    Abstract: A pathbreaking call to halt the intertwined crises of cultural heritage attacks and mass atrocities and mobilize international efforts to protect people and cultures. Intentional destruction of cultural heritage has a long history. Contemporary examples include the Bamiyan Buddhas in Afghanistan, mosques in Xinjiang, mausoleums in Timbuktu, and Greco-Roman remains in Syria. Cultural heritage destruction invariably accompanies assaults on civilians, making heritage attacks impossible to disentangle from the mass atrocities of genocide, war crimes, crimes against humanity, and ethnic cleansing. Both seek to eliminate people and the heritage with which they identify. Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. Focusing on immovable cultural heritage vulnerable to attack, the volume's guiding framework is the Responsibility to Protect (R2P), a United Nations resolution adopted unanimously in 2005 to permit international intervention against crimes of war or genocide. Based on the three pillars of prevent, react, and rebuild, R2P offers today's policymakers a set of existing laws and international norms that can and-as this book argues-must be extended to the protection of cultural heritage. Contributions consider the global value of cultural heritage and document recent attacks on people and sites in China, Guatemala, Iraq, Mali, Sri Lanka and Afghanistan, Syria, and Yemen. Comprehensive sections on vulnerable populations as well as the role of international law and the military offer readers critical insights and point toward research, policy, and action agendas to protect both people and cultural heritage. A concise abstract of each chapter is offered online in Arabic, Chinese, French, Russian, and Spanish to facilitate robust, global dissemination of the strategies and tactics offered in this pathbreaking call to action. Culture, including heritage, is often presented as fundamental to addressing the SDGs: since 2010, the United Nations has adopted no fewer than five major policy recommendations that assert its importance as a driver and enabler of development. Yet, heritage is marginalized from the Sustainable Development Goals.0Rethinking Heritage for Sustainable Development constitutes a substantial and original assessment of whether and how heritage has contributed to three key dimensions of sustainable development (namely poverty reduction, gender equality and environmental sustainability) within the context of its marginalisation from the Sustainable Development Goals and from previous international development agendas.0Sophia Labadi adopts a novel, inclusive, large-scale and systematic approach, providing the first comprehensive history of the international approaches on culture (including heritage) for development, from 1970 to the present day. This book is also the first to assess the negative and positive impacts of all the international projects implemented in sub-Saharan Africa by a consortium of UN organisations that aimed to provide evidence for the contribution of heritage for development in time for the negotiation of the SDGs.     Abstract: Kulturelles Erbe spielt in Grenzregionen nicht nur im Kontext von Beheimatung eine zentrale Rolle, es kommt auch in energieindustriell bedingten Transformationsprozessen zum Tragen: so etwa im Wendland als ehemaligem »Zonenrandgebiet« und in der Lausitz als Nachbar zu Polen seit dem Ende des Zweiten Weltkriegs. Seinen zugrunde liegenden historischen Entwicklungen und aktuellen Handlungsräumen geht Jenny Hagemann in ihrer interdisziplinären Studie nach, indem sie historischen Vergleich, Diskursanalyse und qualitative Interviews miteinander verbindet. Sie liefert neue Erkenntnisse für Heritage Studies und Regionalgeschichte gleichermaßen und bietet erstmals Vorschläge zur Konzeptionalisierung von »regionalem Heritage« an.

