    Kurzfassung: Many countries have introduced systems of asset declarations for public officials in order to prevent corruption. These systems vary greatly from country to country and their impact on mitigating corruption is not well known. This study provides a systematic analysis of existing practices in asset declaration in Eastern Europe and Central Asia and in some OECD countries in Western Europe and North America. It examines (1) the key elements of asset declaration systems, such as policy objectives, legal frameworks and institutional arrangements; (2) the categories of public officials who are required to submit declarations, and the types of information required; and (3) procedures for verifying information declared, sanctions for violations, and public disclosure. The study also discusses the cost-effectiveness and overall usefulness of declaration systems. It includes case studies of Lithuania, Romania, Spain and Ukraine, and a large number of additional country examples and references. The study presents policy recommendations on the key elements of asset declaration systems. These recommendations will be useful for national governments and international organisations engaged in development, reform and assessment of asset declarations systems at country level.

    Kurzfassung: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report was prepared to help the authorities of the Kyrgyz Republic better understand the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

Публикация входит в серию изданий ОЭСР “Oбзор национал ьной политики в области образования”, ее готовит Программа по Сотрудничеству со странами, не входящими в состав ОЭСР Директората по Образованию.

    Kurzfassung: Каждый год на автомобильных дорогах мира погибает около 1,2 миллиона человек и еще 50 миллионов получают тяжелые травмы. Но аварии в большинстве случаев предотвратимы и есть много методов, позволяющих избавить людей от горя, которое они приносят, и снизить их негативные экономические последствия. Многие страны поставили перед собой задачи по снижению числа жертв на дорогах. Выполняют ли эти страны поставленные задачи? Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран. Доклад должен быть полезен всем, кто работает в области управления дорожным хозяйством, и тем, в чью сферу интересов входит повышение уровня безопасности дорожного движения.

    Kurzfassung: Despite substantial achievements in the recent past, the innovation climate in Russia is in need of major improvements. Comprehensive institutional and policy reforms are required, including in areas outside the remit of policy makers in technology and innovation. In this context, the Helsinki Seminar on "Innovation Policy and the Valorisation of Science and Technology in Russia" gathered government officials, scientists and businessmen from Russia and several OECD Member and observer countries -- Canada, France, Germany, the United Kingdom, Hungary, Italy, Korea, the United States and Israel -- as well as from countries of the Newly Independent States (NIS). Participants examined the climate for innovation in Russia and discussed the lessons that can be drawn from the institutional reforms and recent policy initiatives in OECD countries to enhance the contribution of science and technology to innovation and growth.

    Kurzfassung: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.
