Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition. The current energy crisis presents an opportunity for sector reform, regulatory changes, and use of innovative financial solutions to promote low-carbon private sector investments.     Kurzfassung: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Kurzfassung: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

    Kurzfassung: This report identifies key challenges facing the Ethiopian civil service today and suggests avenuesfor further reforms. Ethiopia's civil service has so far developed at a rapid pace and faces anumber of constraints, challenges, and new or expanding demands. Continuing reform efforts and building on past achievements is critical for the successful implementation of Ethiopia's Growth and Transformation Program (GTP II). While the past two decades have seen important achievements made, the government seeks to further strengthen its economic governance and service delivery.The analytic effort that this report reflects was triggered by a request from the Ministry ofPublic Service and Human Resource Development (MPSHRD). The Ministry sought to identify challenges and options to target and pursue further reforms and efforts to strengthen the civil service and its contributions to service delivery. The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices. Where possible, the report also compares the civil service in Ethiopia to that of other countries, based on information gathered from similar surveys and other comparative information

    Kurzfassung: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Kurzfassung: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Kurzfassung: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Kurzfassung: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Kurzfassung: In cold-climate regions of developing countries, access to a reliable and affordable heat supply is critical to the well-being of the rural and peri-urban poor, who enjoy only limited access to district heating, natural gas, and electricity networks. Most of them have long relied on solid fuel-fired, traditional heating stoves or simple low-pressure boilers (LPBs), which are fuel-inefficient, leaky, and highly polluting both indoors and outside. Having access to high-efficiency, low-emissions (HELE) heating stoves offers under-served households a cost-effective, intermediate solution until fuel-switching to gas or electricity is possible. Recent World Bank- supported winter heating pilot programs in the Central Asian countries of Tajikistan and Kyrgyzstan brought to market a small number of advanced, solid fuel-fired space heating and cooking stoves.     Kurzfassung: Malawi currently faces an environmental cycle of decline and degradation. The challenges it faces are complex and interrelated, but there are two underlying drivers behind this decline. Population growth places huge demands on natural systems with more land being converted to agriculture and more forests being harvested for the wood fuel supply. Climate change magnifies these impacts by putting greater strain on land and forests due to increased incidents of natural disasters and extreme weather events. Proximate drivers of environmental degradation include weak land tenure security, unsustainable land management practices (driven in part by poorly designed and targeted agricultural subsidies), chronic shortages of public funding for environmental management, and weak institutions, particularly those at decentralized levels. The Malawi Country Environmental Analysis (CEA) compiles and reviews existing analyses on Malawi's environment and natural resources (ENR) and explores what this evidence means for poverty and economic development. The CEA also identifies 10 strategic recommendations to address the degradation of natural resources and the environment and to promote improved environmental management, investment, and expenditure practices

    Kurzfassung: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition.     Kurzfassung: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Kurzfassung: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice

    Kurzfassung: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Kurzfassung: Bangladesh has maintained its robust growth performance. Exports and remittances have been buoyant. Agriculture had bumper harvests. Overall inflation has slowed as decelerating food inflation offset a pickup in non-food inflation. Monetary expansion has been short of target as private sector credit growth slowed and the Bangladesh Bank siphoned off banking liquidity by selling dollars to defend the taka. Vulnerabilities in the banking system and capital market persisted. Higher export and lower import growth reduced the current account deficit, but a decline in the financial account surplus diluted the impact of the current account deficit decline on the overall balance of payments deficit. The budget deficit increased in FY18 but remained below the 5 percent of GDP target. Low revenue collection continues to be a major challenge as policy and administrative reforms have stalled and, in some instances, reversed. Key structural reform challenges are to mitigate the financial sector vulnerabilities, strengthen revenue mobilization, manage public investments better, meet the infrastructure gap, enhance human capital and streamline business regulation. Addressing these reform challenges will be critical for reinforcing future productivity growth. This report provides an assessment of the state of the Bangladesh economy, outlook, risks, and the key reform challenges the economy is currently facing. The coverage includes developments in the real sector focusing on growth and its components; inflation; monetary and financial sector developments; external sector developments focusing on the balance of payments, foreign exchange reserves and the exchange rate; and fiscal developments focusing on revenue mobilization, public expenditures, and deficit financing. The special focus in this update is on regulatory predictability based on an analysis of firm level survey data

The report then assesses the current policy and institutional framework for addressing climate change in Angola and proposes opportunities to support these (Section four). Finally, the report concludes by proposing opportunities for World Bank engagement in the sectors selected (forests, wildlife and fisheries), as well as in enhancing environmental management capacity and building resilience to climate change.A World Bank mission was organized to Angola in October 2018, and collected data relevant to the study and discussed with government officials, development partners, CSOs, and other relevant stakeholders the status, priorities, and potential opportunities for each of the sectors considered.     Kurzfassung: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

    Kurzfassung: Bangladesh made a number of laudable development achievements in the early millennium but can and should do more to improve human capital and the wellbeing of its population. Coupled with impressive achievements in poverty reduction and economic growth are meeting many of the Millennium Development Goals (MDGs)-such as reaching nearly universal access to primary education, gender parity in primary and secondary education, ensuring food security, lowering infant, child, and maternal mortality rates, improving immunization coverage, and increasing access to improved water sources. Nurturing a child's early years can help nations boost human capital to become more diverse, competitive economies. Improving early childhood development requires multi-sectoral action. Advancements in early childhood development will not be possible without improvements in water, sanitation, and hygiene (WASH). This report will discuss several analyses that demonstrate the importance of WASH in nurturing the early years. The report begins with an examination of progress in achieving human development outcomes, many of which are specifically used to measure early childhood development and human capital. The next section will present a poverty risk model used to measure differences in WASH-related disease burden among wealth groups and populations with and without access to basic water and sanitation services. The third section discusses WASH deprivations in community health centers that reduce quality of care, and the fourth section measures the unique environmental exposures from inadequate WASH faced by slum dwellers, an often neglected yet high-risk population for poor health and undernutrition. The proceeding four sections then present original econometric analyses linking various components of WASH to childhood stunting, early childhood skills, infant mortality, and school enrollment. The final section concludes and provides recommendations on how Bangladesh's WASH sector can prioritize the early years in future investments

    Kurzfassung: The study aims to understand the constraints to women's equal participation in the roads sector inMalawi to inform the development of interventions to promote gender equality in the sector. The study adopts a career cycle approach that allows to identify and describe the barriers to career progression for women in the roads sector at each stage in the career cycle focusing on: attraction, selection, retention, and advancement. The study employs qualitative research methods consisting of focus group discussions with women and girls along the career cycle in the roads sector and key informant interviews. The study has yielded insights into the multiple and overlapping factors embedded in the socialization, learning and hiring processes that result inhigh rates of attrition of women in the engineering and roads-related technical field at different stages of the career cycle, often called the '*leaky pipeline'* in policy discussions about women in STEM. From secondary school through university and vocational schools, female students report less confidence and aspiration in engineering and vocational training in the roads sector. At the selection stage, women face gender bias in hiring and difficult work environment, representing an exodus of talent among women who could otherwise become the next generation of architects, engineers, and roads sector contractors. At the retention and advancement phase women confront a difficult work environment where women are sidelined from career advancement opportunities, face sexual harassment and have difficulty balancing work and family obligations in a sector wheremany of the opportunities are in remote locations. The roads sector in Malawi offers opportunitiesfor women: opportunities in the forms of generating substantial incomes, designing transport infrastructure to foster socio-economic development, and providing role models for the young women of the future. Increasing the gender balance in the roads sector requires a comprehensive and multi-sectoral approach and one that needs to address the underlying causes that subtly results in gender stereotypes and gendered occupational cultures and career choices. The table summarizes the key study findings and core set of actions to help women overcome the obstacles at different stages of the career cycle targeting women at all age groups

