    Abstract: In this contribution, it is argued for the potential of empirical moral philosophy in the context of the regulation of self-driving cars. This chapter focuses on the use and abuse of capturing the moral preferences of the general public and including these in the regulatory process. The Moral Machine Experiment is used as an example of collecting evidence on public moral preferences to help program self-driving vehicles. After a comprehensive presentation of the aim and methodology of the study, criticisms are discussed and partly refuted.  It is concluded that the findings of the Moral Machine experiment are an impressive collection of data that has indeed contributed to the ethical and legal debate of how to regulate moral dilemmas caused by self-driving cars. Future empirical research in the field can continue along these lines. While the methodological limits of the Moral Machine experiment have to be acknowledged, it is nevertheless important to consider public moral preferences in the ethics of self-driving cars

For a long time, the role of a government spokesman was attributed to him and his claim that he praised the emperor as a philosopher was considered pure rhetoric. Based on the premise of the acceptance model, this work primarily examines the question of how Themistios' great success can be explained, given that he was the main speaker for four successive emperors. The textual examination of the speeches shows that Themistios, as a non-Christian philosopher, differs greatly from the Neoplatonic philosophers of his time and that they in particular denied Themistios the right to speak as a philosopher. One result of the study is that the group of non-Christian philosophers was less homogeneous than previously assumed, and that Themistios was closer to Christian ideas of domination than previously assumed. It turns out that Themistios' idea of a good ruler cannot be reconciled with that of the Neoplatonists and yet it was very popular with the majority of the elites. Themistios can therefore be regarded as one of the first political philosophers

    Abstract: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. Following the 2019 Vienna Manifesto, the book calls for a digital humanism that describes, analyzes, and, most importantly, influences the complex interplay of technology and humankind, for a better society and life, fully respecting universal human rights. It focuses specifically on diachronic self-regarding decisions: choices involving our earlier and later selves, in which the earlier self makes a decision for the later self. The author connects the scientific understanding of the neurobehavioral processes at the core of individuals' perceptions of their future selves with the philosophical reflection on individuals' moral relationship with their future selves. These questions arise in emergencies involving nearby strangers who are drowning or trapped in burning buildings. But they also arise in everyday life, in which one has constant opportunities to give time or money to help distant strangers in need of food, shelter, or medical care. With the resources available, one can provide more help or less. This book argues that it is often wrong to provide less help rather than more, even when the personal sacrifice involved makes it permissible not to help at all. It shows that helping distant strangers by donating or volunteering is morally more like rescuing nearby strangers than most of us realize. The ubiquity of opportunities to help others threatens to make morality extremely demanding, and the book argues that it is only thanks to adequate permissions grounded in considerations of cost and autonomy that one may pursue one’s own plans and projects. It concludes that many are required to provide no less help over their lives than they would have done if they were effective altruists

    Abstract: This collection of new work on the philosophical importance of television starts from a model for reading films proposed by Stanley Cavell, whereby film in its entirety—actors and production included—brings its own intelligence to its realization. In turn, this intelligence educates us as viewers, leading us to recognize and appreciate our individual cinephilic tastes, and to know ourselves and each other better. This reading is even more valid for TV series. Yet, in spite of the progress of film-philosophy, there has been a paucity of concurrent analysis of the ethical stakes, the modes of expressiveness, and the moral education involved in television series. Perhaps most conspicuously, there has been a lack of focus on the experience of the viewer. Cavell highlighted popular cinema's capacity to create a common culture for millions. This power has become dispersed across other bodies of work and practices, most notably TV series, which have largely appropriated the responsibility of widening the perspectives of their publics, a role once associated with the silver screen. Just as Cavell's reading of films involved moral perfectionism in its intent, this project is also perfectionist, extending a similar aesthetic and ethical method to readings of the small screen. Because TV series are works that are public and thus shared, and often global in reach, they fulfil an educational role—whether intended or not—and one that enables viewers to anchor and appreciate the value of their everyday experiences.     Abstract: The work of Wittgenstein has so far received little attention from scholars working in the philosophy of technology. In this chapter, I relate my Wittgenstein-inspired account of moral certainty, which conceives of moral certainty as the certainty of morally competent agents, to recent work on socially disruptive technologies and the phenomenon of technosocial disruption. In a complex interplay with other factors, technologies such as artificially intelligent systems and robots challenge norms, practices, and concepts that play a fundamental role in human life. I argue that technosocial disruption involves the disruption of moral certainty, and that we should refine our notion of moral certainty by integrating the idea of technological mediation. In our technological world, technology mediates how something acquires the role of a moral certainty or loses it, and how moral certainty is manifested in different contexts. I discuss two examples of contexts in which technological developments challenge moral agency at the level of moral certainty: the introduction of robots in elderly care practices and the potential use of ectogestative technology for foetal development

