    Kurzfassung: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Kurzfassung: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

Taking issue with the common sense view that 'human nature' is violent, Keane shows why mature democracies do not wage war upon each other, and why they are unusually sensitive to violence. He argues that we need to think more discriminatingly about the origins of violence, its consequences, its uses and remedies. He probes the disputed meanings of the term violence, and asks why violence is the greatest enemy of democracy, and why today's global 'triangle of violence' is tempting politicians to invoke undemocratic emergency powers. Throughout, Keane gives prominence to ethical questions, such as the circumstances in which violence can be justified, and argues that violent behaviour and means of violence can and should be 'democratised' - made publicly accountable to others, so encouraging efforts to erase surplus violence from the world

    Kurzfassung: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

    Kurzfassung: Abortion, divorce, and the family: how did the state make policy decisions in these areas in Argentina, Brazil, and Chile during the last third of the twentieth century? As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere.

Why, unlike the Scots, Welsh, Irish and most of continental Europe, do the English find it so difficult to say who they are? The Making of English National Identity, first published in 2003, is a fascinating exploration of Englishness and what it means to be English. Drawing on historical, sociological and literary theory, Krishan Kumar examines the rise of English nationalism and issues of race and ethnicity from earliest times to the present day. He argues that the long history of the English as an imperial people has, as with other imperial people like the Russians and the Austrians, developed a sense of missionary nationalism which in the interests of unity and empire has necessitated the repression of ordinary expressions of nationalism. Social movements often shape electoral competition and party policies; they can even give rise to new parties. At the same time, political parties and campaigns shape the opportunities, personnel, and outcomes of social movements. In many countries, electoral democracy itself is the outcome of social movement actions. This book, first published in 2003, examines the interaction of social movements and party politics since the 1950s, both in the United States and around the world. In studies of the US Civil Rights movement, the New Left, the Czechoslovak dissident movements, the Mexican struggle for democracy, and other episodes, this volume shows how party politics and social movements cannot be understood without appreciating their intimate relationship.

    Kurzfassung: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

    Kurzfassung: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Kurzfassung: Britain and France have developed substantially different policies to manage racial tensions since the 1960s, in spite of having similar numbers of post-war ethnic minority immigrants. This book provides the first detailed historical exploration of race policy development in these two countries. In this path-breaking work, Bleich argues against common wisdom that attributes policy outcomes to the role of powerful interest groups or to the constraints of existing institutions, instead emphasizing the importance of frames as widely-held ideas that propelled policymaking in different directions. British policymakers' framing of race and racism principally in North American terms of color discrimination encouraged them to import many policies from across the Atlantic. For decades after WWII, by contrast, French policy leaders framed racism in terms influenced largely by their Vichy past, which encouraged policies designed primarily to counter hate speech while avoiding the recognition of race found across the English Channel

    Kurzfassung: Achieving the economic development of poor countries remains, even in the third millennium, a formidable challenge which increasingly preoccupies OECD countries. The Organisation's Development Centre was founded in 1962 as one means to study and to try to confront the problems of comparative development and to relate them to experiences in the more advanced economies. This book provides a compendium of that experience and looks forward to future policies and strategies which might provide some solutions to the problems facing developing countries. Some reflections are also included on a remarkable institution which has evolved and been transformed better to synchronise with the OECD's overall efforts in favour of the poorer countries, regions and peoples.

    Kurzfassung: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies. It also draws preliminary conclusions from the work carried out on this topic by the OECD’s Public Management Service (PUMA).

    Kurzfassung: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

    Kurzfassung: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Kurzfassung: In this 2002 book, Anna Elisabetta Galeotti examines the most intractable problems which toleration encounters and argues that what is really at stake is not religious or moral disagreement but the unequal status of different social groups. Liberal theories of toleration fail to grasp this and consequently come up with normative solutions that are inadequate when confronted with controversial cases. Galeotti proposes, as an alternative, toleration as recognition, which addresses the problem of according equal respect to groups as well as equal liberty to individuals. She offers an interpretation that is both a revision and an expansion of liberal theory, in which toleration constitutes an important component not only of a theory of justice, but also of the politics of identity.     Kurzfassung: The tragic conflict in Rwanda and the Great Lakes in 1994–1996 attracted the horrified attention of the world's media. Journalists, diplomats and aid workers struggled to find a way to make sense of the bloodshed. Johan Pottier's troubling study shows that the post-genocide regime in Rwanda was able to impose a simple yet persuasive account of Central Africa's crises upon international commentators new to the region, and he explains the ideological underpinnings of this official narrative. He also provides a sobering analysis of the way in which this simple, persuasive, but fatally misleading analysis of the situation on the ground led to policy errors that exacerbated the original crisis. Professor Pottier has extensive field experience in the region, from before and after the genocide, and he has also worked among refugees in eastern Zaire