    Kurzfassung: This Country Partnership Framework (CPF) outlines how the World Bank Group (WBG) will accompany Argentina's path to reduce macroeconomic instability while setting the stage for poverty reduction through private sector led growth. The objectives selected for the CPF are closely linked to the priorities identified in the recent Argentina Systematic Country Diagnostic (SCD), which analyses key constraints to inclusive and sustainable growth and poverty reduction and suggests ways to address them. They also reflect the fact that Argentina's Gross National Income (GNI) per capita is above the Graduation Discussion Income, and that WBG's new financing will be focused to support the country's sustainable graduation path from IBRD. At the same time, the Government has expressed a preference to retain, in principle, access to the entire range of WBG instruments. This CPF covers the four-year period FY19-FY22. As Argentina's presidential and legislative elections are to be held in October 2019, the Progress and Learning Review (PLR) will provide an opportunity to assess progress of reforms, revisit priorities, and reflect changes to the CPF program as needed

    Kurzfassung: China has impressed the world with its rapid economic growth over the past four decades, during which time it has increased its real income per capita by more than 25 times. However, the attendant environmental costs have also been significant, jeopardizing economic and social gains from growth. To move toward sustainable development and reduce the environmental impact of further economic growth, the Chinese government has started to prioritize green development and the building of an ecological civilization. China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

    Kurzfassung: Digital technologies have significant potential to improve efficiency, equity, and environmental sustainability in the food system. A range of digital technologies are already leading to: better informed and engaged consumers and producers, smarter farms, and improved public services. Adoption of digital technologies varies significantly across countries, with lower current adoption rates in low-income countries. Increasing adoption will require addressing supply-side factors, such as rural network coverage and availability of digital applications, and demand-side factors, including skills and knowledge, trust, affordability, and complementary investments. While digital technologies have significant potential they also pose several risks that need to be addressed including: an overconcentration of service provider market power; lack of data privacy; exclusion; and cybersecurity breaches. These risks cut across all segments of the economy, including the food system. In addition, digital technologies should not be viewed as a panacea. Other investments are needed to address the multiple constraints farmers face and to realize the potential benefits of digital technologies

It strives to identify and reduce regulatory burdens on private firms active in the forestry sector, while not compromising the objectives of government regulation. Illegal logging and deforestation, especially in developing countries, has significant impact on national and global forestry product markets, leading to increasingly heavy regulation of forestry sectors-including downstream markets and processing industries. Heavy regulation places a disproportionate burden on SMEs and frequently leads to regulatory failures, including corruption and reduced competition. As a result, many small-scale forestry and downstream private firms cannot comply with regulatory requirements, and instead operate informally. Reduced regulatory compliance leads to a failure to achieve intended and important social, economic, and environmental outcomes. The report is the first to assess the forestry sector from a cross-cutting global regulatory governance perspective. It draws upon and synthesizes key thematic issues and lessons from available materials on forestry, and develops practical solutions based on problem-driven adaption and good practices documented in regulatory governance literature. Based on this, it also creates a framework and toolkit using a selected and appropriate regulatory governance reform tools for application and further development

    Kurzfassung: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively. Section five reviews the current de facto SP programming in Sindh, while section six delineates a way forward for policy development

All sectors experienced growth, but the contribution of agriculture to gross domestic product (GDP) declined, as Bangladesh became an important player in the textile and ready-made garments global value chain, which accounts for more than half of manufacturing employment and eighty-four percent of all exports in the country. The sustainability of this growth model is now being challenged, as Bangladesh's competitiveness based on low wages is eroding. Rising wage demands from workers, intensifying global price competition, and inefficient logistics are putting significant cost pressure on Bangladeshi producers. This report presents a comprehensive assessment of logistics performance, its root causes, and the economic implications of potential interventions.     Kurzfassung: The analysis presented in this study points to persistent and high numbers in Georgia and Armenia of youth who are jobless and/or economically inactive and with limited access to learning and/or training opportunities, and these figures are among the highest in the ECA region. As many as 31 percent youth aged 15-29 in Georgia and 33 percent in Armenia are not in employment, education, or training (NEET). In Georgia, the phenomenon is mostly urban, whereas in Armenia it's both rural and urban. NEET rates are consistently higher among female than male youth, pointing to the fact that being female is a risk factor itself for labor market exclusion, and gender disparities. In addition to gender gaps, there are important gender differences in the condition of those who are NEET: economic inactivity - in the form of homemaking and/or caregiving work - is the most prevalent condition among NEET women, whereas unemployment is the most common status among NEET men. With regards to education, Georgia and Armenia stand out as cases where higher educational attainment does not necessarily prevent young people from becoming NEETs, and the NEET rate among higher education graduates is even bigger (particularly among women) than for those with lower education. This is a strong sign of mismatch between the demand and supply side of labor market. The economies of these countries are not able to create an adequate supply of skilled jobs for graduates, and there is persistent subsistence low-productivity employment the agriculture sector

    Kurzfassung: Ghana's real gross domestic product (GDP) expanded in 2018, albeit at a slower rate than in 2017; the expansion was spurred by the mineral component of the industry sector. The government sustained its fiscal consolidation efforts in 2018 despite challenges. The current account deficit narrowed further in 2018 but portfolio capital outflows put pressure on reserves. The financial sector in Ghana has grown rapidly since 2010, and with it the share of Ghanaians with access to formal financial services, which is a measure of financial inclusion. Despite all the challenges in building a more financially inclusive economy, there has been a significant growth in the number of financial access points over the past five years. The government has facilitated interoperability across payment instruments by establishing a mobile money switching solution. But more can be done to leverage innovative digital technology, as is recognized in the government's national financial inclusion and development strategy (NFIDS). In support of the government's efforts, the financial sector analysis in this economic update concludes with five specific recommendations for enhancing financial inclusion in Ghana: digitize government and utility payments; link informal channels with formal financial services; promote agent banking; improve financial capability; and leverage data to improve access to finance

    Kurzfassung: The Philippines has made remarkable progress in the last decades in improving its health outcomes. However, performance is still poor compared regionally and with similar economies. This report was developed with the aim of informing health policy during the political transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This transition began with the ratification of the Bangsamoro Organic Law (BOL) in January 2019. This report provides an overview of the current capacities and challenges facing the public primary health care system as the BARMM government enters into its new role. By providing a detailed look at the availability of inputs needed to deliver priority services, it highlights current strengths, and also indicates areas that need to be strengthened if the national and subnational health goals are to be realized. Historically, health outcomes have been far worse in BARMM than elsewhere in the country. While health outcomes are complex and multi-dimensional, weaknesses in health governance have exacerbated the geographic and socio-cultural challenges associated with health care delivery. While the authors recognize that the transition is likely to introduce some challenges, it is hoped that the findings documented in this report can guide health policy, including investments towards high-impact priorities and in this way, help lay the foundation for better health care, and better health for the people of BARMM