    Abstract: Built on up-to-date field material, this edited volume suggests an anthropological approach to the palimpsest-like milieus of Wrocław, Lviv, Chernivtsi, and Chişinău. In these East-Central European borderline cities, the legacies of Nazism, Marxism-Leninism, and violent ethno-nationalism have been revisited in recent decades in search of profound moral reckoning and in response to the challenges posed by the (post-)transitional period. Present shapes and contents of these urban settings derive from combinations of fragmented material environments, cultural continuities and political ruptures, present-day heritage industries and collective memories about the contentious past, expressive architectural forms and less conspicuous meaning-making activities of human actors. In other words, they evolve from perpetual tensions between choices of the past and the burden of the past. A novel feature of this book is its multi-level approach to the analysis of engagements with the lost diversity in historical urban milieus full of post-war voids and ruptures. In particular, the collected studies test the possibility of combining the theoretical propositions of Memory Studies with broader conceptualizations of borderlands, cosmopolitan sociality, urban mythologies, and hybridity.     Abstract: "Heritage and Religion in East Asia examines how religious heritage, in a mobile way, plays across national boundaries in East Asia and, in doing so, the book provides new theoretical insights into the articulation of heritage and religion. Drawing on primary, comparative research carried out in four East Asian countries, much of which was undertaken by East Asian scholars, the book shows how the inscription of religious items as "Heritage" has stimulated cross-border interactions among religious practitioners and boosted tourism along modern pilgrimage routes. Considering how these forces encourage cross-border links in heritage practices and religious movements in China, Taiwan, South Korea and Japan, the volume also questions what role heritage plays in a region where Buddhism, Taoism, and other various folk religious practices are dominant. Arguing that it is diversity and vibrancy that makes religious discourse in East Asia unique, the contributors explore how this particularity both energises and is empowered by heritage practices in East Asia. Auch Petrarca und Goethe haben zu dieser Frage Stellung bezogen, ebenso wie Victor Hugo und Emil Nolde. Bis hinein in die Gegenwart, über Aimé Césaire und François Mitterrand zu Aminata Traoré reichen die rund sechzig Quellen, die in diesem Band abgedruckt, kontextualisiert und analysiert werden. Sie machen deutlich: Europas Kunstsammlungen müssen sich der Frage der Provenienz stellen, wenn sie weiterhin als Stätten des Kulturtransfers und der Wissensvermittlung gelten wollen - und nicht als Orte der hegemonialen Machtdemonstration.

    Abstract: Focusing on Romania from 1945 to 2016, Socialist Heritage explores the socialist state's attempt to create its own heritage, as well as the legacy of that project. Contrary to arguments that the socialist regimes of Central and Eastern Europe aimed to erase the pre-war history of the socialist cities, Emanuela Grama shows that the communist state in Romania sought to exploit the past for its own benefit. The book traces the transformation of a central district of Bucharest, the Old Town, from a socially and ethnically diverse place in the early 20th century, into an epitome of national history under socialism, and then, starting in the 2000s, into the historic center of a European capital. Under socialism, politicians and professionals used the district's historic buildings, especially the ruins of a medieval palace discovered in the 1950s, to emphasize the city's Romanian past and erase its ethnically diverse history. Since the collapse of socialism, the cultural and economic value of the Old Town has become highly contested. Bucharest's middle class has regarded the district as a site of tempting transgressions. Its poor residents have decried their semi-decrepit homes, while entrepreneurs and politicians have viewed it as a source of easy money. Such arguments point to recent negotiations about the meanings of class, political participation, and ethnic and economic belonging in today's Romania. Grama's rich historical and ethnographic research reveals the fundamentally dual nature of heritage: every search for an idealized past relies on strategies of differentiation that can lead to further marginalization and exclusion.