    Abstract: Across the social sciences and even in philosophy, trust is most often characterized in terms of expectations and probabilities. This book defends an alternative conception of trust as a moral phenomenon. When one person trusts another to do something, the first relies on the second’s commitment(s). So, trust reflects—and is a product of—agreement about the commitments and obligations that bind persons who live and work together. These commitments and obligations can be implicit, but building (or rebuilding) trust often requires making these commitments and obligations?explicit, defining the terms of?cooperation. Part 1 argues that this account of trust better captures our actual trust practices, and it draws out connections with both the philosophy and the social science literatures. It also describes the process of creating trust relationships with reference to trust invitations. Part 2 addresses practical applications of the account defended here, in the context of social relationships, economic systems, and within business organizations. These applications emphasize the material benefits of trust but, separate from those, Part 2 argues that trust is an intrinsic good—so we have moral?reason to trust

    Abstract: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective. Urban Aerial Pesticide Spraying Campaigns will be of great interest to students and researchers of pesticides, environmental sociology, environmental history, environmental studies, political ecology, geography, medical sociology, and science and technology studies.     Abstract: Η ολοένα αυξανόμενη δύναμη της σύγχρονης Φαρμακευτικής και Ιατρικής επιστήμης και οι περίπλοκες κοινωνιολογικές συνθήκες εντός των οποίων ασκούνται, εγείρουν νέα ηθικά ερωτήματα σχετικά με το τι είναι δίκαιο, τι είναι αγαθό και τι ορθό στη συμπεριφορά γιατρών και ασθενών, ατόμων και κοινωνίας. Η τρομερή πρόοδος στη φαρμακευτική τεχνολογία, το υψηλό κόστος ιατρικής περίθαλψης, η ανεπάρκεια των πόρων, η άνοδος των δημόσιων προσδοκιών και απαιτήσεων και η μετατόπιση στο επίπεδο των αξιών απαιτούν να ληφθεί σοβαρά υπόψιν το μέλλον του συστήματος υγείας και να επανεξεταστούν συγκεκριμένα ηθικά προβλήματα του παρελθόντος, ή, πιο σωστά, η εφαρμοσιμότητά τους σε νέες καταστάσεις. Πέρα από πολιτικά ζητήματα, είναι απαραίτητο να κατανοηθούν οι αρχές σύμφωνα με τις οποίες πρέπει να λαμβάνονται οι αποφάσεις που αφορούν στην ιατρική και τι καθορίζει τον τρόπο με τον οποίο λαμβάνονται αυτές οι αποφάσεις σήμερα. Είναι ευθύνη όλων μας να υποθέσουμε ότι υπάρχουν αντιφάσεις και συγκρούσεις μεταξύ αυτών των αρχών. Τα θεμελιώδη δικαιώματα ενός ατόμου εγκαθιδρύονται επί τη βάσει του ίδιου του γεγονότος ότι είναι άνθρωπος, του απρόσβλητου της ζωής του και του γεγονότος ότι γεννήθηκε και θα παραμείνει για πάντα, ελεύθερο. Ο σεβασμός για τις αξίες και επιθυμίες του ατόμου είναι ένα καθήκον που γίνεται ακόμα ισχυρότερο εάν το άτομο καταστεί ευάλωτο. Εφόσον η αυτονομία και η ευθύνη του κάθε ατόμου, συμπεριλαμβανομένων όσων χρειάζονται ιατρική περίθαλψη, είναι αποδεκτές ως σημαντικές αξίες, η λήψη ή συμμετοχή σε αποφάσεις που αφορούν το σώμα ή την υγεία του πρέπει να είναι κοινώς αναγνωρίσιμες ως δικαίωμα. Τα ηθικά προβλήματα που εγείρονται από την απαίτηση της ενήμερης συναίνεσης των ασθενών είναι τόσο ποικιλόμορφα που φαίνεται κατάλληλο να αφιερώσουμε το πρώτο από μια σειρά εγχειριδίων εκπαίδευσης σε ζητήματα ηθικής σε αυτό το ζήτημα και να εξοικειώσουμε τους φοιτητές ιατρικής με περιπτώσεις που απαιτούν τη λήψη ηθικών καθώς και ιατρικών ή χειρουργικών αποφάσεων μετά τις αρχικές διαγνώσεις των παθήσεων των ασθενών και πολύ πριν οι ίδιοι οι φοιτητές αναλάβουν προσωπική ευθύνη για την άσκηση της ιατρικής. Είναι πρόθεσή μας η "Ενήμερη Συναίνεση" να αποτελέσει το πρώτο από μία σειρά εγχειριδίων εκπαίδευσης σε ηθικά ζητήματα. Το καθένα θα αφορά σε ηθικά προβλήματα που αντιμετωπίζει ο γιατρός σε αυτές τις διαφορετικές γνωστικές σφαίρες στις οποίες ειδικεύονται οι συγγραφείς του εκάστοτε εγχειριδίου