    Kurzfassung: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

    Kurzfassung: The country brief provides and overview of Tobacco Use, Tobacco Control Legislation, and Taxation in Ecuador. Ecuador has a strong tobacco control policy. A comprehensive tobacco control law was adopted and implemented. In 2017, Ecuador was awarded the World No Tobacco Day Prize of the World Health Organization (WHO) for its tobacco control efforts and implementation of the WHO Framework Convention on Tobacco Control (FCTC). Such policy was very beneficial to public health: according to the National Institute of Statistics and Censuses (INEC), the prevalence of daily smoking among people aged 15 years and older was 9.5 percent in 1998, and in 2014 it reached 2.8 percent. Estimated annual cigarette consumption in Ecuador declined from about three billion cigarettes in 2007-2010 to about one billion cigarettes in 2017. The pricing policy of the tobacco industry also contributed to the reduction in cigarette affordability and cigarette sales in Ecuador. However, due to such pricing policy, the tobacco industry apparently increased its profits despite the sharp decline in cigarette sales in the country. These recommendations could bring both public health and fiscal benefits to Ecuador : specific excise rate for cigarettes should be annually increased by at least 20 percent to ensure the reduction in tobacco affordability and the increase in the excise revenues, tobacco use surveillance and monitoring should be further developed in Ecuador, including a regular collection of information on smoking prevalence, tobacco consumption, licit and illicit cigarette sales, prices, and other economic indicators, and effective policies to counteract tobacco smuggling and other kinds of illicit tobacco sales should be implemented in line with the provisions of the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products

This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Kurzfassung: This brief provides an overview of tobacco control legislation, use, and taxation in the country. Costa Rica ratified the WHO Framework Convention on Tobacco Control in 2008. General Law for the Control of Tobacco and its Harmful Effects on Health was adopted in March 2012, and it regulates smoke-free places; tobacco advertising, promotion, and sponsorship, as well as tobacco packaging and labeling in line with FCTC guidelines. This law also sets several norms on tobacco taxation, and it substantially increased the tax burden for cigarettes. In 2012, cigarette prices in Costa Rica increased by 49 percent, and in 2013, the tobacco excise revenue increased by 96 percent. Tobacco taxation and other tobacco control policies in Costa Rica were very successful in terms of public health. The prevalence of smoking both among adults and adolescents declined, and after 2012, the rates of decline increased. In 2015, only 5.8 percent of the adult population smoked daily. In 2018, cigarette production in the country was closed. The tobacco industry claimed that the closure had been caused by increased cigarette smuggling. However, there are no independent estimates of illicit cigarette share on the market, while the tobacco industry used to exaggerate the volumes of smuggled cigarettes. The difference in cigarette prices between Costa Rica and neighboring countries is rather small and is unable to encourage large smuggling. Thus, the observed illicit cigarette sales are likely caused by the factors, which are not related directly to tobacco taxation

    Kurzfassung: Colombia's solid economic growth since early 2000s has led to significant social improvements. Since the turn of the century, extreme poverty in Colombia almost halved, falling from 17.7 percent in 2002 to 7.4 percent in 2017. Similarly, moderate poverty fell from 49.7 percent to 26.9 percent over the same period (Figures 1 and 2). In absolute terms, the number of poor individuals in Colombia declined from about 20 million in 2002 to approximately 12.8 million in 2017. The downward trend in poverty was halted in 2016, however it went back to its downward trend on 2017. From 2016 to 2017 both moderate poverty and extreme poverty decrease in 1.1 percentage points (p.p.), moderate poverty went from 28 to 26.9 percent, while, extreme poverty was 8.5 percent in 2016 and 7.4 in 2017. Such decrease was primarily driven by a lower incidence of poverty in rural areas, where extreme and moderate poverty rates fell respectively by 2.7 and 2.6 pagesp. Similarly, the urban areas saw a reduction of moderate poverty (from 24.9 to 24.2 percent), while extreme poverty rate has remained virtually flat since 2014, at around 5 percent

    Kurzfassung: Achieving universal health coverage (UHC) in Pakistan, as in most countries, will require strengthened collaboration between the public and private sectors, as the public sector often does not have the flexibility nor the fiscal space to grow service delivery capacity at sufficient pace and quality. However, successful partnering with the private sector through various forms of contracting and service agreements including public-private partnerships (PPPs), requires the appropriate analysis and identification of the gaps in service provision. to that end, this study aims to assist the government of Sindh (GoS) in identifying opportunities to engage the private health sector more effectively, to help provide affordable, quality primary health care (PHC) services to the urban poor whilst also creating evidence for the better integration of the private health sector in health service delivery. As part of the initial phase of this advisory work, and operating within a limited time-frame and funding environment, this policy note presents the initial set of observations and recommendations, based on the information collected via questionnaires and informant interviews, as well as secondary data or existing studies

    Kurzfassung: This current Country Economic Memorandum is intended to provide a comprehensive analysis of growthconstraints and recommendations. While it updates some aspects of these earlier studies, its main focus is on enterprise performance. Insofar as enterprise performance occurs in a larger institutional context, this focus necessarily touches on several of the earlier themes, particularly the rule of law, business regulation, and education. The first chapter presents a diagnostic that highlights the problem of falling productivity in the enterprise sector and points to elements of market structure (particularly state ownership) that undermine productivity growth and curtail the growth of the private sector. This chapter also focuses on demand-side issues in export markets, and highlights policy lessons from sectors with high productivity that could drive future growth. A second chapter focuses on foreign firms, which are high productivity enterprises within Moldova, and looks at investment promotion and ways to improve the contribution of Foreign Direct Investment (FDI) to the economy. Subsequent chapters extend the analysis to incentives shaping enterprise performance and opportunities for growth led by the private sector, particularly: competition and regulatory policies (Chapter 3); tax policy insofar as it affects incentives and tax buoyancy that underpin macroeconomic stability (Chapter 4); and finally, education as a crucial input into enterprise development (Chapter 5)

