drive to create an identity that can legitimise the European project in its broadest sense. The ESC presents an idealised vision of Europe, and this has long existed in a strained relationship with reality. While the trajectory of post-war European integration is a high-profile topic, we believe that the ESC offers a unique and innovative way to think about the role of culture in the history of post-War European integration and tensions between the ideal and reality of European unity. Through the series of case studies that make up the chapters in this book, analysis brings these interlinked tensions to light, exploring the roles of culture and identity, alongside and a productive conversation with the political and economic projects of post-war European integration. Julie Kalman is Associate Professor of History at Monash University in Melbourne, Australia. She has published widely on the history of French-speaking Europe. Ben Wellings is a Senior Lecture in Politics and International Relations at Monash University in Melbourne, Australia. Here, Sharifullah Dorani focuses on the process of decision-making, looking at which factors influenced American policy-makers in the build-up to its longest war, the Afghanistan War, and how reactions on the ground in Afghanistan have influenced events since then. America in Afghanistan is a new, full history of US foreign policy toward Afghanistan from Bush's 'War on Terror', to Obama's war of 'Countering Violent Extremism' to Trump's war against 'Radical Islamic Terrorism'. Dorani is fluent in Pashto and Dari and uses unique and unseen Afghan source-work, published here for the first time, to understand the people in Afghanistan itself, and to answer their unanswered questions about 'real' US Afghan goals, the reasons for US failures in Afghanistan, especially its inability to improve governance and stop Pakistan, Iran and Russia from supporting the insurgency in Afghanistan, and the reasons for the bewildering changes in US Afghan policy over the course of 16 and a half years. To that end the author also assesses Presidents Karzai and Ghani's responses to Bush, Obama and Trump's policies in Afghanistan and the region. In addition, the book covers the role Afghanistan's neighbours – Russia, Iran, India, and especially Pakistan – played in America's Afghanistan War. Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.

    Abstract: The two decades that preceded the 2011 revolutions in Egypt and Syria, especially the 1990s, witnessed animated debates on "tanwir," the Arabic version of Enlightenment ideas that date to the nahda, or Arab cultural renaissance, movement of the late 19th and early 20th centuries. At the turn of the millennium Egyptian and Syrian societies suffered the worsening impact of corrupt and autocratic regimes in almost every aspect of life. All efforts at protest and change had failed, leaving people with a deep sense of helplessness. State violence, repression, censorship, the absence of the rule of law, and pauperization, as well as the collapse of health and education, had traumatized these countries and exhausted their people. Various sectors of society, including workers, students, women, peasants and intellectuals had tried to oppose, resist, and reform but to no avail. The ominous sociopolitical, economic, and cultural consequences and the frustration and anxiety that they engendered resulted in the tanwir debates on the eve of the sweeping revolts of 2011. In both countries, Egypt and Syria, they addressed issues of human dignity, liberty, tolerance, reason, education, human rights, and democracy. What were the concerns, ideas, and values articulated in the debates? To what extent did they relate to what was expressed a few years later in the popular uprisings that took place in the cities and provinces of Syria and Egypt? Enlightenment on the Eve of Revolution provides answers to these questions

    Abstract: "After decades of mismanagement and direct military rule, Myanmar's contested transition to a more democratic government has rapidly shifted the outlook in this significant Southeast Asian nation. Since 2011, the removal of Western sanctions and new foreign investments have resulted in high rates of economic growth and an expanding middle class, albeit from a very low base. In a result unthinkable a few years earlier, former political prisoner and Nobel laureate, Aung San Suu Kyi, and her party, the National League for Democracy (NLD), formed a national government in early 2016. However, despite significant political and economic reforms since the liberalisation process commenced, the transition to civilian rule remains constrained by the military's 2008 Constitution, which guarantees that it operates unfettered by civilian oversight. As a result, although some ethnic conflicts have abated, others continue to fester while new conflicts have erupted. With a daunting task ahead the NLD government has made some progress in removing the vestiges of repressive military-era laws but many remain untouched and some of the practices of the new government provide unwelcome reminders of its authoritarian history. This timely Handbook describes the political, economic, cultural and strategic dimensions of this crucial period of transition in Myanmar life. It presents explanations for contradictory trends, including those that defy some of the early narratives about the comprehensive transformation of Myanmar life.     Abstract: This book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country's trade and foreign policy. Drawing on a process-sociological perspective, the book interrogates the notion of ethnicity and offers a radical new perspective on post-war state-building in Bosnia and Herzegovina.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: The book explores how international organizations (IOs) have expanded their powers over time without formally amending their founding treaties. IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s. The book draws on a wide range of original institutional and archival materials, bringing to light little-known aspects of each organization's activities, identifying continuities in the ideas and practices of international governance across the twentieth century, and speaking to a range of pressing theoretical questions in present-day international law and international relations --Front flap of the book