Ως αποτέλεσμα το βιβλίο αυτό αποτελεί έναν χάρτη ο οποίος, συνυπολογίζοντας τα εκάστοτε μοτίβα δεδομένων και τα διαφορετικά ηθικά μοντέλα που μπορούν να εφαρμοστούν σε κάθε περίπτωση, θα βοηθήσει τον αναγνώστη να δράσει αποτελεσματικά όταν βρεθεί αντιμέτωπος με ένα παρόμοιο ηθικό δίλημμα

Wenn moralische Forderungen die Grenzen dessen übersteigen, was vernünftigerweise von Menschen erwartet werden kann, dann lassen sie sich als zu anspruchsvoll kritisieren. Im Hinblick darauf, was für eine erfolgreiche Verteidigung von Überforderungseinwänden erforderlich ist, werden intuitionen-, theorie- und erklärungsbasierte Strategien geprüft. Dabei wird die These vertreten, dass Überforderungseinwände verteidigt werden können, wenn sich eine grundlegende und eigenständige Erklärung dafür finden lässt, weshalb anspruchsvolle moralische Auffassungen überfordernd sein können. In Auseinandersetzung mit den Ansätzen von Bernard Williams, Douglas W. The purpose is to inform decision-making in order to promote an equitable, efficient, and high-quality health system. The definition reflects that facts and values are intertwined in HTA. This means that HTA should be considered as a type of policy analysis, wherein the assessment of safety, clinical and cost implications of health technologies, as well as their wider ethical, legal, social, organizational, environmental and other implications is conducted from the view that these aspects are closely interrelated, and wherein stakeholders are involved in a more productive way throughout the process of HTA. Acknowledging this holds the potential of conducting assessments of health technologies in a way that supports deliberative democratic decision making. In the 2018-2021 EU Erasmus+ strategic partnerships project "VALues In Doing Assessments ofhealthcare TEchnologies" (VALIDATE), a consortium of seven academic and HTA organizations have developed an approach to HTA that allows for the integration of empirical analysis and normative inquiry. These writings are available for the first time in authoritative form in Panopticon versus New South Wales and other writings on Australia, a volume in The Collected Works of Jeremy Bentham published by UCL Press. In the present collection, a distinguished group of authors reflect on Bentham's Australian writings, making original contributions to existing debates and setting agendas for future ones. In the first part of the collection, the works are placed in their historical contexts, while the second part provides a critical assessment of the historical accuracy and plausibility of Bentham's arguments against transportation from the British Isles. In the third part, attention turns to Bentham's claim that New South Wales had been illegally founded and to the imperial and colonial constitutional ramifications of that claim.     Abstract: This edited collection proposes a common good approach to development theory and practice. Rather than focusing on the outcomes or conditions of development, the contributors concentrate on the quality of development processes, suggesting that a common good dynamic is key in order to trigger development. Resulting from more than three years of research by an international group of over fifty scholars, the volume advocates for a modern understanding of the common good-rather than a theological or metaphysical good-in societies by emphasising the social practice of 'commoning' at its core. It suggests that the dynamic equilibrium of common goods in a society should be at the centre of development efforts. For this purpose, it develops a matrix of common good dynamics, accounting for how institutions, social norms and common practices interconnect by identifying five key drivers not only of development, but human development (agency, governance, justice, stability, humanity). Based on this matrix, the contributors suggest a possible metric for measuring the quality of these dynamics. The last section of the book highlights the possibilities enabled by this approach through a series of case studies. The concept of the common good has recently enjoyed a revival and inspired practitioners keen to look beyond the shortcomings of political and economic liberalism. This book builds on those efforts to think beyond the agenda of twentieth-century development policies, and will be of interest to those working in the fields of development, economics, sociology, philosophy and political science

