Abstract: In an increasingly digital world, the significance of cyber security for individuals, businesses, and governments has never been greater. Rising cyber attacks are challenging current defence and operational capabilities, highlighting a critical shortage of skilled cyber security professionals. This report delves into the demand for cyber security expertise by analysing online job postings in France, Germany and Poland in between 2018 and 2023. It examines trends in the demand for cyber security professionals, the geographical distribution of job opportunities, and the changing skill requirements in this field. Focusing on France, the report also explores cyber security education and training programmes, the characteristics of the programmes, the demographics of enrolled learners, and their outcomes. Additionally, it reviews French policies and initiatives aimed at broadening the cyber security workforce and enhancing educational opportunities in this field. This comprehensive analysis is part of a larger effort to understand the evolving landscape of cyber security policies and professional experiences worldwide.

Abstract: Since Pierre Bourdieu, we have known that the body forms incorporated cultural and social capital. It is a commodity and means of production, a sign of belonging to a social class, a place where sex, gender and power relations are negotiated or a pretext for social exclusions and racism. The body is the object of punishments, sanctions and social control, a support for affects, obsessions and illnesses as well as a site of rebellion and resistance. The 19th century novels analyzed in the contributions to this volume tell all this. From the perspective of current body studies, we propose a new reading of the great stories from Balzac to Zola, via Mirbeau, Maupassant, Louise Michel, Georges Sand, Rachilde, Eugène Sue and Huysmans to demonstrate, through their texts, how the Images of the body and the policies of capital are part of the imagination and memory of 19th century French society

Abstract: Club culture has become an ever-growing interdisciplinary research field in the social sciences. The contributors to this volume offer state of the art perspectives on night studies in France and Germany and the techno scene from a comparative and interdisciplinary perspective. They explore three main areas: scenes and communities; diversity and inclusion; and social and ecological challenges for a sustainable club culture during and after the COVID-19 pandemic

Abstract: What is it that unites the European Union as a polity? Why is it necessary to democratise the EU? Can EU politicisation help democratising the EU? Why do EU citizens in referenda seemingly vote against the EU? And how can a European identity develop? To tackle these questions, this book makes a theoretical, conceptual and empirical contribution to the study of EU politicisation, democratisation, identity formation, and the ways these three are related to one another. The results of a thorough comparative analysis of two prototypical cases, namely French and German national EU discourses and in particular the discourses on the Treaty on a Constitution for Europe (TCE) in 2005, are discussed in relation to more current events such as Brexit and the French elections of 2022. The book thus develops key concepts and theoretical models and delivers profound findings on EU democratisation, identity, politicisation and contestation and their interrelations. This book will be of key interest to scholars and students of European Union studies/politics, democratic theory, discourse analysis and more broadly to comparative politics. Abstract: "Subjects and Sojourners explores how French colonial rule in Indochina extended Indochina's colonial society into France. Perhaps two hundred thousand Indochinese sojourned in France between conquest in the 1850s and decolonization a century later. They came from all parts of colonial society, from ruling monarchs to the most marginal laborers. In France, they studied, labored, fought, and lived in contexts that, although still within the empire, remained profoundly different from their places of origin. Their French sojourns were socially, culturally, and politically transformative. And when these sojourners returned to Indochina, virtually all parts of colonial society bore traces of their experiences abroad. Subjects and Sojourners shows, in short, that Indochina did not simply receive and refashion 'France' in the colony: they went and lived it for themselves"--
Abstract: During the era of French colonial rule in Indochina, as many as two hundred thousand Indochinese sojourned in France. Subjects and Sojourners is a vivid and comprehensive social, cultural, and political history of this diverse group, which ranged from ruling monarchs to the most marginal laborers. Drawing from a range of rich but underused archives, Charles Keith explores how French colonialism extended Indochina s colonial society into France, where Indochinese subjects studied, labored, fought, and lived in imperial spaces and contexts that were profoundly different from those they had left behind. Time in France transformed these sojourners, and when they returned to Indochina, they in turn transformed colonial society. Indochinese, in short, did not simply encounter France in the colony: they went and lived it for themselves