    Kurzfassung: Capital markets in Serbia are shallow and relatively underdeveloped. The only market segment that functions comparatively well is the government bond market. The contribution of capital markets to financing the economy is limited. The private sector is not making use of non-government bond markets for its financing needs, given easy access to affordable bank loans in Serbia's bank-dominated financial system. Until recently there was no IPO activity since 1940, symptomatic of Serbia's shallow public and private equity markets. This Technical Note was prepared by Zsolt Bango (Senior Financial Sector Specialist, World Bank), Sonia Marie Cattarinussi Iacovella (Senior Financial Sector Specialist, World Bank) and Eddy Rodriguez (World Bank Consultant) in the context of the Serbian Capital Market Assessment mission in Belgrade during June 2018 led by Zsolt Bango. The primary objective of the mission was to conduct a diagnostic of the Serbian capital market, with a view to make recommendations for capital market development. The note contains technical analysis and detailed information underpinning the assessment's findings and recommendations. The business case is based on an analysis of challenges and opportunities for making the forestry sector a dynamic and effective contributor to Bhutan's gross national happiness. The note is intended to serve as a basis for discussions with the government and other partners to work together on making the identified opportunities a reality. The opportunities are sensitive and responsive to Bhutan's uniqueness with regard to size, geography, and focus on forest conservation.     Kurzfassung: The country brief provides an overview of tobacco legislation, use, and taxation in Kazakhstan. Tobacco taxation policy practiced in Kazakhstan in 2003-2013 resulted in increased tobacco excise revenues, but was not effective in terms of public health, as cigarette consumption did not decrease. Tobacco excise taxes were drastically increased in Kazakhstan from 1 January 2014; and thereafter, the tobacco affordability was substantially reduced resulting in the subsequent decline in tobacco sales and smoking prevalence in the country. Decline in consumption could have an effect on tobacco-related mortality in Kazakhstan. Mortality rates of some tobacco-related causes of death substantially declined in Kazakhstan in 2013-2015 among men and women aged 30 to 79 years: by about 20 percent for acute ischemic heart disease and stroke and by 30-40 percent for respiratory tuberculosis and chronic obstructive pulmonary disease. Kazakhstan returned to a policy of moderate tax increases in 2015-2019. The reduction in tobacco affordability in 2015 was caused not only by the excise increase but also by the tobacco industry pricing policy and a decline in real incomes. Tobacco consumption in Kazakhstan decreased in 2015, but the revenue increase was smaller than expected. A moderate excise rise in 2016- 2018 could not ensure a substantial reduction in tobacco affordability, and annual tobacco sales did not change much. The country experience shows that a policy of moderate (below 30 percent annually) excise increases cannot ensure either tobacco consumption reductions or substantial revenue increases. The planned annual cigarette excise increase for 2020-2021, however, is only 12-14 percent. In recent years, electronic cigarettes and heated tobacco appeared in the Kazakhstan market. The key consumers of such products are young adults, who follow modern trends, rather than dependent smokers looking for an effective means to quit. Heated tobacco products and liquids for electronic cigarettes will be taxed by excise from 2020, but the excise rates are very low and should be substantially increased. Kazakhstan has great potential to increase its excise rates for all kinds of tobacco products to contribute to health objectives by means of reducing tobacco consumption.     Kurzfassung: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Kurzfassung: The main purpose of the 2018 public expenditure and financial accountability (PEFA) assessment is to provide the Government of Uzbekistan and its development partners with an objective up-to-date diagnostic of the national-level public financial management performance based on the latest internationally recognized PEFA methodology. The 2018 PEFA assessment is intended to provide an update of progress in Public Finance Management (PFM) since the last PEFA in 2012, but also establish a new baseline using the 2016 PEFA methodology. This methodology identifies the seven pillars of performance that are essential for an open and orderly PFM system. These include budget reliability, transparency of public finances, management of assets and liabilities, policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit. The assessment process seeks to build a shared understanding of PFM performance and those dimensions that require improvement. The results of the assessment will assist the government in monitoring the implementation of Uzbekistan's Public Financial Management Reform Strategy to achieve long-term sustainability

    Kurzfassung: The World Bank Group has developed a new diagnostic approach called Maximizing Finance for Development (MFD). This study pilots the use of the World Bank's MFD approach to identify areas along value chains (VCs) where the private sector is involved. More important may be the identification of where the private sector is currently not involved or only involved peripherially. The results provide a range of opportunities to consider, with the purpose of crowding in more private sector investment and sustainable solutions to achieve the Sustainable Development Goals and meet the highest environmental, social, and fiscal responsibility standards. Under each function, the underlying causes of market failure are assessed, helping inform a range of possible opportunities for private sector to participation. The ouputs of this report can be used for further stakeholder engagement to prioritize issues and assess solutions. The focus is on the three VCs of beef, coffee, and maize. These commodities account for over 50 percent of Agricultural GDP and over 80 percent of foreign exchange revenue for the country and possess the potential for greater development impact through enhanced private sector activity. The nature of these commodities differs in terms of commercialization. Coffee, a pure cash crop, has close to 95 percent of its product sold by the farmer. In contrast, maize is primarily a food crop and 89 percent of maize produced is consumed by farming households. Cattle, on the other hand, are sold by pastoralists when cash is needed, cattle are no longer serve a productive purpose or meeting social obligations. In highland areas, the commercialization aspect of cattle is much greater. This has implications for private sector engagement in the respective value chains. This report identifies the issues and constraints in these three selected VCs and suggests opportunities for: (a) the public sector to amend policy, regulations, and provide inducements for greater private sector activity; and (b) the private sector to take on a greater level of responsible agricultural investment aligned with global good practice

    Kurzfassung: This policy note constitutes an integral part of the policy dialogue with the Government of Togo in support of its ongoing decentralization process. The note recognizes the potential of decentralization to enhance local service delivery, if done well. Hence, the policy note assesses the current state of decentralization in Togo, with a specific focus on decentralization from central government to communes, the lowest level of government, and front-line for local service delivery. The note provides a set of recommendations for reform actions that can be implemented in short, medium, and long-term that will place the Togolese decentralization process and intergovernmental system on an optimal path, given the status of reforms as of the date of preparation of the policy note. This policy note is of equal importance for subnational stakeholders such as the prefects, and the special delegates, as well as the Secretaries-General of communes and other core staff. Finally, it will be of use to citizens, and to civil society organizations involved in initiatives to improve the delivery of communal services, as well as to the range of donors that are actively working to support the decentralization process in Togo

    Kurzfassung: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes.     Kurzfassung: Greening Pakistan's industry has become an imperative to minimize its adverse impacts on the environment and society, but also to sustain the sector's growth. Despite substantial growth in recent decades, the industrial sector is yet to make its full contribution to Pakistan's development. Limited consideration of the growing resource use, waste, and pollution that have accompanied industrialization has imposed mounting economic, environmental, and social costs. This is particularly true in large urban centers around which industries agglomerate, such as Lahore and Karachi. At the same time, poor environmental management has become a liability for Pakistan's industries, which notably undermines the competitiveness of export-oriented manufacturing sectors. The challenges posed by industries' lack of environmental sustainability jeopardize Pakistan's development and are expected to worsen under a business-as-usual scenario. The Government of Punjab (GoPunjab) should put sustainable industrialization at the center of its growth strategy and should modernize its policy toolkit for this purpose. Punjab's Growth Strategy 2018 envisioned that growth must be private sector-led, investment-driven, export-oriented, environmentally sound, and employment-intensive. Developing an ambitious and integrated policy to green industries would be a strategic way to jointly achieve these objectives, and in so doing, Punjab could become a lighthouse for the rest of Pakistan. This would require both strengthening environmental policy (stick) and developing elements of a green industrial policy looking at investment, innovation, and trade (carrot). Importantly, policy objectives should go beyond the current focus on pollution control and compliance, to include preventive and circular approaches at the firm and industry levels that could yield environmental and productivity/competitiveness gains. The time has come to integrate these approaches in strategies and regulations, and to institutionalize and mainstream them across relevant government agencies