    Abstract: Modern biomedical technologies managed to revolutionise the End-of-Life Care (EoLC) in many aspects. The dying process can now be “engineered” by managing the accompanying physical symptoms or by “prolonging/hastening” death itself. Such interventions questioned and problematised long-established understandings of key moral concepts, such as good life, quality of life, pain, suffering, good death, appropriate death, dying well, etc. This volume examines how multifaceted EoLC moral questions can be addressed from interdisciplinary perspectives within the Islamic tradition.     Abstract: The ethics and experience of "treacherous play": an exploration of three games that allow deception and betrayal-EVE Online, DayZ, and Survivor. Deception and betrayal in gameplay are generally considered off-limits, designed out of most multiplayer games. There are a few games, however, in which deception and betrayal are allowed, and even encouraged. In Treacherous Play, Marcus Carter explores the ethics and experience of playing such games, offering detailed explorations of three games in which this kind of "dark play" is both lawful and advantageous: EVE Online, DayZ, and the television series Survivor. Examining aspects of games that are often hidden, ignored, or designed away, Carter shows the appeal of playing treacherously. Carter looks at EVE Online's notorious scammers and spies, drawing on his own extensive studies of them, and describes how treacherous play makes EVE successful. Making a distinction between treacherous play and griefing or trolling, he examines the experiences of DayZ players to show how negative experiences can be positive in games, and a core part of their appeal. And he explains how in Survivor's tribal council votes, a player's acts of betrayal can exact a cost. Then, considering these games in terms of their design, he discusses how to design for treacherous play. Carter's account challenges the common assumptions that treacherous play is unethical, antisocial, and engaged in by bad people. He doesn't claim that more games should feature treachery, but that examining this kind of play sheds new light on what play can be

This book undertakes a multifaceted and integrated examination of biometric identification, including the current state of the technology, how it is being used, the key ethical issues, and the implications for law and regulation. The five chapters examine the main forms of contemporary biometrics–fingerprint recognition, facial recognition and DNA identification– as well the integration of biometric data with other forms of personal data, analyses key ethical concepts in play, including privacy, individual autonomy, collective responsibility, and joint ownership rights, and proposes a raft of principles to guide the regulation of biometrics in liberal democracies. Biometric identification technology is developing rapidly and being implemented more widely, along with other forms of information technology. As products, services and communication moves online, digital identity and security is becoming more important. Biometric identification facilitates this transition. Citizens now use biometrics to access a smartphone or obtain a passport; law enforcement agencies use biometrics in association with CCTV to identify a terrorist in a crowd, or identify a suspect via their fingerprints or DNA; and companies use biometrics to identify their customers and employees. In some cases the use of biometrics is governed by law, in others the technology has developed and been implemented so quickly that, perhaps because it has been viewed as a valuable security enhancement, laws regulating its use have often not been updated to reflect new applications. However, the technology associated with biometrics raises significant ethical problems, including in relation to individual privacy, ownership of biometric data, dual use and, more generally, as is illustrated by the increasing use of biometrics in authoritarian states such as China, the potential for unregulated biometrics to undermine fundamental principles of liberal democracy. Resolving these ethical problems is a vital step towards more effective regulation
