This report analyses the demand for cyber security professionals in Australia, Canada, New Zealand, the United Kingdom and the United States using information contained in online job postings. The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: Schools are perfect hubs for social and emotional learning, but are they ready for this task? To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

L’analyse montre aussi dans quelle mesure les EES québécois soutiennent l’entrepreneuriat, l'innovation, la mise en relation entre acteurs, ainsi que la mobilisation de ressources et d'acteurs politiques.     Abstract: Québec is mobilised to become an innovation and entrepreneurial leader in North America, giving higher education institutions (HEIs) a central role in this drive. The Stratégie québécoise de recherche et d’investissement en innovation (SQRI) has placed HEIs at the fore front of the provincial innovation and entrepreneurship efforts, including with an explicit spatial approach, through the “innovation zones”. This review assesses the “geography of higher education” in Québec through the examination of ten case study HEIs. These case studies represent examples of innovative and entrepreneurial HEIs that support entrepreneurship and innovation in their communities. In particular, the case studies tell the story of the province of Québec in creating sustainable entrepreneurship and innovation, connecting actors and mobilising resources and policies. The review offers actionable policy recommendations to generate further progress in this direction.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: In the context of considerable labour market change, many adults in Canada are being challenged to consider alternative career paths, and to upskill or retrain. Career guidance has the potential to facilitate employment transitions: not only from the education system to the labour market, but also from unemployment to employment, and from declining to growing sectors. This study assesses the career guidance services that are available for adults in Canada, and puts them into an international perspective. New survey data show that Canada performs well in an OECD comparison with respect to the quality of career guidance, but there is room to strengthen the provision and accessibility of services. The report provides concrete recommendations to encourage greater and more inclusive use of adult career guidance, and to promote high-quality service provision.

    Abstract: A first step to implement effective migrant integration policies is to know who does what in policy sectors key to integration. Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

    Abstract: Combatting climate change is among the most critical issues on the global policy agenda. The transition towards a greener economy will require a pivot towards more sustainable production processes and consumption patterns. Entrepreneurs have the potential to be a major driving force behind this effort through their capacity to develop and propagate innovative green solutions. To unlock this potential, it is crucial for policy makers to implement appropriate policies and measures that enable green entrepreneurs to thrive. This report identifies lessons from international policy practices in stimulating and supporting green entrepreneurship from three case study countries – Canada, Germany and Israel – to inform Denmark about effective policy practices and pitfalls to avoid as it implements initiatives to strengthen its green transition. Recommendations are offered across a number of areas such as promoting greater co-ordination between relevant policy actors, strengthening specialised support for green entrepreneurs and building green markets.

Countries use different strategies to ensure an adequate supply of well-prepared VET teachers and trainers. This report focuses on two aspects: entry requirements for the VET teaching and training profession to ensure quality and consistency; and initial education and training for VET teachers and trainers to ensure that they are well-prepared when taking up their role. It draws lessons from policies and practices in Canada, Denmark, Germany, the Netherlands and Norway for developing a skilled teaching and training workforce through entry requirements and training, while maintaining sufficient flexibility.

This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows. Alongside the policy document, the second edition is joined by 33 country chapters, detailing jurisdictions’ domestic tax crime enforcement frameworks as well as the progress made in implementing the Ten Global Principles.     Abstract: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

La pandemia, así como las medidas de contención y mitigación para detener su propagación, tuvieron un gran pero heterogéneo impacto en la demanda de competencias. Para inicios de mayo, el volumen total de ofertas de empleo en línea había caído más de 50% en todos los países analizados con respecto a principios del año, con descensos aún mayores en algunos sectores. Sin embargo, la demanda de competencias específicas en el sector salud y logística aumentó. También hay evidencia de un aumento de las vacantes que implican acuerdos de trabajo remoto.     Abstract: Over the last few years, social and emotional skills have been rising on the education policy agenda and in the public debate. Policy makers and education practitioners are seeking ways to complement the focus on academic learning, with attention to social and emotional skill development. Social and emotional skills are a subset of an individual’s abilities, attributes and characteristics important for individual success and social functioning. Together, they encompass a comprehensive set of skills essential for students to be able to succeed at school, at work and fully participate in society as active citizens. The benefits of developing children's social-emotional skills go beyond cognitive development and academic outcomes; they are also important drivers of mental health and labour market prospects. The ability of citizens to adapt, be resourceful, respect and work well with others, and to take personal and collective responsibility is increasingly becoming the hallmark of a well-functioning society. The OECD's Survey of Social and Emotional Skills (SSES) is one of the first international efforts to collect data from students, parents and teachers on the social and emotional skills of students at ages 10 and 15. This report presents the first results from this survey. It describes students' social and emotional skills and how they relate to individual, family, and school characteristics. It also examines broader policy and socio-economic contexts related to these skills, and sheds light on ways to help education leaders and policy makers monitor and foster students’ social and emotional skills.