    Kurzfassung: Afghanistan faced severe economic headwinds in 2018, with the economy growing by an estimated 1.8 percent. Slow growth was driven by two major factors. Firstly, severe drought had a strong negative impact on agricultural production. Agricultural growth slowed to 0.8 percent as low snowfall during late 2017 and early 2018 led to the loss of grain crops and livestock productivity. Secondly, business and investor confidence deteriorated significantly in the context of elevated uncertainty around: i) the level and duration of international security assistance; ii) the outcome of upcoming presidential elections (now delayed until September); iii) prospects of continued or worsening election-related violence (civilian deaths reached their highest level since 2001); and iv) ongoing peace negotiations with the Taliban. Real GDP growth is expected to have accelerated during the first half of 2019, mainly driven by the easing of drought conditions and improved agricultural production. Intensifying political uncertainties, however, are expected to have continued to dampen private sector confidence and investment. Poverty is estimated to have increased and deepened. The rate of economic growth substantially lagged population growth, leading to declining per capita incomes. The drought negatively impacted livelihoods of many of the 82 percent of the poor living in rural areas, including those reliant on poppy cultivation (poppy production declined by 30 percent). Reflecting widespread hardship, drought-induced displacement reached record levels of 298,582 individuals, mainly to urban areas in adjacent provinces

    Kurzfassung: Over the last two decades, Moldova has achieved major development results: with average annual growth of 4.6 percent since 2000, poverty has decreased dramatically, and the growth has also benefitted more citizens: Inequality, as measured by the Gini Index, has declined from 36.4 in 2000 to 26.3 in 2016. Macroeconomic stability has been maintained despite the 2014 banking crisis, and monetary and the exchange rate policies have led to a declining inflation protecting the living standard of Moldova's citizens. The country has benefitted from its unique assets, such as a strategic European location and growing global integration. The authorities' focus on investment policy put the country on investors' map: commitment demonstrated in investment promotion and the level of service and attention that was given to investors led to attracting manufacturing FDI. They on the other hand helped reorient exports towards more technology-intensive products and allowed for a stronger contribution of exports to growth and employment generation. Moldova has also significantly reformed its business environment, ranking today 47th of the 190 countries measured on ease of doing business. There was also effort to improve the quality of human capital. The education system reform led to improvement of student learning outcomes in Moldova, as measured by the Program for International Students Assessment (PISA), although there are still major gaps in learning outcomes that need to be addressed. The preprimary enrollment rates increased substantially, and labor force participation rate increased to historical highs, albeit at 43 percent still comparatively low

    Kurzfassung: There is clear evidence on the need for cities to rapidly scale-up their investments in climate change mitigation programs and build strong foundations for climate-resilient communities. Investing in low carbon infrastructure and climate resilience can generate competitive returns and is crucial for preventing a reversal of the development gains made in low-income countries up until now. Overcoming the barriers in financing climate-smart infrastructure in cities means adjusting their currently unattractive and inadequate risk-return investment profile. Our analysis explains that well-targeted concessional funding can derisk the financing structure of a project and turn a typical non-bankable project to financial viable one. Additionally, it makes the case for results-based blended finance approaches that strengthen the accountability in project development by linking financing to the achievement of measurable, pre-agreed results. Addressing the lack of creditworthiness, the limited accountability and capacity in institutions and service delivery practices should be at the center of urban investment strategies. The report highlights the need for technical assistance and capacity building programs that will support cities bring order to their financing and accounting practices, support shadow credit ratings and help them become creditworthy. It is estimated that only 20 percent of the 500 largest cities in developing countries are considered creditworthy. Cities and development partners face a common challenge: Making the most effective use of available public finance instruments and disburse scarce public (concessional) funds in a way that maximally leverages private sector co-investments

    Kurzfassung: Between 2010 and 2018, Bhutan's economic performance in the real growth of gross domestic product (GDP) was respectable, averaging more than 5 percent a year. This was driven by hydropower, services, and agriculture. However, there is growing pressure to diversify production. Hydropower development will peak by 2023 and is associated with widening current account deficits and the accumulation of public debt. There is a greater need to foster a dynamic private sector and create employment. In this context, Bhutan has recently embarked on a strategy to develop a business infrastructure policy. This is mainly focused on establishing four industrial parks to jump-start investment and developing the management arrangements. These industrial parks would include access to land, infrastructure, and energy sources and be in the south, near the border with India. Drawing on the experiences of other countries, the industrial park policy in Bhutan is based on an overall umbrella of rules on purpose, coverage, policy considerations, existing infrastructure, regulatory and legal framework, and enactment and implementation of legislation. The industries in the parks are envisaged to include wood-based, agriculture-based, and metal-based industries

The diagnostic report assesses country-specific strengths, weaknesses, opportunities and threats (challenges) in the context of the macro-trends and issues affecting Croatian agriculture today, the ongoing EU CAP reform process, and broader national development directions. This diagnostic report is based on a series of background documents prepared by the World Bank as key inputs. Both advanced economic analysis and qualitative assessments were carried out as part of an evidence-based process for sector strategy development and policy guidance. Specifically, the analysis focuses on a range of strategic themes related to agriculture and rural development in Croatia, including (i) Croatian agricultural policy and the current CAP; (ii) the efficiency, effectiveness, and equity of current public spending on agriculture and rural development; (iii) the subsidy intensity of income for different farm types, (iv) backward and forward economic linkages of the agriculture and food processing sectors; (v) economy-wide impacts of agriculture and rural development support measures; (vi) agriculture finance and risk management solutions; (vii) the agricultural knowledge and innovation system (AKIS); (viii) food safety, sanitary and phytosanitary (FSandSPS) policies; (ix) trade and strategic market segmentation; (x) agroecological and climate aspects; and (xi) the development of sustainable and circular bio-economies in Croatia.     Kurzfassung: Floating solar photovoltaic installations open new opportunities for scaling up solar generating capacity, especially in countries with high population density and competing uses for available land. Advantages of floating solar over land-based systems include higher energy yield, reduced evaporation, and improved water quality, among others. Combining floating solar with hydropower plants is of particular interest. Flexible hydropower output can be used to smooth the variability of the solar generation, while making better use of existing transmission assets, particularly beneficial in countries with weak grids. With a global estimated potential of 400 gigawatts, under conservative assumptions, floating solar could double the current global installed capacity of solar PV. Although the market is still nascent and challenges in deployment remain, the floating solar market is set to accelerate as the technologies mature.     Kurzfassung: Hypertension is a major driver of pre-mature death and disability in Tajikistan, a low-income country in Central Asia. The high burden of disease also results in significant health care expenditure and lost labour productivity. Therefore, there is an urgent need to strengthen service delivery systems through early detection of high blood pressure, prompt diagnosis, sustained treatment maintenance, and the attainment of blood pressure control. The Ministry of Health and Social Protection and the World Bank undertook implementation research to identify effective and context-appropriate solutions for improving hypertension services. The assessment used the cascade framework to describe drop-offs along the continuum of care, collected patient and health care provider perspectives on the causes of discontinuities, used routine data from participating facilities in a Bank-supported operation, and drew on the international literature on chronic care interventions. The report presents feasible and cost-effective recommendations that, if adopted, can strengthen current programs and policies to address the growing burden of hypertension in Tajikistan

    Kurzfassung: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices. This Technical Note synthesizes concepts, principles, and practices for IDR mechanisms for financial consumers and shares examples of legal and regulatory requirements for FSPs to resolve complaints and to ensure that complaints- related data is collected, analyzed, and shared as appropriate to support improvements in FSP performance, industry market conduct, and market conduct regulation

