    Kurzfassung: This open access book is the product of three years of academic research that has been carried out in the EU-funded Jean Monnet Network on “Post-Truth Politics, Nationalism and the Delegitimation of European Integration” since 2019. Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. This book is primarily written for audiences with an interest in politics and policy making, including academics, policy makers and civil-society actors. Thanks to its accessible style, the book should however also be an asset to wider audiences.

    Kurzfassung: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. It will also appeal to anyone interested in CEE or wishing to get a deeper understanding of Russia’s war and the fight for Europe’s future.

The history of the European Union is a history of crises and the leaps of integration they triggered. As the pandemic, the war in Ukraine, and global power competition are clouding the prospects of the European economies, the member states are looking for solutions. Yet they find their options highly constrained by the economic and political realities created in the decade of the euro crisis. This book fuses a critical political economy perspective on structural relations within the Economic and Monetary Union with a power-based approach to its institutions. It explains why a political project of European austerity emerged from the Eurogroup and side-lined alternative policies, with repercussions still felt today. The author introduces a series of interviews with key decision-makers - ministers, central bankers, EU officials - as well as leaked audio recordings from Eurogroup meetings to give an authentic report of the power struggles between finance ministers. The book retraces how the Eurogroup rose to prominence in the crisis and how a few northern countries - led by the German and Dutch finance ministries - were able to exploit the group's informal processes to shape the Economic and Monetary Union to their advantage. Im Mittelpunkt des Buches stehen die Geflüchteten selbst, die in zahllosen Gesprächen zu Wort kommen und deren Lebenswege erzählt werden. Die Autorin zeigt, was das Lagerleben mit einem Menschen macht – und reflektiert zugleich, wie das Inselleben auf sie selbst zurückwirkt: Während Grillmeier als Beobachterin aus freien Stücken kommen und gehen kann, endet dort für die Geflüchteten die Erzählung des offenen Europas. Auch die Kriminalisierung der humanitären Hilfe, der Abbau der Pressefreiheit, die Überlastung der Inselbewohner:innen und der Zynismus der Politik in Brüssel und Athen spielen eine zentrale Rolle.     Kurzfassung: The European Union (‘EU’) is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm’s length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect’ will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The project seeks to explore and improve understanding of the EU’s evolving trade policy and its implications for third countries, including Australia and countries in the Asia-Pacific region.

    Kurzfassung: After the break-up of the Soviet Union, the escalating rivalry between the EU and Russia in their shared neighbourhood created major economic, political and security challenges for the two states that border them: Belarus and Ukraine. Both countries were made integration offers by the EU and Russia. Their responses, and the consequences of these choices, were driven by a complex range of domestic and foreign policy factors. Drawing widely on extensive empirical research, Dr Leukavets shows how the EU’s and Russia’s rival integration projects challenged the leaders of Belarus and Ukraine to make major strategic choices while aiming to ensure the independence and sovereignty of their countries. The study sheds important light on the genesis of the 2020 Belarus crisis and the 2022 Russia-Ukraine war.

    Kurzfassung: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs. Prior to that he has worked at the Oesterreichische Nationalbank, both in Vienna and at its office in Brussels at the Permanent Representation of Austria to the European Union.

    Kurzfassung: "Much has been written since the publication in 1990 of Esping-Andersen's The Three Worlds of Welfare Capitalism on the concept of welfare regime as an analytical tool to study social policy stability and change in Europe and beyond. As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. To add focus to our comparison, we focus on policies introduced to protect workers against the risk of unemployment or the loss of income as result of non-pharmaceutical interventions (lockdowns, school closures, etc.) to contain the spread of the virus. The emphasis of the analysis is on concrete policy instruments that have been expanded or even created to address the COVID-19 crisis with regard to employment and unemployment. Simultaneously, the analysis concentrates on national rather than subnational or supranational policies"--

    Kurzfassung: Der Nahe Osten ist seit Ende des Zweiten Weltkriegs die Region in der Welt, welche am meisten von Kriegen und den daraus einhergehenden Folgen wie Instabilität, Terrorismus, Migration und Flucht betroffen ist. Als Beispiel dafür ist der seit dem Arabischen Frühling ausgebrochene Syrienkrieg zu nennen. Daran sind Kernstaaten anderer Kulturräume wie Russland, China und die USA neben anderen islamischen Ländern wie dem Iran und Saudi-Arabien beteiligt. Diese neue Kriegskonstellation führt neben dem Aufstieg des Islamischen Staates zu einer Fluchtbewegung nach Europa, die seit 2015 fortbesteht. Zugleich entsteht daraus eine Verstärkung des islamistischen Terrorismus. In seinem Aktionismus ist dieser nicht auf den regionalen Raum des Nahen Ostens beschränkt, sondern erweitert seine Kampfzone Richtung Europa. So geht Yousry Hammed den Fragen nach, ob der islamistische Terrorismus und die Flüchtlingswelle 2015/16 Ergebnis des Kampfes der Kulturen sind, welche Interdependenz zwischen Flucht und Migration aus dem Nahen Osten und der Bedrohung durch den islamistischen Terrorismus in Europa besteht sowie welche Herausforderungen sich für Deutschland nach der Flüchtlingsaufnahme ergeben. Der Autor Yousry Hammed studierte Germanistik und Islamwissenschaft an der Al-Azhar Universität in Kairo. An der Universität Vechta hat er seinen Master in Kulturwissenschaft absolviert und in Politikwissenschaft promoviert. Sein Fachgebiet ist Migration, Integration, politischer Islam und islamitischer Terrorismus.

