The Norwegian VET system has many strengths including strong and trustful co-operation between employers, unions and VET authorities and high-status VET tracks in upper secondary education. Many employers are keen to attract apprentices and there is a high level of adult literacy. But there are significant challenges, including an ageing workforce of school-based trainers, weak quality assurance mechanisms, high levels of dropout and concerns that the priority accorded to student choice may make the system unresponsive to labour market needs. The OECD review assesses the main challenges faced by the VET system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

    Kurzfassung: Since the PISA 2000 and 2009 surveys both focused on reading, one can track in detail how student reading performance has changed over that period. Among the 26 OECD countries with comparable results in both assessments, Chile, Germany, Hungary, Israel, Korea, Poland, Portugal, and the partner countries Albania, Brazil, Indonesia, Latvia, Liechtenstein and Peru all show overall improvements in reading performance. The fact that such a diverse group of countries succeeded in raising the level of their students’ performance in reading indicates that improvement is possible regardless of a country’s cultural context or where it starts out from. For example, Korea was already among the best-performing countries in 2000 and it improved further by 2009, Poland moved from below the OECD average to above it, and Chile rose from a relatively low performance rank to one that is much closer to that of other OECD countries...

Con la gran presión sobre los sistemas educativos de los países dentro y fuera de la OCDE para que mejoren su eficacia y eficiencia, cada vez se reconoce más el papel que las medidas de desempeño precisas representan en el diseño e implantación de iniciativas de políticas educativas y desarrollo escolar. En esta publicación se identifican tres objetivos amplios de políticas que impulsan el desarrollo de modelos de valor agregado en un sistema educativo: iniciativas de mejoras escolares, la rendición de cuentas de las escuelas y de los sistemas educativos y la elección de escuela. El empleo de datos de desempeño en la toma de decisiones referente a estos objetivos de políticas depende de la precisión de las medidas de desempeño empleadas. Sin embargo, la difusión de la toma de decisiones con base en datos para promover objetivos de políticas se ha visto obstaculizada por la falta de datos de desempeño escolar precisos, esenciales para las mejoras educativas. Las mediciones de valor agregado son un avance significativo, al dar una medida más precisa del desempeño escolar en la cual basar decisiones que fomenten objetivos de políticas y eleven el desempeño escolar.     Kurzfassung: This Test Guideline is designed to provide an evaluation of reproductive and developmental effects that may occur as a result of pre- and postnatal chemical exposure as well as an evaluation of systemic toxicity in pregnant and lactating females and young and adult offspring. In the assay, sexually-mature males and females rodents (parental (P) generation) are exposed to graduated doses of the test substance starting 2 weeks before mating and continuously through mating, gestation and weaning of their pups (F1 generation). At weaning, pups are selected and assigned to cohorts of animals for reproductive/developmental toxicity testing (cohort 1), developmental neurotoxicity testing (cohort 2) and developmental immunotoxicity testing (cohort 3). The F1 offspring receive further treatment with the test substance from weaning to adulthood. Clinical observations and pathology examinations are performed on all animals for signs of toxicity, with special emphasis on the integrity and performance of the male and female reproductive systems and the health, growth, development and function of the offspring. Part of cohort 1 (cohort 1B) may be extended to include an F2 generation; in this case, procedures for F1 animals will be similar to those for the P animals.