    Kurzfassung: Irrigated farming is central to meeting the world's food and fodder needs and will be even more important in delivering on food security and water sustainability development priorities in the future. High population growth, climate change, increasing socio-economic growth, and water stress are key drivers of change. Although irrigation covers only 6.5 percent of the total land used for agriculture, it supports production of forty percent of the world's food and fodder output, with a gross value of fifty-five percent of global agricultural produce. Improving irrigation performance is a priority strategy in addressing rural poverty and in mitigating climate -change impacts, especially for the most vulnerable. Investment in irrigation has seen renewed interest in the past decade, and irrigation and drainage (I and D) governance emerging as a key focus for improved performance. Institutional failures and poor irrigation performance have been blamed on low capacity, perverse incentives, misdirected policies, and weak implementation but these are only contributing factors. Investments in institutions of the past have aimed to fix the institutions, with a focus on form and on organizational structure. The central message of this resource book is that functions, processes, and related capabilities must be the priority focus of all irrigation institutional interventions

    Kurzfassung: Transport connectivity is an essential part of the enabling environment for inclusive and sustained growth. In many developing countries, particularly in Africa, most people are still not connected to local, regional, or global markets. Such rural accessibility is crucial to reduce poverty and promote inclusive economic growth. The Sustainable Development Goals (SDGs) aim to build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation (Goal 9), for which Target 9.1 is to 'develop quality, reliable, sustainable and resilient infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all.' The Rural Access Index (RAI) was proposed and accepted as an indicator to measure this target. The RAI is one of the most important global indicators in the transport sector. It measures the proportion of people who have access to an all-season road within an approximate walking distance of 2 kilometers (km). There is a common understanding that the 2 km threshold is a reasonable extent for people's normal economic and social purposes. The definition is also simple enough to understand and use not only in the transport sector, but also in the broader development context, such as poverty alleviation. The initial RAI study in 2006 was based on household surveys and other simplified methods, estimating the global index at 68.3 percent, leaving a rural population of about one billion disconnected around the world

    Kurzfassung: This report analyzes issues related to international migration in Armenia and its impact on Armenian households' welfare. The report uses microdata coming from two recent household surveys, the 2017 Russian-Armenian University survey, a nationally-representative household focused on international migrants and their origin households, and the 2017 Integrated Living Conditions Survey, nationally representative household conducted by the Statistical Committee focused on welfare measurement but also with information on international migrants. The report finds that among international migrants, there are some slight differences in the profile of permanent and temporary migrants. Permanent migrants tend to be younger, more educated and are more likely to come from secondary cities, in contrast to temporary migrants, who are a bit older, less educated and are more likely to come from rural areas. Employment prospects for both groups are very limited the moment they leave the country, with employment rates around 25 percent. They tend to migrate largely to the Russian Federation, where they are hired almost exclusively by firms in the private sector. Temporary workers overwhelming work in the construction sector, while permanent workers show more diversity in sectors of employment

Inflation remained within the 5.5 percent target, supported by bumper rice harvests. Broad money growth increased marginally. Private sector credit growth was weak and bank liquidity remains constrained. Non-performing loans continued to rise in the banking sector. The current account deficit declined with higher export and lower import growth. Bangladesh Bank interventions moderated the depreciation of the taka against the US dollar, but the real effective exchange rate appreciated. The fiscal deficit has reached 4.6 percent of GDP as expenditure increased and revenue collection remained below target. Recent tax policy adjustments are likely to constrain revenue growth in the near term, while additional subsidies will increase recurrent expenditure. Sustaining growth will require momentum on the reform agenda to address challenges in the business climate, public investment management, revenue mobilization, and the resolution of fragile banks. Economic transformation will require development of new skills in the workforce. Tertiary educational institutions can support this agenda if quality, relevance, and access challenges are addressed

Results indicate moderate risk of debt distress for both external and overall public debt. However, the debt outlook remains vulnerable, especially to a deceleration in real GDP and exports growth and the depreciation of the KGS. To address these vulnerabilities, the authorities need to remain cautious when contracting and guaranteeing new debt, maintain fiscal discipline, improve public investment management, and continue improving the business environment to maintain the export potential of the country after the main gold mine will close in 2026

External debt burden indicators remain below risk thresholds, except for a short and temporary breach of debt service indicators in 2023, when the Eurobond issued in 2013 matures. The main risk to debt sustainability--and macroeconomic stability--remains external shocks. Balancing Rwanda's still-strong public investment needs with maintaining low risks of debt distress, the government is focused on carefully choosing the highest return projects, financed under the most favorable terms. These principles are laid out in Rwanda's Medium-Term Debt Strategy, as are options for help mitigating potential risks. More broadly, the government is focused on creating a larger and more diversified export base while encouraging more private investment, to help secure high and resilient growth over the long term. Forthcoming results of fiscal risk analysis will help identify if there could be additional contingent liabilities that should be included in the next DSA

    Kurzfassung: Togo's risk of external debt distress continues to be moderate, while the overall risk of debt distress is high-unchanged from the previous Debt Sustainability Analysis (DSA) published in December 2018. While the mechanical results point to a low risk of external debt distress, judgment was applied given vulnerabilities arising from high domestic debt, which could, for example, likely lead to a reprofiling operation that would lead to an increase in external debt. Togo's public debt is on a downward trajectory despite an increase in 2018 compared with 2017. Togo's high public debt is the result of, among other factors, high deficits, contingent liabilities, and accumulated arrears. There is very little space to absorb shocks on total public debt. Baseline projections show that Togo's PV of total PPG debt (external plus domestic)-to-GDP ratio will decline below the new debt distress benchmark of 55 percent starting in 2023, down from 72 percent in 2018-with the bulk constituting domestic debt obligations. This analysis highlights the need for sustained fiscal consolidation, improved debt management, and strong macroeconomic policies to reduce the public debt to prudent levels over the medium term

All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

    Kurzfassung: An updated debt sustainability analysis (DSA) is prepared using the revised Low-income Countries Debt Sustainability Framework (LIC DSF) to assess Zambia's current debt situation. Debt burden indicators have deteriorated considerably since the October 2017 DSA mainly on account of large fiscal deficits as the authorities made use of available financing to boost infrastructure spending, weaker growth and exchange rate, and a worsened external environment (terms of trade and financial conditions). Rising debt service costs (both externally and domestically) and a large pipeline of contracted and to-be-disbursed loans place Zambia's public debt on an unsustainable path under current policies while budget expenditure arrears have risen. Zambia's debt-carrying capacity has also weakened with its FX reserves' import coverage declining from 4.7 months in 2015 to 1.7 months in May 2019. All four external debt burden indicators breach their indicative thresholds, three of them by large margins and throughout the medium-term under the baseline scenario. Total public debt is projected to increase somewhatin the near-term as, under unchanged policies, fiscal deficits remain large, before gradually declining as large debt-financed public projects are completed and forced fiscal adjustment occurs given financing constraints. As a frontier market, Zambia's high gross financing needs (peaking at 19 percent of GDP over the next three years), combined with wide EMBI spreads (1,575 basis points on June 11, 2019) and high domestic borrowing costs, expose it to significant market-financing risks. Despite the challenging fiscal situation, Zambia has remained current on all its debt obligations both domestic and external, and has not experienced a debt distress event. The authorities remain committed to prioritizing debt service payments and have identified resources to continue meeting debt obligations in the near-term. However, staff assess the risk of external and overall public debt distress for Zambia as very high at this juncture, and that a large upfront and sustained fiscal adjustment is essential to begin reducing debt vulnerabilities