    Abstract: This report offers an initial overview of the available information regarding the circumstances, nature and outcomes of the education of schoolchildren during the first wave of COVID-19 lockdowns of March-April 2020. Its purpose is primarily descriptive: it presents information from high quality quantitative studies on the experience of learning during this period in order to ground the examination and discussion of these issues in empirical examples. Information is presented on three interrelated topics: the nature of the educational experience during the period of lockdowns and school closures; the home environment in which education took place for the vast majority of schoolchildren; the effects on the mental health and learning outcomes for children during this period. The data come primarily from 5 countries (France, Germany, Ireland, the United Kingdom and the United States) with additional information on some aspects for 6 additional countries (Australia, Belgium (Flanders), Canada, Finland, Italy and the Netherlands).     Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Canada’s Constitution Act (1982) recognises three Indigenous groups: Indians (now referred to as First Nations), Inuit, and Métis. Indigenous peoples make a vital contribution to the culture, heritage and economic development of Canada. Despite improvements in Indigenous well-being in recent decades, significant gaps remain with the non-Indigenous population. This study focuses on four priority issues to maximise the potential of Indigenous economies in Canada. First, improving the quality of the statistical framework and the inclusion of Indigenous peoples in the governance of data. Second, measures to improve the fairness and transparency for how Indigenous peoples can secure land tenure and the use of tools and such as land use planning to use it to promote community economic development. Third, promoting entrepreneurship so Indigenous peoples can use assets and resources in ways that align with their objectives for development. Fourth, implementing an approach to governance that adapts policies to places, and empowers Indigenous institutions and communities.

Sur la base des résultats des 33 pays et régions ayant participé aux deux premières vagues de l'Enquête sur les compétences des adultes en 2011-12 et 2014-15, ce rapport décrit les compétences dans trois domaines de traitement de l'information et examine comment les compétences sont liées au marché du travail et aux résultats sociaux. Il décrit notamment les résultats des six pays ayant participé à la troisième vague du premier cycle du PIAAC en 2017-18 (Équateur, États-Unis, Hongrie, Kazakhstan, Mexique et Pérou). L’Évaluation des compétences des adultes, un produit du Programme de l’OCDE pour l’évaluation internationale des compétences des adultes (PIAAC), a été conçue pour montrer dans quelle mesure les individus possèdent certaines de ces facultés et compétences clés et comment ils les utilisent dans le cadre professionnel et dans la vie privée.     Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: L’attractivité du Québec auprès des migrants repose à la fois sur les politiques d’intégration au marché du travail et sur la nature des opportunités d’emploi. Cependant, bien que les immigrés du Québec figurent parmi les plus éduqués de l’OCDE, la province reste confrontée à de nombreux défis qui les empêchent de s’intégrer au marché du travail. Parmi ces défis, on note une maîtrise imparfaite de la langue française, la non-reconnaissance des qualifications étrangères, des différences culturelles qui se reflètent dans les habitudes professionnelles et un manque d’initiatives visant la promotion de l’entrepreneuriat. Dans le cadre de cette étude une enquête auprès employeurs a été réalisée afin de comprendre leur expérience en matière de recrutement d’immigrants et de connaître leur perception de l’utilité des outils disponibles pour favoriser l’intégration et l’embauche d’immigrants. Ce rapport présente une analyse des enjeux liés à l’intégration des migrants au niveau local et propose des exemples de bonnes pratiques mises en place dans d’autres régions de l’OCDE.

    Abstract: Populations in OECD and emerging economies are ageing rapidly, which will have significant macroeconomic impacts, including on public expenditures and tax revenues. The rules and practices that govern fiscal relations among different levels of government, such as their responsibilities for taxation, spending and debt management, have a bearing on economic efficiency and ultimately growth. The consequences of population ageing at subnational government levels are especially intense. Many local governments are vulnerable to the ageing of their populations from a fiscal perspective. The economic and fiscal challenges of an ageing population go beyond intergovernmental boundaries, and they require complex intergovernmental policy responses. This volume brings together cross-country studies of fiscal policy, demographics and spatial productivity, as well as country studies of Brazil, Canada, China and Germany.

    Abstract: This paper presents and discusses the general findings and key policy messages of the 2019 OECD Open, Useful and Re-usable data (OURdata) Index, and provides a detailed analysis of the results for each pillar and sub-pillar. Additionally, it assesses the main advancements and challenges related to the design and implementation of open government data (OGD) policies in OECD member and partner countries by comparing the results for 2019 with those of the 2017 edition.     Abstract: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.