Abstract: In the nineteenth century France became fixated on infant sleep. Pictures of sleeping babies proliferated in paintings, posters, and advertisements for cradles and toys. Childcare manuals and medical writings insisted on the importance of sleep as a measure of a child's future health and vigour. Infant sleep was transformed from an unremarkable event to a precarious stage of life that demanded monitoring, support, and, above all, the constant presence and attention of mothers. Hush Little Baby uncovers the cultural, medical, and economic forces that came to shape Western ideas about infants' sleeping patterns, rituals, and settings. By the mid-nineteenth century doctors were advising that infant sleep should be carefully controlled by caregivers according to medical guidelines, and that to do otherwise would risk compromising a child's development. A sleeping baby was seen as the sign of a good mother - an idea that was reinforced through countless pictures of mothers watching vigilantly over their sleeping children, even as the reality of postpartum depression was known to doctors. The medical advice literature also helped to create a commercial infant industry, encouraging the production of clothing, bedding, cradles, and accessories designed to foster sleep, and providing new ways for families to demonstrate social status. In Hush Little Baby Gal Ventura shows how these images and ideas about babies' sleep created many of the standards and expectations that keep parents awake today

Abstract: Policies aimed at reducing the environmental impact of human activities have important consequences for labour markets, jobs, and skills. As employment is shifting towards more sustainable activities, workers are increasingly expected to have skills that support the transition to a greener economy. Assessing and anticipating emerging skill needs is crucial to avoid bottlenecks and sustain the green transition. This report sheds light on existing methods to measure changes in skill demand and supply related to the green transition through an in-depth review of practices in five OECD countries (Australia, Austria, France, Norway and Sweden). It also identifies best practice on how to feed information on changing skill needs into policies, notably in the areas of employment, career guidance, education and adult learning.

Abstract: The paper discusses the implications of recent advances in artificial intelligence for knowledge workers, focusing on possible complementarities and substitution between machine translation tools and language professionals. The emergence of machine translation tools could enhance social welfare through enhanced opportunities for inter-language communication but also create new threats because of persisting low levels of accuracy and quality in the translation output. The paper uses data on online job vacancies to map the evolution of the demand for language professionals between 2015 and 2019 in 10 countries and illustrates the set of skills that are considered important by employers seeking to hire language professionals through job vacancies posted on line.

Abstract: "This book is a history of famine in the modern French Empire. It considers food crises in Algeria, West and Equatorial Africa, and Indochina to show how the French colonial state and the international community took increasing responsibility for subsistence, and ultimately failed to fulfill this responsibility"--
Abstract: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects-and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food-this most basic of human needs-to its central place in the formation of modern political obligation and humanitarian ethics

Abstract: A growing number of OECD countries are facing the challenge of making their public service more attractive, even as public policy management becomes increasingly complex and requires new skills. This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

Abstract: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

Abstract: New OECD surveys of employers and workers in the manufacturing and finance sectors of seven countries shed new light on the impact that Artificial Intelligence has on the workplace —an under-researched area to date due to lack of data. The findings suggest that both workers and their employers are generally very positive about the impact of AI on performance and working conditions. However, there are also concerns, including about job loss—an issue that should be closely monitored. The surveys also indicate that, while many workers trust their employers when it comes to the implementation of AI in the workplace, more can be done to improve trust. In particular, the surveys show that both training and worker consultation are associated with better outcomes for workers.

Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

Abstract: Addressing 21st century development challenges requires investments in innovation, including the use of new approaches and technologies. Currently, many development organisations prioritise investments in isolated innovation pilots that leverage a specific approach or technology rather than pursuing a strategic approach to expand the organisation’s toolbox with innovations that have proven their comparative advantage over what is currently used. This Working Paper addresses this challenge of adopting innovations. How can development organisations institutionalise a new way of working, bringing what was once novel to the core of how business is done? Analysing successful adoption efforts across five DAC agencies, the paper lays out a proposed process for the adoption of innovations. The paper features five case-studies and concludes with a set of lessons and recommendations for policy makers on innovation management generally, and adoption of innovation in particular.