    Kurzfassung: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

La primera meta de desempeño de la administración del presidente Calderón fue elevar substancialmente el aprovechamiento de los alumnos para alcanzar un promedio nacional combinado de 435 puntos en el Programa para la Evaluación Internacional de Alumnos (PISA, por sus siglas en inglés), en lectura y matemáticas, para el año 2012. En esta publicación se presenta un resumen de las tendencias en el desempeño de México en PISA y se les considera en relación con el objetivo de PISA fijado por el gobierno mexicano. Asimismo, se examinan las tendencias con respecto al acceso a la educación para los jóvenes de 15 años de edad y las cuestiones de equidad, indicadas por el impacto del entorno socioeconómico en el desempeño de los alumnos. Los adelantos que ha logrado México desde que el presidente Calderón estableció la meta de desempeño de PISA han sido significativos. México parece estar bien encaminado para cumplir su objetivo de desempeño en 2012. Además, en la publicación se analiza el desempeño de México en comparación con otros países de la OCDE, del G20 y con economías similares a fin de destacar que aún se necesita mejorar. Con base en una comparación del desempeño entre las escuelas mexicanas, el informe indica que un desempeño relativamente más alto no está condicionado por el entorno socioeconómico. El reporte concluye al reunir evidencia de PISA y el análisis de una selección de los sistemas educativos de desempeño más alto, con lo que se ofrece una perspectiva a largo plazo para la mejora educativa en México.

    Kurzfassung: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Students who reported that their reading lessons are often interrupted perform less well than students who reported that there are few or no interruptions in class. La publication intitulée Soutenir le renforcement de l’État dans les situations de conflit et de fragilité : Document d’orientation présente les conceptions contemporaines du renforcement de l’État et des recommandations précises de bonne pratique. Elle reprend un cadre conceptuel internationalement accepté en matière de renforcement de l’État, nourri des réalités quotidiennes qui caractérisent les situations de fragilité ou de conflit. The PISA 2009 reading framework and the assessment instrument together provide an operational definition and description of the distinctive structures and types of both text and task that constitute electronic reading, allowing an exploration of factors that contribute to difficulty. PISA 2009 therefore provides an opportunity to investigate electronic reading on a large scale. This book presents some initial findings.

Sin embargo, la implementación efectiva de reformas educativas puede ser un proceso complejo y con grandes retos. La simple identificación y enumeración de las políticas que deberán ser implementadas no resulta suficiente. Los gobiernos también deberán determinar el “cómo” para el diseño y puesta en marcha de políticas educativas. Para ello, esta publicación presenta recomendaciones específicas y un método para que los tomadores de decisiones y actores relevantes analicen y se apropien de las mejores prácticas internacionales, pero adaptadas a los contextos locales. Chacun comprend un énoncé du principe et un ensemble de lignes directrices d’application. Les lignes directrices correspondant au principe fondamental consacré au contrôle, intègrent les Principes de l’Organisation Internationale des Autorités de Contrôle des Pensions relatifs au contrôle des pensions privées. La Méthodologie propose une approche structurée afin d’évaluer la conformité de la réglementation des pensions professionnelles d’une juridiction aux Principes fondamentaux de réglementation des pensions professionnelles.

    Kurzfassung: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Kurzfassung: The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies in its education system. The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development. Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in any other country in Europe. To address the challenges, the Greek government has established a bold agenda and sought advice from a task force on the development and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in other countries. As a contribution to the on-going policy discussions in Greece, it recommends specific short-, medium- and long-term actions that can improve efficiency in the country’s education system.

Os objetivos deste guia para o desenvolvimento de políticas são: i) promover o entendimento das implicações das alterações climáticas na prática do desenvolvimento e a necessidade associada de integrar a adaptação ao clima nas agências de cooperação para o desenvolvimento e nos países parceiros; ii) identificar abordagens apropriadas para integrar a adaptação às alterações climáticas nas políticas de desenvolvimento aos níveis nacional, setorial e de projeto e nos contextos urbanos e rurais; e iii) identificar meios práticos para os doadores apoiarem os países em desenvolvimento parceiros nos seus esforços para reduzir a sua vulnerabilidade à variabilidade e alterações climáticas. Enquanto os esforços para integrar a adaptação aos às alterações climáticas serão conduzidos pelos países em desenvolvimento parceiros, os doadores internacionais têm um papel crítico a desempenhar no apoio a tais esforços. Este guia para o desenvolvimento de políticas é especialmente formatado para os agentes de definição de políticas e para as agências de cooperação e suas contrapartes nos governos dos países em desenvolvimento, bem como para as partes interessadas não governamentais.