    Abstract: "The field of cultural heritage is no longer solely dependent on the expertise of art and architectural historians, archaeologists, conservators, curators, and site and museum administrators. It has dramatically expanded across disciplinary boundaries and social contexts, with even the basic the definition of what constitutes cultural heritage being widened far beyond the traditional categories of architecture, artifacts, archives, and art. Heritage now includes vernacular architecture, intangible cultural practices, knowledge, and language, performances and rituals, as well as cultural landscapes. Heritage has also become increasingly entangled with the broader social, political, and economic contexts in which heritage is created, managed, transmitted, protected, or even destroyed. Heritage protection now encompasses a growing set of methodological approaches whose objectives are not necessarily focused upon the maintenance of material fabric, which has traditionally been cultural heritage's primary concern. This handbook charts some of the major sites of convergence between the humanities and the social sciences--where new disciplinary perspectives are being brought to bear on heritage. These convergences have the potential to provide the inter-disciplinary expertise needed not only to critique but also to achieve the intertwined intellectual, political, and socio-economic goals of cultural heritage in the 21st century. The traditional wedding ceremonies are performed for the ethnic tourism industry in Lijiang, a World Heritage town in southwest China. This book examines how heritage interacts with social-cultural changes and how individuals perform and negotiate their identities through daily practices that include tourism, on the one hand, and the performance of ethnicity on the other. The wedding performances in Lijiang not only serve as a heritage 'product' but show how the heritage and tourism industry helps to shape people's values, dreams and expectations. This book also explores the rise of 'romantic consumerism' in contemporary China. Chinese dissatisfaction with the urban mundane leads to romanticized interests in practices and people deemed to be natural, ethnic, spiritual and aesthetic, and a search for tradition and authenticity.     Abstract: "Japan's heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan's sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy which has been used as part of its cultural diplomacy designed to increase its 'soft power' both globally and within the Asian region.     Abstract: This well-illustrated book offers an up-to-date synthesis of the field of historic preservation, cast as a social campaign concerned with the condition, treatment and use of the legacy of existing properties in the United States. Drawing on a wide range of research, experience and scholarship over the last fifty years, it allows us to re-think past and current ideas in preservation, challenging readers to explore how their own interests lie within the cognitive framework of the activities taking place with people who care. “Who” is involved is explored first, in such a way as to explore “why”, before examining “what” is deemed important. After that the questions of “when” and “how” to proceed are given attention. The major topics are introduced in an historical review through the mid-1980s, after which the broad intellectual basis and fundamental legal framework is provided. The economic shifts associated with major demographic changes are explored, in tandem with responses of the preservation community. A chapter is dedicated to the financial challenges and sources of revenue available in typical preservation projects, and another chapter focuses on the manner in which seeing, recording, and interpreting information provides the context for an appropriate vision for the future. In this regard, it is made clear that not all “green” design alternatives are preservation-sensitive. The advocacy battles during the last few decades provide a number of short stories of the ethical battles regarding below-ground and above ground historic resources, and the eighth chapter attempts to explain why religion has been long held at arm’s length in publicly-supported preservation efforts, when in fact, it holds more potential to regenerate existing sites than any governmental program.

    Abstract: In the age of economic globalisation, do art and heritage matter? Once the domain of elitist practitioners and scholars, the governance of cultural heritage and the destiny of iconic artefacts have emerged as the new frontier of international law, making headlines and attracting the varied interests of academics and policy-makers, museum curators and collectors, human rights activists and investment lawyers, and artists and economists, just to mention a few. The return of cultural artefacts to their legitimate owners, the recovery of underwater cultural heritage, and the protection and promotion of artistic expressions are just some of the pressing issues addressed by this book. Contemporary intersections between art, cultural heritage and the market are complicated by a variety of ethical and legal issues, which often describe complex global relations. Should works of art be treated differently from other goods? What happens if a work of art, currently exhibited in a museum, turns out to have originally been looted?     Abstract: This book analyses the problematics of archaeological heritage management in the Canary Islands, which are echoed in other parts of the world where the indigenous heritage is under-represented. The present-day management of Canarian archaeological heritage has a very specific and unusual context given that the archipelago is located on the fringes of Europe, belonging to Spain and therefore to the European Unión, but geographically and in terms of early history being part of Africa. From a theoretical perspective, then, the proposed book analyzes issues such as the effects of colonialism and eurocentrism on the management of the archaeological heritage. It also examines the evolutionist and historico-cultural models used to analyze past societies and, ultimately, used to create identities that influence archaeological heritage management itself. From a practical point of view, the book presents a proposal for enhancing the archaeological heritage of the Canary Islands through the creation of archaeological parks (providing some concrete examples in the case of the city of La Laguna) and the active involvement of the local community. Parallel to this, the book considers the Canarian Archipelago as part of a problematic that is not unique to this area but is an example of poor indigenous heritage management overall. It demonstrates how the course of history and the politics of the past still have an excessive influence on the way in which the present-day archaeological heritage is interpreted and managed. Therefore, this book provides an almost unique opportunity for uncovering the history of archaeology within the margins of Europe (in fact, in an African region) and exploring colonial and foreign influences.