Abstract: This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. Going back to the start of gas production in England and France at the turn of the 18th century, the book has a specific focus on Latin Europe: Portugal, Spain, France, and Italy. Topics discussed include, but are not limited to the evolution of gas technology and associations; capital, technical, and human transfer among countries; strategies carried out by gas companies to promote their activity; how gas companies adapted to changing markets, faced with the competition of electricity at the end of the 19th century, until late 20th century; and how war, especially the Second World War, affected gas supply in Latin Europe. Finally, the volume discusses the emerging use of natural gas by France and Italy after 1945, which meant a quantitative advantage compared to their neighbors in Latin Europe, Portugal and Spain, as well as a political advantage, in terms of energetic independence. The book will appeal to scholars, students, and researchers of economic history, business history, as well as technological history, interested in a better understanding of the evolution of gas into a major energy source, a role that it has kept until today.

Abstract: This open-access book investigates Francophone Caribbean literature by exploring and analyzing French seventeenth-century travel writings. The book argues for a literary re-examination of the representation of the early colonial Caribbean by proposing theoretical linkages to contemporary Caribbean theories of creolization and archipelagic thinking. Using Édouard Glissant’s notion of points of entanglement, Christina Kullberg claims that the historical, social, and political messiness of the Caribbean seventeenth century make for complex representations and expressions, generating textual instability despite the travelers’ apparent desires to domesticate the islands. Taking a synoptic approach to travel narratives in French from 1620 up to the publication of Labat’s Nouveau voyage aux Isles de l’Amérique in 1722, Kullberg examines textual instances where the islands and the peoples of this period disrupt and unsettle dominant French narratives and enter productively into the construction of knowledge and the representations of the region. Kullberg’s contribution is to read French early modern travels in situ as shaped by the archipelagic geography, its history and social formations in order to interrogate both the construction and the limitations of discourses of power. .

Abstract: “This is not only a provocative book but also a very convincing one. Against the dominant current, William Genieys and Mohammad-Saïd Darviche are showing that the custodians of the French state are able to protect their strong institution against any destructive attempt. The State is not failing in parts, liberalism and the market are still unable to destroy the strong french state. This is a crucial finding. Every scholar in comparative political sociology should read this superb empirical and theoretical research.” —Pierre Birnbaum, Université Paris 1, France “Genieys and Darviche have written an important book on a crucial area of public policy. It is excellently documented and it relies on considerable empirical data as well as being embedded in theory. It thus constitutes a milestone in French political science.” —Ezra N. Suleiman, Princeton University, USA “Linking policy studies and political science. How public elites contribute to the survival and modernization of the Welfare State. A major contribution to analysis and theory.” —Jean-Claude Thoenig, National Center for Scientific Research, France This book examines the history of the French welfare state from the mid-twentieth century to the present day. The French social security system has changed profoundly over the last few decades. The Bismarkian model of governance and social protection inherited from the Second World War has progressively faded away in favor of a reinforcement of the state’s capacity to intervene on policies and the implementation of national health insurance coverage. In order to understand this major transformation, this book draws on rich original sources to offer a historical and sociological perspective on elite policymakers and policy change. In doing so, it identifies correlations between the changing social backgrounds and career paths of elites in charge of social insurance policies since the 1940s, and the development of health policy programs. William Genieys is CNRS Research Professor of Politics and Sociology at the Centre for European Studies and Comparative Politics, Sciences Po, France. Mohammad Saïd Darviche is Associate Professor at the University of Montpellier, France.

Abstract: This book examines the efforts of the French-speaking minority in Flanders, Belgium to maintain a legal and social presence of the French language in Flemish public life. Chronologically, the study is bookended by two developments, almost exactly a century apart. In 1873, the first laws were passed which required the use of Dutch in some aspects of public administration in Flanders, challenging the de facto use of French among the Flemish ruling class. One hundred and one years later, the last French daily newspaper in Flanders collapsed, marking the end of a once-vibrant French-language public sphere in Flanders. The author contends that the methods and arguments by which French speakers defended the role of French in Flemish public life changed along with the social and political situation of this minority. As the Flemish movement grew over the course of the twentieth century, French speakers’ appeals to the “free choice” of language lost traction, and they put forward claims that they represented an ethnolinguistic minority who deserved protection for their mother tongue. Providing new insights for scholars of European history, and in conversation with the literature on liberalism, national identity, and Francophonie, this book demonstrates how the debate over the role of French in Flanders was at the center of Belgium’s ethnolinguistic conflict – the repercussions of which continue to be felt to this day. Abstract: This book explores imperial entanglements to reassess the Napoleonic Empire as a missing link—or at least an important chain—in the global and longue durée history of Empires. In recent years Napoleonic studies have, belatedly but resolutely, embraced the transnational historiographical turn, vastly expanding the field’s geographical scope. Its canonical chronological boundaries, on the other hand, appear increasingly narrow against this wider backdrop, giving the impression of a parenthetical, almost anachronistic aside from 1799 to 1815. What connects, and what doesn’t connect, the Napoleonic Empire to the Age of Empire, remains by and large an open question. Put another way, this book attempts to locate the Napoleonic empire in World History. Thomas Dodman is Assistant Professor in the Department of French at Columbia University, USA. A historian of modern Europe and empire, his research focuses on forms and experiences of social change in times of war, revolution, and colonization. Offering the first relational study of antiracism in France, she observes how claims to indigeneity have been deployed in multiple directions, both in the ongoing struggle for migrant rights and racial justice, and in white nativist claims in France today"--