    Kurzfassung: The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

    Kurzfassung: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Les chirurgiens de certains pays sont-ils plus susceptibles de laisser des « corps étrangers » dans le corps des opérés ou de provoquer accidentellement des perforations ou des lacérations lorsqu’ils accomplissent un acte chirurgical ? La nécessité de répondre à ce type de questions et l’intérêt d’évaluer la qualité des soins de santé figurent au nombre des aspects abordés dans la présente publication. Dans bien des cas, les politiques de santé dépendent de notre capacité d’évaluer précisément la qualité des soins. Les pouvoirs publics veulent appliquer une approche davantage « axée sur le patient », améliorer la coordination des soins et assurer une rémunération plus élevée aux prestataires qui offrent une meilleure qualité de soins. Cela étant, mesurer la qualité des soins de santé n’est pas sans poser de difficultés. Certains problèmes ont pu être surmontés grâce au projet de l’OCDE sur les indicateurs de qualité des soins de santé mais un grand nombre subsistent. Si les décideurs veulent véritablement disposer de meilleures données sur la qualité des soins, ils doivent améliorer leurs systèmes d’information sur la santé. La présente publication décrit les indicateurs de qualité comparables au plan international qui sont actuellement disponibles et la façon d’établir un lien entre ces indicateurs et l’application de mesures en faveur de la qualité telles que l’agrément, la formulation de recommandations de bonnes pratiques médicales, la rémunération selon la performance, et la mise en œuvre de programmes nationaux de sécurité et de systèmes d’information sur la qualité.

Comment les gouvernements peuvent-ils tirer parti de l’expertise des anciens employés du secteur privé, tout en sauvegardant l’intégrité de leurs décisions d’action publique et en offrant des conditions d’emploi qui permettent d’attirer des candidats expérimentés vers la fonction publique ? Comment les gouvernements peuvent-ils laisser des fonctionnaires se tourner vers le secteur privé sans risquer que des informations privilégiées ne soient mal utilisées ? Comment assurer des conditions uniformes aux entreprises et éviter que des concurrents ne bénéficient d’avantages injustes ? L’enquête effectuée par l’OCDE dans ses 30 pays membres montre que la grande majorité d’entre eux s’est dotée de règles élémentaires pour empêcher les conflits d’intérêts dans l’emploi d’après‑mandat. En revanche, seuls quelques-uns ont adapté leurs règles en fonction des domaines et des fonctions à risque, comme celles des responsables de la réglementation ou des marchés publics. L’application de ces règles et de sanctions adéquates reste un défi pour de nombreux pays. La recherche de principes et de cadres de bonnes pratiques montre que l’efficacité des politiques et pratiques face au phénomène d’aller-retour dépend des éléments suivants : premièrement, la connaissance et la réévaluation permanente des risques ; deuxièmement, une communication efficace entre toutes les parties, y compris les secteurs privé et à but non lucratif ; troisièmement, des procédures transparentes d’approbation et d’appel ; et quatrièmement, la mise en place de sanctions opportunes, cohérentes et équitables pour assurer le respect des règles. Ces principes servent de référence aux responsables politiques et aux gestionnaires pour examiner et moderniser les politiques d’emploi d’après-mandat.     Kurzfassung: Trade promotes economic growth, alleviates poverty and helps countries reach their development goals. However, developing countries – in particular the least developed – face difficulties in making trade happen and turning trade into economic growth. The Aid for Trade Initiative – launched at the 2005 World Trade Organisation conference in Hong Kong – aims at helping these countries to take advantage of trade opportunities and to reap the benefits of their integration into the world economy. The Initiative has been a success: it has not only raised awareness among both donors and developing countries about the role of trade in development, but also helped secure increased resources. Trade for Growth and Poverty Reduction: How Aid for Trade Can Help explains how Aid for Trade can foster economic growth and reduce poverty, and why it is an important instrument for a development strategy that actively supports poverty alleviation. Unlocking this potential requires carefully designed and sequenced trade reforms. While developing countries have many trade-related needs, but financial resources and political capital for reforms are limited, it is an important priority to tackle the most binding constraints to trade expansion. This report describes the diagnostic tools available, evaluates their strengths and weaknesses, and suggests a dynamic framework to guide the sequencing of reform and donor support.