    Kurzfassung: How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy? While there is now a burgeoning field of social and cultural memory studies, mostly focused on commemorations and monuments, this volume is the first to examine the connection between memory and politics directly. It investigates how memory is officially recast, personally reworked and often violently re-instilled after wars, and, above all, the ways memory shapes present power constellations. The chapters combine theoretical innovation in their approach to the study of memory with deeply historical, empirically based case studies of major European countries. The volume concludes with reflections on the ethics of memory, and the politics of truth, justice and forgetting after 1945 and 1989.

    Kurzfassung: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men. From different historical and societal perspectives, the authors provide insights into the studies of men as gendered subjects, including the role of transnational and global issues of fatherhood, and the emergence of men's movements, contesting and reimaging fatherhood

    Kurzfassung: Andreas Wimmer argues that nationalist and ethnic politics have shaped modern societies to a far greater extent than has been acknowledged by social scientists. The modern state governs in the name of a people defined in ethnic and national terms. Democratic participation, equality before the law and protection from arbitrary violence were offered only to the ethnic group in a privileged relationship with the emerging nation-state. Depending on circumstances, the dynamics of exclusion took on different forms. Where nation building was 'successful', immigrants and 'ethnic minorities' are excluded from full participation; they risk being targets of xenophobia and racism. In weaker states, political closure proceeded along ethnic, rather than national lines and leads to corresponding forms of conflict and violence. In chapters on Mexico, Iraq and Switzerland, Wimmer provides extended case studies that support and contextualise this argument.

    Kurzfassung: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States. The agreed policy recommendations list key principles and crucial factors in the three following key areas of good governance: - Ensuring impartiality in the decision-making process by a credible conflict-of-interest policy.- Increasing transparency in the preparation and execution of the budget.- Promoting freedom of information, consultation and participation of citizens in the formulation and implementation of public policies. In addition, country papers provide practical solutions adapted to their particular administrative environments for policy-makers and a demanding civil society.

    Kurzfassung: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Kurzfassung: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

    Kurzfassung: The book examines the reform of the communication sector in South Africa as a detailed and extended case study in political transformation - the transition from apartheid to democracy. The reform of broadcasting, telecommunications, the state information agency and the print press from apartheid-aligned apparatuses to accountable democratic institutions took place via a complex political process in which civil society activism, embodying a post-social democratic ideal, largely won out over the powerful forces of formal market capitalism and older models of state control. In the cautious acceptance of the market, the civil society organizations sought to use the dynamism of the market while thwarting its inevitable inequities. Forged in the crucible of a difficult transition to democracy, communication reform in South Africa was navigated between the National Party's embrace of the market and the African National Congress leadership's default statist orientation.

    Kurzfassung: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Kurzfassung: Resistance and Rebellion: Lessons from Eastern Europe explains how ordinary people become involved in resistance and rebellion against powerful regimes. The book shows how a sequence of casual forces - social norms, focal points, rational calculation - operate to drive individuals into roles of passive resistance and, at a second stage, into participation in community-based rebellion organization. By linking the operation of these mechanisms to observable social structures, the work generates predictions about which types of community and society are most likely to form and sustain resistance and rebellion. The empirical material centres around Lithuanian anti-Soviet resistance in both the 1940s and the 1987–91 period. Using the Lithuanian experience as a baseline, comparisons with several other Eastern European countries demonstrate the breadth and depth of the theory. The book contributes to both the general literature on political violence and protest, as well as the theoretical literature on collective action.

    Kurzfassung: The South African Truth and Reconciliation Commission (TRC) was set up to deal with the human rights violations of apartheid during the years 1960–1994. However, as Wilson shows, the TRC's restorative justice approach to healing the nation did not always serve the needs of communities at a local level. Based on extended anthropological fieldwork, this book illustrates the impact of the TRC in urban African communities in Johannesburg. While a religious constituency largely embraced the commission's religious-redemptive language of reconciliation, Wilson argues that the TRC had little effect on popular ideas of justice as retribution. This provocative study deepens our understanding of post-apartheid South Africa and the use of human rights discourse. It ends on a call for more cautious and realistic expectations about what human rights institutions can achieve in democratizing countries.

    Kurzfassung: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

    Kurzfassung: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy.

    Kurzfassung: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies.

This innovative book argues that documents such as passports, internal passports and related mechanisms have been crucial in making distinctions between citizens and non-citizens.     Kurzfassung: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic.

    Kurzfassung: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.