Abstract: This report assesses the current state and future potential of cultural and creative sectors (CCS) in the nine outermost regions of the European Union (EU): Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, and Saint Martin (France); the Azores and Madeira (Portugal); and the Canary Islands (Spain). Global trends, such as increases in cultural tourism, trade in creative goods and services, and FDI in CCS offer significant opportunities for EU outermost regions to expand their cultural and creative sectors, promote synergies with tourism and help drive job creation. In addition, CCS policies can also boost well-being outcomes and social cohesion through preserving and promoting local cultural heritage and encouraging cultural participation. CCS policy which capitalises on these global trends, whilst recognising the specific context of EU outermost regions, could help promote these areas and contribute to local development.

Abstract: This book shows how the police functioned in the cities of the Napoleonic Empire. Shifting attention away from political repression, it focuses on the men who embodied this institution and made it work day-to-day. Based on extensive archival research, the book shows how the Napoleonic police were indeed an instrument of power, but also a profession and a service to the public. Traditionally associated with the image of Joseph Fouché and with political surveillance, the Napoleonic police, when studied from the local level, thus reveals itself to be much more complex and oriented simultaneously towards both the preservation of the regime and maintaining good urban order. Abstract: This book traces changing attitudes towards secrecy in eighteenth-century France, and explores the cultural origins of ideas surrounding government transparency. The idea of keeping secrets, both on the part of individuals and on the part of governments, came to be viewed with more suspicion as the century progressed. By the eve of the French Revolution, writers voicing concerns about corruption saw secrecy as part and parcel of despotism, and this shift went hand in hand with the rise of the idea of transparency. The author argues that the emphasis placed on government transparency, especially the mania for transparency that dominated the French Revolution, resulted from the surprising connections and confluence of changing attitudes towards honour, religious movements, rising nationalism, literature, and police practices. Exploring religious ideas that associated secrecy with darkness and wickedness, and proto-nationalist discourse that equated foreignness with secrecy, this book demonstrates how cultural shifts in eighteenth-century France influenced its politics. Covering the period of intense fear during the French Revolution and the paranoia of the Reign of Terror, the book highlights the complex interplay of culture and politics and provides insights into our attitudes towards secrecy today. Nicole Bauer is Assistant Professor of European History at the University of Tulsa in the USA. A cultural historian of early modern France, she is particularly interested in pulling threads from different directions to understand and uncover the cultural origins of political and social movements.

Abstract: Jane Freebody offers a fresh perspective on life in the asylum in both England and France which will be of interest to historians of the institutional everyday as well as historians of psychiatry. In this fascinating and original study, she not only focuses on the less examined interwar period and the importance of patient occupation, but, most strikingly, takes a comparative analysis that goes beyond the transnational into more detailed considerations of place; with an insightful evaluation of the metropolitan versus the provincial in shaping institutional responses. Clare Hickman, Reader in Environmental and Medical History, University of Newcastle, UK. This ambitious exploration of patient occupation in interwar French and English mental institutions sheds light on a hitherto under-investigated aspect of life in the asylum – the nature, meaning and therapeutic implications of work for asylum regimes, staff and patients. This is an important and original study of value for anyone interested in twentieth-century psychiatry and institutional practices. Hilary Marland, Professor of History, Centre for the History of Medicine, University of Warwick, UK. This open access book demonstrates that, while occupation has been used to treat the mentally disordered since the early nineteenth century, approaches to its use have varied across time and place. Comparing how work and occupation were used in French and English mental institutions between 1918 and 1939, one hundred years after the heyday of moral therapy, this open access book is an essential read for those researching the history of mental health and medicine more generally. Jane Freebody is a historian of medicine whose research interests revolve around nineteenth- and twentieth-century psychiatry and mental health in France and England. She is an Associate Lecturer at Oxford Brookes University, UK, where she previously gained her Wellcome Trust-funded doctorate.