    Kurzfassung: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

In Texas, secondary level career and technical education (CTE) is provided within a comprehensive high school framework. Texas has encouraged a wide variety of innovative learning initiatives, established good articulation between high school CTE and postsecondary programs and benefits from a strong network of community colleges and universities. At the same time the state faces some challenges in ensuring minimum quality standards in CTE, in providing sufficient good quality career advice, and providing an adequate range of workplace learning opportunities. The OECD review assesses the main challenges faced by the CTE system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

Students who succeed at school despite a disadvantaged background -- resilient students -- are the focus of Against the Odds. The report shows that overcoming barriers to achievement is possible, and provides students, parents, policy makers and other education stakeholders insights into what enables socio-economically disadvantaged students to fulfil their potential. Resilient students are characterised by positive approaches to learning, for example, having more interest in science or having more self-confidence. The evidence in PISA shows that positive approaches to learning tend to boost the performance of advantaged students more than that of disadvantaged ones. From an equity perspective, therefore, policies aimed at fostering positive approaches to learning ought to target disadvantaged students more than others.

    Kurzfassung: 한 눈에 보는 보건 : 2010 아시아/태평양판 첫 보고서는 아태지역 27개국의 건강상태, 건강 결 정요인, 보건의료 자원 및 활용, 보건의료비 지출 및 재원조달 관련 주요 지표를 제시한다. 다양한 데이터 소스를 바탕으로 "한 눈에 보는 OECD 보건지표"의 기존 보고서 형식으로 구성하 여 출간하였다. 본보고서는 인구의 건강에 영향을 미치는 요소와 보건의료 체계의 성과에 대한 독자들의 이해를 돕는다. 본 보고서에서 제시된 32개의 지표는 모두 사용자 친화적인 방법으로 표시하였다. 지표는 국가 별 차이를 확인할 수 있는 차트와 데이터가 나타내고 있는 내용에 대한 간단한 설명을 덧붙였 고, 정의 및 측정 방법란에는 지표의 정의와 데이터 비교가능성에 대한 제약을 설명했다. 첨부문 서에는 보건의료체계가 운영되는 인구 ․경제적 환경에 대해 부가정보를 제공한다.

    Kurzfassung: Each country note has the following structure: Section 1 gives a brief overview of the main economic developments in recent years in the relevant country including real GDP, fiscal balance and gross debt figures. This presentation is mainly based on the “OECD Economic Outlook No. 88”, OECD Economic Outlook: Statistics and Projections (database) (OECD, 2010a), and uses OECD definitions of general government balance and gross debt which may differ from national definitions (see Box 2.1). Section 2 presents the government’s fiscal consolidation strategies as manifested in fiscal balance and gross debt targets over the medium term, the size of the consolidation, and the composition of expenditures and revenues. Section 2 is based on information from the national authorities (or publicly available information) which may use other definitions of fiscal balance and gross debt than the OECD in Section 1. For example, most EU countries have reported such figures on a Maastricht basis. Major consolidation measures are given in Section 3, quantified to the largest extent possible in local currencies and current prices annually. Expenditure measures are split between operational and programme measures and other initiatives. Revenue measures are listed without categories. Updates and additional consolidation measures may have been adopted in member countries after the data collection ended in November/December 2010, but are outside the scope of this analysis. Table 1 summarises the government’s specific consolidation measures and their impact. The impact is given in per cent of nominal GDP, calculated by the OECD Secretariat by using nominal forecasts of GDP from the “OECD Economic Outlook No. 88”, OECD Economic Outlook: Statistics and Projections (database) (OECD, 2010a). Eventual pension reforms are also included in this section. Section 4 provides recent or planned institutional reforms. Table 2 summarises the government’s fiscal consolidation plan as presented in Section 2 and corresponding figures.