In a small island context risks can materialize faster than elsewhere and have disproportionate consequences. Strengthening water sector resilience is therefore critical to people's welfare and to the economy. This report was conducted in parallel to the preparation of the South Tarawa Water Supply Project, to provide a diagnostic of the remaining vulnerabilities the capital city's water supply sector may face after the completion of this project. Its main objective is to inform decisions by the Government of Kiribati on how to address these vulnerabilities. Section one gives introduction. Section two sets the stage with a brief presentation of the concept of water supply resilience in a context of water scarcity. Section three provides a summary of water supply conditions in South Tarawa and analyzes the impacts of various stresses and shocks on freshwater availability. Section four discusses potential measures to reduce water supply deficits during major crises. Section five offers an overview of these measures, in the form of an action plan, and presents several lessons that can be applied in water scarce cities in small islands and elsewhere

    Kurzfassung: In this note authors explore the many ways that adults in the Maldives are using digital payment services through mobile phones, the internet, and bank accounts. The authors also explore savings habits and outline opportunities to use digital technology to bring financial services to adults who still have no accounts. The Findex Notes series summarizes data compiled by the Global Findex from nationally representative surveys of more than 150,000 adults in over 140 economies in 2017, including more than 1,000 adults in the Maldives. Research is showing that when people embrace digital financial services, a range of development benefits follow. When women in India received personal accounts linked to a jobs guarantee program, they increased their labor force participation and earnings compared to women who received such payments into a join account controlled by their husbands. The improvements in employment and earnings improvements disproportionately benefitted women with previously low labor force participation and those whose husbands were most opposed to their getting a job. Women-headed households in Nepal spent 15 percent more on nutritious foods (meat and fish) and 20 percent more on education after receiving free savings accounts. Another study found that the adoption of mobile money accounts in Kenya helped lift 194,000 people out of poverty, and that the accounts proved especially beneficial for women. Mobile money has also been cited as a fast and efficient method of sending and receiving funds from a network of acquaintances during an emergency, potentially reducing the likelihood that those impacted by a financial crisis will descend into poverty

    Kurzfassung: This assessment of the implementation of the BCP by the BOT is part of the FSAP undertaken by the IMF and the World Bank. The assessment was performed October 25 through November 16, 2018 and is based on the regulatory and supervisory framework in place at the time of this visit. Compliance was measured against standards issued by the Basel Committee on Banking Supervision (BCBS) in 2012.1 Since the previous assessment, conducted in 2008, the BCP standards have been revised and reflect the international consensus for minimum standards based on global experience. The view is that supervision should be based on a process involving well-defined requirements, supervisory onsite and offsite determination of compliance with requirements and risk assessments, and a strong program of enforcement and corrective action and sanctions. The 2012 revision placed increased emphasis on corporate governance, on supervisors conducting reviews to determine compliance with regulatory requirements, and on thoroughly understanding the risk profile of banks and the banking system. The assessors appreciated the high quality of cooperation received from the authorities. The mission extends its thanks to the staff of the BOT for its excellent cooperation and hospitality. The BOT provided a comprehensive and detailed self-assessment and granted access to supervisory manuals, onsite inspection reports, monitoring reports, and risk assessments

    Kurzfassung: This report assesses the key constraints on the supply of (quantity and quality) and demand for early childhood development (ECD) services for pregnant women and children under the age of five in Armenia and puts forth recommendations on how to improve access to ECD services for poor and socially vulnerable families. The government of the Republic of Armenia, with support from the World Bank and other development partners, is currently expanding the existing social work system in Armenia to more actively link vulnerable families to ECD services. A specific objective of the report is to inform the design of this expansion. The World Bank team carried out a survey of ECD services providers in the four marzes of Ararat, Gegharkunik, Lori and Yerevan. The report draws heavily on the findings of this facility survey, the Integrated Living Conditions Survey (ILCS) 2017,3 the Social Snapshot and Poverty in Armenia, the Armenia Demographic and Health Survey (DHS) 2015-16 (NSS 2017), and on other ECD-related studies conducted in Armenia. The report's assessment and recommendations are also grounded in global evidence on ECD. This evidence highlights the importance to human development of receiving nurturing care in the early years. There is robust evidence that early experiences shape the brain's structure and functioning, and that deprivations during the prenatal period and early childhood can have substantial negative impacts on later cognitive ability and educational achievement. Early childhood development services that promote nurturing care during this period are cost effective, and programs for disadvantaged children during early childhood have a higher rate of return than programs introduced later in life. Services with proven benefits to ECD include antenatal care, promotion of child nutrition and micronutrient supplementation, parenting education, and preschool education. Global evidence points to specific interventions in each area that have proven impact

    Kurzfassung: The successful conclusion of the Presidential election in January 2019 represents a historic window of opportunity for Madagascar to break cycles of political instability that abruptly interrupted its development in the past and to leapfrog its economic and social revitalization. Following a prolonged period of economic stagnation, growth accelerated over the last five years to reach 5.1 percent in 2018, its fastest pace in over a decade. The return to constitutional order in 2014 was instrumental to this economic revival, as it contributed to restore investor confidence, re-open access to key export markets, reinstate flows of concessional financing, and encourage structural reforms. Growth continued apace in 2019, although moderating slightly to an estimated 4.7 percent, amid weakening external demand and a slow execution of public spending following the presidential and parliamentary elections. A post-election rebound in public and private investments is expected to result in growth averaging 5.4 percent in 2020-21. This Economic Update suggests however that the country remains vulnerable to shocks. International risks include the possible intensification of the trade war between main trading partners, or the rise in international oil prices in a context of geopolitical tensions. The risk of natural disasters or of a sharp drop in the price of vanilla also need due consideration. The government must take advantage of the successful political transition to accelerate growth-enhancing reforms and develop the necessary fiscal buffers to support priority investments and be ready to face unexpected circumstances

Nepal's rich water, forest and biodiversity resources would thus fuel economic growth and prosperity and help achieve the goal becoming a middle-income country by 2030.The objective of this Environment Sector Diagnostic (ESD) is to inform policies, investments and institutional capacity building measures in key areas of natural resources use and environmental management to support sustainable growth and prosperity in Nepal in the context of federalism. Thus, the ESD aims to inform investment projects and government policies and facilitate the implementation of the World Bank's new Environmental and Social Framework in the context of the projects it supports.The key themes of natural resource use addressed in the ESD are forest management, nature-based tourism, hydropower development, agricultural intensification, and river quarrying. For each theme, the ESD highlights the economic gains of more productive use of the associated natural resources, where possible through quantitative modelling, and points to investments and policy and institutional measures to ensure sustainability. In terms of adverse environmental impacts, the ESD focuses on pollution, including air pollution, solid waste including hazardous substances, as well as, road construction. It estimates the cost of pollution to the economy and provides recommendations to lower this cost. These themes were selected based on their current and potential role in the economy and their current and potential impact on the environment