Abstract: "Why do women accumulate less wealth than men? Why do marital separations impoverish women while they do not prevent men from becoming wealthy? This groundbreaking work approaches the institution of family from a materialist point of view, breaking with the dominant theory of modern, economically disinterested family relations. It takes seriously the economists, in the wake of Thomas Piketty, who observe a return to property inequality, based on the legacy of capitalism in the twenty-first century. It reconsiders the effectivity of legal changes that profess formal equality between men and women while condoning inequality in practice"--

Abstract: This open access book examines warranty obligations in western France during the central Middle Ages. Warranty refers to the commitments that an individual undertook when alienating property to protect the transfer from outside challenge, and to provide compensation if they failed to defend a transaction successfully. The subject has never received a full-length study before, meaning that scholars’ interpretation of warranty is marred by a number of untested generalisations. Warranty has generally only been viewed as a thirteenth-century development owing to the influence of Roman law and changes in family structure. This book, therefore, considers the evidence for warranty in western France en masse, starting with the first appearance of warranty clauses in documents in the 1040s up until the compilation of vernacular lawbooks in the 1270s. This book opens a window onto legal practice in the central Middle Ages, raising questions about wider processes of legal change. It emphasises the importance of lordship, in particular, when it comes to making sense of how and why warranty obligations developed the way they did. It thus challenges the prevailing explanatory narratives invoked by scholars when discussing warranty, and invites us to ask questions about the sorts of stories we tell when looking at legal change. Combining documentary and prescriptive lawbooks, along with a rich corpus of case material, this book offers a comprehensive account of a little-studied phenomenon, one that can elucidate much larger interpretative questions that are central to French legal history.

Abstract: Translation does not work in a vacuum. Making it visible as action in a structured context is the goal of this book. This broad context includes individuals and, more significantly, collective actors-publishers, reviewers and patrons, publishers, journals, social and political organizations. Individually and collectively, they form dynamic, interactive, and interdependent networks. These are essential for translation in exile, as they influence the production and reception of translations both positively and negatively. If they are missing, not only working conditions change, but entire biographies. Newly emerging networks, on the other hand, create the conditions for translating. What are the working and living conditions, the structures of action and publication in which translations are produced? What roles do they play in the lives and aesthetic careers of individual translators in exile? Answers can be found in this book

Abstract: "This book is the first to explore the rich festival culture of late sixteenth- and early seventeenth-century France as a tool for diplomacy. Bram van Leuveren examines how the late Valois and early Bourbon rulers of the kingdom made conscious use of festivals to advance their diplomatic interests in a war-torn Europe and how diplomatic stakeholders from across the continent participated in and responded to the theatrical and ceremonial events that featured at these festivals. Analysing a large body of multi-lingual eyewitness and commemorative accounts, as well as visual and material objects, Van Leuveren argues that French festival culture operated as a contested site where the diplomatic concerns of stakeholders from various national, religious, and social backgrounds fought for recognition"--

Abstract: "In the aftermath of the Second World War, the French government cultivated images of sensual and sophisticated white French women in an attempt to reestablish its global image as a great nation. French publicists, journalists, and government officials working in the tourism industry began a concerted effort to improve France's international image and win valuable tourist money by promoting the beauty, sexual appeal, and general allure of French women, all while shrinking the boundaries of what was considered beautiful. Charm Offensive explores how this elevation of French femininity created problems on both sides of the equation: the pressure on French women to conform to an exacting physical standard was immense, while the inability of anyone else to access that standard, coupled with the constant prods to try, resulted in a sense of failure. Drawing on cultural figures like Air France air hostesses, tourism workers, and celebrities such as Brigitte Bardot, the book demonstrates how women were mobilized as ambassadors of French superiority. Analysing cultural and political sources simultaneously, Charm Offensive offers an innovative understanding of a tumultuous time of decolonization."