    Kurzfassung: The OECD Competition Committee debated competition and efficient usage of payment cards in June 2006. In recent years, debit and credit cards have become increasingly common as retail payment mechanisms and have increasingly displaced checks and cash. The roundtable discussed potential market power and pricesetting abuses related to payment cards, reviewed the regulatory (or self-regulatory) mechanisms that sometimes govern the operation of card networks and considered methods for increasing the role of competitive forces among payment cards. A market failure exists because costs for different payment mechanisms are rarely reflected in consumer prices. Consideration should be given to permitting merchants to form payment ventures, as this would promote system competition between owners with different incentives, and to promoting entry by potential new technologies that would not involve existing payment networks. Many other policy options are discussed.

    Kurzfassung: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Belgium for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

This study provides a systematic analysis of existing practices in asset declaration in Eastern Europe and Central Asia and in some OECD countries in Western Europe and North America. It examines (1) the key elements of asset declaration systems, such as policy objectives, legal frameworks and institutional arrangements; (2) the categories of public officials who are required to submit declarations, and the types of information required; and (3) procedures for verifying information declared, sanctions for violations, and public disclosure. The study also discusses the cost-effectiveness and overall usefulness of declaration systems. It includes case studies of Lithuania, Romania, Spain and Ukraine, and a large number of additional country examples and references. The study presents policy recommendations on the key elements of asset declaration systems. These recommendations will be useful for national governments and international organisations engaged in development, reform and assessment of asset declarations systems at country level.

    Kurzfassung: The OECD Secretariat, at the invitation of the AHELO Group of National Experts, contracted the Tuning Association to undertake initial development work on learning outcomes to be used for valid and reliable assessments of students from diverse institutions and countries. The two disciplines selected for the AEHLO Feasibility Study are engineering and economics. Following the Tuning approach, academics from various regions and countries in the world reached consensus on definitions of expected learning outcomes for bachelor’s-type programmes in both disciplines. This Working Paper presents the outcomes of their work for the engineering discipline. Members of the Engineering Tuning-AHELO working group defined general learning outcomes for all engineering programmes supplemented by branch specifications for the fields of mechanical, electrical and civil engineering, taking into account different degree profiles and relevant occupations. In addition to the agreed upon learning outcomes, the paper presents an overview of the field of engineering, the typical degrees and engineering occupations associated to the first and second cycle degrees. The paper also discusses the role of learning outcomes and presents the approach used to defining them. A comparative summary of some of the most influential learning outcomes frameworks in the engineering field is also provided.

    Kurzfassung: Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs. The Korean VET system is part of a system of education which has achieved huge advances in a very short time; school results and educational attainment levels are now among the highest in OECD countries. At the same time, the rapidity of change has presented the Korean VET system with some significant challenges, including weak involvement of industry in VET, lack of quality standards for workplace training, weak linkages between VET degree and national technical qualifications and lack of practical work experience among VET teachers. The OECD review assesses the main challenges faced by the VET system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

