    Abstract: Despite significant efforts on the part of some countries, transport CO2 emissions have increased steadily over the last ten years. This report reviews the progress OECD and ECMT countries have made in reducing transport sector CO2 emissions and makes recommendations for the focus of future policies. It includes detailed country-by country information on measures adopted and transport sector emissions for the period 1990 - 2003.

    Abstract: OECD Environment Ministers agreed in 2001, on an ambitious Environmental Strategy for the first decade of the 21st century. The strategy sets out clear directions for environmentally sustainable policies and includes these key objectives: maintaining the integrity of ecosystems through the efficient management of natural resources; decoupling environmental pressures from economic growth; improving information for decision-making; measuring progress through indicators; the social and environmental interface; enhancing the quality of life; global environmental interdependence; improving governance and co-operation. In addition to highlighting the challenges and obstacles that remain if countries are to achieve the objectives by the planned date of 2010, this report assesses the progress that OECD countries have made, as well as in applying the 71 national actions they agreed on, as part of the Environmental Strategy. The book is for policy makers and environmental economists.

    Abstract: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. It finds that if we change the way we travel, adopt technologies to improve vehicle efficiency and shift to low-CO2 fuels, we can move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.

    Abstract: Voluntary approaches are schemes whereby firms make commitments to improve their environmental performance.They cover arrangements such as public voluntary programmes, negotiated agreements or unilateral commitments. Until recently, voluntary approaches have not been subject to systematic analysis, inasmuch as, unlike taxes and tradable permits, they have not been prescribed by economic theory. Voluntary approaches were "invented" by those who devise and implement them: policy-makers, business associations, individual firms, non-governmental associations, etc. The use of voluntary approaches in environmental policy (e.g.negotiated agreements between Government and industry) is spreading and attracting growing interest in OECD countries. This book provides a systematic analysis of the different types of voluntary approaches, their economic characteristics, their role and effectiveness.

    Abstract: Eco-innovation will be a key driver of industry efforts to tackle climate change and realise “green growth” in the post-Kyoto era. Eco-innovation calls for faster introduction of breakthrough technologies and for more systemic application of available solutions, including non-technological ones. It also offers opportunities to involve new players, develop new industries and increase competitiveness. Structural change in economies will be imperative in coming decades. This book presents the research and analysis carried out during the first phase of the OECD Project on Sustainable Manufacturing and Eco-innovation.     Abstract: The relationship between environment and children’s health has been the subject of increasing interest these last ten years. For example, many OECD member countries are reporting asthma epidemics exacerbated by air pollution: in the United States nearly 1 in 13 school-age children (approximately 4.8 million) has asthma, and the rate is increasing more rapidly in school-age children than in any other group. The importance of this issue has resulted in a growing number of epidemiological studies aiming at better understanding and better characterising the relationship between environmental pollution and the health of children. However, in many respects, the valuation of children’s health strongly differs from the valuation of adults’ health and constitutes a real challenge for analysts as well as for decision-makers. Consequently, this book proposes an in depth analysis of the main methodological difficulties associated with estimating the social value of a reduction in risk to children. Questions such as how to elicit children’s preferences, what valuation methodology and benefit measure to choose, how to discount benefits to children’s health, and how to account for economic uncertainties in this specific context of economic valuation will be systematically examined in order to define key policy implications and to pave the way for further research.

    Abstract: The analysis of the inner workings of the firm has been largely absent from economic assessments of environmental policy. In an effort to partly fill this vacuum, this book summarises the results of an OECD project which collected and analysed data from over 4,000 facilities in seven OECD countries. Issues addressed include the role of 'flexible' policy instruments in encouraging clean production strategies and environmental research and development; the effectiveness of different environmental policy incentives on the introduction of environmental management systems and tools; and the relationship between environmental and commercial performance.