Abstract: The day after the epidemic broke out in Wuhan, Chinese people in France are already busy sending masks across borders and sharing media information; at the same time, a significant number of Chinese people are victims of racist attacks, insults and discrimination in France. Based on both quantitative and qualitative empirical data, this book reveals the new dynamics and interactions generated by the Covid-19 pandemic not only between different sub-groups of Chinese in France, but also between ethnic Chinese and their both countries: China and France. Mutual aid, local or transnational solidarity, inclusion initiatives, like any act of exclusion and hostility, invite you to question the essence of humanity in transnational settings, beyond the racialization of the Covid-19 virus

Abstract: "A rich portrait of a compelling, complex woman who emerged from a sheltered rural childhood into the fraught, often deadly world of the French royal court and Parisian high society--and who would come to rule them both"--
Abstract: Marie de Vignerot was intended to lead an ordinary aristocratic life, produce heirs, and quietly assist the men in her family rise to prominence. Instead she was married off at sixteen to a military officer she barely knew, became a widow at eighteen, and rose to become the indispensable and highly visible right-hand of the most powerful figure in French politics: the ruthless Cardinal Richelieu. As the Cardinal lay dying, he broke with tradition and entrusted her, above his male heirs, with his vast fortune. McShea shows how Marie would go on to shape her country's political, religious, and cultural life. As the unconventional and independent Duchesse d'Aiguillon, her life reverberated across Europe, Africa, Asia, and the Americas-- yet she was all but forgotten in modern times. -- adapted from jacket

Abstract: "On December 12, 1719, a ship named La Mutine, or the Mutinous Woman, sailed from the French port of Le Havre, bound for the vast North American territory then referred to as "the Mississippi." La Mutine was loaded with goods that the fledgling French colony urgently required for its survival, basic foodstuffs such as flour and lard. But its principal commodity was a new kind of French export: women. The women who arrived in the New World from that frigate would go on to found Gulf dynasties, but their beginnings were less auspicious. Falsely accused of sex crimes-some for reporting rape, others because their families were obscenely poor and it was financially expedient to imprison them-these women were prisoners, shackled in the ship's hold. Of the 98 women who were shipped to the colony, only 44 survived. Despite the bleakness of these women's origins, they achieved unlikely triumph across the Atlantic. They managed to carve out a place for themselves in the colonies that would have been impossible in France, making advantageous marriages and accumulating property. Many were instrumental in the building of New Orleans, founded only a year before their arrival, and in settling Louisiana, Alabama, and Mississippi. Today, hundreds of thousands of Americans can trace their lineage La Mutine. Drawing on an impressive range of sources to restore the voices of these women to the historical record, Title TK introduces us to the Gulf's Founding Mothers-the "mutinous women" of La Mutine

Abstract: OECD countries deliver publicly-funded employment services through different institutional arrangements. While in most OECD countries the majority of such services are delivered by public employment services, in two in five OECD and EU countries (or regions) they are partly or fully contracted out to external providers, including for-profit and not-for-profit entities. Contracting out employment services to outside providers offers many potential benefits: an increased flexibility to scale capacity in line with changes in unemployment, the possibility of offering services more cost-effectively, the option to better tailor services through the use of specialised service providers and the possibility to offer jobseekers choice of providers. However, achieving these benefits will depend on the actual design and monitoring of the contracting arrangements that are put in place. Focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies, this paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations. These issues are discussed based on country examples, which are also detailed in factsheets contained in the online annex of the paper.

To respond to this need for co-ordination, different policy instruments are mobilised by countries. This paper presents six of them, to illustrate three categories of practices supporting migrant integration through better multi-level co-ordination: · Reinforcing co-ordination (financial, human, technical) between levels of governments and private actors such as businesses or non-governmental organisations to foster migrant integration and retention: The Canadian Atlantic Immigration Pilot (AIP) and the French Territorial Contracts for the Reception and Integration of Refugees (CTAIR); · Resolving information and evaluation asymmetries: Vienna (Austria) Integration and Diversity Monitor and the German Network IQ; · Illustrating the positive externalities of territorial development and investment programmes on migrant integration and social cohesion: The Italian Inner Areas Strategy and the French Urban Policy.