    Abstract: This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home.     Abstract: Canada has not only the largest in terms of numbers, but also the most elaborate and longest-standing skilled labour migration system in the OECD. Largely as a result of many decades of managed labour migration, more than one in five people in Canada is foreign-born, one of the highest shares in the OECD. 60% of Canada’s foreign-born population are highly educated, the highest share OECD-wide. The recent introduction of Express Entry, a two-step selection system based on an initial pre-sreening of suitable candidates who enter a pool by Expression of Interest and subsequent selection of the most skilled candidates from the pool, has further enhanced the competitive edge of the selection system relative to other countries. It also ensures that those with the skills to succeed are admitted to Canada in a quick and efficient way. Core to Canada's success is not only the elaborate selection system itself, but also the innovation and infrastructure around it, which ensures constant testing, monitoring and adaptation of its parameters. This includes a comprehensive and constantly improving data infrastructure, coupled with the capacity to analyse it, and swift policy reaction to new evidence and emerging challenges.

    Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Canada, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

    Abstract: Canada, the world's second largest country by area, has abundant natural resources. Its vast territory includes large tracts of undisturbed wilderness. However, urbanisation and agriculture are putting pressure on the natural asset base. Since 2000, Canada has made progress in decoupling economic growth from air pollution, energy consumption and GHG emissions, but it remains one of the most energy- and emissions-intensive economies in the OECD. Further progress is needed to transition to a green, low-carbon economy. This is the third Environmental Performance Review of Canada. It evaluates progress towards sustainable development and green growth, with special features on climate change mitigation and urban wastewater management.

    Abstract: This dataset covers both social security reserve funds and sovereign pension reserve funds, the two main categories of public pension reserve funds. Social security reserve funds are set up as part of the overall social security system. They are funded chiefly by surpluses from employee and/or employer contributions over current payouts and, in some cases, by top-up contributions from the government through fiscal transfers and other sources. Sovereign pension reserve funds are funds established by governments (independently of social security systems), who finance them directly through fiscal transfers. This table provided statistics on total asset, asset allocation, nominal net investment return, operating expenses and derivatives. Data are expressed in various measures such as stock and flow data for asset classes are available in national currency million, nominal net investment returns are provided in percent,operating costs are expressed as a percent of total assets under management. The value of derivatives held is available in thousands of national currency.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Canada, which is accompanied by a document addressing the implementation of best practices.

    Abstract: SMEs and entrepreneurs make an important contribution to the Canadian economy. SMEs account for 60% of total employment, and Canada performs very well across many measures of small business generation, growth and innovation. However, further increases in productivity in medium-sized firms, an increase in SME exports, a greater business start-up rate and an increased number of high-growth firms could bring substantial benefits for the national economy. This report identifies several areas where new policy approaches could help achieve these objectives. Framework conditions for small business could be improved in business taxation, public procurement, access to financing and the commercialisation of research. New and extended programmes could be introduced in domains including entrepreneurship education, management advice and consultancy, and workforce skills development. A major effort is recommended to prioritise women's entrepreneurship, including by supporting social enterprises, and federal support could be offered to support the exchange of information on best practice SME regulations and programmes among provinces and territories. All this could be brought together and co-ordinated through the umbrella of a national strategy and a lead agency for SME and entrepreneurship policy.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Canadians enjoy a high level of well-being. On all eleven components of the OECD’s Better Life Index, Canada performs better than the OECD average. The economy and labour markets stood up better than those of most OECD countries to the ravages of the global financial crisis. Still, there are some areas where the country can do even better. Canada needs to improve its productivity performance, building on the recent increased growth in labour productivity to narrow the gap with top-performing OECD countries in terms of the level of productivity. The productivity gap with the United States is particularly large for small and medium-sized enterprises. Productivity growth could also be more inclusive. People from socially disadvantaged backgrounds and Indigenous communities currently do not participate to the extent that they should in the country’s strong economic performance. Finally, Canada needs to make growth greener, in order to contribute its fair share to the global fight against climate change.

Le pays pourrait pourtant faire encore mieux dans certains domaines. Le Canada doit améliorer ses résultats en matière de productivité, en s’appuyant sur le récent rebond de la croissance de la productivité du travail pour se rapprocher des pays de l’OCDE les plus performants en termes de productivité. L’écart de productivité avec les États-Unis est particulièrement marqué pour les petites et moyennes entreprises. La croissance de la productivité pourrait en outre être plus inclusive. Les personnes issues de milieux socialement défavorisés ou de communautés autochtones, actuellement, ne participent pas autant qu’ils le pourraient et qu’ils le devraient à la forte performance économique du pays. Enfin, le Canada doit évoluer vers une croissance plus verte afin d’être en mesure de prendre sa juste part de l’action engagée à l’échelle mondiale pour lutter contre le changement climatique.

    Abstract: This dataset contains data on regional GDP, regional GDP per capita and regional gross value added by sector. Data are expressed in millions of national currency in current and constant prices and in millions of US$ in current and constant PPP. For the Euro area countries, the data in national currency for all years are calculated using the fixed conversion rates against the euro.

The dataset is broken down into 3 set of variables which are population and area, population by age groups and lower level (Territorial Level 3) consisting of about 1709 micro-regions.