    Kurzfassung: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth.     Kurzfassung: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Kurzfassung: Der Euromaidan, die Annexion der Krim und der Krieg im Donbas als Glieder einer komplexen Ereigniskette haben die internationale Gemeinschaft und insbesondere die Europäische Union beträchtlich herausgefordert. Auf der Suche nach einer Lösung des ukrainisch-russischen Konflikts zeigte die EU, dass sie politische Entscheidungen und Maßnahmen, ausgerichtet auf die Beilegung internationaler Konflikte, zwar verabschieden und umsetzen kann. Bei näherer Betrachtung jedoch ist sie aufgrund zahlreicher interner Einflussfaktoren nach wie vor kein starker außenpolitischer Akteur. Iuliia Barshadska analysiert ein aktuelles Beispiel der Problemfelder, mit denen sich die EU auseinandersetzen muss, um ihre Qualität als Akteur in Krisen- und Konfliktsituationen zu stärken sowie ihre außenpolitische Autonomie zu erhöhen. Die Studie leistet damit einen wichtigen Beitrag zur laufenden Diskussion über die Delegationsbeziehungen innerhalb der EU sowie ihre Handlungsfähigkeit im ukrainisch-russischen Konflikt und die Beilegung internationaler Konflikte im Allgemeinen. Barshadska hilft uns, die Komplexität des Konflikts in und um die Ukraine seit Beginn der Euromaidan-Revolution Ende 2013 besser zu verstehen – einschließlich politischer, wirtschaftlicher und kultureller Zusammenhänge sowie der Besonderheiten des Handelns der EU im Kontext hochsensibler außenpolitischer Themen.

    Kurzfassung: Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. 0As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'.     Kurzfassung: Der Zugang zu einem Asylverfahren in der EU ist ein umkämpftes soziales Gut. Die Studie zeichnet ein komplexes Bild von Ausschließungs- und Usurpationsstrategien im Feld der europäischen und speziell der italienischen und deutschen Asylverwaltung zwischen 2015 und 2018. (Supra-)nationale Verwaltungs- und Vollzugsorganisationen versuchen Flüchtende von dem Verwaltungsakt abzuhalten und entwickeln territoriale und administrative Exklusionsstrategien, um Fluchtmobilität und Asyl zu verwehren. Gleichzeitig erkämpfen Seenotrettungs- und Kirchenorganisationen den Zugang zum Asylverfahren, indem sie sich mit Flüchtenden solidarisieren und diesen eine Partizipation an öffentlichen Gütern und Rechten der Aufnahmegesellschaft ermöglichen. Für Flüchtende wird der formale Zugang zu und die temporäre Mitgliedschaft in einer Aufnahmegesellschaft in konfliktreichen und inter-organisationalen Entscheidungen ausgehandelt. Die formale Organisation wird zum Ort der Schließungskämpfe, indem sie als Schließungsakteur und zwischengesellschaftliches Schließungssystem formale Interaktionen zwischen Geflüchteten und Aufnahmegesellschaft ermöglicht oder verhindert. Die Synthese von schließungs- und organisationstheoretischen Perspektiven trägt dazu bei, dass gesellschaftliche Ordnungsbildung organisationssoziologisch erklärbar wird. Der Autor Max Oliver Schmidt ist wissenschaftlicher Mitarbeiter am Centre for Citizenship, Social Pluralism and Religious Diversity an der Universität Potsdam.

Written collectively by a team of esteemed scholars from across multiple disciplines, 〈i〉Reclaiming migration〈/i〉 makes an important contribution to debates surrounding migration, borders, postcolonialism and the politics of knowledge production.
    Kurzfassung: "〈i〉Reclaiming migration〈/i〉 critically assesses the European Union's migration policy agenda by engaging voices from the so-called migrant crisis that usually remain unheard: those of people on the move. It analyses a counter-archive of testimonies co-produced with people migrating across the Mediterranean in 2015 and 2016 to document how EU policy both produces and maintains precarity. Testimonies based on lived experiences of travelling to and arriving in the EU draw attention to the flawed assumptions embedded within the deterrence paradigm and policies of anti-smuggling, within protection mechanisms and asylum procedures that rely on simplistic understandings of the migratory journey and within the EU's self-projection as a place of human rights and humanitarianism. But the book goes further, revealing how the experiences of precarity to which such policies give rise are inseparable from the claims for justice advanced by people on the move, who collectively provide a damning critique of the EU policy agenda. 〈i〉Reclaiming migration〈/i〉 develops a distinctive 'anti-crisis' approach to migratory politics and shows how migration forms part of a broader movement that challenges the injustices of Europe's 'postcolonial present'.     Kurzfassung: Nach dem Sommer der Migration 2015 haben die EU-Mitgliedstaaten ihre Migrationskontrollpolitiken deutlich verschärft. Rechtsanwält_innen und Menschenrechtsorganisationen führten die Rechtskämpfe auf Seiten der Geflüchteten häufig hinter den Kulissen.     Kurzfassung: Dieses Open-Access-Buch blickt auf die Hintergründe der Politik der Freizügigkeit in Europa und diskutiert die Folgen. Die europäische Integration veränderte die Migrationsverhältnisse erheblich: Zwischen den EU-Mitgliedstaaten wurden unter dem Begriff der „Freizügigkeit“ Grenzübertritte sowie Arbeit und Niederlassung von Staatsangehörigen anderer Mitgliedsländer weitgehend erleichtert, Binnengrenzen verloren also an Bedeutung.Zugleich gewann die Frage des Umgangs mit einer gemeinsamen Außengrenze und der Migration von „Drittstaatsangehörigen“ an Gewicht. Das essential erklärt, warum Migration von außerhalb Europas zunehmend als Problem von Sicherheitspolitik verstanden wurde und wieso diese die Maßnahmen zur Ausgestaltung einer gemeinsamen Außengrenze bis heute bestimmt.