    Kurzfassung: In a rapidly urbanising world, Malawi remains one of the least urbanised countries in Africa. Approximately 16.7 percent of Malawi's population live in urban areas. Nevertheless, the country is urbanising at a moderate rate of approximately 3.7-3.9 percent per year. If growth continues at this rate, by 2030, approximately 20 percent of the population will be city dwellers, reaching 30 percent in 2050. This urban growth has the potential to improve economic opportunities and living conditions across Malawi. This is particularly significant given that approximately 69 percent of the population are living under the international poverty line of 1.9 US Dollars/day in purchasing power parity terms. However, challenges are also associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction. In Malawi, much of this new construction has occurred in cities and towns with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). In Lilongwe, for example, estimates indicate that 76 percent of residents live in informal settlements. These settlements are generally characterised by a lack of access to publicservices, tenure insecurity and inadequate housing. Malawi is impacted by a wide range of hazards, particularly droughts, floods, landslides, wildfires and earthquakes. Malawi is also vulnerable to recurrent and chronic risks. Large building fires in recent years include the LL and Mchinji Markets and the Mulanje Bus Depot in 2016 and the Area 13 and Zomba Market in 2018.     Kurzfassung: This document provides an investment plan for climate-smart agriculture (CSA) in Mali, developed with support of the AAA Initiative and the World Bank, and technical assistanceof the International Center for Tropical Agriculture, the World Agroforestry Centre and the CGIAR Research Program on Agriculture, Climate Change and Food Security (CCAFS). It identifies specific interventions that define on-the-ground action that are consistent with Mali's NDC and national agricultural strategy, which can be funded by public and private sector partners. CSA interventions are designed to increase agricultural productivity, to help farmers, livestock keepers and fisher-people adapt and build resilience to climate risks, and, where appropriate, to reduce greenhouse gas emissions that cause climate change.This plan includes a set of 12 key CSA investments for Mali that were developed with strong stakeholder engagement, expert input and scientific evidence. This plan is not intended to be comprehensive but can further include additional projects when more funds will be available. The plan presents a situation analysis of Mali's national policies, plans and programs in relation to key climate risks, which form the context for key prioritized interventions. Designed project concepts are developed for each of these key investments, including the main project objectives, components and implementation arrangements. These provide a tangible set of project concepts for potential investors and donors to consider for funding. Finally, a general framing for developing a monitoring and evaluation (MandE) framework for the CSA investment plan (CSAIP) is provided, showing how CSA outcomes relate to other MandE frameworks and other monitoring activities for national-level development priorities.The CSAIP provides the context and evidence for the importance of these projects, and details how they can be economically beneficial and provide food security to the people of Mali. This can help spur investment and funding for CSA to help Mali deliver on its NDC and other national targets

    Kurzfassung: The report, a joint effort between the World Bank's Social Development Global Practice and International Finance Corporation (IFC) advisory services, is based on the idea that local engagement, for example, through benefit sharing, is an important way for better risk management and creating a more enabling environment for renewable energy development. It finds that the underlying causes of the conflicts are diverse, complex, and dynamic: influencing factors include historical struggles over poverty and inequality, land ownership, mistrust in public and private institutions, a lack of free, prior and informed consultations (FPIC) before investment flows into the region and oftentimes a missing legal framework for benefit sharing. The study provides recommendations on how to improve the investment climate for renewable energy and wind energy, in particular, through benefit sharing, risk management, and local community engagement. Integrating communities through FPIC or benefit sharing mechanisms is costly - but the cost of not integrating communities and of failed projects is even higher

    Kurzfassung: This report examines Ukraine's economic decline and development through the lens of technology upgrading. The technology upgrading framework assumes that economic growth is a function of technology capability, whereby upgrading occurs through technological, industrial, and organizational change. This technology upgrading framework is applied to analyze the Ukrainian economy, which reflects its limited capability to generate, as well as absorb, new technology. The report finds that Ukraine ranks last among comparison countries in a composite index of technology upgrading, with especially low performance in terms of production, management, and RandD capabilities. A case study on Ukraine's booming ICT sector, Ukraine's fastest-growing sector, showcases the country's potential, while simultaneously demonstrating which factors and capabilities can constrain its future growth. While Ukraine has developed a vibrant ICT industry, significant challenges exist for its long-term success. To address the challenges, three main areas for policy action are recommended. These include: (1) the development of firms' managerial capabilities and adoption of productivity-enhancing technologies, (2) better integration into global value chains, and (3) supply and retention of a digital-ready workforce. The report also offers cross-cutting recommendations for improving Ukraine's business environment and the complementarities needed for firms' growth and upgrading

    Kurzfassung: With Malawi's economic growth recovering and single digit inflation, the Government has a keyopportunity to rein in fiscal deficits and reduce domestic debt. If it can better control domestic debt levels, the Government could increasingly move towards creating the conditions for the privatesector to increase investment, which can drive growth and job creation. To support this, the Government needs to develop a track record of achieving sustainable fiscal deficits in order to contain and reverse the escalating domestic debt burden, to contain interest rates and avoidcrowding out private sector investment, and to increase public investment. Malawi's economy is projected to grow by 4.4 percent in 2019, up from 3.5 percent in 2018. Agricultural activity rebounded in 2019 due to favorable weather conditions, which offset the negative effects from Tropical Cyclone Idai in parts of the southern region of the country. Crop production was generally strong, particularly in the case of maize, with production increasing by 25.7 percent. This supported overall economic growth, despite a decline in tobacco production. However, the ongoing political impasse, with widescale demonstrations that have continued since May 2019, has constrained business activity and increased uncertainty, weighing on investment. The Government missed the revised fiscal deficit target in FY2018/19. The fiscal deficit increased to 6.5 percent of GDP, higher than the revised target of 5.8 percent. The impact of election-related expenses,increased interest payments and costs associated with the disaster response pushed recurrentexpenditure beyond targeted levels by 1 percent of GDP. This was partially offset by under-execution of development expenditure, which was not enough to keep the fiscal deficit to 5.8 percent of GDP. Poor revenue performance, which was lower by 0.5 percent of GDP, compounded the problem

    Kurzfassung: This report aims to help the government of Armenia and its stakeholders develop a strategy for the tertiary education sector. It uses the methodology of SABER - Tertiary Education (SABER-TE), which is a diagnostic tool to assess how education systems perform and to identify priorities for reforms at the national level. The methodology and this report are part of the World Bank's systems approach for better education results (SABER), which benchmarks education systems at the country level. SABER uses an extensive questionnaire to collect data on the policy environment for tertiary education. The questionnaire is populated through an analysis of the most recent versions of relevant legislation, policy documents, and reports on the sector. The SABER team also carried out fieldwork in Armenia between July 2018 and March 2019 with visits to several universities, government agencies, and other stakeholders. After data collection for Armenia was complete, the policy dimensions were scored on a rubric. This report proceeds as follows. First, the authors describe the context of the tertiary education system in Armenia. In the seven sections that follow the authors proceed with scoring each of the seven policy dimensions in turn, and in the conclusion they offer a few general observations and recommendations about tertiary education in Armenia