    Kurzfassung: Eco-innovation is more important than ever on the public policy agenda. It is a major driver for green growth and contributes to the environmental performance and economic development of OECD and developing countries alike. This report takes a pragmatic approach to policies that support the development and diffusion of eco-innovation. Building on the OECD Innovation Strategy, it argues that eco-innovation is not merely about technological developments: non-technical innovations matter as well. It acknowledges that policies do not operate in a vacuum and that they must take account of the contexts that influence the development and diffusion of eco-innovation, such as market structures. It explores links between eco-innovation policies and related fields such as industry, competition, and international cooperation. This work builds on an OECD inventory of eco-innovation policies in OECD countries and in China. It also draws on studies of select environment-friendly innovations, highlighting different patterns of development across countries. It also incorporates extensive international consultation on the topics of eco-innovation and green growth. The results from this publication will contribute to the Green Growth Strategy being developed by the OECD as a practical policy package for governments to harness the potential of greener growth.     Kurzfassung: Criminalisation is a key component of all international anti-corruption instruments. For example, the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (Anti-Bribery Convention) and the UN Convention against Corruption (UNCAC) both require States Parties to enact specific criminal offences on bribery. The Asian Development Bank (ADB)/Organisation for Economic Co-operation and Development (OECD) Anti-Corruption Initiative's Action Plan commits countries to ensure ‘the existence of legislation with dissuasive sanctions which effectively and actively combat the offence of bribery of public officials’. However, criminalisation can be a challenging task, as experienced by many countries Party to the Anti-Bribery Convention. This report reviews the criminalisation of bribery offences in Asian countries under the UNCAC. Drawing on the experience of the OECD Anti-Bribery Convention's monitoring mechanism, the review focuses on each member's implementation of UNCAC Articles 15, 16 and 26 (domestic and foreign bribery by natural and legal persons). The review also identifies trends and challenges across the Asia-Pacific region.

A guidare questa ricerca una nuova immagine delle province di Padova, Venezia e Treviso considerate come un’unica città-regione interconnessa di 2,6 milioni di abitanti. Venezia, con i suoi elevati livelli occupazionali e di crescita, si situa tra le aree urbane più dinamiche e produttive all’interno dell’ocse. Sviluppatasi sul modello delle piccole imprese e dei distretti industriali, sta ora affrontando una profonda trasformazione economica. Lo storico nucleo urbano di Venezia, erede di secoli di sviluppo economico costruito sui mari, vede ogni giorno accentuarsi l’esplosione nella terra ferma circostante di una struttura spaziale assai articolata capace di integrare in una unica area urbana altre antiche presenze come Padova e Treviso e la consistente rete di città minori. Il modello della city-region assunto dall’ocse per Venezia (uno spazio urbano entro cui si muove quotidianamente la gran parte dei lavoratori e degli studenti per la maggior parte dei giorni dell’anno) deve confrontarsi con sfide ambientali sempre più impegnative, conseguenza dell’aumento del traffico e dei crescenti costi infrastrutturali esacerbati dai fenomeni di dispersione urbana. Anche la sua struttura demografica sta mutando in seguito all’invecchiamento della popolazione, alla presenza di immigrati e al progressivo spopolamento del centro storico della città. Questo rapporto offre un’analisi comparativa di questi temi e, utilizzando il database metropolitano ocse, si concentra nello specifico su produttività e crescita; considerando l’economia regionale, la pianificazione urbana, gli studi sul sistema dei trasporti e i problemi idrologici evidenzia i cambiamenti all’interno della città-regione. Alla luce del programmato sviluppo delle connessioni ferroviarie tra le città, questo studio richiama l’esigenza di programmi atti ad aumentare le sinergie economiche tra Venezia e le città vicine; prende in esame strumenti chiave per promuovere la crescita economica e la governance metropolitana, proponendo inoltre un migliore coordinamento delle politiche riguardanti l’uso del territorio, dei servizi aggiuntivi per lo sviluppo delle piccole e medie imprese e del potenziamento dell’innovazione legata alle università. Il rapporto valuta la qualità della governance delle acque e la potenzialità che Venezia ha di diventare un punto di riferimento essenziale in relazione alle strategie di adattamento al cambiamento climatico. La méthode d’essai s’appuie sur la LD 202 : Daphnia sp., essai d’immobilisation immédiate. Des chironomes au premier stade larvaire sont exposés à une gamme de concentrations de la substance d’essai dans un récipient contenant uniquement de l’eau, pour une période de 48 heures. C. riparius est l’espèce préférrée, mais il est aussi possible d’utiliser C. dilutus ou C. yoshimatsui. Il convient d’utiliser, pour chaque concentration d’essai et pour les témoins, au moins 20 animaux, répartis de préférence en quatre groupes de cinq animaux. Au moins cinq concentrations sont utilisées pour l’essai définitif, avec un témoin pour l’eau de dilution et un pour le solvant (le cas échéant). L’immobilisation est enregistrée à 24 et 48 heures. La CE50 est calculée à 24 et 48 heures (si les données le permettent). Un essai limite à concentration unique peut être conduit à 100 mg/l de substance d’essai ou jusqu’à sa limite pratique de solubilité (Si cette valeur est la plus basse), de façon à démontrer que la CE50 est supérieure à cette concentration.

    Kurzfassung: Literacy for Life is the second report from the Adult Literacy and Life Skills Survey. It presents additional results on the nature and magnitude of the literacy gaps faced by OECD countries and how these gaps have evolved over the medium term. It offers new insights into the factors that influence the formation of adult skills in various settings – at home and at work – for the eleven countries participating in the first and last round of data collection between 2003 and 2008. The study offers comparative evidence on the impact of various factors on the supply of skill. The study offers a special focus on numeracy skills and problem solving skills. It explores the relationships between numeracy and key socio-demographic factors as well as labour market outcomes and earnings. It highlights the importance of problem solving skills by defining this foundational skill and by exploring its determinants as well as its relative role in influencing important labour market outcomes. The report offers also an analysis of performance across multiple skill domains. It investigates the skill profiles of various population groups defined in terms of the demographic and socioeconomic characteristics of those who score at levels deemed to be low in one or more skill domains and explores the resulting consequences. The report concludes by investigating the issue of skill mismatch in the labour market and its relationship to adult learning. The extent and distribution of mismatch between the day-to-day literacy related requirements of workers and the literacy skills they have obtained is an important issue that is being explored in this study.

    Kurzfassung: The Competition Committee debated retail banking in October 2006. Competition can improve the functioning of the retail banking sector without harming prudential regulation. The efficient functioning of the sector is important for economic performance. The sector is considered special primarily because of externalities related to potential “contagion” effects stemming from (i) the withdrawal-upondemand characteristic of some bank deposits and (ii) the role banks play in the payment system, and (iii) the fact that banks are important for the funding of consumers and SMEs. Customer mobility and choice is essential to simulate retail-banking competition. An important observation is that the degree of customer mobility is low and the longevity of customer-bank relationships is long. Financial information sharing platforms should therefore be promoted and, where limited by privacy laws, privacy laws should be modified in a way that maintains the goal of protecting privacy while also allowing consumers to receive the benefits of credit ratings.

    Kurzfassung: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Kurzfassung: This Test Guideline describes an assay that assesses early life-stage effects and potential adverse consequences of putative endocrine disrupting chemicals (e.g. oestrogens, androgens and steroidogenesis inhibitors) on fish sexual development. In the test, fish are exposed, from newly fertilized egg until the completion of sexual differentiation at about 60 days post hatch, to at least three concentrations of the test substance dissolved in water. In each treatment level and control(s) group(s), a minimum of four replicates is recommended. At termination of the test, two core endpoints are measured in each fish: vitellogenin concentration from head and tail or from blood sampling, and proportion of males, females, intersex and undifferentiated fish through gonadal histology. In fish species possessing a genetic sex marker, the genetic sex is identified to determine sex reversal in individual fish. The combination of the two core endocrine endpoints, vitellogenin concentration and phenotypic (and possibly genotypic) sex ratio, enable the test to indicate the mode of action of the test chemical.
